We welcome Ms Smajdor’s critique into our investigations of expected future tax gains to the state from children conceived by in vitro fertilisation .1 To better inform the JME readership, we wish to correct some misinterpretations of our research by Smajdor, and to highlight some weaknesses of current IVF funding policies.Our investigation sought to establish the long-term net tax contribution from an IVF-conceived child, assuming that the child was average in every respect .2 We conducted this analysis on the basis (...) that IVF, and other assisted reproductive treatments, are unique among all medical interventions—unique in the sense that their success leads to the creation of human life; a life that would not have existed had the technology not been available and accessible to couples willing to undergo treatment. Hence, this method provides us with an opportunity to explore lost tax revenue to the state resulting from children that have not been born due to limited public access to IVF treatments currently observed in the UK and many other countries.In our investigations, the costs of IVF were treated as an investment in human capital with future long-term cost and revenue implications for the state. Our evaluation ignored the many humanistic reasons for offering IVF treatment to infertile couples and concentrated solely on the possible economic benefits.3 The perspective of the analysis was that of the state; hence …. Adapt!: On a New Political Imperative, by Barbara Stiegler, reveals how neoliberalism in the 1930s took the shape of an entire social philosophy; it also shows how her book must be updated today. As Stiegler reviews, Walter Lippmann insisted that major state and social institutions must be reformed to support neoliberal aims of capital priority and rapid growth, the primacy of technical experts, management of mass opinion to insulate those inviolable ends, and courts equipped with neoliberal jurisprudence and authority to (...) secure the entire complex. Stiegler’s brilliance, however, falls below her discernment of new phases in this evolution. The last third of this paper explores the formation of supplements that intensify the regime. White triumphalism, spiritual callousness, denials of climate change, evasion of planetary circuits of imperial power, and aspirational fascism grow together in several countries as sacrosanct ends of neoliberal capitalism face inflows and obstacles its leaders can neither admit nor control. Flew claims that Manser has made several errors in his argument and in so doing presented a view of Darwinian evolutionary theory which is incorrect. This is a view with which I concur though the case against Manser's argument does not appear to have been put as clearly as it might have been. As Flew points out, Manser has made two kinds of objection to Darwinian, and presumably Neo-Darwinian, theory: that the terms employed in the theory are not clearly and (...) independently defined, and that the theory makes no predictions and as such is un-falsifiable. Does artificial intelligence (AI) pose existential risks to humanity? Some critics feel this question is getting too much attention, and want to push it aside in favour of conversations about the immediate risks of AI. These critics now include the journal Nature, where a recent editorial urges us to 'stop talking about tomorrow's AI doomsday when AI poses risks today.' We argue that this is a serious failure of judgement, on Nature's part. In science, as in everyday life, we expect (...) influential actors to consider the consequences of error. As the world's leading scientific journal, Nature is certainly an influential actor, especially so in the absence of robust global regulation of AI. Yet it has manifestly failed to consider the cost of error in this case. (shrink)

Concern for NGO accountability has been intensified in recent years, following the growth in the size of NGOs and their power to influence global politics and curb the excesses of globalization. Questions have been raised about where the sector embraces the same standards of accountability that it demands from government and business. The objective of this paper is to examine one aspect of NGO accountability, its discharge through annual reporting. Using Habermas’ theory of communicative action, and specifically its validity claims, (...) the research investigates whether NGOs use their annual reporting process to account to the host societies in which they operate or steer stakeholder actions toward their own self-interests. The results of the study indicate that efforts by organizations to account are characterized by communicative action through the provision of truthful disclosures, generally appropriate to the discharge of accountability and in a manner intended to improve their understandability. At the same time, however, some organizations exhibit strategically oriented behaviors in which the disclosure content is guided by the opportunity to present organizations in a particular light and there appears a lack of rhetor authenticity. The latter findings cast doubt on the ethical inspiration of NGOs and the values they demand from business communities, and questions arise as to why such practices exist and what lessons can be learnt from them. There is a well-established social practice whereby we hold one another responsible for the things that we say. Speakers are held liable for the truth of the contents they express and they can be sanctioned and/or held to be unreliable or devious if it turns out what they say is false. In this paper chapter we argue that a better understanding of this fundamental socio-linguistic practice – of ascribing what we will term (following Borg (2019)) ‘linguistic liability’ – helps to (...) shed light on a core debate in semantics and pragmatics, concerning how and where to draw the line between different kinds of content. We suggest that attributions of linguistic liability form a heterogenous (rather than a homogenous) class and seek to show that different kinds of liability judgements are useful because they track divergent kinds of content – specifically the kinds that have come to prominence in recent theorising theorizing about the semantics/pragmatics divide. This research has been carried out either directly by the Bishops Conference's research staff, or in association with other bodies such as NCLS Research, the Christian Research Association, Australian Catholic University and, most recently, Catholic Religious Australia.

A number of recent scholarly works in Chinese philosophy approach Chinese texts and thinkers by incorporating them into longstanding issues and debates in the Western philosophical tradition. While the merits of this approach have received much discussion among those working in Chinese philosophy, it also has the potential to reach those outside the field whose research or teaching focuses on the debates and issues. In this article we look at the issue of using Chinese philosophy in courses on contemporary philosophical (...) topics for non-specialists. We give the justification for this pedagogical approach, put forth a “syllabus” of preparatory readings, and finally, discuss its limitations and possibilities. (shrink)

American democracy faces severe challenges today, as everyday life gathers pace, national borders become increasingly porous, and commodity culture becomes more dominant. Democracy and Vision assembles a cast of prominent political theorists to consider the problems confronting political life by reviewing, assessing, and expanding on the ideas of one of the most influential political thinkers of the past forty years, Sheldon Wolin. The book consists of three sections linked by the underlying theme of Wolin's monumental effort to define ''the political'' (...) and the conditions of democratic life. Focusing on planetary processes—including the ocean conveyor, glacier flows, tectonic plates, and species evolution—he combines a critical understanding of capitalism with an appreciation of how such nonhuman systems periodically change on their own. COVID-19 has created additional challenges in mental health services, including the impact of social distancing measures on care and treatment. For situations where a detention under mental health legislation is required to keep an individual safe, psychiatrists may consider whether to conduct an assessment in person or using video technology. The Mental Health Act 2003 does not stipulate that an assessment has to be conducted in person. Yet, the Code of Practice envisions that detention assessments would be conducted face to (...) face in all circumstances. During the pandemic, the Mental Welfare Commission for Scotland, a statutory body with a duty to promote best practice of the Act, has been asked whether it may be acceptable and indeed preferable for some assessments to be conducted via video technology. Where an assessment is needed to determine if a patient needs to be detained, and where there is a need for social distancing or the need for ‘shielding’, remote assessments may in some circumstances be preferable. In this article, we outline the modification of the Mental Welfare Commission’s previous outright rejection of virtual assessments as the pandemic progressed and discuss the ethical and legal issues the possibility of remote assessments has exposed. We also discuss the limits and when a virtual assessment is not considered ethical. As the pandemic moves from a state of emergency into a ‘new normal’ in psychiatric services during second, or subsequent, waves, the use and place of remote assessments for detention needs to be considered. Over the past two decades, the renowned political theorist William E. Connolly has developed a powerful theory of pluralism as the basis of a territorial politics. In this concise volume, Connolly launches a new defense of pluralism, contending that it has a renewed relevance in light of pressing global and national concerns, including the war in Iraq, the movement for a Palestinian state, and the fight for gay and lesbian rights. Experts from wine tasters to radiologists to bird watchers have all undergone perceptual learning-long-term changes in perception that result from practice or experience. Philosophers have been discussing such cases for centuries, from the 14th-century Indian philosopher Vedanta Desika to the 18th-century Scottish philosopher Thomas Reid, and into contemporary times. -/- This book uses recent evidence from psychology and neuroscience to show that perceptual learning is genuinely perceptual, rather than post-perceptual. It also offers a taxonomy for classifying cases in the philosophical (...) literature. In some cases, perceptual learning involves changes in how one attends; in other cases, it involves a learned ability to differentiate two properties, or to perceive two properties as unified. Connolly uses this taxonomy to rethink several domains of perception in terms of perceptual learning, including multisensory perception, color perception, and speech perception. -/- As a whole, the book offers a theory of the function of perceptual learning. Perceptual learning embeds into our quick perceptual systems what would be a slower task were it to be done in a controlled, cognitive manner. A novice wine taster drinking a Cabernet Sauvignon might have to think about its features first and then infer the type of wine, while an expert can identify it immediately. This learned ability to immediately identify the wine enables the expert to think about other things like the vineyard or the vintage of the wine. More generally, perceptual learning serves to free up cognitive resources for other tasks. This book offers a comprehensive empirically-informed account, and explores the nature, scope, and theoretical implications of perceptual learning. (shrink)

Suppose you have recently gained a disposition for recognizing a high-level kind property, like the property of being a wren. Wrens might look different to you now. According to the Phenomenal Contrast Argument, such cases of perceptual learning show that the contents of perception can include high-level kind properties such as the property of being a wren. I detail an alternative explanation for the different look of the wren: a shift in one’s attentional pattern onto other low-level properties. Philosophers have (...) alluded to this alternative before, but I provide a comprehensive account of the view, show how my account significantly differs from past claims, and offer a novel argument for the view. Finally, I show that my account puts us in a position to provide a new objection to the Phenomenal Contrast Argument. (shrink)

In _The Fragility of Things_, eminent theorist William E. Connolly focuses on several self-organizing ecologies that help to constitute our world. These interacting geological, biological, and climate systems, some of which harbor creative capacities, are depreciated by that brand of neoliberalism that confines self-organization to economic markets and equates the latter with impersonal rationality. Neoliberal practice thus fails to address the fragilities it exacerbates. Engaging a diverse range of thinkers, from Friedrich Hayek, Michel Foucault, Hesiod, and Immanuel Kant to (...) Voltaire, Terrence Deacon, Friedrich Nietzsche, and Alfred North Whitehead, Connolly brings the sense of fragility alive as he rethinks the idea of freedom. Urging the Left not to abandon the state but to reclaim it, he also explores scales of politics below and beyond the state. The contemporary response to fragility requires a militant pluralist assemblage composed of those sharing affinities of spirituality across differences of creed, class, gender, sexual orientation, and ethnicity. This is an excerpt of a report that highlights and explores five questions that arose from the Network for Sensory Research workshop on perceptual learning and perceptual recognition at the University of York in March, 2012. This portion of the report explores the question: What is perceptual learning?

What is the Bare Particular Theory? Is it committed, like the Bundle Theory, to a constituent ontology: according to which a substance’s qualities—and according to the Bare Particular Theory, its substratum also—are proper parts of the substance? I argue that Bare Particularists need not, should not, and—if a recent objection to ‘the Bare Particular Theory’ succeeds—cannot endorse a constituent ontology. There is nothing, I show, in the motivations for Bare Particularism or the principles that distinguish Bare Particularism from rival views (...) that entails a constituent ontology. I outline a version of Bare Particularism that in rejecting a constituent ontology avoids the New Objection. I argue against Theodore Sider that this really is a distinct theory to the version of Bare Particularism that endorses a constituent ontology, and not a mere terminological variant. I show that this, the best version of the Bare Particular Theory, is also defensible against the old objections. (shrink)

Schwenkler (2012) criticizes a 2011 experiment by R. Held and colleagues purporting to answer Molyneux’s question. Schwenkler proposes two ways to re-run the original experiment: either by allowing subjects to move around the stimuli, or by simplifying the stimuli to planar objects rather than three-dimensional ones. In Schwenkler (2013) he expands on and defends the former. I argue that this way of re-running the experiment is flawed, since it relies on a questionable assumption that newly sighted subjects will be able (...) to appreciate depth cues. I then argue that the second way of re-running the experiment is successful both in avoiding the flaw of original Held experiment, and in avoiding the problem with the first way of re-running the experiment. In the case of ventriloquism, seeing the movement of the ventriloquist dummy’s mouth changes your experience of the auditory location of the vocals. Some have argued that cases like ventriloquism provide evidence for the view that at least some of the content of perception is fundamentally multimodal. In the ventriloquism case, this would mean your experience has constitutively audio-visual content (not just a conjunction of an audio content and visual content). In this paper, I argue that cases like ventriloquism do (...) not in fact warrant that conclusion. I then try to make sense of crossmodal cases without appealing to fundamentally multimodal content.
