Abstract

The article is sanctified to the actual range of problems of becoming and development of the political system of European Union. An author accents attention on the features of functioning of basic ЕU institutes as centers of acceptance of political decisions. In the political system of the EU, as well as any viable system, there is constant interaction and feedback between the input and output. However, compared with other democratic political systems, the feedback circuit in the political system of the EU is relatively weak. The fact that the EU citizens receive overwhelming share information on government policies and processes of the EU national media instead of pan-European media sources. Furthermore, since the national media is focused primarily on the work of national governments and the issues and problems of policy, national elites of member states are major prefilter of the flow of information about the EU. Thus, the feature of the EU has a wide range and complexity of its political processes, which are characterized by a large number of participants, a lot of actions within EU institutions and the member states, and interact among each other based on different rules and decision-making procedures. Specific combinations of participants and access channels to the EU political process in each case is due to several factors, one of which is the Community treaties that establish procedures for making decisions and determining the circumstances under which each of these procedures should be applied.
