Increasingly sophisticated and expensive medical technologies, chronic illness and aging, and a population that insists upon the best health care and coverage, together demand that priorities be set in the public funding of health care. This article describes Spanish initiatives in dealing with such problems and analyses the ethical implications of health care legislation and rationing.

Neoclassical economics assumes that individuals have stable and context-independent preferences, and uses preference satisfaction as a normative criterion. By calling this assumption into question, behavioural findings cause fundamental problems for normative economics. A common response to these problems is to treat deviations from conventional rational choice theory as mistakes, and to try to reconstruct the preferences that individuals would have acted on, had they reasoned correctly. We argue that this preference purification approach implicitly uses a dualistic model of the human (...) being, in which an inner rational agent is trapped in an outer psychological shell. This model is psychologically and philosophically problematic. (shrink)

El presente trabajo aborda el concepto de Transmodernidad bajo dos puntos de vista diferentes. Por un lado, la mirada de Rosa María Rodríguez Magda, la cual nos plantea la Transmodernidad como una tríada dialéctica entre Modernidad-Postmodernidad-Transmodernidad, siendo esta última tanto una continuación como una superación de la Postmodernidad. El otro punto de vista corresponde a Enrique Dussel, el cual nos plantea la Transmodernidad como un proyecto utópico que es transversal a la Modernidad/Postmodernidad; está antes de la Modernidad y a la (...) vez la trasciende, siendo una categoría de exterioridad que pretende sacar la voz propia de las culturas no europeo-norteamericanas, para así poder establecer diálogos interculturales simétricos que llevan consigo características de la propia cultura inconmensurables al proyecto moderno europeo. Así enfrentamos ambas concepciones de la Transmodernidad para destacar sus diferencias y contraposiciones. (shrink)

This note replies to a comment by Daniel Hausman on our paper ‘Preference purification and the inner rational agent: a critique of the conventional wisdom of behavioural welfare economics’. We clarify our characterisation of behavioural welfare economics and acknowledge that Hausman does fully endorse this approach. However, we argue that Hausman’s response to our critique, like behavioural welfare economics itself, implicitly uses a model of an inner rational agent.

After viral entry into the cell, the nuclear envelope poses a major cellular barrier that needs to be overcome upon adaptation of highly pathogenic avian influenza viruses (HPAIV) to the new host. To ensure efficient viral transcription and replication in the nucleus of the host cell, the viral polymerase complex of avian influenza viruses needs to switch from recognition of avian to mammalian components of the nuclear import machinery. Ernst Bloch's work reflects on the revolution and the need to take advantage of cultural legacy content with an emancipatory sense. In Heritage of our times, written during the period of the Weimar Republic, the author places special emphasis on three aspects of cultural heritage to reconsider. We examine the expressive power of probabilistic context free grammars (PCFGs), with a special focus on the use of probabilities as a mechanism for reducing ambiguity by filtering out unwanted parses. Probabilities in PCFGs induce an ordering relation among the set of trees that yield a given input sentence. PCFG parsers return the trees bearing the maximum probability for a given sentence, discarding all other possible trees. This mechanism is naturally viewed as a way of defining a new class of (...) tree languages. We formalize the tree language thus defined, study its expressive power, and show that the latter is beyond context freeness. Este trabajo se enmarca dentro del análisis de las acciones alternativas a la privación de libertad en adolescentes infractores a la ley penal. Intenta buscar soluciones que eviten la cárcel para quienes cometan pequeños delitos, opción que puede disminuir el índice de reincidencias. El objetivo es promover, desde el Trabajo Social, una doble reflexión: primero, analizando críticamente el concepto de delito, su definición en las diversas corrientes ideológicas y su aplicación en la legislación argentina; y segundo, la importancia de que (...) los jóvenes se responsabilicen de sus actos y experimenten caminos alternativos al delito.This work places inside the analysis of the alternative actions to the privation of freedom in inobservant teenagers to the penal law. It tries to look for solutions that avoid the jail for those who commit small crimes, option that can diminish the index of repetitions. The aim is to promote, from the Social Work, a double reflection: first, analyzing critically the concept of crime, his definition in the diverse ideological currents and his application in the argentine legislation; and second, the importance of which the young men take responsibility of his acts and experience alternative ways to the crime. El término nuestroamericano —utilizado por Horacio Cerutti— tiene sus fundamentos en el concepto "Nuestra América". Este hilo conductor de pensamiento tiene como hecho ineludible el hacerse cargo de la realidad en que se vive y del lugar en donde se está, hecho expresado en un permanente interés en la identidad cultural y nacional, como también por una lectura crítica y explicativa del desarrollo de las ideas. En el caso de Chile, a nuestro juicio, la memoria filosófica nuestroamericana ha tendido a (...) ser borrada, olvidada, siendo obnubilada por un fuerte eurocentrismo, lo que ha dado como resultado un escaso número de filósofos preocupados por "lo latinoamericano". Así, este trabajo indaga sobre los orígenes de la vertiente latinoamericanista en la filosofía chilena en la segunda mitad del siglo XX. A modo de conclusión, proponemos que no es sino hasta los años ochenta cuando, desde el Círculo de Filosofía de la Academia de Humanismo Cristiano, se genera un punto de inflexión con la tradición filosófica chilena, dando origen de forma más nítida a la vertiente nuestroamericana que, antes de esto, solo habría tenido pequeñas huellas dispersas. Abstract:This essay performs an anticolonial and poetic methodology of combining Black and Native feminists' deconstruction of metaphor and metaphysics in order to argue for the centrality of colonial metaphor to colonial metaphysics. I combine their analyses of the separate gendered metaphors of Blackness and Indianness and the centrality of these metaphors to the development of a global metaphysics as well as the transference of the terms of metaphysics to whiteness. I then apply this method of combined terms and readings to (...) white colonial writing that compares Black and Native America, which transforms both communities not only into individually potent, gendered metaphors but into an essential poetic pairing, a poetic couplet. Drawing on the work of Black and Native feminists, I further argue that when we take this paired model to evaluate the political concerns of Black and Native America, we come to a more complete and global understanding and refutation of whiteness. The creation, connection, and comparison of the gendered metaphors and archetypical figures of the "African Slave" and "Indian Savage" are important to each other and to the creation of a Western conception of the globe. Colonialism uses gender to compound metaphor's ability to create, by combining metaphors of gender with metaphors of race and colonialism to develop new symbolic amalgamations. This gestalt of metaphors comes together in order to create a fictive European metaphysics used to ameliorate white fears of the diversity of life on planet Earth and to satisfy white desires to control it. In this coupled metaphoric form, Blackness and Indianness are not connected by analogy but by the open-ended cut, the caesura, of poetry and the violence of slavery and conquest. I offer this anticolonial and poetic pairing as a model for political imagining between Black and Native theory. (shrink)

The CRISPR-Cas9 system is a genetic editing technology that, in addition to expanding the possibilities for scientific research, promotes reflections associated with human dignity, biological control, therapy, and genetic improvement. Bioethical discussions on the challenges and repercussions of the CRISPR-Cas9 system are reviewed. As a result, bioethical questions tend to problematize the application to non-human organisms, primary research, and the human somatic and germline. In brief, it is necessary to increase the levels of safety and effectiveness so that the benefits (...) outweigh the risks, while reducing bioethical concerns and increasing the credibility of the technique. En un tiempo de profundas transformaciones, conflictos y resistencias, desde una aproximación filosófico-política, pondremos el foco en la emergencia de la Naturaleza como sujeto de derechos, de los pueblos indígenas y de las mujeres indígenas en los procesos de lucha, negociación y representación, como nuevos sujetos políticos en los distintos niveles de la esfera pública. Desde esta perspectiva, examinaremos la incorporación de la Naturaleza como sujeto de derechos en la Constitución de Ecuador en 2008 y las luchas y métodos del (...) Pueblo Originario Kichwa de Sarayaku (Ecuador), a nivel nacional e internacional, frente al extractivismo petrolífero, atendiendo al papel que desempeñan las mujeres, a su interpretación del Sumak Kawsay (Buen Vivir) y del Kawsak Sacha (Selva Viva), y a sus aportaciones para la resolución de los conflictos ecológicos y políticos. Además de dar a conocer y presentar Sarayaku como un caso ejemplar, se concluye afirmando que la irrupción de estos «nuevos sujetos» nos sitúan ante un nuevo y complejo escenario, interpelándonos desde el Sur Global. En este artículo pretendo argumentar de qué manera el lenguaje es conformador de la experiencia estética y, en especial, cómo el argot involucrado en las vivencias estéticas es indisociable de estas, al operar como uno de sus factores constituyentes. A través del análisis de ejemplos de jerga estética popular, procedentes en su mayor parte del lenguaje juvenil, señalo algunos de los modos en que el argot conforma experiencias estéticas que no existirían sin su intervención. El coraje de la ternura es una aproximación a la obra poética de Julia Valiente que, partiendo de dos poemas de su primer libro, hasta llegar a su producción actual aún inédita, pretende dar cuenta de cómo ha construido una voz propia desde la honestidad de una mirada cuya desnudez nos muestra quienes somos.

En un análisis fenomenológico, la pose aparece como un evento que establece una relación especial entre el cuerpo y la imagen; en dicho evento la intencionalidad se dirige a la resolución del propio cuerpo como imagen. Las distinciones tradicionales entre imagen y esquema corporales, y entre apercepción y apresentación sirven a este estudio para señalar algunos aspectos característicos del acto de posar, pero es el análisis fenomenológico de la recepción y la empatía el que aporta las claves fundamentales.In a phenomenological (...) analysis, the pose appears as an event that establishes a special relationship between body and image; in that event, the intentionality is directed to the resolution of the body itself as an image. The traditional distinctions between body image and body scheme, and between apperception and presentification, serve to point out some characteristic aspects of the act of posing, but it is the phenomenological analysis of reception and empathy that provides the fundamental insights. RESUMEN En su primera investigación, Edith Stein se propuso definir la esencia de la Einfühlung (empatía) como experiencia de la conciencia ajena; pretendía así fundamentar que, como había indicado Husserl, ese acto abría la posibilidad de una intersubjetividad trascendental como solución al solipsismo de la conciencia. Stein halló la clave de esa esencia en la idea de originariedad, pero intentó evitar el problema de la empatía estética, sirviéndose de Los ídolos del autoconocimiento de Scheler. ABSTRACT In her first research project, (...) Edith Stein set out to define the essence of Einfühlung (empathy) as an experience of another's consciousness. Her objective was to justify the fact that such an act opened up the possibility of a transcendental subjectivity as a solution to the solipsism of consciousness, as Husserl had indicated. Stein found the key to that essence in the idea of originariety, but she tried to avoid the problem of aesthetic empathy by resorting to Scheler's Idols of Self-Knowledge. Presentamos las dificultades relatadas por estudiantes de pedagogía de dos universidades latinoamericanas, en el contexto de la pandemia COVID-19. Los datos fueron obtenidos a partir de registros escritos y encuestas respondidas por los estudiantes y analizados a partir de una visión freireana de educación. Los problemas junto con el sufrimiento emocional de los jóvenes revelaron el distanciamiento entre docentes y estudiantes y entre sus pares, lo que impactó su proceso formativo. Una práctica educativa que valore el diálogo y los contextos (...) de intereses y motivaciones de los estudiantes se torna fundamental para su formación académica más humana, integrada y transdisciplinar. Experiments on intertemporal consumption typically show that people have difficulties in optimally solving such problems. Previous studies have focused on contexts in which agents are faced with risky future incomes and have to plan over long horizons. We present an experiment comparing decision making under certainty, risk, and ambiguity, over a shorter lifecycle. Results show that behavior in the ambiguity treatment is markedly different than in the risk condition and it is characterized by a significant pattern of under-consumption.

Objective: The aim of this research was to study the mediation of body dissatisfaction, physical self-concept, and body mass index (BMI) on the relationship between physical activity and self-concept in adolescents. Materials and Methods: A sample of 652 Spanish students between 12 and 17 years participated in a cross-sectional study. Physical self-concept and general self-concept were assessed with the Physical Self-Concept Questionnaire (CAF), body dissatisfaction with the Body Shape Questionnaire (BSQ), and physical activity was estimated with the International Physical Activity (...) Questionnaire (IPAQ-SF). BMI was utilized as a measurement of body composition. Structural equation modeling was used to assess the results. Results: The resulting models showed good fit indexes. Physical activity had a positive and indirect effect on self-concept (β = 0.29, p < 0.01) and direct effects on dissatisfaction (β = -0.26, p < 0.01) and physical self-concept (β = 0.20, p < 0.01). BMI had a direct effect on dissatisfaction (β = 0.31, p < 0.01) and on physical self-concept (β = -0.10, p < 0.01) and an indirect effect on general self-concept (β = -0.24, p < 0.01). However, it was only associated with physical activity in males, playing a mediating role between physical activity and body dissatisfaction. Conclusion: Physical activity can help individuals to achieve a positive self-concept and promote psychological well-being in adolescents through the improvement of physical perceptions and body satisfaction. The importance of BMI, body dissatisfaction, and physical self-concept on the configuration of the self-concept are also emphasized. Educational policymakers and Physical Education teachers should implement strategies to promote physical activity in the schools and provide a Quality Physical Education programs to increase physical activity during adolescence. El objetivo de este artículo es evaluar el desempeño democratizador de las candidaturas independientes en México a partir de su adopción en el año 2014. En específico, este trabajo analiza sus fundamentos jurídicos y sus requisitos legales y económicos en comparación con las candidaturas tradicionales de los candidatos de los partidos políticos. En la segunda parte del trabajo se analiza el desempeño de los candidatos independientes en los procesos electorales llevados a cabo en los años 2015, 2016 y 2017. Finalmente, (...) se proponen algunas conclusiones que giran en torno a una cuestión central: a pesar de que las candidaturas independientes se introdujeron con la finalidad de estimular la participación ciudadana, han recibido poco apoyo electoral y, en general, han sido utilizadas de forma creciente por políticos vinculados a los partidos tradicionales que desean emprender una carrera política personal.The aim this paper is to evaluate the performance of the independent candidates in Mexico, since its legal adoption in 2014. Specifically, this paper analyses its legal foundations, the legal and the economic requirements –compared to the traditional candidacies of the political parties. The second part of the paper analyses the performance of the independent candidates in the electoral processes carried out in the years 2015, 2016 and 2017. Finally, some conclusions are proposed that revolve around a central question: although the Independents candidacies were introduced with the aim of stimulating the citizen participation, they have received generally a minor electoral support, and they have been increasingly used by politicians linked to traditional parties who wish to begin a personal political career. Resumen Populismo es un término que ha devenido moda en el discurso político contemporáneo, después de que algunos lo creían desaparecido. El término es aún de uso impreciso y se utiliza en diversas realidades discursivas, las que a su vez remiten a diferentes mundos objetivos: ideologías políticas, movimientos y agrupaciones políticas, estilos discursivos y programas de acción política y modos de obrar, tanto en los regímenes autoritarios como democráticos. Una primera parte de este trabajo se destina a un intento de (...) despejar esta selva semántica y tratar de ubicar el uso de los conceptos en su nivel adecuado, buscando definir los componentes que permiten caracterizar a un discurso populista. En alguna de las aproximaciones del populismo éste ha sido caracterizado como ideología, lo que también se analiza. En un segundo momento se estudian las perspectivas del análisis del discurso político, poniendo énfasis en la práctica de la cortesía y la descortesía en las manifestaciones concretas del discurso sobre el populismo, donde aparece como una forma particular de lograr adhesión afectiva, recurriendo a la construcción de una imagen social del otro o del destinatario favorable o positiva, en oposición al diferente u opuesto. Se analizan discursos de diferentes políticos del hemisferio occidental, tomados de los medios de comunicación, donde se busca ubicar los elementos populistas y el contexto en el que tienen o tuvieron lugar, tratando de analizar los efectos de ese discurso. Se toma en cuenta que en los debates políticos de cualquier escenario alrededor del populismo son más las expresiones de agresividad verbal y descortesía que las derivadas de una actitud de cortesía. La idea de Einfühlung, apuntada en Herder y formulada durante todo el contexto decimonónico, toma el relevo de la idea moderna de simpatía y se completa con la idea de vivencia ( Erlebnis ) para oponer a aquel sistemático y artificial sujeto una impronta orgánica y recuperar así (...) una idea de identidad que no sea incompatible con la vida. Ofrecemos dos cartas inéditas entre los filósofos Manuel García Morente y Xavier Zubiri. La primera carta, escrita por el pensador giennense, viene a iluminar el itinerario de su conversión religiosa que le llevó a ordenarse sacerdote en la Iglesia católica. Dicho proceso espiritual había empezado a fraguarse el año anterior en París, durante el exilio que ambos pensadores habían compartido en la capital francesa, tras el estallido de la guerra civil española. En la segunda carta, fechada casi dos años y (...) medio después de la anterior, Zubiri dirige al pensador andaluz unas palabras entrañables en respuesta a la invitación recibida de asistir a su primera misa; una carta en la que el filósofo vasco desvela la inquebrantable amistad entre ambos pensadores, intensificada en los últimos años por la fe cristiana. Este artículo propone una relectura de la conocida referencia de Aristóteles al miedo y a la compasión en términos de _identificación _y _empatía _respectivamente: miedo (intencional y proposicional) como una forma de experiencia en la que el espectador se pone en la posición del personaje y actualiza su experiencia (identificación) _desde afuera hacia adentro_; compasión como sentimiento moral que contiene necesariamente el momento de la empatía: ocupación intencional e imaginaria de la conciencia del personaje y actualización de su experiencia desde (...) adentro hacia afuera. Esta consideración puede ser útil para revisar las críticas que Noël Carroll dirigió al sentido más intenso del término identificación. (shrink)

This paper focuses on the comparison of individual and group decision-making, in a stochastic inter-temporal problem in two decision environments, namely risk and ambiguity. Using a consumption/saving laboratory experiment, we investigate behaviour in four treatments: individual choice under risk; group choice under risk; individual choice under ambiguity and group choice under ambiguity. Comparing decisions within and between decision environments, we find an anti-symmetric pattern. While individuals are choosing on average closer to the theoretical optimal predictions, compared to groups in the (...) risk treatments, groups tend to deviate less under ambiguity. Within decision environments, individuals deviate more when they choose under ambiguity, while groups are better planners under ambiguity rather than under risk. Our results extend the often observed pattern of individuals behaving more optimally under risk, to its dynamic dimension. (shrink)

There has been considerable speculation about the inevitability of parental dissatisfaction with how they are informed of their child’s disability. Egyptian mothers’ preferences for how to be told the bad news about their child’s disability has not been investigated adequately. The objective of this study was to elicit Egyptian mothers’ preferences for how to be told the bad news about their child’s disability.MethodsMothers of 100 infants (...) recently diagnosed with Down syndrome were interviewed regarding their preferences for how to be told bad news. Mothers were recruited through outpatient clinics of the Pediatric Genetics Department at Fayoum University Hospital (located 90 km southwest of Cairo, Egypt) from January to June 2011.Results and discussionQuestionnaire analyses revealed nine themes of parental preferences for how to be told information difficult to hear. Mothers affirmed previously reported recommendations for conveying bad medical news to parents, including being told early, being told of others with a similar condition, and being informed of the prognosis.ConclusionsMothers affirmed communication themes previously discussed in the literature, such as being told early, and being informed of the prognosis. Although more research is needed in this important area, we hope that our findings will stimulate future search and help health care providers in different societies establish guidelines for effectively communicating bad news. Suffering patients (when able), grieving families and compassionate physicians have always sought the least detrimental alternative while deciding care in the face of tragedy. Modern medical technology has brought great benefits to patients but has blurred traditional concepts of life and death and created new dilemmas for practising doctors. While this technology has given doctors great control over living and dying, their dominance in critical decision making is being challenged. More and more their decisions are liable to public and legal (...) scrutiny, intense publicity by the news media and exploitation by lobbyists with opposing aims. Increasing pressure of this kind may deflect the physician form his primary responsibility to patients and their families. For infants with gross malformations or a distressing terminal illness we believe that the parents and their doctors must be allowed primary decisional power even if the chosen course of action involves the death of the infant. Choices for death should be permitted but only after suitable family and professional consultation. Some general guidelines are suggested. As these situations are so varied and so complex, much latitude in decision-making should be expected and tolerated. (shrink)

What could someone represent that would enable her to track, at least within limits, others' perceptions, knowledge states and beliefs including false beliefs? An obvious possibility is that she might represent these very attitudes as such. It is sometimes tacitly or explicitly assumed that this is the only possible answer. However, we argue that several recent discoveries in developmental, cognitive, and comparative psychology indicate the need for other, less obvious possibilities. Our aim is to meet this need by describing the (...) construction of a minimal theory of mind. Minimal theory of mind is rich enough to explain systematic success on tasks held to be acid tests for theory of mind cognition including many false belief tasks. Yet minimal theory of mind does not require representing propositional attitudes, or any other kind of representation, as such. Minimal theory of mind may be what enables those with limited cognitive resources or little conceptual sophistication, such as infants, chimpanzees, scrub‐jays and human adults under load, to track others' perceptions, knowledge states and beliefs. Mitchell et al. contemplate the possibility of rats being capable of propositional reasoning. We suggest that this is an unlikely and unsubstantiated possibility. Nonhuman animals and human infants do learn about the contingencies in the world; however, such learning seems not to be based on propositional reasoning, but on more elementary associative processes.
