The electoral process financing as an element of democratic principles of elections observance

Abstract

The features of the electoral process financing as a prerequisite for the democratic nature of elections, its conducting in accordance with international democratic standards are investigated. The range of problems associated with the financing of the electoral process is analyzed. In particular, the creation of equal conditions for candidates and political parties during the financing campaign is highlighted. The problem of the use of financial constraints during pre-election agitation is examined. The features of formation and use of election funds of the electoral process subjects are analyzed. Such aspects as the size of the election fund and the feasibility of its limitations, sources of fund formation and its specific use during elections are considered. The issue of public funding of election campaigns is analyzed. It is stressed that its implementation should be realized on equal conditions with respect to all participants of the election process. Important attention is paid to the issue of transparency of the electoral process, opportunities for citizens promptly and systematically receive accurate and objective information about financial status of candidates and their families, the sources of funding and especially the use of election funds of the electoral process subjects. The issue of financial cooperation of the electoral process subjects with mass media in the sphere of political advertising and payment services provided by candidates on equal terms with other actors both in public and in private «mass media» is analyzed. The problem of election commissions financing as a condition for their effective and independent activities regarding election administration is showed. The level of legal regulation of the problem of the electoral process financing in international legal documents of universal and regional level is examined.
