Nagorno-Karabakh y la responsabilidad de proteger Los términos del acuerdo de alto el fuego en Nagorno-Karabaj firmado el 9 de noviembre de 2020, tras la ofensiva azerí del 27 de septiembre de 2020, son una cínica confirmación de la victoria de Vladimir Putin y también, en parte, del presidente turco Recep Tayyip Erdogan, cuyo papel clave en este conflicto unilateral es ahora un hecho reconocido. Este acuerdo plantea más preguntas que respuestas. Tres cuestiones relacionadas con la responsabilidad de proteger, (...) que incumbe a la comunidad internacional, son acuciantes: el estatuto jurídico de Nagorno-Karabaj, cuya aclaración es necesaria para la estabilidad de la región; el enjuiciamiento de los responsables de los crímenes de guerra cometidos durante los 44 días de combates; el destino exacto de los refugiados y de las poblaciones locales, y también de los tesoros culturales armenios que ahora están bajo control azerí, así como las modalidades de la coexistencia posterior al conflicto con respecto a los derechos humanos. La resolución de estas tres cuestiones constituye un reto importante frente a tres Estados autoritarios: Azerbaiyán, respaldado por Turquía, bajo la supervisión de Rusia. (shrink)

The article examines the modern history of Azerbaijan with reference to the spoils literature of the second Karabakh war, and presents ideas about the discovery and dissemination of truths. This study focuses on the activities of the great leader, national leader Heydar Aliyev both in the Soviet period and in the period of independence, highlights the main points highlighted in the wars spoils, and also exposes the erroneous and biased conclusions of enemy propaganda.

The Republic of Azerbaijan has undergone major social, political, and economic transition since declaring independence from the Soviet Union in 1991. In this article, the author examines how this transition and the Nagorno-Karabakh War with Armenia have affected women’s caregiving roles and how women’s advocacy associations have emerged and function both as caregivers to Azeri women and as a mechanism for assisting Azeri women to be more effective caregivers to their own families and communities.

After regaining its independence on October 18, 1991, the Republic of Azerbaijan had a historic opportunity to develop and strengthen its statehood. In such circumstances, the formation and implementation of a new foreign policy course in accordance with the principles of national statehood was the most important issue. Armenian separatism, which started in Nagorno-Karabakh with Armenia's groundless territorial claims against Azerbaijan, as well as the expansion of military aggression, not only faced our country with serious political and economic problems, (...) but also brought to the fore the fulfillment of important tasks in the foreign policy of our state. Preventing Armenia's military aggression against our country, eliminating its severe consequences, ensuring the territorial integrity and security of our state, and the need to be politically and economically integrated into the world required a thoughtful, consistent and active foreign policy. In the second half of 1993, the national leader Heydar Aliyev's return to power created conditions for establishing the ideas of independent statehood in Azerbaijan. After that, practical changes were made in the course of Azerbaijan's foreign policy, taking into account the current realities and aimed at protecting the national interests of our country. Our foreign policy implemented since this period is related to the name and activities of the National Leader. The article talks about Heydar Aliyev's activities in the establishment of diplomatic relations with Middle Eastern countries, Muslim and Arab countries during the second years of his power. This article deals with the territorial claims of Armenia against Azerbaijan and the diplomatic struggle among related parties after the establishment of independent states in the South Caucasus. Azerbaijani and Armenian delegations at the Istanbul conference on Armenia's territorial claims, and at the same time, details of the negotiations between the diplomatic representatives of the two countries in Tbilisi have been illustrated according to the documents of the archives of Azerbaijan and Turkey and materials from the Istanbul press in 1918. (...) The scale of the territorial claims of Armenia and the arguments referenced by Armenians have been identified. Also, contrary arguments made by the Azerbaijani side against these allegations have been interpreted. Archival documents, notes, and statements of the parties presented on the problem were brought into scientific circulation for the first time. It was concluded that the total territory of Armenia, whose independence was declared on May 30, 1918, was only 9000 km2. This territory was also given to Armenia under a number of conditions. After the declaration of independence, Armenia made territorial claims against all states with which it has a territorial border. The total volume of Armenia's territorial claims is 43500 km2, of which 17600 km2 is directed against Turkey, 16500 km2 against Azerbaijan, and 9400 km2 against Georgia. Armenia referred to racial-national principles, Azerbaijan to ethnic-religious and geographical principles, and Georgia to historical principles to resolve disputed territorial-border issues between South Caucasus republics. The position and behavior of Armenia did not allow to resolve the disputed territorial and border issues between the South Caucasus republics. (shrink)

First of all, this is related to the position of Azerbaijan in the modern system of international relations. Its integration into Western countries and international organizations and other factors make it necessary to re-examine the Zangezur issue in Azerbaijan-Armenia relations between the end of 1919 and 1920. During the Russian occupation, the Azerbaijani people, who were a source of danger for the statehood of Azerbaijan, were subject to ethnic cleansing and territorial loss. Therefore, the history of Azerbaijan in the 19th (...) and 20th centuries was remembered with threats against the ethnic unity, territorial integrity and statehood tradition of our people. According to the historical circumstances, the deportations and violent territorial cleansing directed against the Azerbaijani people by the political leadership of Russia were different in form and the same in content. Studying the topic in Azerbaijani historiography is one of the important issues. Historical literature involved in the study of the topic can be divided into 5 groups: 1. Scientific works published during the Republic of Azerbaijan; 2. Historical works related to the historiography of Soviet Azerbaijan; 3. Works published in foreign and immigration historiography; 4. Works published in Azerbaijani historiography from the restoration of independence to the present day; 5. Journalistic articles and Internet resources. The Zangezur issue in the Azerbaijan-Armenian conflict during the republic period was mainly given in official documents, reports, works, journalistic writings, and memoirs of the founders of the Republic, including Armenian historiography that falsified the relations between Azerbaijan and Armenia in 1919-1920.
