Since becoming the globe’s most populous city in the early eighteenth century, Tokyo has risen, collapsed and boomed again as no other metropolis. For 300 years spectacular bursts of growth occurred against a background of earthquakes, fires and floods, until in 1923 a horrific quake wiped it out. The bombing of the rebuilt city in 1945 was deadlier than the atomic attacks on Hiroshima or Nagasaki. Relative seismic and political stability after the war underpinned an economic miracle and transformed Tokyo (...) into a global business and cultural icon, but the ‘lost decades’ that followed brought back socioeconomic uncertainty and undercurrents of anxiety. Manmade calamities, including a terrorist attack on the subway in 1995 and a nuclear leak in a neighboring prefecture in 1999, shook confidence in a city that normally enjoys high health and safety standards, while the massive earthquake and tsunami in Fukushima in 2011, just 240 km away, reminded inhabitants of the tectonic time bomb underneath them. Not surprisingly, physical, social and psychological fragility feature prominently in cinematic portrayals of Tokyo, with destruction and reconstruction of the cityscape and of the lives of those who inhabit it a common theme. Cinematic stories typically revolve around characters dwelling on the past, living cautiously for the moment or fearing the future. This paper explores how directors have incorporated physical destruction and socioeconomic devastation into their depictions of the city, focusing particularly on the use of images of the built environment. While law and justice issues are well represented in the vast and diverse world of Japanese Manga, the medium’s predilection for fantasy tends to produce futuristic or overblown fiction far removed from everyday life. Fantastic treatments may also reflect relatively low awareness of legal matters in a society of low crime and litigation. One law and order institution that most people are familiar with, however, is the network of community police boxes that covers Japan, and this has spawned a gag-ridden (...) yet somewhat more realistic genre of justice-related comics. This article focuses on Ishikawa Chika’s KOBAN, whose humour revolves around the contrasting personalities and petty squabbles of two cops in their dealings with mundane police work. The characters, plots and conversations are visually supported by juxtaposing the weaponry and equipment of law enforcement with childlike facial features and cute mascots, thereby constructing the police box as a halfway house between local neighbourliness and state bureaucracy. The importance of nitrogen fixation, in assimilation of atmospheric dinitrogen for eventual storage in plant proteins, has resulted in extensive study of both plant and bacterial genes involved in this process. To date, the major plant genes analysed are the leghaemoglobins. These are closely related to the animal globins, allowing us to compare their gene organization, expression and evolution. We review here the progress and results of leghaemoglobin analysis and the comparisons with the related animal globins.

In May, 2016 the Diet passed a law on the “Promotion of efforts to eliminate unfair discriminatory speech and behaviour against people originating from outside Japan”, widely referred to as ヘイトスピーチ法 (_Heito Supiichi Hō_ /Hate Speech Law). For some residents of Japan it had been a long time coming. Without any laws specifically prohibiting racially discriminatory speech or writing, aggrieved parties had hitherto been forced to resort to indirect lines of protection. In 1999, for example, a Brazilian national ejected from (...) a jewelry shop displaying a poster saying “No foreigners allowed” obtained a favourable ruling citing Japan’s ratification of the International Convention on the Elimination of All Forms of Racial Discrimination; and in 2013 an injunction for defamation and obstruction of business was granted on behalf of a school for children of North Korean descent repeatedly subjected to provocative demonstrations. But others questioned the need to reinforce limits on freedom of expression even in the face of aggressive taunts, with some claiming that incidents of racial discrimination in Japan lacked the historical, entrenched and violent dimensions that had prompted hate speech laws in Europe and elsewhere. When the text of the proposed law became public there was also debate about its utility as such an abstract measure seemed inapplicable to many potential victims and lacked punitive sanctions. Against this criticism it could be argued that the law went about as far as the government could expect to go if it were to get it passed; that it appears to be curtailing a particularly aggressive form of hate speech; and that it has ushered in a number of more specific initiatives, especially at local level. This study will begin with the 2016 text itself, drawing on the semiotic framework of Systemic Functional Grammar to explore how it prioritises general principles over specific regulations. This textual analysis will be followed by a contextual account of why the Law was constructed as it was, how it has influenced awareness of hate speech, and where it fits in with an existing genre of non-coercive legislation in Japan.
