The effect of germanium addition on the physical properties, i.e. density, molar volume, compactness, number of lone-pair electrons, average coordination number, heat of atomization, mean bond energy, cohesive energy and glass-transition temperature, of (Se80Te20)100− x Ge x (x = 0, 2, 4, 6) bulk glassy alloys was investigated. The density of the glassy alloys is found to decrease with increasing Ge content. The molar volume and compactness of the structure of the glass were determined from the measured density. The mean (...) bond energy is proportional to the glass-transition temperature. The cohesive energy of the samples has been calculated using a chemical bond approach and is correlated with an increase in the optical energy gap with increase in the Ge content. The heat of atomization was also calculated and correlated with the optical energy gap. The glass-transition temperature has been estimated using different methods and is found to increase with an increase of Ge content. (shrink)

IntroductionInternet addiction is characterized by excessive and uncontrolled use of the internet affecting everyday life. Adolescents are the primary risk group for internet addiction. Data on internet addiction is lacking in Africa. Thus, this review aimed to determine the pooled prevalence of internet addiction and its associated factors among high school and university students in Africa.MethodsA comprehensive literature search was conducted using electronic databases to locate potential studies. Heterogeneity between studies was checked using Cochrane Q test statistics and I2 test (...) statistics and small-study effects were checked using Egger's statistical test at a 5% significance level. A sensitivity analysis was performed. A random-effects model was employed to estimate the pooled prevalence and associated factors of internet addiction among students. The primary outcome of measure of this review was the prevalence of internet addiction and the secondary outcome of measures are the factors associated with internet addiction.ResultsA total of 5,562 studies were identified among the five databases. Of these, 28 studies from 10 countries with 14,946 high school and university students were included in this review. The overall pooled prevalence of internet addiction among the students was 34.53% [95% Confidence Interval : 26.83, 42.23, I2 = 99.20%]. Male sex [Pooled Odds Ratio = 1.92, 95% CI:1.43, 2.57 I2 = 0.00], urban residence, and duration of daily internet use for more than 4 h (POR = 2.25, 95% CI:1.20, 4.21, I2 = 0.00%, were significantly associated with internet addiction among adolescents.ConclusionAlmost one-third of university and high school students in Africa are addicted to the internet. Male students, those from urban areas, and those who use the internet for more than 4 h per day have higher odds of internet addiction. Thus, we recommend that health planners and policymakers pay attention to the use of the internet and internet addiction in Africa. (shrink)

BackgroundClinical ethical practice (CEP) is required for healthcare workers (HCWs) to improve health-care delivery. However, there are gaps between accepted ethical standards and CEP in Ethiopia. There have been limited studies conducted on CEP in the country. Therefore, this study aimed to determine the magnitude and associated factors of CEP among healthcare workers in healthcare facilities in Ethiopia.MethodFrom February to April 2021, a mixed-method study was conducted in 24 health facilities, combining quantitative and qualitative methods. Quantitative (survey questionnaire) and qualitative (...) (semi-structured interviews) data were collected. For quantitative and qualitative data analysis, Stata version 14 and Atlas.ti version 7 were utilized. Multiple logistic regression and thematic analysis for quantative and qualitative respectively used.ResultsFrom a total of 432 study participants, 407 HCWs were involved in the quantitative analysis, 36 participants were involved in five focus group discussions (FGDs), and eleven key informant interviews (KIIs) were involved in the qualitative analysis. The score of good CEP was 32.68%. Similarly, the scores of good knowledge and attitude were 33.50% and 25.31%, respectively. In the multiple logistic regression models, satisfaction with the current profession, availability of functional CECs, compassionate leaders, previously thought clinical ethics in pre-service education and good attitude were significant factors associated with CEP. Among these significant factors, knowledge, compassionate leaders, poor infrastructure, a conducive environment and positive attitudes were also determinants of CEP according to qualitative findings.ConclusionsThe CEP in health care services in Ethiopia is low. Satisfaction with the current profession, functional CECs, positive attitude, compassionate leaders and previously thought clinical ethics were significant factors associated with CEP. The Ministry of Health (MoH) should integrate interventions by considering CECs, compassionate leadership, and positive attitudes and enhance the knowledge of health professionals. Additionally, digitalization, intersectoral collaboration and institutionalization are important for promoting CEP. (shrink)

In The Metaphysics of Morals Kant suggests that the bad results of wrongful acts can always be imputed to the agent but the bad results of dutiful acts can never be. Although Kant's concern in the context was apparently legal imputation, the article considers how Kant's doctrine might apply to questions about moral responsibility for bad consequences in cases where legal enforcement is inappropriate. First , interpretative questions are addressed. For example, does imputation imply being to blame for bad results (...) or merely being liable to compensate for them? What are the criteria for bad results? What is the relation between assessments of responsibility for bad consequences and judgments of the moral worth or desert of the agent? Is the operative notion of "results" or "consequences" a descriptive or normative one? The suggestion is that liability, not blame, is what is crucial, and wrong-doers are responsible for whatever bad causally results from their misdeeds, whether it was foreseeable or not. Second , putative counter-examples to Kant's doctrine are evaluated: for example, cases where it seems an agent may be liable for bad consequences even when doing what is permissible, dutiful, or even meritorious. Although many of the objections fail to survive examination, there remain cases where bad results of a wrongful act cannot plausibly be imputed to the agent and other cases where the agent seems clearly liable for bad results despite having acted innocently. Such intuitive objections, however, must be reviewed from a larger perspective of a systematic moral theory. In der Metaphysik der Sitten nimmt Kant an, daß die schlechten Folgen einer pflichtwidrigen Handlung dem Handelnden stets zugerechnet werden können, im Gegensatz zu den schlechten Folgen pflichtgemäßer Handlungen, die dem Handelnden niemals zugerechnet werden können. Ist "Folge" als operativer Begriff deskriptiv oder normativ zu verstehen? Der Beitrag geht davon aus, daß Haftung, und nicht Tadel, das eigentlich Entscheidende ist und daß, wer pflichtwidrig handelt, für alles Schlechte verantwortlich ist, das von seinen Taten verursacht wird, und zwar gleichgültig, ob es vorhersehbar war oder nicht. Zweitens geht es um vermeintliche Gegenbeispiele zu Kants Theorie. Etwa: Es werden Fälle erörtert, bei denen es so zu sein scheint, daß der Handelnde auch für solche schlechten Folgen haftet, die aus einem erlaubten, einem pflichtgemäßen oder sogar aus einem verdienstlichen Handeln herrühren. Obwohl viele Einwände einer näheren Überprüfung nicht standhalten, gibt es doch Fälle, bei denen die Zurechnung der schlechten Folgen einer pflichtwidrigen Handlung immer noch als unplausibel, und andere Fälle, bei denen die Zurechnung der schlechten Folgen einer nicht pflichtwidrigen Handlung immer noch als notwendig erscheint. Sharon Street vertritt einen Humeanischen Konstruktivismus in der Metaethik, nach dem die normativen Gründe einer Akteurin von dem System ihrer eigenen normativen Urteile abhängen. Ein normatives Urteil ist nach Street genau dann wahr, wenn es zu der ideal kohärenten Menge der normativen Urteile gehört, die die Akteurin im Überlegungsgleichgewicht hätte. In diesem Aufsatz wird die Frage diskutiert, wie diese Konzeption von Normativität mit einer Konzeption von Moral verbunden werden kann. Eine Möglichkeit hierfür besteht darin, an einer engen Verbindung von Normativität (...) und Moral festzuhalten. In diesem Fall muss die Wahrheit moralischer Sätze jedoch auf eine ähnliche Art als akteursrelativ verstanden werden, wie Street die Wahrheit normativer Sätze versteht. Eine zweite Möglichkeit besteht darin, an einem absolutistischen Verständnis moralischer Sätze festzuhalten. Dann wären nach Streets Konzeption von Normativität jedoch Fälle denkbar, in denen eine Akteurin keinen normativen Grund hat, moralisch zu handeln. Beide theoretische Optionen scheinen kontraintuitive Implikationen zu haben, die z.B. mit der Möglichkeit moralischen Tadels oder der Vorstellung der Kategorizität moralischer Sätze zusammenhängen. Aufbauend auf Überlegungen von Street, Bernard Williams und David Lewis wird jedoch dafür argumentiert, dass insbesondere die zweite der genannten Optionen nicht so sehr von einem herkömmlichen Moralverständnis abweicht, wie es zunächst erscheint. Wenn man den freien Willen nicht mehr als ursachenlose Ursache bzw. als Erstauslöser deutet, sondern als neuronal und kulturell bedingte Fähigkeit begreift, für verschiedene Gründe zugänglich zu sein und ungehindert Entschlüsse fassen zu können, so kann man durch Tadel im Sinne eines asymmetrischen Sprachspiels - so die These - lernen, willensfrei(er) zu werden und aus Gründen zu handeln. Tadel ist somit in der Erziehung unentbehrlich, denn bevor man sich für einleuchtende Gründe entscheidet, muss man überhaupt aus Gründen handeln und ungehindert (...) entscheiden können. Obwohl dieser Eingriff als eine die Freiheit nicht fördernde Intervention erscheinen mag, kann er mentale Ereignisse in Gang setzen, mit denen Entschlüsse erneut abgewogen werden können, wodurch sich ein Zuwachs an Willensfreiheit doch noch ereignet. Der kürzlich verstorbene US-amerikanische Soziologe Robert K. Merton war der prominenteste und einflußreichste Anomie-Theoretiker nach Emile Durkheim. Seine Typologie der Arten individueller Anpassung an anomische gesellschaftliche Situationen bietet heute noch eine wertvolle Grundlage zur Analyse von Gesellschaften. Dieser Beitrag konzentriert sich auf einen dieser Anpassungstypen, den Ritualismus, der Merton zufolge beinhaltet, daß einerseits die kulturellen Ziele, allen voran das des wirtschaftlichen Wohlstands, heruntergeschraubt oder aufgegeben und andererseits die institutionellen Normen zur Erreichung dieser Ziele beinahe zwanghaft befolgt werden. Diese Definition überdenkend (...) versucht der vorliegende Beitrag herauszuarbeiten, daß innerhalb des Systems der Anpassungsformen das Herunterschrauben der kulturellen Ziele nicht das Hauptcharakteristikum ritualistischen, sondern konformen Verhaltens darstellt. Ritualisten haben den Prozeß des Herunterschraubens vielmehr bereits beendet, indem sie jegliche kulturellen Ziele aufgegeben haben, bis auf den einen Wert an sich, nämlich die institutionellen Regeln einzuhalten.Ritualistische Anpassung ist aus Merton`s Sicht für die Soziologie abweichenden Verhaltens, ganz zu schweigen von den Kriminalwissenschaften, nicht von Interesse. Im Gegensatz zu dieser Einschätzung versucht dieser Artikel die verschiedenen soziologischen und sogar kriminologischen Implikationen ritualistischen Verhaltens darzustellen, mit dem Ergebnis, daß Ritualismus sehr wohl ein soziales Problem darstellt. Der Ritualist unterwirft sich nicht nur selbst den institutionellen Normen, sondern fühlt sich auch dazu berufen, andere ständig an die Einhaltung der Regeln zu gemahnen und sie zu überwachen. Deshalb gibt es viele typisch ritualistische Formen abweichenden Verhaltens, wie Denunziation, erzieherischer Tadel oder Mobbing, die sogar in kriminelles Verhalten wie falsche Verdächtigung, Nötigung oder Beleidigung kulminieren können.Am schillerndsten ist die Rolle des Ritualisten in der Kriminalpolitik, nicht zuletzt heute in der Bundesrepublik. Repression jeglicher Art ist seine Antwort auf Regelverstöße und die Kriminalpolitik macht zunehmend Zugeständnisse an ritualistische Forderungen nach härterer und schnellerer Bestrafung oder umfassender Überwachung des öffentlichen Raumes. Ritualisten dominieren den sozialen Diskurs und die allgemeine Wahrnehmung von Kriminalität nicht nur, weil sie wichtige Nutzer und damit Zielgruppe gewisser Massenmedien sind und gerne Leserbriefe schreiben. Sie sind so dominant, weil ihre Art der Anpassung bei zunehmender wirtschaftlicher Krise die Konformität der Wirtschaftswunderzeit zurückgedrängt hat und heute die am weitesten verbreitete in der deutschen Gesellschaft ist. Daher ist auch die schon seit Jahrzehnten zu beobachtende Verschiebung der theoretischen Strafzweckbegründung hin zur Positiven Generalprävention alles andere als ein Zufall. The recently deceased US-sociologist Robert K. Merton has been the most prominent and influential anomie theorist since Emile Durkheim. His typology of modes of adaptation to anomic social situations still constitutes a valuable basis for analyzing society. This contribution focuses on one of these types of adaptation, ritualism, which according to Merton, involves the scaling down or abandoning of the cultural goals, above all economic wealth, on the one hand and to abide almost compulsively by institutional norms to attain these goals on the other. In reconsidering this definition, this contribution attempts to elaborate that within the system of adaptive modes scaling down does not describe the main characteristic of ritualistic behaviour, but first of all characterizes conformity. Ritualists, on the contrary, have already completed the process of scaling down by finally abandoning any cultural goal except the one end-in-itself, that is to comply with the institutional rules.Ritualistic adaptation, in Merton`s view, is of no interest to the sociology of deviant behaviour, not to mention criminal sciences. In contrast to this evaluation this contribution tries to delineate the various sociological and even criminological implications of ritualistic behaviour, leading to the conclusion that Ritualism does indeed present a social problem. The ritualist does not only surrender himself to the institutional means but feels competent to constantly reminding others of abiding by the institutional norms and supervising them. Hence there are many typically ritualistic forms of deviant behaviour like denunciation, disciplinary reproof or mobbing that may even culminate in criminal behaviour like false suspicion, duress or insult.Most ambiguous is the ritualist`s part in criminal policy, not at least in contemporary Germany. Repression of any kind is his answer to breaches of the rules and criminal policy more and more concedes to ritualistic demands for more severe and rapid punishment or extensive supervision of public facilities. Ritualists dominate the social discourse and general perception of criminality, not only because they are important users and therefore the target group of certain mass media, and like to write letters to the editor. They do dominate because in times of increasing economic crisis their mode of adaptation has forced back the conformity of the German economic miracle era and is now the most common one in contemporary German society. Thus, the shift in the theoretical justification of punishment towards a theory of positive general prevention, noticeable for decades, is anything but accidental. (shrink)
