What is the computational notion of “implementation”? It is not individuation, instantiation, reduction, or supervenience. It is, I suggest, semantic interpretation.

Addresses the issues at the heart of international medicine and social responsibility. A number of international declarations have proclaimed that health care is a fundamental human right. But if we accept this broad commitment, how should we concretely define the state’s responsibility for the health of its citizens? William Rothman argues that the driving force of Hitchcock's work was his struggle to reconcile the dark vision of his favorite Oscar Wilde quote, "Each man kills the thing he loves," with the quintessentially American philosophy, articulated in Emerson's writings, that gave classical Hollywood movies of the New Deal era their extraordinary combination of popularity and artistic seriousness. A Hitchcock thriller could be a comedy of remarriage or a melodrama of an unknown woman, both Emersonian genres, except for the (...) murderous villain and godlike author, Hitchcock, who pulls the villain's strings -- and ours. Because Hitchcock believed that the camera has a murderous aspect, the question "What if anything justifies killing?," which every Hitchcock film engages, was for him a disturbing question about his own art. Tracing the trajectory of Hitchcock's career, Rothman discerns a progression in the films' meditations on murder and artistic creation. This progression culminates in _Marnie _(1964), Hitchcock's most controversial film, in which Hitchcock overcame his ambivalence and fully embraced the Emersonian worldview he had always also resisted. Reading key Emerson passages with the degree of attention he accords to Hitchcock sequences, Rothman discovers surprising affinities between Hitchcock's way of thinking cinematically and the philosophical way of thinking Emerson's essays exemplify. He finds that the terms in which Emerson thought about reality, about our "flux of moods," about what it is within us that never changes, about freedom, about America, about reading, about writing, and about thinking are remarkably pertinent to our experience of films and to thinking and writing about them. He also reflects on the implications of this discovery, not only for Hitchcock scholarship but also for film criticism in general. (shrink)

Psychologists representing a broad spectrum of psychological specialties use the term "constructivist" to characterize their theories and underscore individuals' active participation in reality-making. In spite of consructivism's apparent widespread influence on psychology, however, significantly different forms of constructivist metatheory may be identified when constructivist assumptions about causal processess are contrasted. Both Pepper's worldview framework and Aristotle's four-fold classification of causation in natural phenomena are used to distinguish four forms of constructivism-material, efficient, formal, and final. Salient examples of each form as (...) evident in contemporary psychological theory are given with a discussion of implications of these distinctions for the development of a comprehensive conception of cognition and human knowing. The rise of AI-based systems has been accompanied by the belief that these systems are impartial and do not suffer from the biases that humans and older technologies express. It becomes evident, however, that gender and racial biases exist in some AI algorithms. The question is where the bias is rooted—in the training dataset or in the algorithm? Is it a linguistic issue or a broader sociological current? Works in feminist philosophy of technology and behavioral economics reveal the gender bias (...) in AI technologies as a multi-faceted phenomenon, and the linguistic explanation as too narrow. The next step moves from the linguistic aspects to the relational ones, with postphenomenology. One of the analytical tools of this theory is the “I-technology-world” formula that models our relations with technologies, and through them—with the world. Realizing that AI technologies give rise to new types of relations in which the technology has an “enhanced technological intentionality”, a new formula is suggested: “I-algorithm-dataset.” In the third part of the article, four types of solutions to the gender bias in AI are reviewed: ignoring any reference to gender, revealing the considerations that led the algorithm to decide, designing algorithms that are not biased, or lastly, involving humans in the process. In order to avoid gender bias, we can recall a feminist basic understanding—visibility matters. Users and developers should be aware of the possibility of gender and racial biases, and try to avoid them, bypass them, or exterminates them altogether. (shrink)

The most recent (Fifth) revision of the Declaration of Helsinki, adopted in October 2000 by the World Medical Association (WMA), reinforces the longstanding prohibition against offering placebo instead of effective therapy. The WMA left no doubt that if a beneficial treatment for a condition has already been recognised, it is unethical to offer placebo in place of such treatment to anyone in a study of the same condition. We have previously drawn attention to the discrepancy between the spirit of the (...) Declaration and the common practice of using placebo controls in randomised trials even if effective treatment exists. Despite the mandates of the Declaration of Helsinki and concern from ethicists and scientists, the US Food and Drug Administration (FDA) continues to demand and defend placebo‐controlled evidence of efficacy and safety for the development of many new pharmaceuticals, even if effective therapy exists. We suggest that the FDA's arguments defending their practice are insufficient to justify medical research that violates the Declaration of Helsinki. (shrink)

The implementation of a diplomacy that could put more emphasis on democracy and human rights was not an easy process in Belgium. Treatment of these matters have taken a different perspective in Zaïre, Rwanda and Burundi, Belgium 's three most important African partners. Reasons for that are twofold. Fore one thing, the Belgian foreign affairs service has always been overloaded by mercantile preoccupations. Secondly, knowledge on Africa has been limited to short circle diplomatic contacts while no instruments were ever implemented (...) that could have ensured some following up of the African civil society at large.In the future, the continuation for a slow process of disengagement might be foreseable. New "partners" might come to the forefront such as South Africa while the U.S. and international financial organisations will definitely try to impose "good governance" together with a reasonable dose of human rights. In reviewing the Belgian policy towards Zaïre for the last two decades, one is struck by a certain politica! as well as economic withdrawal which has become more obvious since the end of the sixties. In the context of the «Mobutu Plan», the Marshall Plan for Zaïre, or in that of the two Shaba upheavals, Belgium, unlike France with respect to its former colonies, has choosen to align itself with big powers policies and international organizations, and to avoid taking too (...) strong stands in the rather confuse situation which prevails in Zaïre today. Although unanimity does no langer exist among the various Belgian pressures groups about what is tobe done in Zaïre, the official policy of the government is entrenched in a «wait and see» attitude which points to the deepening contradictions within Western states towards Africa in general and Zaïre in particular. The Tindemans report on the European union and the decision to organize direct elections for the European Parliament have been two important events in European afjairs in 1976. This article analyses the origins, developments and bearing of these two events.Although his mandate was initiated and encouraged at the highest level - that of the European heads of state -, Mr. Tindemans' attempt to propose concrete steps in order to achieve a real political union in Europe did not get through. It (...) received a rather cold reception from several states who opposed some of his proposals on different grounds.At the Conference of The Hague, Mr. Tindemans was able to get a formal support to his ideas, but no decision was taken to implement any of them.The decision to organize direct elections for the European Parliament, which can be seen as a concrete step toward the implementation of the long awaited European union, is facing the same kind of resistance at the national level. Although the Nine have all agreed to do everything possible to organize these elections in the spring of 1978, there are still unsolved problems which are both technical and political. Moreover, even if they are taking place, it is not at all sure that they will bring about substantive changes in the role and functions of the European Parliament. (shrink)

William Hughes's Critical Thinking, revised and updated by Jonathan Lavery, is a comprehensive and accessible introduction to the essential skills required to make strong arguments. Hughes and Lavery give a thorough treatment of such traditional topics as deductive and inductive reasoning, logical fallacies, the importance of inference, how to recognize and avoid ambiguity, and how to assess what is or is not relevant to an argument. The authors also cover less traditional topics such as special concerns to keep in mind (...) when reasoning about ethical matters, and how the nature of a language can affect the structure of an argument. In addition to covering basic concepts for analyzing and assessing arguments, the text also has two chapters that are designed to help students write argumentative essays. Last but not least, Critical Thinking includes a selection of logical paradoxes and puzzles that are as entertaining as they are enlightening. The dominant model for interpreting brain imaging experiments assumes that the brain is organized to support mental processes that control behavior. However functional neuroimaging experiments, particularly of cognitive tasks, have not shown a high level of reproducibility and localization. This lack of clear functional segregation has been blamed on limitations in imaging technology and non linearity and regional overlap in how the brain implements these processes. However the validity of the underlying cognitive models used to describe the brain have rarely (...) been questioned or directly tested against imaging results. We propose an alternative model of brain function which correlates observed human behavior directly with measured brain activity without assumptions about intervening cognitive processes, that we term the Non-Cognitive Behavioral Model (NBM). Our model derives from Behavioral Psychology but is extended to include brain activations in addition to behavior as an observable. A further extension is the role of neuroplasticity as opposed to innate cognitive processes in the development of the brains support of cognitive behavior. Applications of NBM to neuroimaging studies are described and contrasted with the standard methodology which we refer to as the Standard Cognitive Model (SCM). In one application, the NBM correctly predicted the global, total energy consumption as the brain parameter that best correlates with a person being in the state of consciousness, a correlation missed by studies using the SCM due to its assumption that global activity does not support cognitive processes. Neuroplasticity is shown to provide a natural explanation of findings that object recognition activating the fusiform facial area comes from expertise through raining as opposed to the SCM explanation of an innate cognitive process specialized for face recognition. The conclusions are generalized to explain the poor reproducibility of cognitive processes reported in functional neuroimaging and to suggest how such studies can be used to better explain how the brain supports behavior. O Transpassando é um coletivo de combate à transfobia e demais preconceitos que atua na Universidade Estadual do Ceará – UECE como um programa de extensão horizontal e autogerido. Sua forma e seu conteúdo é diferenciado, pois o Programa existe enquanto uma ação direta de combate às opressões e violências realizadas contra vários grupos sociais marginalizados. Este texto que se apresenta como relato de experiência tem por objetivo apresentar o Transpassando em sua história de surgimento, seu caráter político, estético, teórico (...) e prático de subversão e de confronto com a lógica colonial. Para tanto, a exposição seguirá um percurso de registro narrativo de fatos e impressões vivenciados no contexto de criação e ampliação do Transpassando enquanto Programa de Extensão e Projeto Pré-Vestibular, onde a disciplina de Filosofia é ofertada junto com as demais. Mas, vale destacar que o Ensino de Filosofia no Transpassando, pela sua metodologia transdisciplinar/encruzilhada de atuação, atravessa os outros projetos que compõem o Programa de Extensão junto com o Pré-Vestibular: o projeto Surdez e Gênero, o projeto Gestão Administrativa e Produção Cultural e o Projeto Cinetrans. This paper addresses the changing ideology regarding reproduction, an evolving American, and potentially worldwide, value system regarding children and parenthood. Children are increasingly being seen as products, and the new technology of reproduction, including the sale of reproductive material and services and especially prenatal diagnosis and selective abortion, encourage this commodification of the fetus. While the new technology does indeed offer new choices, it also creates new structures and new limitations on choice. In the contemporary American social structure, these choices (...) are inevitably couched in terms of production and commodification, and thus do not offer individuals genuine choice or control.
