The aim of this article is to define the actual construction of the Japanese pension system influenced by the economic and social challenges and implemented pension system reforms. In this article, the development of Japanese pension system reforms is analysed, as well as legal, economic, social environment is identified. Until recently, it was a common perception that Japan has managed economic success without worsening the income inequality and pension benefits, but since the economic (...) recession in the 1990, the Japanese pension system faces a new challenge. Moreover, the Japanese population is ageing rapidly (low birth rate, long life expectancy), therefore, ageing influences the entire society and requires more complex and pressing pension system reforms. Ultimately, pension systems should be the basis for development of the Republic of Srpska. They should significantly improve strengthening of financial markets, enhancement of capital markets, higher growth rates of the Republic of Srpska, idecrease of (...) unemployment. Private pension funds are to change the habits and ideas of every future insurance holder, aiming to make the pension rights a matter of concern of every individual, instead being the obligation and ballast of the society. Today, stabile financing of pension systems and their funds is becoming increasingly questionable. A gap is emerging between the area of rights gained by law and financial possibilities for their implementation. Pay-as-you-go systems, i.e. systems of inter-generation solidarityare particularly endangered. Adequate systematization of gathered data, i.e. evidence, should provide conclusions that pension systems are a limitation todevelopment of national economy. Designing a pension system is both a complex endeavor and a long lasting legacy. Complexity stems from the many trade-offs that conceiving a pension system entail and from how these initial decisions affect the social and economic behavioral responses of workers and retirees. Policy-makers planning a pension system have to evaluate its internal economic consistency, but also these feedbacks. Economic and demographic models that allow a quantitative evaluation of these costs and benefits are required. (...) More than ever at the initial stage of design, since pension systems are persistent. Yet, pension systems are not monolith, but living entities that change over time. Some of these modifications are produced by individuals’ reactions to incentives built in the system, and need to be foreseen during the initial planning. Other changes are induced by reform measures and constitute the policy responses to unpredicted exogenous shocks – such as population aging. Re-designing the pension system to cope with new demands, while being limited by existing constraints, is a difficult task. Recent reforms of the Italian pension system are discussed in detail to highlight the policy trade-offs and the economic motivations behind the decision of the reform policies. (shrink)

The aim of the research is to identify the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency. In order to achieve the objectives of the study, the researchers used the analytical descriptive method in which the tries to describe the phenomenon studied, analyze its data, the relationship between its components and the opinions that are raised around it, and use the (...) comprehensive inventory method due to the small size of the society. (108) questionnaires were distributed to the community of 65 employees in Gaza Strip and 43 employees in the West Bank. All the responses were retrieved. The research found that there is a clear adoption by the Commission of the policies and procedures put in place to implement the electronic management system of electronic documents. The study showed that there are no statistically significant differences between the responses of the study population regarding the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency due to variable (age, nature of job, specialization). And showed that there is a fundamental difference in the opinion of members of the study community on the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency attributed to the scientific qualification, and shows the difference in favor of the bachelor's degree. And years of service, and shows the difference in favor of the 11-15 year category. The research led to a number of recommendations, the most important of which is the increase of interest and awareness of the need to implement policies and procedures to ensure the success of the electronic document management system through access to and benefit from the experiences of other institutions and the private sector. The Myners Review of the pension fund industry has started a debate on pension fund governance and the fund industry itself. This paper provides a review of pension fund trusteeship in the UK, its role, operating models and impact. It argues that deficiencies in the systems uncovered by the Myners Review stem from a tension between conflicting philosophies - that of trusteeship built on stakeholder principles but operating in shareholder markets.

The study aims to identify the reality of management of electronic documents and electronic archiving retirement in the Palestinian Pension Agency -analytical study, as well as to recognize the reality of the current document management system in the Palestinian Pension Agency. The study found the following results: that the reality of the current system for the management of documents in the agency is weak and suffers from many jams. Employee in the agency understand the importance and (...) benefits of the management of electronic documents system, where the application of electronic document management system provide important features and benefits most of which reduce the loss of documents between departments, illustrates the flow path, the speed, accuracy, transparency, and reduce the proportion of damage and destruction of files. The existence of a clear adoption of the agency for the policies and procedures established for the application of electronic documents management system. There are weak plans for training and developing of staff in the agency to raise their efficiency. The study found a set of recommendations, including: increased interest and awareness of the need to implement policies, mechanisms, and procedures to ensure the success of electronic document management system through benefiting from the experiences of other organizations and the private sector. The agency need to increase and develop its services for retirees in order to encourage the private sector, universities, and institutions to join the agency, and open the way for all segments of society in Gaza and West Bank and enhance its competitiveness between international social security institutions. The need to focus its attention on developing and publishing appropriate clear plans and specific goals about management of electronic documents and the agency should be committed to apply them. The need to focus on the establishment of a public management of archiving in the structure dealing with all technical operations and having competent and qualified employees in the field of electronic document management. In an era of fiscal austerity and dualization of social protection, has organized labor become increasingly split along skill and industry lines? Against recent political science accounts of trade union involvement in social policymaking, this paper argues that, in the specific area of pensions, unions representing high-skilled workers and the core industrial sectors of the economy have paradoxically been led to increase their cooperation with unions representing the less privileged segments of labor, in order to improve coverage of private pensions (...) across the board. These unions’ motivations for doing so and the strategies they have employed have nonetheless differed according to the preexisting institutional design of domestic pension systems. In the wake of recent corporate scandals, this paper traces the growing power of pension funds to provide managerial oversight of the firms they hold in their investment portfolios. Increasingly pension funds are exercising their legitimate rights as owners to raise the corporate governance standards of the firms they invest in. Within corporate governance generally, pension funds are shifting their attention away from managerial accountability and toward measures that increase transparency in firm-level decision-making. Pension funds use (...) transparency to ensure that shareholders are the primary interest being served by the firm. Transparency not only aligns managers and owners, it also raises issues of firm behaviour that allow other stakeholders to engage the corporation more broadly. I contend that secrecy is economically inefficient. When organizations are opaque and interests are secret, decision-making can and does distort efficiency. I examine recent pension fund corporate governance campaigns with particular reference to the California Public Employees Retirement System. (shrink)

This paper examines the various theories of intergenerational justice and its implications in the practical context of pension systems. In this context the sustainability of the system appears to be compromised by demographic projections. This fact has an unquestionable relevance for the future of this very important public service and the intergenerational commitment that this implies. In this sense if a pension system wants to be fair it has to look in three directions: pensioners, workers and (...) future generations. So, a liberal-egalitarian theory becomes necessary to share the risks of demographic and financial shocks between different generations and to reduce inequality as much as possible. (shrink)

Old-age income protection is provided in wealthy democracies by publicly funded defined-benefit pensions. Budgetary challenges have forced policy makers to consider private alternatives to these traditional systems. I consider the shortcomings of private saving arrangements in duplicating the advantages of public pensions. Some shortcomings can be overcome by introducing compulsory elements into private saving plans. Worker contributions into such plans could be mandatory; some or all worker accumulations in the plans could be converted to annuities at retirement; and workers’ investment (...) choices could be narrowly circumscribed. These restrictions do not eliminate the biggest weakness of private saving plans. Fluctuations in asset prices make it hard even for well-informed savers to select an affordable saving rate and an investment strategy that will assure decent income in old age. Public pension systems partly insulate workers against economic and financial market risks by sharing those risks broadly across workers, retirees, and taxpayers in multiple generations. (shrink)

Despite being increasingly available to us all, retirement pensions remain unequally distributed: between rich and poor, young and old, men and women, and possibly different generations. As this topic receives little attention in moral and political philosophy, the articles in this thesis aim to deliver an original account of justice in retirement pensions along liberal egalitarian lines. The first part defends retirement pensions as a distribution of free time. It shows that including free time in the list of goods that (...) liberal egalitarians prioritise is plausible and avoids problems that would otherwise arise with other candidates, most notably leisure. Retirement as free time is an essential feature of liberal egalitarian societies by (re)distributing the means to pursue any life project, and especially valuable for the poor who work and contribute the longest. The second part makes a case for 'libertirement', a proposal to increase the freedom to enjoy free time across life, as a matter of justice between those who live long and those who die early. Specifically, I propose adding reverse pensions and sabbaticals on top of old-age retirement. Besides showing the importance of longevity for age-group justice, I also draw implications for distributing unconditional basic income and income taxes across life, which I suggest may offer alternative paths to libertirement. Finally, the third part discusses the cases of pension inequality between genders and generations, pushing us to refine our account further. I conclude that there is often a mismatch between liberal egalitarian justice and the design of retirement schemes. The solution is often but not always to reform these systems. Widespread concerns about the long-term fiscal gap in Social Security have prompted various proposals for structural reform, with individual accounts as the centerpiece. Carving out individual accounts from the existing system would shift significant risks and responsibilities to individual workers. A parallel development has already occurred in the area of private pensions. Experience with 401 plans indicates that many workers will have difficulty making prudent decisions concerning investment and withdrawal of funds. Moreover, in implementing any system of voluntary (...) individual accounts, it will be important to design default settings that provide appropriate guidance for workers with heterogeneous levels of financial sophistication and risk tolerance. The central goal of Social Security reform should be to close the fiscal gap in a way that preserves rather than undermines the existing system of mandatory defined benefits for all workers. When Caja de Pensiones para la Vejez y de Ahorros, "la Caixa," was created in 1905, it was not only the transient response to a serious social, political, and economical problem, but also provided a permanent solution by creating a long-lasting social welfare institution. In addition, its founder understood the responsibility of social welfare institutions not as an isolated responsibility for each institution, but as part of a harmonious whole that is a real moral entity with a socio-economic character, with (...) autonomy and unity of nature, purpose, and form. The purpose of this article is to show how the corporate social responsibility conception of Francesc Moragas, the founder of "la Caixa," informed the activities of the new institution in a variety of dimensions, including its service to the customers, its economic strengths, the social work, and its participation in the creation of the public system of social security in Spain. Why do some Chinese local governments include informal workers in their welfare systems while others exclude them? This article argues that local officials attempt to balance multiple, conflicting, top-down career-evaluation criteria by developing different inclusion mechanisms. The central mandate to build an inclusive welfare regime incentivizes local officials to embrace welfare “outsiders”. However, other top-down policy goals and the locally defined citizenship system disincentivize the full integration of outsiders. Faced with this political dilemma, local officials have strategically incorporated different (...) types of outsiders into their welfare regimes. Their strategies depend on local labor market structures—specifically, the extent to which informal workers overlap with nonlocal workers. This hypothesis is tested using an original data set derived from thirty-one Chinese provinces, covering the period between 2005 and 2015, as well as two rounds of national-level survey data. Findings suggest that recent Chinese welfare expansion has ironically consolidated, even exacerbated, regional inequality. (shrink)

This article demonstrates how the Conservative system of social protection in Germany has been converging toward the Liberal American model during the past two decades, focusing on social protection for the unemployed and pensioners. In addition to public/statutory provisions, occupational welfare is also covered. Despite an overall process of convergence, we continue to witness stark dissimilarities in the arrangements for social protection outsiders: whereas Germany continues to constitutionally guarantee a legal entitlement to minimum social protection for all citizens, such (...) a guarantee does not exist in the United States. The lack of such legal entitlement for poor people of working age, combined with the criminalization of the "dangerous class," is a key differentiating characteristic of the US model at the beginning of the twenty-first century. The findings confirm but also qualify Franz-Xaver Kaufmann's analysis of the United States as "capitalism," which lacks collective welfare responsibility for all citizens, as compared to Germany's "welfare state.". Concerns about population ageing apply to both developed and many developing countries and it has turned into a global issue. In the forthcoming decades the population ageing is likely to become one of the most important processes determining the future society characteristics and the direction of technological development. The present paper analyzes some aspects of the population ageing and its important consequences for particular societies and the whole world. Basing on this analysis, we can draw a conclusion that the future (...) technological breakthrough is likely to take place in the 2030s (which we define as the final phase of the Cybernetic Revolution). In the 2020s – 2030s we will expect the upswing of the forthcoming sixth Kondratieff wave, which will introduce the sixth technological paradigm (system). All those revolutionary technological changes will be connected, first of all, with breakthroughs in medicine and related technologies. We also present our ideas about the financial instruments that can help to solve the problem of pension provision for an in-creasing elderly population in the developed countries. We think that a more purposeful use of pension funds' assets together with an allocation (with necessary guarantees) of the latter into education and upgrading skills of young people in developing countries, perhaps, can partially solve the indicated problem in the developed states. At present, Hong Kong does not have a publicly-managed mandatory contributory retirement protection scheme. The Hong Kong Government launched a consultation on the universal pension scheme in 2015. The Government’s plan provoked many controversies and eventually failed. This paper will examine the problem of the welfare ideology and system in Hong Kong from a historical perspective, taking the universal pension scheme as an example. This paper argues that the reason for the failure of the universal pension (...) scheme was that Hong Kong people do not have a complete sense of citizenship and hold a distorted welfare ideology for historical reasons. Work injury compensation and pensions are often determined according to medical disability rating scales attributing a percentage to each impaired body part or function. Incorporated into central medical–administrative networks of committees and examinations, these produce disability as a calculable space. This article examines the specific case of the Israeli National Insurance regulations regarding work injuries of 1956 and analyzes the shifted order they set. Looking at this system in the specific historical context of transition from the British Mandate workmen’s (...) compensation system to the “disability percentages” system, provides insight into the process of structuring and stabilizing durable numerical forms and the production of centralized government. Drawing on conceptualizations regarding the sociotechnical role of classification systems, I contend that through encoding and calculating classifications of disability, heterogeneity is eliminated and an ordering based on physiology is “black boxed,” illustrating the importance of technoscientific formations in structuring the “medical model of disability.”. To solve a series of pension problems caused by aging, based on the emotional recognition of the Internet of Things, the control method and system research of smart homes are proposed. This article makes a detailed analysis and research on the necessity, feasibility, and how to realize speech emotion recognition technology in smart families, introduces the definition and classification of emotion, and puts forward five main emotions to be recognized in speech emotion recognition based on smart family environment. (...) Then, based on this, it analyses the acquisition methods of emotional speech data. On this premise, this article discusses and analyses the related problems of voice data acquisition in smart homes, such as the voice characteristics and acquisition methods, puts forward three rules for voice text design, and determines the relatively suitable hybrid recording acquisition method applied in a smart home environment. At the same time, the design and establishment process of intelligent family emotional speech database is described in detail. The related problems of feature extraction in speech emotion recognition are studied. Starting from the definition of feature extraction, this article expounds on the necessity of feature extraction in the process of recognition and analyses the characteristics of the speech signals. For the specific environment of the smart family, the speech signal required to be processed needs to be close to the auditory characteristics of the human ears, and the speech signal contains enough information. Finally, the Mel frequency cepstrum coefficient is selected as the feature parameter applied in this article, and the extraction process of MFCC is introduced in detail. (shrink)

Households and banks have increasingly displaced non-financial businesses and governments as the primary debtors in modern capitalist economies, resulting in more severe economic cycles, increased inequality, and external macroeconomic imbalances. Yet while the trend is nearly universal among developed economies, its intensity varies a great deal from country to country. This article highlights the common international causes behind the global expansion of household and financial sector debt; the divergent national approaches to household credit that cause household and financial sector indebtedness (...) to vary from country to country; and the likely causes of these disparate approaches. National approaches to interest rate restrictions, property transfer taxation, high loan-to-value mortgages, mortgage interest taxation, and secondary markets for consumer debt can either encourage or mitigate household and financial sector borrowing. Whether a country encourages or mitigates such credit is determined by an idiosyncratic mix of institutional, political, and ideational factors. Especially important are the size of domestic pension funds, banks’ preferred business models, the political power of financial firms, and whether policymakers are more sensitive to the gains promised by a credit-fueled expansion or to the risks posed by an overleveraged collapse. Population ageing is a fact of all advanced economies. Fewer people are born all the while current members live longer. The support which old people have come to depend on, for example through elderly care and pensions, thus becomes increasingly expensive. This accentuates an assurance problem. Although it has been and still is the case that the young are willing to support the currently old, this support is not unconditional. In return they trust that coming generations will support them one (...) day. Historically pro-old welfare state institutions (e.g., pension systems) have offered individuals this assurance: their claim on future generation to support them has been credible simply by positive economic and demographic development. Economic growth has been a blessing for the cooperation between generations necessary to realise old age support. This paper describes this assurance problem in simple game theoretical terms, argues that it has been neglected in historically prominent justifications of pro-old welfare state institutions, and discusses what can be done to preserve trust in times of population ageing and weak economic growth. Projections for replacement rate achievable from two mandatory pillars of the pension system indicate a significant reduction in retirement income compared to regular professional activity. The designers of the new philosophy of retirement have made an assumption that all three pillars will play equivalent role in providing retirement income. They have also assumed that the participants of the pension system will be kept informed about the height of the expected benefits derived from the first pillar and (...) the amount of funds raised in the second pillar. The subject of this paper is to analyse the reconstruction of the pension system resulting from legislative changes introduced in 2011, the most important being the transfer of part of pension contributions from the open pension fund (OFE) to a newly set up special subaccount managed by the Social Insurance Institution, modifications in administrative regulation of open pension funds investment policy and introduction of tax incentives for making additional savings for retirement purposes. Canvassing has become a profession following the pension system reform that established open pension funds collecting contributions from individuals. Because pension insurance performs social functions, it is necessary to ensure that the canvassers demonstrate professionalism as well as the necessary ethical attitudes. This means that the appropriate legal criteria for their selection must exist and that the persons themselves should meet integrity and moral requirements, so that the reliability of services is guaranteed. Canvassing focuses on persuading (...) individuals to join an open pension fund (OPF) or remain its member so it plays a relatively important role. In the first place, the canvassers impart knowledge on how the pension system works, on the importance of being an OPF member, etc. Besides, canvassing accounts for a large part of OPFs’ financial management that spent increasingly large amounts to acquire new members as reported by the Polish Financial Supervision Authority. Poaching members of other OPFs, particularly those with long membership, is an effective way for a fund to increase the value of its assets, however multiplying the canvassing costs. The insured themselves are also affected, as the canvassers compete for them ruthlessly, reaching sometimes for ethically dubious methods. (shrink)

Objective Gather information from physicians about factors contributing to unnecessary noninvasive imaging and impact of possible solutions. Methods Qualitative study of 14 physicians using a phenomenological approach and the Theoretical Domains Framework. Results Most participants self-reported that >10% of the imaging tests they order are unnecessary. External sources of pressure included: peer-review, patient demands, nursing expectations, specialist requests, as well as prior experience with patient advocates, and the compensation and pension system. Participants expressed both optimism and concern about potential solutions, such as adopting decision support software. Conclusion Physicians are under pressure from multiple sources to order unnecessary imaging. A justiça entre as gerações transformou-se num problema particularmente urgente nos nações industnalizadas devido ao decréscimo da população e à crescente divida pública. Isto verificase sobretudo em refoçao ao seguro social de reforma. O principal objectivo do presente artigo é investigar até que ponto o Estado Providência da Europa continental está possuído por urna tendência nele embutida a cair em ilusões acerca da sua verdadeira riqueza bem como acerca da sua efectiva e real protecção contra o problema que é o (...) empobrecimento das pessoas uma vez chegado o tempo da terceira idade. O autor analisa esta tendência a partir do que chama de ilusão do Estado Providencia, e isso por analogia com a ilusão da divida pública de que falava Ricardo. Dado que as pessoas tendem a agir sob o pressuposto de que a população permanece constante, hoje é um facto que elas tendem sistematicamente a sobrevalorizar o valor dos direitos acumulados em termos de segurança social. É que, diz o autor do artigo, o valor real dos direitos que as pessoas pretendem ter em relação ao sistema público de pensões é, de facto, muito mais baixo em situação de diminuição de população do que aquilo que eles supõem. Esta ilusão do Estado Providência, de facto, conduz os cidadãos a um inevitável desapontamento por relação às expectativas criadas em termos do pagamento de pensões urna vez chegada a idade de as receber e, ao mesmo tempo, a inevitáveis conflitos com a geração mais jovem, ou seja, com aqueles e aquetas que terão de trabalhar para que essas pensões possam efectivamente ser pagas. Nesse sentido, declara o autor do artigo, é preciso reconhecer que a questão da justiça inter-geracional a curto prazo entre as gerações actualmente vivas é ainda mais central e premente do que a questão da justiça para com as gerações futuras, malgrado o facto de esta ser frequentemente discutida sob o rótulo de justiça inter-geracional. Finalmente, o artigo discute também as consequências destes desenvolvimentos para o mercado global de capitals bem como a importância de se proceder a uma transição para um sistema de pensões de velhice financiado com fundos gerados no mercado de capitais. Justice between generations has become an urgent problem for the Industrialized nations due to decreasing populations and high public debt. This is particularly true for the old age pension social insurance. The article investigates the question whether the continental European welfare state show an in-built tendency towards illusions about their real wealth and the degree of their insuredness against old age poverty. It analyzes this tendency as "welfare state illusion" in analogy to Ricardos public debt illusion. Since people act under the assumption of a constant population they tend to overestimate systematically the value of their accumulated claims to the social insurance. The value of their claims to the public pension system is indeed much lower under conditions of shrinking populations then they assume. This welfare state illusion leads to the disappointment of expectations concerning the level of the old age pensions and to conflicts with the younger generation that has to work for the old age pensions. According to the author of the article, this question of the short term intergenerational justice of generations presently living is much more central then the question of justice towards future generations, a problem abo often discussed under the label of intergenerational justice. Finally, the article also discusses the consequences of these developments for the global capital market as well as the importance of a transition to a system of capital funded old age pensions. Ethical concerns about the elderly are usually treated as a matter of justice. This is partly explained by the special status of the elderly in almost all economically developed societies. Public pension systems provide them with financial support, and publicly funded health care programs help to meet their health care needs. Those who are now old will have contributed to these institutions when they were younger, but it remains true that the elderly receive a degree of support from public (...) institutions that the members of other age-groups typically do not receive. This institutional background naturally raises questions about distributive justice. Are the elderly receiving less, or more, than their fair share of health resources and economic wealth? (shrink)

We provide to readers the 11th volume of the "Czech-Polish-Slovak Studies in Andragogy and Social Gerontology" series. We are delighted to announce that the presented study is the result of the work of scientists from seven countries: Austria, China, Ghana, Hungary, Japan, Poland, and Russia. This international collection of texts is part of the global discourse on the determinants of adult education and the functioning of people in late adulthood. The 11th volume is a collection of research results that show (...) both the positive and negative dimensions of ageing through the prism of research experience from various geographical and cultural areas. The researchers invited to the presented volume tried to illustrate the issues assigned to the following topics: ageing with dignity; retirement age; assumptions and conditions resulting from living in the home; the relationship between challenges concerning life expectancy and needs; care and ageing services; and foundations and potential changes in pension systems. The research results presented in this volume have a common denominator, which is caring for the quality of life of the older people regardless of their place of residence. Thus, the study "Between Successful and Unsuccessful Ageing: Selected Aspects and Contexts" brings new insights from scientists who scrupulously characterize the complexity of processes that affect the positive and negative conditions of functioning in old age, which is a mosaic of various nuances. Inviting readers to familiarize themselves with the content of the monograph, we would like to thank the reviewers who contributed to the improvement of the quality of the texts and open new fields for participation in further joint publishing projects. Axel Honneth has highlighted the importance and role of mutual recognition for the development and sustainability of personal identity. His theory to reconstruct society as the institutionalization of different forms and modes of recognition has been widely discussed but one specific aspect has been left out so far: the temporal and institutional dimension of social esteem. In this paper I argue that social esteem is not simply earned for societal valuable features and achievements but rather gained within the framework of (...) a certain life course. The social sciences discuss this as the institutionalization of life courses which is accompanied with certain social security systems to match the demands of the fordistic organization of labour. Social esteem is not randomly tied to work and labour but rather through a set of institutions as education, employment, social security and pension systems, that on the one hand sanction deviance and on the other hand provide security to pursue a good life. The institutionalized life course allows the individual to plan its future and provides her with a reference point for its legitimate claims. Overall, this provides further insights into the meaning of social esteem and its institutionalization in a modern working society without which the critical function and aim of social philosophy can not be fulfilled. For a social theory of recognition it is necessary to fill its words and concepts with the life the social sciences describe.Die Bedeutung wechselseitiger Anerkennung für die Ausbildung von Identität und für das Verständnis gesellschaftlicher Formationen wurde seit der Reaktualisierung des Anerkennungsbegriffes durch Axel Honneth vielfach aufgenommen und diskutiert. Ein Aspekt, der hierbei bislang zu wenig systematisch untersucht wurde, ist die zeitliche Dimension sozialer Anerkennungsverhältnisse. Die hier vertretene These lautet, dass soziale Wertschätzung im wesentlichen nicht einfach aktual an eine gesellschaftlich für sinnvoll und nützlich erachtete Leistung oder Eigenschaft gekoppelt ist, sondern vielmehr eine in sich zeitliche Kategorie ist, die also im Rahmen eines Lebenslaufes kontinuierlich erworben wird. In anderen Worten: Will man soziale Wertschätzung als Strukturprinzip moderner esellschaften erfassen, so bedarf es keiner synchronen sondern vielmehr einer asynchronen Perspektive, die soziale Anerkennungsverhältnisse über die Zeit abbildet. Dies kann am Konzept des institutionalisierten Lebenslaufes und der mit ihm verbundenen Rahmenbedingungen gezeigt werden. Individuelle Leistung wird nicht einfach gegen gesellschaftlichen und sozio-ökonomischen Status getauscht, sondern vielmehr ist dieser an einen nachvollziehbaren Lebenslauf gebunden. Solcherart langfristige Orientierung wurde und wird durch ein System der betrieblichen wie auch staatlichen Garantie, dass erbrachte Leistungen konserviert und belohnt werden, überhaupt ermöglicht und gestützt. Soziale Wertschätzung ist somit nicht nur abhängig von der Eingliederung in eine bestimmte Gesellschaftsformation, die Leistungen und Eigenschaften honoriert, sondern von der Dauerhaftigkeit dieser “Mitgliedschaft”. Ihren differenzierenden Charakter übt soziale Wertschätzung also wesentlich auch darüber aus, dass Diskontinuitäten im Lebenslauf sanktioniert werden.Axel Honneth naglasio je važnost i ulogu međusobnog priznanja za razvoj i održivost osobnog identiteta. O njegovoj teoriji društvene rekonstrukcije kao institucionalizacije različitih oblika i modusa priznanja naširoko se raspravljalo, no jedan specifičan vid dosad je bio izostavljen: vremenska i institucionalna dimenzija društvenog poštovanja. U ovom članku tvrdim da nije tako da se društveno poštovanje jednostavno zaslužuje zbog društveno vrijednih značajki i postignuća, nego se ono zadobiva unutar okvira određenog tijeka života. Društvene znanosti o tome raspravljaju kao o institucionalizaciji životnih tijekova koja je popraćena određenim sustavima socijalne sigurnosti kako bi se zadovoljili zahtjevi fordističke organizacije rada. Društveno poštovanje nije uz rad vezano nasumce, nego putem skupa institucija kao što su obrazovanje, zaposlenje, socijalna sigurnost i mirovinski sustavi, koji, s jedne strane, sankcioniraju zastranjenja i, s druge, omogućuju sigurnost u slijeđenju dobrog života. Institucionalizirani tijek života omogućuje pojedincu da planira svoju budućnost te mu pruža referentnu točku za svoje legitimne zahtjeve. Sve u svemu, to omogućuje daljnje uvide u značenje društvenog poštovanja i njegove institucionalizacije u modernom društvu bez kojih se kritička funkcija i cilj socijalne filozofije ne mogu ispuniti. Za društvenu teoriju priznanja nužno je da svoje riječi i pojmove ispuni životom što ga opisuju društvene znanosti. (shrink)

In a world of limited resources, competition between the young and old prompt difficult questions of justice. In countries with public pension and health care systems, or with aging populations, there is often a concern that members of different generations are not always treated fairly. Dennis McKerlie's monograph examines justice between age-groups with the ultimate goal of a new theory of justice that effectively grapples with those questions. In the realm of public policy and medical ethics this is an (...) important and timely topic, but surprisingly one that has received relatively little attention from moral philosophers. McKerlie develops a comprehensive view of fairness between age groups that applies the egalitarian values of equality, or priority for the badly off, to temporal parts of lives -- not just to complete lives. The level of medical care to patients and the success of the implementation of the national project "Health" depend on the health status and doctor's professionalism. Modern healthcare reform is being implemented by optimizing costs, merging medical organizations, closing ineffective hospitals, expanding the use of high-tech care and informatization of the doctor's activities. All this makes it necessary to assess the health of doctors. Scientists have studied the quality of life and identified the professional burnout of doctors in children's clinics (...) in different age groups. Primary care pediatricians have a higher quality of life score when compared to the standard [1]. However, all groups have a high level of professional burnout. The pre-retirement group of doctors has more unfavorable profile. They are highly professional specialists but may experience emotional discomfort because the pension system has been reformed. This situation requires the introduction of preventive work with doctors of this age as a group with great potential and capable of professional longevity. (shrink)

Gouvermental achievements are limited to the economic capacity of he society, which is why financial science must,,...also establish the measure of the attainable for these tasks.“ With the transformation of the (...) SPD to a left-reform people's party, governmental concepts of social reform replace social revolutionary ideas. As liberal socialism maintains, the constitution results in a balance between neo-liberal thinking and the Keynesianism adopted by the german,,people's parties“. As a result challenge to the social state a society of dependent classes magnifies the,,social power“ of politics and damages the common good in the debit of present contributors and future pensioners of the pension systems. Normal 0 false false false EN-CA X-NONE X-NONE Compared to other European countries, the employment rate of older workers in Belgium is rather low. This paper argues that one of the most relevant factors underlying the problems of this low employment rate in Belgium is the social policies directed at older workers. Indeed, when unemployment became a widespread phenomenon in the1970s and 80s, early-retirement schemes were designed to alleviate the financial implications on an aging workforce. The government encouraged anyone over (...) 50 to leave the labour market through early retirement schemes, unemployment payment programs, medical retirement, and career breaks. These practises were based on a wide consensus of government, business, and workers. However, for some years now, international organizations have been concerned about the viability of pension systems and their ability to achieve their objectives. In recent years, different factors have led policy makers to rethink this policy. But changing the trend and keeping people on the job has proven more difficult than foreseen. The transformations of public policies begun at the dawn of the 21st century radically changed the balance between the state, workers, and employers, who had all previously seen early retirement as favourable. This paper also tries to show how early retirement is not simply a desire to escape, but can also be explained as an aggression against the person by the labour market. Leaving professional life early thus seems more to be a case of necessity, in fact not a choice at all, but an obligation, or even a sacrifice, and must be seen in the perspective of professional duties and their evolution. Rawlsian justice as fairness is neither fundamentally luck egalitarian nor relational egalitarian. Rather, the most fundamental idea is that of society as a fair system of cooperation. Collective pensions provide a case study which illustrates the fruitfulness of conceiving justice in these latter terms. Those who have recently reached the age of majority do not now know how long they will live in retirement or how well any investments they try to save up for their retirement would fare. From (...) the perspective of the beginning of their working lives, it is therefore rational for each to enter into an agreement with others, who also do not yet know their fates, that, if one turns out to be among the unfortunate whose private pension pots would not have yielded enough for one’s retirement, one will receive much more in retirement, whereas those whose pension pots would have overflowed their retirements will receive somewhat less. These terms are to each person’s expected advantage, which is made possible by a fair sharing of the fruits of social cooperation which arise through the efficiencies reaped by the pooling of the risk of outliving what one could save for one’s retirement on one’s own. It is rational for each to agree to share one another’s fates by pooling risks across both space and time, on fair terms of social cooperation for mutual advantage. Even when collective pensions arise from, and are proportional to, a baseline of unequal income, they can be defended on grounds of reciprocity involving regard for one another as equals. (shrink)

One way of showing respect for human dignity is providing people with a suitable level of income security. This respect can be manifested by establishing a certain financial minimum that will allow people to function independently in society and use the opportunities offered by civilisation. The awareness of the above gives special meaning to the level of incomes obtained by the elderly. The fact that pensions are the primary resource for the population to meet its financial needs makes the (...) class='Hi'>pension insurance solutions particularly important, especially the formula used for calculating the amount of a future pension. Its final amount will affect the pensioner’s standard of living, enabling them to enjoy the same quality of life they had in the period of economic activity or gradually causing impoverishment. The levels of future pensions depend on factors related to the systemic solutions, but pensioner’s personal characteristics also exert strong influence on their amounts. With the responsibility for having decent incomes after retirement being transferred to the insured themselves, it has become necessary to promote pension awareness (the knowledge of how the new system works) that translates into pension prudence prompting people to reduce voluntarily their current consumption in favour of future consumption. The public need to understand that the income replacement rate will be high only for few of the insured persons, i.e. those boasting high earnings and long, unbroken periods of economic activity. People with poorer records of economic activity will draw lower pensions that will not always allow them to live decent lives after retirement. (shrink)

Demographic changes indicate that the number of people aged 60 years and above will double in the next 30 years, and politicians around the world have an interest in delaying retirement in order to benefit national economies by lowering the burden on public pension systems. In this study, it is examined whether and how combinations of multiple types of work motivation based on self-determination theory would be associated with retirement-related factors and retirement intentions. Using a person-centered approach to identify (...) latent work motivation profiles among older workers, four profiles emerged: the Low Motivation Profile with below-average levels on most motivational regulations, but in particular, lack identified work regulation; the Autonomous Motivation Profile with higher levels of autonomous motivation and lower levels of controlled motivation and amotivation; the High Motivation Profile with simultaneously high autonomous and controlled motivation; the Amotivated Profile. Compared to the Low Motivation and Amotivated Profiles, the Autonomous and the High Motivation profiles show higher levels of vigor and lower levels of job stress, exhaustion and turnover-, and retirement intentions. However, the High Motivation Profile seems to pay a cost because they experience significantly more job stress than employees in the Autonomous profile. In addition, variable-based correlations showed higher levels of vigor and lower levels of job stress, exhaustion, and turnover intentions to be associated with lower levels of retirement intentions. The results are discussed in relation to managers and organizational endeavors to rebuild lost work identification and reduce extrinsic work motivation and amotivation in order to motivate older workers to stay longer at work.
