The European Security Strategy versus National Preference

Abstract

From a security threat perception, threat response approach, resource allocation and the public with comparative analysis of four areas on the European Security Strategy and the EU perspective of the four major countries view of the similarities and differences can be seen, although European Security Strategy has not yet formed a clear identity or independence, but also between the EU member states there are important differences, but it is a common security strategy or the formation of a safety culture laid the solid foundation. The article firstly reviews the form and aims of the European Security Strategy , and assesses points of both convergence and divergence between the national perspectives of the four leading EU member states and the ESS with regard to security threat perceptions, means of response, resource allocations and public opinion. Then it argues that although the ESS has not yet developed a distinct identity or autonomy and still conceals important differences among the leading EU member states, it has nonetheless established sufficient foundation on which a common EU security strategy or security culture can build
