Potential possibilities for implementation of democratic values in the information society

Abstract

This article analyzes the importance of democracy through the concept of the information society, as a contemporary theory and practice of social development. Modern scientific and technical progress, strengthening the role of knowledge and information influence the public relations, quality of governance, the level of development of civil society. That`s why implementation of information society provides basic democracy values such as publicity, pluralism, agreement of opinion, consensus. On the one hand, e­government as a form of information society and modern manifestation of democracy, allows authority to be open to the citizens and respond quickly public requirements. On the other hand, electronic democracy allows civil society to get new opportunities to participate local governance and public administration. Quality of requirements of citizens and authority decisions increase through the strengthening of information technologies, increasing role of knowledge and intellectual capital. All things considered, the possibility to participate a large number of educated citizens in the discussion and adoption socially important decisions, overcome technical obstacles to implementation this decisions and consideration the opinion of the minority allow to provide modern democratic features of direct democracy.
