This article focuses on the question of whether the task of the security authorities to protect public safety can justify unlawful encroachments on fundamental rights committed by them. First, the concept of security is analysed and criticised. This is followed by an analysis of the normative compatibility of the concept of security with the legal system. In particular, the legal principles and the concepts of possibility, probability and risk as standards of assessment for the justification of encroachments on fundamental rights (...) by security authorities as well as predictive policing as measures for determining the concepts are discussed. It is shown that the task of the security authorities to protect public safety cannot justify unlawful encroachments on fundamental rights in any way. (shrink)

O decorrer século XIV, o conflito entre o papa e o imperador se esvaiu. Entrementes, os novos estados criavam corpo e os antigos problemas adquiriam nova roupagem. Esse foi o ambiente em que viveu Wyclif. Seu pensamento político possui uma matriz religiosa e sua intenção maior foi a de compreender a Igreja como comunidade de redimidos. Nessa condição ela só é conhecida por Deus e só no juízo final os homens saberão quem pertenceu à verdadeira Igreja. Baseado em Egídio Romano, (...) mas lendo-o em outra clave, justifica a propriedade e o poder através do estado de graça. Em suas críticas à Igreja foi um dos antecessores da Reforma. In the meanwhile, the new states took body and the ancient problems took on new clothes. That was the environment in which Wyclif lived. His political thought owns a religious source, and his major intention was to understand the Church as a community of the redeemed. In such a condition the Church is only known by God, and only in the final judgment men will know who belonged to the true Church. Based on Giles of Rom, but reading him from a different point of view, he justifies property and power through the state of grace. Em inúmerosdocumentos encontra-se a menção de liberdadeda gleba, direito de locomoção, direito de disporda propriedade. Os acadêmicos de fins do séculoXIII e do século XN haverão de volver-se paraeste problema devido à disputa entre o papa e aautoridade civil. Die gerade stattfindende Digitalisierung von vielen Tausend Filmen des ehemaligen Instituts für den Wissenschaftlichen Film (IWF) gibt Anlass, über die Provenienz und Wiederverwendung von Filmbildern nachzudenken als auch über die Art und Weise, in der sie behaupten, wissenschaftliche (oder in diesem Fall historische) Evidenz zu produzieren. In den Jahren von 1956 bis etwa 1960 initiierte der deutsche Sozialdemokrat, Historiker und Filmemacher Friedrich „Fritz“ Terveen Filmreihen, die mit vorgefundenem (...) Filmmaterial Hochschulstudent*innen über Zeitgeschichte aufklären sollten. Die erste kleine Filmreihe darunter warLuftschifffahrt in Deutschland, die vier kleine Filme mit gefundenem Filmmaterial über Zeppelinflüge umfasste, von denen die frühesten Bilder aus der Zeit um 1904 und die letzten aus dem Jahr 1937 stammen und die „Hindenburg-Katastrophe“ zeigen. In diesem Artikel soll gezeigt werden, wie Terveen die politische Landschaft des Geschichtsunterrichts in der neu gegründeten Bundesrepublik Deutschland zu gestalten suchte, indem er erstens danach strebte, ein bundesweites Bildarchiv mit historischen Filmdokumenten einzurichten und zweitens die politische Bildung einer neuen Generation junger Deutscher mithilfe des bewegten Bildes verbessern wollte.
