Resumen Populismo es un término que ha devenido moda en el discurso político contemporáneo, después de que algunos lo creían desaparecido. El término es aún de uso impreciso y se utiliza en diversas realidades discursivas, las que a su vez remiten a diferentes mundos objetivos: ideologías políticas, movimientos y agrupaciones políticas, estilos discursivos y programas de acción política y modos de obrar, tanto en los regímenes autoritarios como democráticos. Una primera parte de este trabajo se destina a un intento de (...) despejar esta selva semántica y tratar de ubicar el uso de los conceptos en su nivel adecuado, buscando definir los componentes que permiten caracterizar a un discurso populista. En alguna de las aproximaciones del populismo éste ha sido caracterizado como ideología, lo que también se analiza. En un segundo momento se estudian las perspectivas del análisis del discurso político, poniendo énfasis en la práctica de la cortesía y la descortesía en las manifestaciones concretas del discurso sobre el populismo, donde aparece como una forma particular de lograr adhesión afectiva, recurriendo a la construcción de una imagen social del otro o del destinatario favorable o positiva, en oposición al diferente u opuesto. Se analizan discursos de diferentes políticos del hemisferio occidental, tomados de los medios de comunicación, donde se busca ubicar los elementos populistas y el contexto en el que tienen o tuvieron lugar, tratando de analizar los efectos de ese discurso. Se toma en cuenta que en los debates políticos de cualquier escenario alrededor del populismo son más las expresiones de agresividad verbal y descortesía que las derivadas de una actitud de cortesía. El objetivo de este artículo es evaluar el desempeño democratizador de las candidaturas independientes en México a partir de su adopción en el año 2014. En específico, este trabajo analiza sus fundamentos jurídicos y sus requisitos legales y económicos en comparación con las candidaturas tradicionales de los candidatos de los partidos políticos. En la segunda parte del trabajo se analiza el desempeño de los candidatos independientes en los procesos electorales llevados a cabo en los años 2015, 2016 y 2017. Finalmente, (...) se proponen algunas conclusiones que giran en torno a una cuestión central: a pesar de que las candidaturas independientes se introdujeron con la finalidad de estimular la participación ciudadana, han recibido poco apoyo electoral y, en general, han sido utilizadas de forma creciente por políticos vinculados a los partidos tradicionales que desean emprender una carrera política personal.The aim this paper is to evaluate the performance of the independent candidates in Mexico, since its legal adoption in 2014. Specifically, this paper analyses its legal foundations, the legal and the economic requirements –compared to the traditional candidacies of the political parties. The second part of the paper analyses the performance of the independent candidates in the electoral processes carried out in the years 2015, 2016 and 2017. Finally, some conclusions are proposed that revolve around a central question: although the Independents candidacies were introduced with the aim of stimulating the citizen participation, they have received generally a minor electoral support, and they have been increasingly used by politicians linked to traditional parties who wish to begin a personal political career. In Thinking without Words I develop a philosophical framework for treating some animals and human infants as genuine thinkers. This paper outlines the aspects of this account that are most relevant to those working in animal ethics. There is a range of different levels of cognitive sophistication in different animal species, in addition to limits to the types of thought available to non-linguistic creatures, and it may be important for animal ethicists to take this into account in exploring issues of (...) moral significance and the obligations that we might or might not have to non-human animals. This article proposes an object properties approach to object perception. By thinking about objects as clusters of co-instantiated features that possess certain canonical higher-order object properties we can steer a middle way between two extreme views that are dominant in different areas of empirical research into object perception and the development of the object concept. Object perception should be understood in terms of perceptual sensitivity to those object properties, where that perceptual sensitivity can be explained in a manner consistent with (...) the graded representation approach adopted by some connectionist modellers. The object properties approach does justice to the differences between a perceptual system solving the binding problem, on the one hand, and genuinely perceiving objects, on the other, without running into the theoretical problems associated with treating young infants as 'little scientists'. Essays on the role of the body in self-consciousness, showing that full-fledged, linguistic self-consciousness is built on a rich foundation of primitive, nonconceptual self-consciousness. These essays explore how the rich and sophisticated forms of self-consciousness with which we are most familiar—as philosophers, psychologists, and as ordinary, reflective individuals—depend on a complex underpinning that has been largely invisible to students of the self and self-consciousness. José Luis Bermúdez, extending the insights of his groundbreaking 1998 book, The Paradox of Self-Consciousness, argues (...) that full-fledged, linguistic self-consciousness is built on a rich foundation of primitive, nonconceptual self-consciousness, and that these more primitive forms of self-consciousness persist in ways that frame self-conscious thought. They extend throughout the animal kingdom, and some are present in newborn human infants. Bermúdez makes the case that these primitive forms of self-awareness can indeed be described as forms of self-consciousness, arguing that they share certain structural and epistemological features with full-fledged, linguistic self-consciousness. He offers accounts of certain important classes of states of nonconceptual content, including the self-specifying dimension of visual perception and the content of bodily awareness, considering how they represent the self. And he explores the general role of nonconceptual self-consciousness in our cognitive and affective lives, examining in several essays the relation between nonconceptual awareness of our bodies and what has been called our “sense of ownership” for our own bodies. After World War II, infant mortality rates started dropping steeply. We show how this was accomplished in socialist countries in East-Central Europe. Focusing on the two postwar decades, we explore comparatively how medical experts in Poland, Hungary, Czechoslovakia, and East Germany saved fragile newborns. Based on an analysis of medical journals, we argue that the Soviet Union and its medical practices had only a marginal influence; the four countries followed the recommendations of the World Health Organization instead, despite not being (...) members. Importantly, we analyze the expert clashes over definitions of livebirth, which impact infant mortality statistics. We analyze the divergent practices and negotiations between countries: since the infant mortality rate came to represent the level of socioeconomic advancement, its political significance was paramount. Analyzing the struggle to reduce infant mortality thus helps us understand how socialist countries positioned themselves within the transnational framework while being members of the “socialist bloc.”. The upbringing of infants in native communities is the concern of authorities and researchers for being a vulnerable population segment. The purpose of the study was to analyze child rearing styles of an Amuesha community in the Peruvian jungle. The phenomenological design allowed interviewing amuesha mothers from Oxapampa in Pasco, until reaching saturation. It was found as results that child rearing practices conform to sociocultural patterns, such as identity and communal heritage culture, which are in extinction due to the presence (...) of exotic factors; in addition to a demand to the State for better education and health services. The focus of this work is the analysis of changes in completed family size and possible determinants of that size over time, in an attempt to characterize the evolution of reproductive patterns during the demographic transition. With this purpose in mind, time trends are studied in relation to the mean number of live births per family (as an indirect measure of fertility), using family reconstitution techniques to trace the reproductive history of each married woman. The population surveyed is a Spanish (...) rural community called Lanciego, located at the southern end of the province of Alava (Basque Country). A total of 24,510 parish records of baptisms, marriages and burials made between 1800 and 1969 were examined to obtain the demographic data set. For each reconstituted family, the variables included in the study were the number of live births per family or family size (FAMS), year of marriage (YEAR), age at marriage of both partners (AMAN, AWOM), wife’s age at the end of marriage (WEND), duration of marriage (MARD), age at first maternity (A1CH), length of reproductive span (REPS) and number of children dying before their first anniversary (MINF). Through a principal component analysis, three factors were found that explained more than 75% of the total variance. Association of variables in factors I and III was particularly useful in characterizing the variability of mean family size in pre-transitional, transitional and post-transitional cohorts. During demographic transition, a decreasing trend is observed in the variables FAMS, REPS and MINF, while variables AWOM, AMAN, WEND and A1CH show a tendency to increase over the 20th century. Results obtained by multiple regression analysis confirm that the best predictors of family size (dependent variable) were REPS and MINF, which between them explained over 85% of the total variation in FAMS (R2=0·853). In Lanciego, birth control seems to be present on the evidence of an increase in age at first maternity and a decrease in age at last parturition, indicating that the beginning of the reproductive span is delayed and its end is brought forward. Interaction between family size and infant mortality is discussed in the light of various hypotheses, including replacement of descendants, the so-called biological effect and the theory of r and k selection. This book explores the epistemic side of racial and sexual oppression. It elucidates how social insensitivities and imposed silences prevent members of different groups from listening to each other.

Background The Regional Committee for Africa of the World Health Organization (WHO) in 2001 expressed concern that some health-related studies undertaken in the Region were not subjected to any form of ethics review. In 2003, the study reported in this paper was conducted to determine which Member country did not have a national research ethics committee (REC) with a view to guiding the WHO Regional Office in developing practical strategies for supporting those countries. Methods This is a descriptive study. The (...) questionnaire was prepared and sent by diplomatic pouch to all the 46 Member States in the WHO African Region, through the WHO country representatives, for facilitation and follow up. The data were entered in Excel spreadsheet and subsequently exported to STATA for analysis. A Chi-Squared test (χ 2) for independence was undertaken to test the relationship between presence/absence of Research Ethics Committee (REC) and selected individual socioeconomic and health variables. Results The main findings were as follows: the response rate was 61% (28/46); 64% (18/28) confirmed the existence of RECs; 36% (10/28) of the respondent countries did not have a REC (although 80% of them reported that they had in place an ad hoc ethical review mechanism); 85% (22/26) of the countries that responded to this question indicated that ethical approval of research proposals was, in principle, required; and although 59% of the countries that had a REC expected it to meet every month, only 44% of them reported that the REC actually met on a monthly basis. In the Chi-Squared test, only the average population in the group of countries with a REC was statistically different (at 5% level of significance) from that of the group of countries without a REC. Conclusion In the current era of globalized biomedical research, good ethics stewardship demands that every country, irrespective of its level of economic development, should have in place a functional research ethics review system in order to protect the dignity, integrity and safety of its citizens who participate in research. Neoclassical economics assumes that individuals have stable and context-independent preferences, and uses preference satisfaction as a normative criterion. By calling this assumption into question, behavioural findings cause fundamental problems for normative economics. A common response to these problems is to treat deviations from conventional rational choice theory as mistakes, and to try to reconstruct the preferences that individuals would have acted on, had they reasoned correctly. We argue that this preference purification approach implicitly uses a dualistic model of the human (...) being, in which an inner rational agent is trapped in an outer psychological shell. In the present article we aim to thematize the conception of personal identity from a historical articulation based on the notion of axial era. With this strategy, we want to pursue a double objective, namely: (i) to explain the concept of the axial age as an important historical axis for Western culture, focusing on the changes in the role of religion in society; and (ii) to trace a certain constitutive image of modern personal identity from such a historical perspective. In (...) this way, we argue that the personal identity of the modern subject is rooted in a certain reconfiguration of the ways in experiencing religion, resulting in a disembedding of the individual in his society and a growing need for self-realization. This note replies to a comment by Daniel Hausman on our paper ‘Preference purification and the inner rational agent: a critique of the conventional wisdom of behavioural welfare economics’. We clarify our characterisation of behavioural welfare economics and acknowledge that Hausman does fully endorse this approach. However, we argue that Hausman’s response to our critique, like behavioural welfare economics itself, implicitly uses a model of an inner rational agent.

El presente trabajo aborda el concepto de Transmodernidad bajo dos puntos de vista diferentes. Por un lado, la mirada de Rosa María Rodríguez Magda, la cual nos plantea la Transmodernidad como una tríada dialéctica entre Modernidad-Postmodernidad-Transmodernidad, siendo esta última tanto una continuación como una superación de la Postmodernidad. El otro punto de vista corresponde a Enrique Dussel, el cual nos plantea la Transmodernidad como un proyecto utópico que es transversal a la Modernidad/Postmodernidad; está antes de la Modernidad y a la (...) vez la trasciende, siendo una categoría de exterioridad que pretende sacar la voz propia de las culturas no europeo-norteamericanas, para así poder establecer diálogos interculturales simétricos que llevan consigo características de la propia cultura inconmensurables al proyecto moderno europeo. Así enfrentamos ambas concepciones de la Transmodernidad para destacar sus diferencias y contraposiciones. (shrink)

Ernst Bloch's work reflects on the revolution and the need to take advantage of cultural legacy content with an emancipatory sense. In Heritage of our times, written during the period of the Weimar Republic, the author places special emphasis on three aspects of cultural heritage to reconsider. Namely: the genuine concept of the Third Reich, the epic theater of Brecht and expressionism. This article examines the three mentioned aspects of reconsideration of heritage by Bloch. En Herencia de esta época, texto escrito durante el periodo de la República de Weimar, el autor incide en tres aspectos de la herencia cultural a reconsiderar. A saber: el concepto genuino de Tercer Reich, el teatro épico de Brecht y el expresionismo. Este artículo examina los tres citados focos de reconsideración del concepto de herencia por parte de Bloch. La obra de Ernst Bloch reflexiona en torno a la revolución y a la necesidad de aprovechar contenidos del legado cultural con un sentido emancipador. José L. Zalabardo defends a pragmatist account of what grounds the meaning of central semantic discourses--ascriptions of truth, of propositional attitudes, and of meanings. He argues that it is the procedures that regulate acceptance and rejection that give the sentences of these discourses their meanings, and explores the application of the pragmatist template to ethical discourse. The pragmatist approach is presented as an alternative to representationalist accounts of the meaning grounds of declarative sentences, according to which a sentence has (...) the meaning it has as a result of links with the bits of the world that it purports to represent. Zalabardo develops a version of the open-question argument to support the claim that the meaning grounds of the discourses he focuses on cannot receive representationalist accounts. It is generally assumed that a declarative sentence cannot perform the function of representing the world unless it has a representationalist meaning ground. Zalabardo rejects this assumption, arguing that sentences with pragmatist meaning grounds can represent the world in exactly the same sense that sentences with representationalist meaning grounds do. This requires that there are states of affairs that the target sentences represent as obtaining, and Zalabardo develops an account of the nature of the states of affairs that can play this role for sentences with pragmatist meaning grounds. Pragmatist Semantics concludes by developing the suggestion that the meaning grounds of all our representational discourses might be ultimately pragmatist. (shrink)

Reliabilist accounts of knowledge are widely seen as having the resources for blocking sceptical arguments, since these arguments appear to rely on assumptions about the nature of knowledge that are rendered illegitimate by reliabilist accounts. The goal of this book is to assess the main arguments against the possibility of knowledge, and its conclusions challenge this consensus. The book articulates and defends a theory of knowledge that belongs firmly in the truth-tracking tradition, and argues that although the theory has the (...) resources for blocking the main standard lines of sceptical reasoning, there is a sceptical argument against which the theory offers no defence, as it doesn’t rely on any assumptions that the theory would render illegitimate. The book ends with the suggestion that the problem might have a metaphysical solution—that although the sceptical argument may make no illegitimate epistemological assumptions, it does rest on a questionable account of the nature of cognition. Psychologists have demonstrated the value of diversity – particularly diversity of viewpoints – for enhancing creativity, discovery, and problem solving. But one key type of viewpoint diversity is lacking in academic psychology in general and social psychology in particular: political diversity. This article reviews the available evidence and finds support for four claims: (1) Academic psychology once had considerable political diversity, but has lost nearly all of it in the last 50 years. (2) This lack of political diversity can undermine (...) the validity of social psychological science via mechanisms such as the embedding of liberal values into research questions and methods, steering researchers away from important but politically unpalatable research topics, and producing conclusions that mischaracterize liberals and conservatives alike. (3) Increased political diversity would improve social psychological science by reducing the impact of bias mechanisms such as confirmation bias, and by empowering dissenting minorities to improve the quality of the majority's thinking. (4) The underrepresentation of non-liberals in social psychology is most likely due to a combination of self-selection, hostile climate, and discrimination. We close with recommendations for increasing political diversity in social psychology. (shrink)

In Wittgenstein on Rules and Private Language, Saul Kripke rejects some of the most popular accounts of what meaning facts consist in on the grounds that they fail to accommodate the normative character of meaning. I argue that a widespread interpretation of Kripke's argument is incorrect. I contend that the argument does not rest on the contrast between descriptive and normative facts, but on the thought that speakers' uses of linguistic expressions have to be justified. I suggest that the line (...) of reasoning that I attribute to Kripke can be seen as putting pressure on the idea that predicate satisfaction is to be explained in terms of a relation between predicates and properties. O artigo apresenta os elementos filosóficos constitutivos da crítica, lançada por Jacobi a Fichte em sua Carta a Fichte, segundo a qual “Idealismo é niilismo”. Para tanto, reconstitui a crítica de Jacobi à pretensão idealista de estabelecer um sistema absoluto do conhecimento que, partindo da atividade originária e infinita do pensamento, põe a objetividade do mundo na medida em que o pensa; dá atenção à centralidade do problema do absoluto/de Deus na argumentação de Jacobi e sua relação com as noções (...) de não-filosofia, não-saber e crença, além de apontar para as conexões destas noções com o emergente problema do niilismo na modernidade.
