The policy of social partnership as a factor in the modernization of social institutions in the process of democratization of the political regime

Abstract

The democratization of the political regime is always accompanied by deep crisis, manifested in almost all spheres of society: economic, political, labor. Democratization cannot take place in one part of social life. For example, change only the foundations of the governing authorities or the legalization of political parties can not lead to the formation of a democratic political regime without creating a market economy, civil society, ensuring the participation of social groups in government decisions taken. This is especially due to the fact that the democratic transit, democratization, which takes place only in one area, is not effective and leads to a new or not democratic regime, or the formation of pseudo­mode, or the collapse of the state. That is the transition from an authoritarian political regime is not always defined results and leads to the formation of a democratic political regime. The success of the democratization of the political regime depends primarily on the ability to upgrade the political and social institutions. Social partnership provides basic social groups participation in social and political modernization of the state. Interaction between employers and employees ensures the institutionalization of social and working life, the institution of the cooperation of social groups with public authorities. Creating a social institution affects the success of democratic mechanisms of interaction between state and society, the creation of civil society. Modernization of industrial relations through social partnership ensures overcome major crises democratic political regime. This is achieved through the formation of social and political stability, which minimizes the potential negative consequences of transit democratic political regime.
