Online information intermediaries such as Facebook and Google are slowly replacing traditional media channels thereby partly becoming the gatekeepers of our society. To deal with the growing amount of information on the social web and the burden it brings on the average user, these gatekeepers recently started to introduce personalization features, algorithms that filter information per individual. In this paper we show that these online services that filter information are not merely algorithms. Humans not only affect the design of (...) the algorithms, but they also can manually influence the filtering process even when the algorithm is operational. We further analyze filtering processes in detail, show how personalization connects to other filtering techniques, and show that both human and technical biases are present in today’s emergent gatekeepers. We use the existing literature on gatekeeping and search engine bias and provide a model of algorithmic gatekeeping. (shrink)

It has been argued that the Internet and social media increase the number of available viewpoints, perspectives, ideas and opinions available, leading to a very diverse pool of information. However, critics have argued that algorithms used by search engines, social networking platforms and other large online intermediaries actually decrease information diversity by forming so-called “filter bubbles”. This may form a serious threat to our democracies. In response to this threat others have developed algorithms and digital tools to combat (...) filter bubbles. This paper first provides examples of different software designs that try to break filter bubbles. Secondly, we show how norms required by two democracy models dominate the tools that are developed to fight the filter bubbles, while norms of other models are completely missing in the tools. The paper in conclusion argues that democracy itself is a contested concept and points to a variety of norms. Designers of diversity enhancing tools must thus be exposed to diverse conceptions of democracy. (shrink)

Modern social and political thought has approached the questions of politics, law, and citizenship from the vantage point of a fundamental divide between the occidental and oriental, or archaic and modern, institutions. This article creates a concept, the gift of law, by staging two gift-giving practices as two historical moments: Greek euergetism and Ottoman waqf. While it is indebted to Mauss, our articulation of the gift of law also owes to the critical interventions of Jacques Derrida and Pierre Bourdieu, (...) who emphasized non-voluntaristic and non-calculative aspects of the gift. We argue that both euergetism and the waqf enabled and substantiated legal subjectivities that allocated rights and obligations. Those gift-giving practices establish relationships between various groups and legal authorities that were crucial in the formation of cities as spaces of government, for both citizens and non-citizens alike. With the concept ‘gift of law’, categories ‘oriental’ and ‘occidental’ become problematic. (shrink)

The article analyzes the project of scientific justification of language Reforms, realized by the Soviet regime in 20s and 30s, elaborated by Russian and Soviet linguist Evgenij Polivanov (1891-1938). Polivanov claims that a Soviet linguist should not limit his interests to the “general linguistics" and become an active “language builder" and “language politician". The reforms should be carefully planned by the experts in language sciences who master as well the methodology of dialectical materialism. In the polemics against Nikolai Marr's Japhetidology (...) Polivanov argued that linguistics is a strict science and its deductions are not contradictory to Marxism, as the latter is primarily a materialist philosophy. His minimal program consisted in explaining his views on the evolution of language in the Marxist terms. The evolution of language is explained by the influence of internal and external factors. The socio-economical factors are not influencing the language in a direct manner, but their analysis allows to change the channel of language evolution. According to Polivanov, the introduction of Marxism into linguistics will make possible to explain the relationship between intralinguistic and extralinguistic factors and will transform the sciences of language into “social engineering of the future". I examine how deferred-prosecution agreements employed against suspected corporate criminality amount to a form of social engineering that infringes the presumption. I begin with a broad understanding of the presumption itself. Then I offer a brief description of how these agreements function. Finally I address some of the normative issues that must be confronted if legal philosophers who hold retributivist views on punishment and sentencing hope to assess this device. As part of a book symposium on Erwin Dekker's Jan Tinbergen (1903–1994) and the Rise of Economic Expertise (2021), Mariana Mortágua and Francisco Louçã reflect on the context of Tinbergen’s evolution and, more specifically, his change(s) of focus on how to engineer social progress compared to that of the closest of his colleagues, Ragnar Frisch.

The first mentions of “social engineering” and “social technologies” concepts started from the 19th century. Until the present moment, different lines of this story have been left neglected and insufficiently researched. In the article, initial meanings and authentic contexts of their usage are explained in more details. The investigation reaches the 1920s−1930s and is finished at the intersection of the Soviet and the American contexts concerned with scientific organization of labor, business optimization and economic planning. In conclusion, (...) recent modifications of social engineering are briefly characterized. They are connected with development of information technologies and automation of smart cities. The research appeals toward histories of scientific management in North America and Western Europe, its industrial roots and unexplained foundations. Meanwhile, it is philosophically substantial due to conceptual analysis and explication of presuppositions of our thinking in respect of society and ways of changing social reality. After Sir Karl Popper, social engineering has been associated with the Soviet methods of planning and centralized governance. However, one can be assured that until now this concept has evolved by different, alternative trajectories within the context of industrial modernization of Europe and America. Within post-industrial world, the vision of social engineering has been enriched by IT-analogies, and social practice is interpreted in light of organizational, cultural, mental, or historical algorithms, which are the subject of purposeful manipulation and modification. Today, social engineering techniques are the most common way of committing cybercrimes through the intrusion and infection of computer systems. Cybersecurity experts use the term “social engineering” to highlight the “human factor” in digitized systems, as social engineering attacks aim at manipulating people to reveal sensitive information. In this paper, we explore how discursive framings of individual versus collective security by cybersecurity experts redefine roles and responsibilities at the digitalized workplace. We will first show (...) how the rhetorical figure of the deficient user is constructed vis-à-vis notions of security in social engineering discourses. Second, we will investigate the normative tensions that these practices create. To do so, we link work in science and technology studies on the politics of deficit construction to recent work in critical security studies on securitization and resilience. Empirically, our analysis builds on a multi-sited conference ethnography during three cybersecurity conferences as well as an extensive document analysis. Our findings suggest a redistribution of institutional responsibility to the individual user through three distinct social engineering story lines—“the oblivious employee,” “speaking code and social,” and “fixing human flaws.” Finally, we propose to open up the discourse on social engineering and its inscribed politics of deficit construction and securitization and advocate for companies and policy makers to establish and foster a culture of collective cyber in/security and corporate responsibility. It shows that throughout history an orientation toward practice has always been a characteristic of these sciences. This Article examines a constitutional problem that largely goes unnoticed and unexamined by legal scholars — the problem of technosocial engineering of humans. After defining terms and explaining the nature of the problem, I explain how techno-social engineering of humans is easily ignored, as we perform constrained cost-benefit analyses of incremental steps without contemplating the path we are on. I begin with two nonfiction stories, one involving techno-social engineering of human emotions and a second involving (...) technosocial engineering of children’s preferences. The stories highlight incremental steps down a path. Then, through plausible fictional extensions, I explore steps further down the path. The Article ends with a fact pattern familiar to every reader. It explains how the electronic contracting environment we experience regularly online is an example of techno-social engineering of humans with the intended consequence of nudging humans to behave like machines — perfectly rational, predictable, and ultimately programmable. Summary This article examines the aims and impact of Augustan social legislation from the perspective of documentary evidence from Roman Egypt. The extensive presence of the laws in an epitome of an Augustan rulebook for a fiscal procurator in Egypt (the so-called Gnomon of the Idios Logos, BGU V 1210, P. Oxy. XLII 3014), where their application extends to citizens of Greek cities, speaks for the Augustan marriage and manumission laws being part of a broader vision of social (...) order in the Roman empire. Anyone even vaguely familiar with Plato’s Republic “knows” that it embodies Plato’s vision of the ideal society, a vision remarkably like the Brave New World. A vast tradition of scholarship reinforces this view of Plato. In what follows I will offer an alternative reading of the Republic. Rather than criticizing proponents of the more traditional view, objections to the tradition will be made by implication from defending what I take to be a most reasonable interpretation of the Republic: far from (...) trying to show an ideal society which is the means to the good life, Plato’s point in the Republic is to establish that the good life rests on our intrinsic nature. In other words, the dialogue is not Plato’s blueprint for the perfect government. Quite to the contrary, it is a masterfully cohesive argument establishing the intrinsic goodness of individual self-rule guided by the love of wisdom. (shrink)

There should be no disagreement with the proposal for research into the role of applied social science in the formation of policy. The relation between social science and the formation of social policy and social action is, in fact, one of the more important areas of study in the general field of social control. The outline for research prepared by Mr. Merton constitutes a good framework for the investigation of important aspects of the relationship between (...) social science and the world of practical affairs. But there is room for vigorous disagreement with a fundamental assumption about the role of applied social science with which he starts, and there are various broad considerations of importance in framing the proposed study which merit mention or greater elaboration. The conservative, mainly Anglo-Saxon, critique of “social engineering” in Enlightenment thinking, which goes back to Edmund Burke and David Hume, among others, has recently resurfaced in the works of Michael Oakeshott, Roger Scruton, and Friedrich Hayek. This article focuses on their conservative critiques and more specifically on two common issues: the unintended negative consequences of political planning, and the institutions in civil society that act as a positive counterpart to this form of engineering.

Even though social engineering has gained a bad reputation, due to new possibilities in the information age, it may be time to reconsider Karl Popper’s conception of “piecemeal social engineering.” Piecemeal social engineering is not only an element within Popper’s open society. It also connects his political philosophy to his philosophy of science and his evolutionary epistemology. Furthermore, it seems to fit well into the search for implementation strategies for policies and social actions (...) in the context of nonideal theory. Nevertheless, this does not necessarily undermine the need for political ideals and first-order principles, which are inhabitants of “World 3.”. (shrink)

One of the core insights from Eleanor Rosch’s work on categorization is that human categorization isn’t arbitrary. Instead, two psychological principles constrain possible systems of classification for all human cultures. According to these principles, the task of a category system is to provide maximum information with the least cognitive effort, and the perceived world provides us with structured rather than arbitrary features. In this paper, I show that Rosch's insights give us important resources for making progress on the 'feasibility question' (...) in conceptual engineering: the question of how we can implement conceptual engineering projects in ways that are practically feasible. Specifically, I show that one overlooked upshot of Rosch's work is that naming practices play an extremely important role in the construction of perceived similarities within and dissimilarities between categories, and, correspondingly, the dissemination of social stereotypes that serve as markers between different categories that are otherwise similar. Thus, naming practices will be a crucial constraint for the feasibility of certain ameliorative projects. (shrink)

How feasible are conceptual engineering projects of social concepts that aim for the engineered concept to be widely adopted in ordinary everyday life? Predominant frameworks on the psychology of concepts that shape work on stereotyping, bias, and machine learning have grim implications for the prospects of conceptual engineers: conceptual engineering efforts are ineffective in promoting certain social-conceptual changes. Specifically, since conceptual components that give rise to problematic social stereotypes are sensitive to statistical structures of the (...) environment, purely conceptual change won’t be possible without corresponding world change. This tradition, however, tends to ignore that concepts don’t only encode statistical, but also causal information. Paying attention to this feature of concepts, I argue, shows that conceptual engineering is not only possible. There is an imperative to conceptually-engineer. (shrink)

In this paper, I respond to criticisms by John Harris, contained in a commentary on my article “Harris, harmed states, and sexed bodies”, which appeared in the Journal of Medical Ethics, volume 37, number 5. I argue that Harris's response to my criticisms exposes the strong eugenic tendencies in his own thought, when he suggests that the reproductive obligations of parents should be determined with reference to a claim about what would enhance ‘society’ or ‘the species’.

In France, some institutions seem to call for the engineer’s sense of social responsibility. However, this call is scarcely heard. Still, engineering students have been given the opportunity to gain a general education through courses in literature, law, economics, since the nineteenth century. But, such courses have long been offered only in the top ranked engineering schools. In this paper, we intend to show that the wish to increase engineering students’ social responsibility is an old (...) concern. We also aim at highlighting some macro social factors which shaped the answer to the call for social responsibility in the French engineering “Grandes Ecoles”. In the first part, we provide an overview of the scarce attention given to the engineering curriculum in the scholarly literature in France. In the second part, we analyse one century of discourses about the definition of the “complete engineer” and the consequent role of non technical education. In the third part, we focus on the characteristics of the corpus which has been institutionalized. Our main finding is that despite the many changes which occurred in engineering education during one century, the “other formation” remains grounded on a non academic “way of knowing”, and aims at increasing the reputation of the schools, more than enhancing engineering students’ social awareness. At a time of COVID-19 pandemic, universal basic income (UBI) has been presented as a potential public health ‘upstream intervention’. Research indicates a possible impact on health by reducing poverty, fostering health-promoting behaviour and ameliorating biopsychosocial pathways to health. This novel case for UBI as a public health measure is starting to receive attention from a range of political positions and organisations. However, discussion of the ethical underpinnings of UBI as a public health policy is sparse. This is depriving policymakers (...) of clear perspectives about the reasons for, restrictions to and potential for the policy’s design and implementation. In this article, we note prospective pathways to impact on health in order to assess fit with Rawlsian, capabilities and perfectionist approaches to public health policy. We suggest that Raz’ pluralist perfectionist approach may fit most comfortably with the prospective pathways to impact, which has implications for allocation of resources. (shrink)

Philosophical work exploring the relation between cognition and the Internet is now an active area of research. Some adopt an externalist framework, arguing that the Internet should be seen as environmental scaffolding that drives and shapes cognition. However, despite growing interest in this topic, little attention has been paid to how the Internet influences our affective life — our moods, emotions, and our ability to regulate these and other feeling states. We argue that the Internet scaffolds not only cognition but (...) also affect. Using various case studies, we consider some ways that we are increasingly dependent on our Internet-enabled “techno-social niches” to regulate the contours of our own affective life and participate in the affective lives of others. We argue further that, unlike many of the other environmental resources we use to regulate affect, the Internet has distinct properties that introduce new dimensions of complexity to these regulative processes. First, it is radically social in a way many of these other resources are not. Second, it is a radically distributed and decentralized resource; no one individual or agent is responsible for the Internet’s content or its affective impact on users. Accordingly, while the Internet can profoundly augment and enrich our affective life and deepen our connection with others, there is also a distinctive kind of affective precarity built into our online endeavors as well. The development of the various themes of Catholic Social Teaching is based on numerous papal documents and ecclesiastical statements. While this paper provides a summary of a number of these documents, this paper focuses on two themes: the common good and care of the environment, and on three documents authored by Pope John Paul II in 1990, by Pope Benedict XVI in 2010, and by Pope Francis in 2015. By analyzing these documents from an engineer’s perspective, the author proposes (...) a model for Socially Responsible Engineering. The proposed model is intended to serve as a guide for engineering students and practicing engineers of all faith traditions and to those with no faith tradition at all who wish to incorporate CST in the daily conduct of their personal and professional lives; to provide guidance for the professional the author terms the aspiring Socially Responsible Engineer; and to offer engineers a preferred alternative to the undesirable aspects of the technocratic paradigm. While intended primarily for engineers, this document also serves as a guide for those with expertise in social justice and who, by gaining a better understanding of the thought processes of engineers, can become better mentors for engineering students and practicing engineers seeking to incorporate CST into their daily lives. The classic programme of conceptual engineering (Cappelen, Herman. 2018. Fixing Language: An Essay on Conceptual Engineering. Oxford: Oxford University Press; Eklund, Matti. 2021. “Conceptual Engineering.” In The Routledge Handbook of Social and Political Philosophy of Language, edited by Justin Khoo, and Rachel Sterken, 15–30. London: Routledge) envisages a two-stage ameliorating process. First, we assess ‘F’ and determine what the term should express. Second, we bring it about that ‘F’ expresses what it should express. The second stage (...) gives rise to a practical challenge: the implementation challenge. Engineering advocates need to explain by what means they can implement specific conceptual changes in the natural language shared by a community – a feat Herman Cappelen (2018. Fixing Language: An Essay on Conceptual Engineering. Oxford: Oxford University Press, 2020; “Conceptual Engineering: The Master Argument.” In Conceptual Engineering and Conceptual Ethics, edited by Alexis Burgess, Herman Cappelen, and David Plunkett, 132–151. Oxford: Oxford University Press) argues to be beyond our understanding and control both on an externalist and on an internalist meta-semantics. I devise a new answer to the implementation challenge. Enlisting the influential theory of social norms by Cristina Bicchieri, I argue that engineering social norms in Bicchieri’s technical sense amounts to an effective, specific, and feasible means to implement specific conceptual change, at least on internalist premises. I also argue that Bicchieri’s social norms are an essential addition to the more familiar conventions and moral norms when it comes to conceptual engineering. (shrink)

The convergence of computing, sensing, and communication technology will soon permit large-scale deployment of self-driving vehicles. This will in turn permit a radical transformation of traffic control technology. This paper makes a case for the importance of addressing questions of social justice in this transformation, and sketches a preliminary framework for doing so. We explain how new forms of traffic control technology have potential implications for several dimensions of social justice, including safety, sustainability, privacy, efficiency, and equal access. (...) Our central focus is on efficiency and equal access as desiderata for traffic control design. We explain the limitations of conventional traffic control in meeting these desiderata, and sketch a preliminary vision for a next-generation traffic control tailored to address better the demands of social justice. One component of this vision is cooperative, hierarchically distributed self-organization among vehicles. Another component of this vision is a priority system enabling selection of priority levels by the user for each vehicle trip in the network, based on the supporting structure of non-monetary credits. ABSTRACT Most American engineers believe that they have a responsibility for the safety and well‐being of society, but whence does this responsibility arise? What does it entail? After describing engineering practice in America as compared with the practice of other professions, this paper examines two standard types of accounts of the social responsibilities of professionals. While neither provides a satisfactory account of the social responsibilities of American engineers, several lessons are learned by uncovering their weaknesses. Identifying the (...) framework in which professional rights and responsibilities are justified, I argue that an end or primary good is the starting place for conceptualizing a profession, and justifying its existence and shape. Too little attention has been paid to the end(s) of engineering. The social responsibilities of American engineers as defined in the present system of engineering are ambiguous and weak. I indicate how the case for assigning American engineers stronger social responsibilities must be made by starting with the end(s) of engineering. I argue that, at present, American engineers do not have social responsibilities as engineers, though they do have social responsibilities as persons. (shrink)

Making decisions with an, often significant, element of risk seems to be an integral part of many of the projects of the diverse profession of engineering. Whether it be decisions about the design of products, manufacturing processes, public works, or developing technological solutions to environmental, social and global problems, risk taking seems inherent to the profession. Despite this, little attention has been paid to the topic and specifically to how our understanding of engineering as a distinctive profession (...) might affect how we should make decisions under risk. This paper seeks to remedy this, firstly by offering a nuanced account of risk and then by considering how specific claims about our understanding of engineering as a social profession, with corresponding social values and obligations, should inform how we make decisions about risk in this context.
