The Images of Administrative Ethics of the New Governance: Analyzing the Meta-Language of the New Public Service

Abstract

The 1990s witnessed the rise of new governance research boom, the government at the center of the old rule, a critical theory of hope that the Government's role from the paddle shift pilot, too strong to change the national situation. Study a number of new governance theory, the new public service ethics for the executive on the discussion, "service rather than pilot" is the idea of the doctrine of signs, but also represent the country after a period of strong imagery of administrative ethics. Denhardt couples research the history of the United States after the administration theory, pointing out that traditional public administration, new public management and a new model of public service on the three periods, respectively, give the paddle, and services in three pilot image, few people behind the analysis to explore language and its advantages and disadvantages. Due to new public service on the relevant discussion, followed by setting the language is "atmosphere of the times - an important administrative theory - the bureaucratic image of" the concept of the body, then this article will analyze the language set to reflect the new public service on the executive's contribution to research and ethical issues . The new governance wave flourished in 1990s, it criticized the old government research that focused on the government and made the state much stronger, and the new governance school hoped to change the role of government from rowing to steering. In the theories of new governance, the new public service theory is the representative of administrative ethics, its slogan-'Serving, not Steering ', shows the image of administrative ethics in the post-strong state period. Janet V. Denhardt and Robert B. Denhardt investigate into the history of American administrative theories, and divide them into three paradigms and give each one image, they are 'rowing' of the old public administration, 'steering' of the new public management, 'serving' of the new public service. This achievement fits the need of the new governance research, but few people investigate its meta-language, advantages and disadvantages. By including discourses of the new public service, and we find its meta-language is a triangle-'times conditions-main theories of administration-the image of bureaucracy '. We will analyze the meta-language of the new public service to show the contributions and problems it made to the administrative ethics
