BackgroundNarrative reviews are the commonest type of articles in the medical literature. However, unlike systematic reviews and randomized controlled trials (RCT) articles, for which formal instruments exist to evaluate quality, there is currently no instrument available to assess the quality of narrative reviews. In response to this gap, we developed SANRA, the Scale for the Assessment of Narrative Review Articles.MethodsA team of three experienced journal editors modified or deleted items in an earlier SANRA version based on face validity, item-total correlations, (...) and reliability scores from previous tests. We deleted an item which addressed a manuscript’s writing and accessibility due to poor inter-rater reliability. The six items which form the revised scale are rated from 0 (low standard) to 2 (high standard) and cover the following topics: explanation of (1) the importance and (2) the aims of the review, (3) literature search and (4) referencing and presentation of (5) evidence level and (6) relevant endpoint data. For all items, we developed anchor definitions and examples to guide users in filling out the form. The revised scale was tested by the same editors (blinded to each other’s ratings) in a group of 30 consecutive non-systematic review manuscripts submitted to a general medical journal.ResultsRaters confirmed that completing the scale is feasible in everyday editorial work. The mean sum score across all 30 manuscripts was 6.0 out of 12 possible points (SD 2.6, range 1–12). Corrected item-total correlations ranged from 0.33 (item 3) to 0.58 (item 6), and Cronbach’s alpha was 0.68 (internal consistency). The intra-class correlation coefficient (average measure) was 0.77 [95% CI 0.57, 0.88] (inter-rater reliability). Raters often disagreed on items 1 and 4.ConclusionsSANRA’s feasibility, inter-rater reliability, homogeneity of items, and internal consistency are sufficient for a scale of six items. Further field testing, particularly of validity, is desirable. We recommend rater training based on the “explanations and instructions” document provided with SANRA. In editorial decision-making, SANRA may complement journal-specific evaluation of manuscripts—pertaining to, e.g., audience, originality or difficulty—and may contribute to improving the standard of non-systematic reviews. De se attitudes seem to play a special role in action and cognition. This raises a challenge to the traditional way in which mental attitudes have been understood. In this chapter, we review the case for thinking that de se attitudes require special theoretical treatment and discuss various ways in which the traditional theory can be modified to accommodate de se attitudes.

In 2016, the United Nation’s General Assembly adopted a non-binding resolution regarding ‘The Promotion, Protection and Enjoyment of Human Rights on the Internet’. At the heart of this resolution is the UN’s concern that ‘rights that people have offline must also be protected online.’ While the UN thus recognises the importance of the Internet, it does so problematically selectively by focusing on protecting existing offline rights online. I argue instead that Internet access is itself a moral human right that requires (...) that everyone has unmonitored and uncensored access to this global medium, which should be publicly provided free of charge for those unable to afford it. Rather than being a mere luxury, Internet access should be considered a universal entitlement because it is necessary for people to be able to lead minimally decent lives. Accepting this claim transforms our conception of the Internet from a technology to that of a basic right. (shrink)

Since the Brexit Referendum in the United Kingdom and the election of Donald Trump as US President in 2016, the term ‘fake news’ has become a significant source of concern. Recently, the European Commission and the British House of Commons have condemned the phenomenon as a threat to their institutions’ democratic processes and values. However, political disinformation is nothing new, and empirical studies suggest that fake news has not decided crucial elections, that most readers do not believe the online fake (...) news stories they read, and that political polarization in Western democracies like the US began to increase long before online fake news existed. The question then is: how exactly does fake news threaten democracies? This paper argues that online fake news threatens democratic processes because it undermines citizens’ epistemic trust in each other. This in turn threatens to undermine the perceived legitimacy and the moral justification of democratic institutions as a whole. While online fake news is a symptom of a much larger issue (how has the Internet affected democracies, and how can we use its positive power while checking its negative effects?), it deserves particular attention given the potential danger it presents for the viability and the legitimacy of the democratic process. Let me first state that I like Antti Revonsuo’s discussion of the various methodological and interpretational problems in neuroscience. It shows how careful and methodologically reflected scientists have to proceed in this fascinating field of research. I have nothing to add here. Furthermore, I am very sympathetic towards Revonsuo’s general proposal to call for a Philosophy of Neuroscience that stresses foundational issues, but also focuses on methodological and explanatory strategies.2 In a footnote of his paper, Revonsuo complains – as many (...) others do today – about what is sometimes called “physics imperialism”. This is the view that physics dominates the philosophy of science. I am not sure if this is still the case nowadays, but it is certainly historically correct that almost all work in the field of methodology centered around cases from physics. Although this has been changing, there are still plenty of special sciences philosophers did not worry about much. Admittedly, I am myself a trained physicist and not a neuroscientist and will therefore probably be biased negatively. As it is, I will discuss some examples from physics in order to illustrate my points. (shrink)

Immanuel Kant is recognized as one of the first philosophers who wrote systematically about global justice and world peace. In the current debate on global justice he is mostly appealed to by critics of extensive duties of global justice. However, I show in this paper that an analysis of Kant’s late work on rights and justice provides ample resources for disagreeing with those who take Kant to call for only modest changes in global politics. Kant’s comments in the Doctrine of (...) Right clarify that he thinks we need a coercively enforced global civil condition. But his work also contains ideas that imply that within such a global legal order there must be no extreme forms of poverty and inequality, and that the current holdings of states are by no means conclusive possessions without confirmation by the global legal order we have a duty to establish. Thus, this paper challenges the prevailing interpretation of Kant as a conservative thinker about global justice that is held, for instance, by the leading contemporary liberal thinkers such as John Rawls, Thomas Nagel, and Ronald Dworkin. In the contemporary philosophical literature, political legitimacy is often identified with a right to rule. However, this term is problematic. First, if we accept an interest theory of rights, it often remains unclear whose interests justify a right to rule : either the interest of the holders of this right to rule or the interests of those subject to the authority. And second, if we analyse the right to rule in terms of Wesley Hohfeld’s characterization of rights, we find disagreement (...) among philosophers about what constitutes the conceptual core of political authority: a power-right or a claim-right to rule. In this paper I show that both of these are problematic for a number of reasons. First, if we think that it is only the interests of the holders of a right to rule that justify the possession of authority, the conceptual core of authority must consist in a claim-right. However, this understanding of authority biases our thinking about legitimacy in favor of democratic exercises of power. Second, if we hold such a decisively democratic view of legitimacy, we confront an impasse with respect to addressing global collective action problems. Although it is clear that political authority is necessary or useful for solving these issues, it is doubtful that we can establish global institutions that are democratically authorized anytime soon. The paper suggests an alternative ‘Power-Right to Command View’ of political legitimacy that avoids the democratic bias and allows for thinking about solutions to global problems via global service authorities. The typical outcome measure in infertility treatment is the (cumulative) healthy live birth rate per patient or per cycle. This means that those who end the treatment trajectory with a healthy baby in their arms are considered to be successful and those who do not are considered to have failed. In this article, we argue that by adopting the healthy live birth standard as the outcome measure that defines a successful fertility treatment, it becomes an interpretative self-fulfilling prophecy: those who (...) achieve the goal consider themselves successful and those who do not consider themselves failures. This is regardless of the fact that having children is only one out of many ways to alleviate the suffering related to infertility and that stopping fertility treatment can also be a positive decision to move on to other goals, rather than a form of “giving up,” “dropping out,” “nonadherence,” or failure. We suggest that those seeking fertility treatment would be served better by an alternative outcome measure, which can be equally self-fulfilling, according to which a successful treatment is one in which people leave the clinic released from the suffering that accompanied their status as infertile when they first entered the clinic. This new outcome measure still implies that walking out with a healthy baby is a positive outcome. What changes is that walking out without a baby can also be a positive outcome, rather than being marked exclusively as a failure. (shrink)

This paper argues that Internet access should be recognised as a human right because it has become practically indispensable for having adequate opportunities to realise our socio-economic human rights. This argument is significant for a philosophically informed public understanding of the Internet and because it provides the basis for creating new duties. For instance, accepting a human right to Internet access minimally requires guaranteeing access for everyone and protecting Internet access and use from certain objectionable interferences (e.g. surveillance, censorship, online (...) abuse). Realising this right thus requires creating an Internet that is crucially different from the one we currently have. The argument thus has wide-ranging implications. (shrink)

We construct a model where every increasing ω-sequence of regular cardinals carries a mutually stationary sequence which is not tightly stationary, and show that this property is preserved under a class of Prikry-type forcings. Along the way, we give examples in the Cohen and Prikry models of ω-sequences of regular cardinals for which there is a non-tightly stationary sequence of stationary subsets consisting of cofinality ω_1 ordinals, and show that such stationary sequences are mutually stationary in the presence of interleaved (...) supercompact cardinals. The question whether distributive justice is at bottom practice-dependent or practice-independent has received much attention in recent years. I argue that the problem of intergenerational justice resolves this dispute in favor of practice-independence. Many believe that we owe more to our descendants than leaving them a world in which they can merely lead minimally decent lives. This thought is particularly convincing given the fact that it is us who determine to a significant extent what this future world will look like. (...) However, no practices that would trigger distributive obligations exist between distant generations. Thus, if we have to leave more than a minimum for future generations, we cannot conceive of distributive justice in terms of the justification of ongoing social interactions. Rather we have to think of the entire concept as an idea based on persons’ legitimate interests and capacity for well-being, and which abstracts from participation in particular practices. (shrink)

Human rights protect the conditions of a minimally decent life of which mental health is an indispensable element. Adequate care for mental health is thus recognized as part of the human right to health. However, for populations living far from urban centers, adequate in-person (mental) health care is often extremely costly and thus not provided. Digital mental health care options have become an effective alternative to in-person treatment. Benefitting from these new digital opportunities, though, requires sufficient access to the internet. Because everyone has a human right to adequate health care, and digital mental health care is now an effective option for progressively realizing this human right for people who live in remote regions, these people also have to be understood to have a right to access to the internet. This right to internet access creates duties for public authorities and the international community to create the required digital infrastructure and (where needed) to cover the costs of internet access where this is the only feasible way of delivering, or progressively realizing, the mental health care that is indispensable for having the opportunity to lead minimally decent lives. We experience perception as a holistic phenomenon that can be unfolded in different aspects assigned to different senses. Against this background two interrelated questions can be asked pointing us in opposite directions: If our original experience is a holistic one, how do we ever come to divide the unity of our perception into a multiplicity of sensory objects and experiences? And if different senses can be distinguished, what in turn is the reason for their interaction in a synesthetic unity of (...) experience?—To answer both questions, the role of our experiences of two diferent movements associated with our perception is analyzed: (1) the so-called kinesthetic experiences, and (2) the dynamic movements associated with perceived things, events, atmospheres, etc., and their affective significance for the perceiving subject. The article argues that attention to both movements is crucial both for the possibility of separating different sensory perceptions and for the experience of a sensory unity in our perception. Professor H. L. Van Breda had hoped to write this preface, but his recent, unexpected and untimely death has left that task in my hands. Although my remarks will not be as eloquent and insightful as his surely would have been, some few words are clearly in order here; for the phenomenological community has not only lost the leadership of Fr. Van Breda these last years, but also the scholarship and leadership of Aron Gurwitsch and Alden Fisher - both contributors (...) to this volume - as well as that of Dorion Cairns and John Wild. Our leaders are fewer now but Herbert Spiegelberg is still very obviously one of them. This volume thus presents the work of some of the past and presently recognized leaders in phenomenology - e. g. Gurwitsch, Straus, and Fisher - but, more important perhaps, it also presents the work of some of those who are sure to be future leaders of our community of phenomenological philosophers, if in fact they have not already achieved this status. Most, if not all, of the contribu tors to this volume are in some way or another indebted to Herbert Spiegelberg and his work in phenomenology. (shrink)

In this thesis I defend the principle of global egalitarianism. According to this idea most of the existing detrimental inequalities in this world are morally objectionable. As detrimental inequalities I understand those that are not to the benefit of the worst off people and that can be non-wastefully removed. To begin with, I consider various justifications of the idea that only those detrimental inequalities that occur within one and the same state are morally objectionable. I identify Thomas Nagel’s approach as (...) the most promising defence of this traditional position. However, I also show that Nagel’s argument does not even justify the elimination of detrimental inequalities within states. A discussion of the concept of political legitimacy rather shows that egalitarian justice is not a necessary condition of the justifiability of the exercise of coercive political power. I, then, consider other, more Rawlsian approaches to the question of detrimental inequalities. These views appear more plausible than Nagel’s position and argue that egalitarian duties also arise in certain international contexts. But also these more global theories of distributive justice suffer from shortcomings. Since they make the application of duties of justice dependent on the existence of social practices they cannot adequately account for the justified interests of non-participants that are affected by these practices. The counter-intuitive implications of practice-dependent theories lead me to investigate the plausibility of a theory that does not limit justice to existing practices and that argues for the inherent value of equality. This theory is global egalitarianism. I defend global egalitarianism by debilitating three objections that opponents of this idea frequently present in the relevant literature. Finally I also address two particular objections to the idea that global egalitarian duties are institutionalizable with the help of coercive global authorities. (shrink)

Proponents of practice-dependent egalitarianism argue that egalitarian duties and entitlements only apply among participants in morally relevant practices. In this paper, I argue that these views are implausible because they allow for objectionable treatment of non-participants. I show that it is impossible, on the basis of practice-internal considerations alone, to determine the extent to which the pursuit of practices can permissibly limit the opportunities of non-participants. There are opportunities beyond the current holdings of practices to which no one has a (...) privileged claim (such as unowned natural resources), and the distribution of which is a matter of justice. A just distribution of such unowned distributive goods, though, requires a practice-independent distributive baseline. I further show that such a baseline can only be egalitarian because all alternative baselines face serious objections. From this I conclude that any plausible theory of distributive justice must accept some form of equal practice-independent distributive entitlements. (shrink)

Innovations permeate healthcare settings on an ever-increasing scale. Health technology innovations impact our perceptions and experiences of health, care, disease, etc. Because of the fast pace these HTIs are being introduced in different healthcare settings, there is a growing societal consensus that these HTIs need to be governed by ethical reflection. This paper reports a systematic review of argument-based literature which focused on articles reporting on ethical frameworks to screen or evaluate HTIs. To do this a four step methodology was (...) followed: Literature search conducted in five electronic literature databases; Identification of relevant articles; Development of data-extraction tool to analyze the included articles; Analysis, synthesis of data and reporting of results. Fifty-seven articles were included, each reporting on a specific ethical framework. These ethical frameworks existed out of characteristics which were grouped into five common ones: Motivations for development and use of frameworks; Objectives of using frameworks; Specific characteristics of frameworks ; Ethical approaches and concepts used in the frameworks; Methods to use the frameworks. Although this multiplicity of ethical frameworks shows an increasing importance of ethically analyzing HTIs, it remains unclear what the specific role is of these analyses. An ethics of caution, on which ethical frameworks rely, guides HTIs in their design, development, implementation, without questioning their technological paradigm. An ethics of desirability questions this paradigm, without guiding HTIs. In the end, a place needs to be found in-between, to critically assess HTIs. (shrink)

In her debate with Michael Blake, Gillian Brock sets out to justify emigration restrictions on medical workers from poor states on the basis of their free-riding on the public investment that their states have made in them in form of a publicly funded education. For this purpose, Brock aims to isolate the question of emigration restrictions from the larger question of responsibilities for remedying global inequalities. I argue that this approach is misguided because it is blind to decisive factors at (...) play in the problem of medical brain drain and consequently distorts the different responsibilities this problem generates. Brock’s strategy, if successful, would effectively lead to punishing emigrating workers from poor states for the free-riding and exploitation that is committed by affluent states – which is a counter-intuitive result. Bayesian epistemology addresses epistemological problems with the help of the mathematical theory of probability. It turns out that the probability calculus is especially suited to represent degrees of belief (credences) and to deal with questions of belief change, confirmation, evidence, justification, and coherence. Compared to the informal discussions in traditional epistemology, Bayesian epis- temology allows for a more precise and fine-grained analysis which takes the gradual aspects of these central epistemological notions into account. Bayesian epistemology therefore complements traditional epistemology; it (...) does not re- place it or aim at replacing it. (shrink)

The Repugnant Conclusion served an important purpose in catalyzing and inspiring the pioneering stage of population ethics research. We believe, however, that the Repugnant Conclusion now receives too much focus. Avoiding the Repugnant Conclusion should no longer be the central goal driving population ethics research, despite its importance to the fundamental accomplishments of the existing literature.

Among the questions to be raised under the heading of “personal identity” are these: “What are we?” (fundamental nature question) and “Under what conditions do we persist through time?” (persistence question). Against the dominant neo-Lockean approach to these questions, the view known as animalism answers that each of us is an organism of the species Homo sapiens and that the conditions of our persistence are those of animals. Beyond describing the content and historical background of animalism and its rivals, this (...) entry explores some of the arguments for and objections to this controversial account of our nature and persistence. What are we? What is the nature of the human person? Animalism has a straightforward answer to these long-standing philosophical questions: we are animals. After being ignored for a long time in philosophical discussions of our nature, this idea has recently gained considerable support in metaphysics and philosophy of mind. Containing mainly new papers as well as two highly important articles that were recently published elsewhere, this volume's contributors include both emerging voices in the debate and many of those who (...) have been instrumental in shaping it. Some of their contributions defend animalism, others criticize it, still others explore its more general implications. The book also contains a substantial introduction by the editors explaining what animalism is, identifying leading issues that merit attention, and highlighting many of the issues that the contributors have raised. This article investigates the notion that there is an asymmetry in openness between the past and the future. The following questions are considered: How exactly is this asymmetry in openness to be understood? What is the relation between an open future and various ontological views about the future? Is an open future a branching future? What is the relation (...) between an open future and the question of whether contingent statements about the future are true or false? Language research has come to rely heavily on large‐scale, web‐based datasets. These datasets can present significant methodological challenges, requiring researchers to make a number of decisions about how they are collected, represented, and analyzed. These decisions often concern long‐standing challenges in corpus‐based language research, including determining what counts as a word, deciding which words should be analyzed, and matching sets of words across languages. We illustrate these challenges by revisiting “Word lengths are optimized for efficient communication” (Piantadosi, Tily, & Gibson, (...) 2011), which found that word lengths in 11 languages are more strongly correlated with their average predictability (or average information content) than their frequency. Using what we argue to be best practices for large‐scale corpus analyses, we find significantly attenuated support for this result and demonstrate that a stronger relationship obtains between word frequency and length for a majority of the languages in the sample. We consider the implications of the results for language research more broadly and provide several recommendations to researchers regarding best practices. (shrink)

Investigamos a possibilidade de pensar uma Filosofia da educaçáo a partir da obra do filósofo alemáo Martin Heidegger. Temos os objetivos específicos de esclarecer o que é o cuidado no campo teórico do autor, como ele poderia se relacionar com a educaçáo e como este poderia basear uma pedagogia que preza pelo exercício de ser si-próprio. Presumimos poder afirmar que o cuidado, entendido preliminarmente como a essência do existir humano, tornaria possível um modo do discente colocar-se diante de suas vivências (...) ressignificando sua existência. Etapas precedidas por uma apropriaçáo filosófica da educaçáo e das experiências existenciais dos que estáo envolvidos no processo de educar para a época atual. A filosofia de Heidegger, que sabemos resguardar muitos pormenores, será tratada aqui de maneira simplificada e, embora respeitando seu cânon, buscaremos traduzi-la em linguagem acessível, de modo a náo nos perdermos em especificidades que poderiam obstruir nosso caminho de argumentaçáo. O tema do artigo é o caráter grego da filosofia entendida como metafísica desde o enfoque permitido pelo pensamento de M. Heidegger (1889-1976). Temos o objetivo de apresentar que a metafísica tem seu ethos em uma experiência grega de origem. Pretendemos validar a hipótese de que: náo pode pretender legitimidade as tentativas de atrair o mérito do surgimento da metafísica para outro solo que o referido . Para fundamentaçáo de nossos argumentos, utilizaremos o comentário de G. Reale e extratos de (...) algumas preleções de G. W. F. Hegel. A problematizaçáo dessas idéias aponta para uma ratificaçáo do caráter grego da filosofia e deste como lugar de sua plena realizaçáo. (shrink)

Local sustainable food systems have captured the popular imagination as a progressive, if not radical, pillar of a sustainable food future. Yet these grassroots innovations are embedded in a dominant food regime that reflects productivist, industrial, and neoliberal policies and institutions. Understanding the relationship between these emerging grassroots efforts and the dominant food regime is of central importance in any transition to a more sustainable food system. In this study, we examine the encounters of direct farm marketers with food safety (...) regulations and other government policies and the role of this interface in shaping the potential of local food in a wider transition to sustainable agri-food systems. This mixed methods research involved interview and survey data with farmers and ranchers in both the USA and Canada and an in-depth case study in the province of Manitoba. We identified four distinct types of interactions between government and farmers: containing, coopting, contesting, and collaborating. The inconsistent enforcement of food safety regulations is found to contain progressive efforts to change food systems. While government support programs for local food were helpful in some regards, they were often considered to be inadequate or inappropriate and thus served to coopt discourse and practice by primarily supporting initiatives that conform to more mainstream approaches. Farmers and other grassroots actors contested these food safety regulations and inadequate government support programs through both individual and collective action. Finally, farmers found ways to collaborate with governments to work towards mutually defined solutions. While containing and coopting reflect technologies of governmentality that reinforce the status quo, both collaborating and contesting reflect opportunities to affect or even transform the dominant regime by engaging in alternative economic activities as part of the ‘politics of possibility’. Developing a better understanding of the nature of these interactions will help grassroots movements to create effective strategies for achieving more sustainable and just food systems. (shrink)

This comprehensive new book introduces the core history of phenomenology and assesses its relevance to contemporary psychology, philosophy of mind, and cognitive science. O artigo se ocupa da Hermenêutica da facticidade, do filósofo alemão contemporâneo Martin Heidegger (1889-1976). Nosso propósito inicial é apresentar, sumariamente, os termos do referido projeto filosófico e como este pretende uma abordagem do fenômeno humano enfocado como “vida fática” (faktische Leben). Neste modo de visar, importa para Heidegger a determinação dessa vida, a qual ele denomina de “facticidade” (Faktizität), conceito que, ao longo de sua investigação, vai, progressivamente, ganhando importância e centralidade. Tratado no seio de Ontologia: Hermenêutica da Facticidade (...) (preleção do semestre de verão ministrada na Universidade de Friburgo em 1923), o conceito de facticidade tem lugar no tentame de elaboração de um modo de tornar nosso ser mais claro a nossa própria compreensão. Justamente por isso, uma tal hermenêutica de nós mesmos não constitui uma metodologia de interpretação de um objeto que pretensamente seríamos. Assim, hermenêutica diria, antes, do procedimento que, contando com a compreensão que temos de nosso próprio ser, pode tomar o sentido de nosso factum, de nosso fato de ser. Intentamos evidenciar o quanto a hermenêutica da facticidade é tão hermenêutica quanto também fenomenológica e que, a ideia de “tomar o nosso próprio ser nas mãos”. O artigo ainda se empenhará por deixar claro o quanto a facticidade não é um traço natural, substancial ou essencial do ente que somos; em sua caracterização fenomenológica, tal figura constitui, para Heidegger, uma dinâmica de “fazer-se”, o que nos leva a pensar no caráter em aberto e continuamente criador da vida em seu “dar-se”. Ao fim, ensaiamos, como nosso título anuncia, uma indicação do quanto a hermenêutica da facticidade teria a contribuir para o modo de compreender e comportar-se de uma psicologia fenomenológico-existencial.
