The privacy and security rules of the Health Insurance Portability and Accountability Act of 1996 emphasize taking steps for protecting protected health information from unauthorized access and modification. Nonetheless, even organizations highly skilled in data security that comply with regulations and all good practices will suffer and must respond to breaches. This paper reports on a case study in responding to an important breach of the confidentiality and integrity of identifiable patient information of the Kaiser Internet Patient Portal known as. (...) To understand political power it's necessary to comprehend why individuals and entire nations make the choices they do. Two influential approaches to understanding the intentions behind human behavior are known as realism and liberalism. Neoliberalism developed in response to the charge that liberalism represented an overly utopian view of the world. To explain whether cooperation or conflict should be expected between two parties, international relations scholars often try to calculate costs and benefits of either strategy. Among the most famous of (...) their scenarios is the “Prisoner's Dilemma”. In the case of Ender's Game, the humans and buggers face a dilemma about whether or not to cooperate with one another or defect, which means fighting a war for survival. This paper articulates a way to ground a relatively high prior probability for grand explanatory theories apart from an appeal to simplicity. I explore the possibility of enumerating the space of plausible grand theories of the universe by using the explanatory properties of possible views to limit the number of plausible theories. I motivate this alternative grounding by showing that Swinburne’s appeal to simplicity is problematic along several dimensions. I then argue that there are three plausible grand views—theism, atheism, and (...) axiarchism—which satisfy explanatory requirements for plausibility. Other possible views lack the explanatory virtue of these three theories. Consequently, this explanatory grounding provides a way of securing a nontrivial prior probability for theism, atheism, and axiarchism. An important upshot of my approach is that a modest amount of empirical evidence can bear significantly on the posterior probability of grand theories of the universe. (shrink)

The coherence of independent reports provides a strong reason to believe that the reports are true. This plausible claim has come under attack from recent work in Bayesian epistemology. This work shows that, under certain probabilistic conditions, coherence cannot increase the probability of the target claim. These theorems are taken to demonstrate that epistemic coherentism is untenable. To date no one has investigated how these results bear on different conceptions of coherence. I investigate this situation using Thagard’s ECHO model of (...) explanatory coherence. Thagard’s ECHO model provides a natural representation of the evidential significance of multiple independent reports. (shrink)

The field of Astroethics addresses moral and societal issues arising out of speculation regarding terrestrial contact with extraterrestrial life in both its intelligent and non-intelligent forms. This chapter tackles 15 ethical quandaries, 12 of which are associated with space exploration within the solar system plus 3 with exoplanet communication. Within our solar ghetto, scientists expect at best to find only microbial life, leaving intelligent life to exoplanets elsewhere in our galaxy. The intra-solar system quandaries are these: What does planetary protection (...) mean? Does microbial life have intrinsic value? Should space explorers invoke the Precautionary Principle? Should we clean up our space junk? What should we do about satellite surveillance? Should we weaponize space? Should scientific research take priority over commercial space ventures? Should we terraform Mars? Should we colonize Mars? Should we prepare for bombardment of Earth by asteroids? Should we rely upon a single planetary community of moral deliberation? Should we pursue the good of the galactic commons? The extra-solar quandaries deal with three degrees of extraterrestrial intelligent creatures: those with less intelligence than us Homo sapiens, our Extraterrestrial Intelligent creatures peers in intelligence, and ETI who are superior to us in intelligence. In today’s knowledge economy, knowledge and knowledge sharing are fundamental for organizations to achieve competitiveness and for individuals to strengthen their innovation capabilities. Knowledge sharing is a complex language-based activity; language affects how individuals communicate and relate. The growth in international collaborations and the increasing number of diverse teams affect knowledge sharing because individuals engage in daily knowledge activities in a language they are not native speakers. Understanding the challenges they face, and how they manage the emerging difficulties is the (...) main aim of this manuscript. For this purpose, an explorative case study was conducted in an international university research project, namely the TED project. Both interviews and direct observations were employed to understand the phenomenon better and deliberately triangulate data and improve validity. Results show that non-native language use determines the emergence of different language proficiency, depending on the nature of the knowledge domain–job-related vs. non-job-related. Within non-job-related knowledge domains, the lack of linguistic abilities, summed to the perceived cultural diversities, mainly affects people’s propensity to engage in personal and more intense social relationships. Under such circumstances, tacit knowledge sharing is reduced with negative consequences on the project’s long-term innovative performance. Since the project is still running, detecting language challenges will allow the partners to design and apply effective measures to support cooperation with language and cultural barriers. Among them, code switching, adopted by “bridge” actors, already emerges as tool supporting communication and knowledge exchange. (shrink)

We are often uncertain how to behave morally in complex situations. In this controversial study, Ted Lockhart contends that moral philosophy has failed to address how we make such moral decisions. Adapting decision theory to the task of decision-making under moral uncertainly, he proposes that we should not always act how we feel we ought to act, and that sometimes we should act against what we feel to be morally right. The historically rich and diverse tradition of phenomenology has contributed broadly to the emergence of environmental thought across the humanities and social sciences and is increasingly influential on environmental ethics and philosophy. Emphasizing the primacy of experience and inquiry into the epistemological and ontological assumptions that inform the historical and contemporary relationship with nature, phenomenology takes a critical distance from metaphysical naturalism and the instrumental framing of environmental problems in resourcist, technological, economic, and managerial terms. The tradition’s distinctive contributions to (...) environmental ethics include its focus on the epistemic and ontological revindication of experience, its critique of metaphysical and modernist assumptions, and its aim to articulate a post-metaphysical conception of the self-world relation and an alternative ethos appropriate to our experience of nature. This paper investigates links between social capital and symbolic capital and responsible entrepreneurship in the context of small and medium enterprises (SMEs). The source of the primary data was 144 ‘Business Profiles’, written by the owner-managers of small businesses in application for a Small Business Awards competition in 2005. Included in each of these narratives were claims relating to the firms’ contributions to wider society, relationships with customers, employees and stakeholders. These narratives were coded and classified in a framework drawn (...) from Nahapiet and Ghoshal’s (1998, Academy of Management Review 23(2), 242–266) categorisation of social capital. The analysis revealed a range of strategic orientations towards the development of social and symbolic capital, along a conceptual continuum ranging from being responsible for oneself to being responsible for others. Overall, the evidence demonstrates the significance of the power inherent in the social relations of SMEs as a force for ethical behaviour, and suggests that normative theories of the development of social capital may provide ‘competitive advantage’ through responsible behaviour for small business in the global economy. In this paper, we compare and contrast two methods for the revision of qualitative beliefs. The first method is generated by a simplistic diachronic Lockean thesis requiring coherence with the agent’s posterior credences after conditionalization. The second method is the orthodox AGM approach to belief revision. Our primary aim is to determine when the two methods may disagree in their recommendations and when they must agree. We establish a number of novel results about their relative behavior. Our most notable finding (...) is that the inverse of the golden ratio emerges as a non-arbitrary bound on the Bayesian method’s free-parameter—the Lockean threshold. This “golden threshold” surfaces in two of our results and turns out to be crucial for understanding the relation between the two methods. (shrink)

Do you know who you are? If the question seems unclear, it might owe to the notion of ‘knowing-wh’ (knowing-who, knowing-what, knowing-when, etc.). Such knowledge contrasts with ‘knowing-that’, the more familiar topic of epistemologists. But these days, knowing-wh is receiving more attention than ever, and here we will survey three current debates on the nature of knowing-wh. These debates concern, respectively, (1) whether all knowing-wh is reducible to knowing-that (‘generalized intellectualism’), (2) whether all knowing-wh is relativized to a contrast proposition (...) The current dominant perspective on addiction as a brain disease has been challenged recently by Marc Lewis, who argued that the brain-changes related to addiction are similar to everyday changes of the brain. From this alternative perspective, addictions are bad habits that can be broken, provided that people are motivated to change. In that case, autonomous choice or “free will” can overcome bad influences from genes and or environments and brain-changes related to addiction. Even though we concur with Lewis that (...) there are issues with the brain disease perspective, we also argue that pointing to black swans can be important, that is: there can be severe cases where addiction indeed tips over into the category of brain disease, but obviously that does not prove that every case of addiction falls into the disease category, that all swans are black. We argue that, for example, people suffering from Korsakoff’s syndrome, can be described as having a brain disease, often caused by alcohol addiction. Moreover, the brain changes occurring with addiction are related to choice-behaviour, habit formation and insight, hence essential mental abilities to break the addiction. We argue for a more graded perspective, where both black swans and white swans are rare, and most cases of addiction come as geese in different shades of gray. (shrink)

Reason and Explanation develops a new explanationist account of epistemic justification. Poston argues that the explanatory virtues provide a plausible account of necessary and sufficient conditions for justification. The justification of a subject's belief consists in the explanatory virtue of her entire beliefs compared with other sets of beliefs she could have. Poston's argument for coherentism involves a defense of the epistemic value of background beliefs, the development of a novel framework view of reasons, and the articulation of a mentalism (...) evidentialist account of coherentism. Poston argues against foundationalist views that ground justification in sense experience apart from supporting background beliefs. He extends the argument against foundationalism by examining a coherentist view of a priori knowledge. According to comic moralism, moral flaws make comic works less funny or not funny at all. In contrast, comic immoralism is the view that moral flaws make comic works funnier. In this article, I argue for a moderate version of comic immoralism. I claim that, sometimes, comic works are funny partly in virtue of their moral flaws. I argue for this claim—and artistic immoralism more generally—by identifying artistically valuable moral flaws in relevant actions undertaken in the creation of those works. (...) Underlying this argument is the idea that such generative actions are partly constitutive of a work's identity, and, therefore, they may affect the ethical value of an artwork either positively or negatively, and they are the proper objects of ethical appraisal. In this challenging book, Ted Benton takes recent debates about the moral status of animals as a basis for reviewing the discourse of “human rights.” Liberal-individualist views of human rights and advocates of animal rights tend to think of individuals, whether human or animals, in isolation from their social position. This makes them vulnerable to criticisms from the left which emphasize the importance of social relationships to individual well-being. Benton’s argument supports the important assumption, underpinning the cause for human rights, (...) that humans and other species of animal have much in common, both in the conditions for their well-being and their vulnerability to harm. Both liberal rights theory and its socialist critique fail adequately to theorize these aspects of human vulnerability. Nevertheless, it is argued that, enriched by feminist and ecological insights, a socialist view of rights has much to offer. Lucid and wide-ranging in its argument, Natural Relations enables the outline of an ecological socialist view of rights and justice to begin to take shape. (shrink)

This paper attacks the modal ontological argument, as advocated by Plantinga among others. Whereas other criticisms in the literature reject one of its premises, the present line is that the argument is invalid. This becomes apparent once we run the argument assuming fictionalism about possible worlds. Broadly speaking, the problem is that if one defines “x” as something that exists, it does not follow that there is anything satisfying the definition. Yet unlike non-modal ontological arguments, the modal argument commits this (...) “existential fallacy” not in relation to the definition of ‘God’. Rather, it occurs in relation to the modal facts quantified over within a Kripkean modal logic. In brief, we can describe the modal facts by whichever logic we prefer—yet it does not follow that there are genuine modal facts, as opposed to mere facts-according-to-the-fiction. A broader consequence of the discussion is that the existential fallacy is an issue for many projects in “armchair metaphysics.”. (shrink)

Until recently, the medical community assumed that placebos required either concealment in randomized controlled trials or deception in clinical practice to elicit placebo effects. Henry Beecher emphasized this orthodoxy, when he stated that placebo pills only work "as long as it is not detected as a placebo by the subject or the observer" and therefore, patients "believe it [is a drug] and consequently the expected results occurs". The time was ripe for such ideas: Norman Vincent Peale's The Power of Positive (...) Thinking was already in its fourth year on the bestseller list when Beecher published his landmark paper. The authors aim to reinstate a spirit of philosophical enquiry in physics. They abandon the intuitive continuum concepts and build up constructively a combinatorial mathematics of process. This radical change alone makes it possible to calculate the coupling constants of the fundamental fields which? via high energy scattering? are the bridge from the combinatorial world into dynamics. The untenable distinction between what is?observed?, or measured, and what is not, upon which current quantum theory is based, is not needed. If we (...) are to speak of mind, this has to be present? albeit in primitive form? at the most basic level, and not to be dragged in at one arbitrary point to avoid the difficulties about quantum observation. Jason Stanley and Timothy Williamson's influential article "Knowing How" argues that knowledge-how is a species of knowledge-that. One objection to their view is that knowledge-how is significantly different than knowledge-that because Gettier cases afflict the latter but not the former. Stanley and Williamson argue that this objection fails. Their response, however, is not adequate. Moreover, I sketch a plausible argument that knowledge-how is not susceptible to Gettier cases. This suggests a significant distinction between knowledge-that and knowledge-how.

This paper seeks to establish closer connections and spur dialogue between philosophers working on 4E cognition and aestheticians. In part, the aim is to offer a critical overview of the ways 4E research might inform our understandings of the arts. Yet it is also partly to flag some potential art-specific challenges to some of the theses found within the 4E literature. I start by examining the strongest extant claims regarding art and active externalism, and argue that it is hard to (...) see either how active externalism could square with our actual appreciative practices or that its explanatory value could be sufficient to pressure us to revise radically those practices. Furthermore, I argue, rejecting active externalism seems necessary to acknowledge adequately the important ways in which artistic creation often involves the application of embodied know-how or the execution of embodied skills. For this reason, I argue, embodied approaches to cognition are better positioned to complement and inform the humanistic methods traditionally employed in philosophical aesthetics and art theory. However, I conclude on a moderately sceptical note: the challenge still outstanding for these approaches is to yield new understandings of our artistic practices that have not been gleaned through traditional humanistic inquiry. Three experiments investigating children's understanding of inference as a source of knowledge and beliefs were used to determine whether children use a theory in understanding the mind. A child watched while a sweet was placed in a box whereas a doll was merely given a message about which sweet had been transferred. Children were asked to judge whether the doll knew the colour of the sweet in the box and what colour the do6 would think the sweet was. The main (...) finding was that children tended to say the doll would hold a false belief about the colour of the sweet whenever the doll had not looked in the box. This result is easily reconciled with the theory view as a drive for coherence within the different aspects (knowledge and belier predictions) of the child's theory of mind. The result is contrary to the simulation view because children were generally good at‘inputting’or taking account of the relevant information (i.e. the doll's knowledge of the sweets’colours and the message to the doll), because children assessed their own beliefs quite differently from the doll's beliefs, and because contrary to the default assumptions set out by Harris (1991) children found it easier to assign a false belief to the doll than to assign a true belief. Bernhard and Young (Journal of Academic Ethics, 7, 175-191, 2009) allege that a myth of confidentiality plagues research in North America because of the absence of statute-based legal protections and the requirements of some REBs to limit confidentiality to the extent permitted by law. In this commentary we describe statute-based protections for research confidentiality available in the United States, clarify the legal situation regarding research confidentiality in Canada, and explain that REBs that require confidentiality to be limited by law are (...) imposing a doctrine that is not required by the TCPS and may violate researchers’ academic freedom. The paper laments how excessive REB risk aversion and inaction by the granting agency Presidents has created a situation where some REBs are encouraging researchers to download research risks to research participants and forcing researchers to choose between exposing themselves to the prospect of going to jail to protect confidentiality, watering down their research objectives, or conducting vanilla research rather than engaging in controversial and/or sensitive areas of study. The paper urges the granting agency Presidents to seek legislative change to protect research participants who provide information that could cause them harm if their identity were to be revealed. Justification logics are a family of modal logics whose non-normal modalities are parametrised by a type-theoretic calculus of terms. The first justification logic was developed by Sergei Artemov to provide an explicit modal logic for arithmetical provability in which these terms were taken to pick out proofs. But, justification logics have been given various other interpretations as well. In this paper, we will rely on an interpretation in which the modality \ is read ‘S accepts \ as justification for \’. (...) Since it is often important to specify just how much confidence agents have in propositions on the basis of justifications, the logic will need to be extended if it is to provide a sufficiently general account. The primary purpose of this paper is to extend justification logic with the expressive resources to needed to do so. Thus, we will construct the justification logic with confidence ). While \ will be extremely general, capable of accommodating a wide range of interpretations, we provide motivation in terms of the notion of confidence deriving recent work by Paul and Quiggin :363–382, 2018).
