The national opioid epidemic is severely impacting Indian Country. In this article, we draw upon data from the Centers for Disease Control and Prevention to describe the contours of this crisis among Native Americans. While these data are subject to significant limitations, we show that Native American opioid overdose mortality rates have grown substantially over the last seventeen years. We further find that this increase appears to at least parallel increases seen among non-Hispanic whites, who are often thought to be (...) uniquely affected by this crisis. We then profile tribal medical and legal responses to the opioid epidemic, ranging from tribally-operated medication-assisted therapy to drug diversion courts rooted in traditional tribal cultures. The use of contingent valuation methods for estimating the economic value of environmental improvements and damages has increased significantly. However, doubts exist regarding the validity of the usual willingness to pay CV methods. In this article, we examine the CV approach in light of recent findings from behavioral decision research regarding the constructive nature of human preferences. We argue that a principal source of problems with conventional CV methods is that they impose unrealistic cognitive demands upon respondents. Although much attention has been given to the role of community stakeholders in developing environmental risk- management policies, most local and national initiatives are better known for their failings than their successes. One reason for this continuing difficulty, we contend, is a reluctance to address the many difficult value trade-offs that necessarily arise in the course of creating and evaluating alternative risk- management options. In this paper we discuss six reasons why such trade-offs are difficult and, for each, present helpful (...) techniques from the decision sciences along with case study examples of successful applications. This paper examines the definition and implementation of community -based alternative food systems,drawing on examples from British Columbia, Canada. We seek to reframe the goals of AFS by focusing on the values associated with food production, distribution and consumption strategies. We argue that current AFS thinking suffers from an over reliance on policies reflecting single rather than multiple objectives and arguments over specific alternatives rather than a values -focused debate.A decision-focused approach, using a consequence matrix, is proposed to link people's (...) expressed values to food policy responses and clarify trade-offs across options. This reframing should encourage new dialogue, new policy alternatives, and increased acceptance of actions supporting AFS. (shrink)

Inclusivity is widely considered a requirement of defensible environmental risk consultations and is often either mandated or recommended to help ensure attention to stakeholders’ diverse views. Experience suggests the opposite: the emphasis on an inclusive consultation process often makes it impossible for decision makers to listen carefully to stakeholders and for citizens’ views to influence the design and choice of proposed actions. This paper briefly reviews the promise of environmental risk consultations before outlining several of the more serious problems associated (...) with an emphasis on inclusivity: long lists of undifferentiated concerns, facts tainted by stakeholders’ perspectives and worldviews, little access to clarifying dialogue or tests of expertise, few opportunities to scrutinize knowledge quality, avoidance of controversial issues, and an overwhelming abundance of information. As a result, the promotion of inclusivity often serves as a convenient excuse for decision makers to silence citizens by substituting quantity for quality, breadth for depth, and an adversarial approach for dialogue and informed understanding. DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. Abstract Some fictions, it seems, represent the future as closed, in the sense that some future-tensed propositions are true in those fictions. Yet it is surprisingly difficult to accommodate this plausible thesis within an account of truth in fiction. A number of putative examples of closed fictional futures are discussed (Macbeth, Oedipus, Time and the Conways, The Time Machine) and the problems encountered in reconciling them with various accounts of truth in fiction (David Lewis', Gregory Currie's, Alex Byrne's) elaborated. Connections are drawn between metaphysical views on time and theories of fiction, and an attempt is made to show how the tenseless theory of time (roughly, the denial that time flows) can illuminate accounts of fictional truth, and in particular the issue of how there can be true beliefs about what will happen in a fiction. Robin McKenna argues that we need to make space for an approach to epistemology that avoids the idealizations typical of the field. He applies this approach to topics in applied and social epistemology, such as what to do about science denial, whether we should try to be intellectually autonomous, and what our obligations are to other inquirers.

(Updated 5/23/24) This unpublished paper, which readers should feel free to cite, is posted primarily for the historical record. In recent work that has, deservedly, received some attention, Paul R. Daniels presents and defends a non-standard theory of persistence that he dubs transdurantism, according to which persisting objects are temporally extended simples. This is exactly what I do in work dating back to Spring 2004. (This work includes this version of this paper, as well as later version that was presented (...) to the University of Rochester's Philosophy Department in 2005.) While this might be a total coincidence, I doubt that it is, especially given that 'transdurantism' appears as a name for a theory of persistence associated with me in at least two places in the literature, one of which includes a citation of this paper. The paper begins with a discussion of what I call 'locative relations' (the relations borne by material objects to the regions of space and time they occupy), which draws relevant distinctions that others have failed to draw. The results of this discussion are then used in constructing spatial analogues for the three established theories of persistence--endurantism, perdurantism, and exdurantism--as well as for transdurantism. Next, these four views concerning persistence are explicitly formulated and a defense of their formulation is offered. Finally, transdurantism's advantages and disadvantages relative to the other theories are discussed. The main goal of the paper is to challenge the trichotomy between the established theories by arguing that transdurantism is also a viable view concerning persistence through time. Many of us hold false beliefs about matters that are relevant to public policy such as climate change and the safety of vaccines. What can be done to rectify this situation? This question can be read in two ways. According to the descriptive reading, it concerns which methods will be effective in persuading people that their beliefs are false. According to the normative reading, it concerns which methods we are permitted to use in the service of persuading people. Some effective (...) methods—a programme of brainwashing, say—would not be permissible. In this paper I compare “methods of rational persuasion” with what you might call “marketing methods” such as how one frames the problem of climate change. My aim is to show that “marketing methods” are preferable to “methods of rational persuasion”. My argument has two parts. First, I argue that the evidence suggests that “marketing methods” are more effective in persuading people to change their minds. Second, I argue that “marketing methods” are an acceptable response to the normative question. (shrink)

In this paper I develop a version of contextualism that I call interests contextualism. Interests contextualism is the view that the truth-conditions of knowledge ascribing and denying sentences are partly determined by the ascriber’s interests and purposes. It therefore stands in opposition to the usual view on which the truth-conditions are partly determined by the ascriber’s conversational context. I give an argument against one particular implementation of the usual view, differentiate interests contextualism from other prominent versions of contextualism and argue (...) that, unlike those versions, interests contextualism can mitigate against the epistemic descent objection put forward by Duncan Pritchard in his ‘Contextualism, Scepticism, and the Problem of Epistemic Descent’ (the objection is that, on the contextualist view, an ascriber of knowledge cannot, for some subject S and proposition p, properly ascribe knowledge that p to S if that ascriber has previously retracted an earlier ascription of knowledge that p to S). In spite of advances in medicine and public health, malaria and other mosquito‐borne diseases are on the rise worldwide. Although vaccines, genetically modified mosquitoes and safer insecticides are under development, herein we examine a promising new approach to malaria control through better repellents. Current repellents, usually based on DEET, inhibit host finding by impeding insect olfaction, but have significant drawbacks. We discuss how comparative genomics, using data from the Anopheles genome project, allows the rapid identification of members of three protein (...) classes critical to insect olfaction: odorant‐binding proteins, G‐protein‐coupled receptors, and odorant‐degrading enzymes. A rational design approach similar to that used by the pharmaceutical industry for drug development can then be applied to the development of products that interfere with mosquito olfaction. Such products have the potential to provide more complete, safer and longer lasting protection than conventional repellents, preventing disease transmission by interrupting the parasite life cycle. Humanity, for Spengler, is witness to the creative flux of “Becoming” and constructs a world of phenomena bounded by death, underpinned by the two prime feelings of dread and longing and structured by the two forms of Destiny (...) (Time) and Direction (Space). Human existence, Spengler argues, is future-directed and open in the sense that there is a certain degree of freedom in the ways in which humanity can actualize its existential possibilities. In Complicity and Moral Accountability, Gregory Mellema presents a philosophical approach to the moral issues involved in complicity. Starting with a taxonomy of Thomas Aquinas, according to whom there are nine ways for one to become complicit in the wrongdoing of another, Mellema analyzes each kind of complicity and examines the moral status of someone complicit in each of these ways. Mellema's central argument is that one must perform a contributing action to qualify as an accomplice, and that it (...) is always morally blameworthy to perform such an action. Additionally, he argues that an accomplice frequently bears moral responsibility for the outcome of the other's wrongdoing, but he distinguishes this case from cases in which the accomplice is tainted by the wrongdoing of the principal actor. He further distinguishes between enabling, facilitating, and condoning harm, and introduces the concept of indirect complicity. Mellema tackles issues that are clearly important to any case of collective and shared responsibility, yet rarely discussed in depth, always presenting his arguments clearly, concisely, and engagingly. His account of the nonmoral as well as moral qualities of complicity in wrongdoing--especially of the many and varied ways in which principles and accomplices can interact--is highly illuminating. This chapter is a work in applied metaphysics. Recent discussions of monism and metaphysical dependence are deployed to develop a view—the doctrine of divine priority (DDP)—that is a viable alternative to the doctrine of divine simplicity (DDS). DDS and the traditional motivation for it are discussed, then DDP is introduced by way of an analogy involving Jonathan Schaffer’s distinction between two forms of monism. It is argued that DDP is an alternative to DDS by showing that it is consistent with (...) the traditional motivation for the latter view, and argued that DDP is a viable alternative by showing that objections to its peculiar implications rest on assumptions that can reasonably be rejected. In the concluding section, the findings of the main discussion are summarized and DDP’s potential theological import is illustrated with a brief discussion of a possible solution to the Problem of the Trinity it affords. I develop and argue for a version of epistemic contextualism - the view that the truth-values of ‘knowledge’ ascriptions depend upon and vary with the context in which they are uttered - that emphasises the roles played by both the practical interests of those in the context and the epistemic practices of the community of which they are part in determining the truth-values of their ‘knowledge’ ascriptions. My favoured way of putting it is that the truth of a ‘knowledge’ ascription (...) of the form ‘S knows that p’ requires that the subject of the ascription can rule out the relevant alternatives in which not-p, where the relevant alternatives are the ones that those in the ascriber’s context have a reason to consider. What alternatives those in the context have a reason to consider depends on their practical situation and on what alternatives are generally considered relevant within their community. I call this ‘interests contextualism’. The thesis splits into three parts. First, I deal with what I call ‘linguistic objections’, which purport to show that there’s no linguistic evidence that the expression ‘knows’ is context-sensitive, and objections concerning the way ‘knows’ behaves in intra- and inter-contextual disagreement reports. I argue that there are a number of ways in which contextualists can deal with these objections. Consequently, they provide no reason to reject contextualism. Second, there are a number of ways of going beyond the basic contextualist thesis, and I argue that the best way is along the lines indicated above, viz. interests contextualism. In the process I articulate a number of desiderata for a contextualist account of the features of context that are responsible for contextual variation in the truth-values of ‘knowledge’ ascriptions. I argue that, unlike its main rival - which I call ‘conversational contextualism’ - interests contextualism can satisfy all of the desiderata. Consequently, interests contextualism is preferable to conversational contextualism. Third, I argue that there is good reason to prefer interests contextualism to its noncontextualist rivals, strict invariantism, sensitive invariantism and relativism. The objections dealt with in the first part are meant to provide the main reason to prefer a sort of relativism to interests contextualism. Consequently, the upshot of the first part is that relativism is off the table. The considerations that tell in favour of interests contextualism and against sensitive invariantism are of two types. First, I argue that interests contextualism can deal with a wider range of cases than sensitive invariantism. Second, I argue that the influential account of the function of ‘knowledge’ ascriptions developed in Edward Craig tells against sensitive invariantism and in favour of interests contextualism. I also argue that the second consideration tells against strict invariantism as much as sensitive invariantism. Consequently, I conclude that interests contextualism is preferable to all of its rivals. (shrink)

How can Christian ethics make a significant contribution to health care ethics in today's Western, pluralistic society? Robin Gill examines the 'moral gaps' in secular accounts of health care ethics and the tensions within specifically theological accounts. He explores the healing stories in the Synoptic Gospels, identifying four core virtues present within them - compassion, care, faith and humility - that might bring greater depth to a purely secular interpretation of health care ethics. Each of these virtues is examined (...) in turn, using a range of topical issues including health care rationing, genetics, HIV/AIDS, withholding/withdrawing nutrition from PVS patients, and the empirical evidence which suggests a connection between religion and health. Professor Gill also argues that these four virtues are shared by other major religious and humanistic traditions and that, together with secular principles, they can enrich health care ethics even in a pluralistic society. One of the most important students of Franz Brentano was Anton Marty, who made it his task to develop a philosophy of language on the basis of Brentano’s analysis of mind. It is most unfortunate that Marty does not receive the attention he deserves, primarily due to his detailed and distracting polemics. In the analysis presented here his philosophy of language and other aspects of his thought, such as his ontology , are examined first and foremost in their positive rather (...) than critical character. The analysis is moreover supplemented by translations of four important works by Marty, including his entire work On the Origin of Language. These are in fact the first English translations of any substantial writings by him. The resulting picture that emerges from the analysis and translations is that Marty has much to say that proves to be of enduring interest for the philosophy of language on a range of topics, especially the meanings of statements, of emotive expressions, and of names as regards both their communicative and their ontological aspects. The volume will be of interest not only to philosophers and historians of philosophy, but also to historians of linguistics and psychology. (shrink)

Atheism has had a strong presence on YouTube since its founding in the mid-2000s, which coincided with the rise of the new atheism movement, and lay atheists were quick to use the platform to spread new atheist ideas. Drawing from a sample of sixty-five atheist YouTube channels located and observed through online ethnographic methods, this article views YouTube videos as educational resources for atheists. It investigates different types of educational videos and ways of thinking about science, philosophy, and religion that (...) atheist content creators utilize and promote. The analysis reveals that they consistently frame these domains of knowledge through the truth claims they make and generally construct them within a hierarchical framework, with scientific knowledge at the top and religious knowledge at the bottom. Overall, their educational content reproduces new atheist discourses around these subjects, revealing the continuing influence of new atheism, two decades after its emergence. Furthermore, the popularity of videos that debunk arguments from religious apologists suggests that the intended audience of these videos includes both atheists, who are expected to need to learn to defend their atheism in debate with religious others, and “potential atheists”, religious believers who can be deconverted using rational arguments.
