    Maxwell accounted for the apparent elastic behavior of the electromagnetic field by augmenting Ampere’s law with the so-called displacement current, in much the same way that he treated the viscoelasticity of gases. Maxwell’s original constitutive relations for both electrodynamics and fluid dynamics were not material invariant.     The Effect of the Relative Motion of Atoms on the Frequency of the Emitted Light and the Reinterpretation of the Ives-Stilwell Experiment.C. I. Christov - 2010 - Foundations of Physics 40 (6):575-584.
    We examine the process of the emission of light from an atom that is in a relative translational motion with respect to the medium at rest in which the electromagnetic excitations propagate.
