Objective To obtain information about the similarities and differences in regulating different types of medical research in the European Union .Methods Web searches were performed from September 2009 to January 2011. Notes on pre-determined topics were systematically taken down from the web pages. The analysis relied only on documents and reports available on the web, reflecting the situation at the end of 2010.Results In several countries, regulatory legislation applied only to clinical trials on drugs and medical devices, in other states (...) various types of research were also regulated but by laws different from those concerning trials, and in many countries, some research areas were not controlled by legislation at all. In very few countries was all medical research handled similarly from a legal point of view. The number of research ethics committees in a single country varied from one to 264. Their areas of responsibility, working principles and length of time to grant research permission varied as well as the rules for obtaining informed consent from vulnerable groups. In 10 EU countries, there was no appeal mechanism after a negative decision by an REC. The RECs were not accountable to any organisation in five EU countries.Conclusions There is a need for a fundamental debate regarding whether and which kinds of changes are needed for the further harmonisation of medical research governance in the EU and how cross-country medical research could be facilitated in the future. Collecting ethnographic items for the Estonian National Museum has been linked to the practice of buying objects during fieldwork. Often we can find metaphors or expressions connected with trading in the Komi fieldwork diaries. Comparing ethnographers with merchants is a stereotypical way of describing the activities of Estonian researchers in the field. If ethnographers use, in their diaries, metaphors and expressions connected to trading, it may be just a spontaneous phrasing or inter-textual play of words. Inside the community of Estonian (...) ethnologists there exists some kind of discourse style, which is followed in the fieldwork diaries, more or less consciously. This style of narration is also connected to the specific social and historical context in which ethnographers act. At the same time, even satiric inter-textual quotations do not exclude the possibility that some of this discourse is related to a deeper level of human consciousness. (shrink)

In traditional epistemology, psychological self-knowledge is taken to be the paradigm of privleged a priori knowledge. According to an influential incompatibilist line of thought, traditional epistemic features attributed to psychological self-knowledge are supposed to be inconsistent with content externalism. In this paper, I examine one prominent compatibilist response by an advocate of content externalism, i.e., Fred Dretske's answer tot he incompatibilist argument, based on the model of displaced perceptual knowledge. I discuss the costs and benefits of his answer.

In this paper I reconstruct the historical significance of the concept of sovereignty and I defend its relevance against the critique of Hannah Arendt. I argue that sovereignty, understood as the concept that expresses the normative unity of the legal order, is not incompatible with plurality and constitutionalism and that it was the condition for the formation of inter state law. Further I criticize the abstract moralism that characterizes today's cosmopolitanism and the paradigm of global governance. Although the significance of (...) sovereignty is shifting in the context of globalisation, it is not becoming irrelevant because it symbolizes the right of political self-determination of a community as well as the capacity to transfer some portion of its regulatory competence to a supra-national legal order. What would be the right way of starting (and developing) a discussion on the subject “What is time?”? Most probably in a number of ways as (paraphrasing Aristotle, 1003a) time has many meanings. Perhaps it would be sensible then not to start at all, think it over once again and limit the theme in an appropriate way. In the following we ask what time is, and follow namely this appeal — we think again and restrict the subject.

Sciences are often regarded as providing the best, or, ideally, exact, knowledge of the world, especially in providing laws of nature. Ilya Prigogine, who was awarded the Nobel Prize for his theory of non-equilibrium chemical processes—this being also an important attempt to bridge the gap between exact and non-exact sciences [mentioned in the Presentation Speech by Professor Stig Claesson (nobelprize.org, The Nobel Prize in Chemistry 1977)]—has had this ideal in mind when trying to formulate a new kind of science. Philosophers (...) of science distinguish theory and reality, examining relations between these two. Nancy Cartwright’s distinction of fundamental and phenomenological laws, Rein Vihalemm’s conception of the peculiarity of the exact sciences, and Ronald Giere’s account of models in science and science as a set of models are deployed in this article to criticise the common view of science and analyse Ilya Prigogine’s view in particular. We will conclude that on a more abstract, philosophical level, Prigogine’s understanding of science doesn’t differ from the common understanding. (shrink)

Synthesizing forty years' work by France's leading sociologist, this book exemplifies Bourdieu's unique ability to link sociological theory, historical information, and philosophical thought. It makes explicit the presuppositions of a state of 'scholasticism', a certain leisure liberated from the urgencies of the world. Philosophers have brought these presuppositions into the order of discourse, more to legitimate than analyze them, and this is the primary systematic, epistemological, ethical, and aesthetic error that Bourdieu subjects to methodological critique. Pascalian because he, too, was (...) concerned with symbolic power, he refused the temptation of foundationalist thinking, attended to 'ordinary people', and was determined to seek the reason for seemingly illogical behavior rather than simply condemning it. Bourdieu charts a negative philosophy, whose intellectual debt to such other 'heretical' philosophers as Wittgenstein, Austin, Dewey, and Peirce, renews traditional questioning of concepts of violence, power, time, history, the universal, and the purpose and direction of existence. According to an influential view, one function of mirror neurons (MNs), first discovered in the brain of monkeys, is to underlie third‐person mindreading. This view relies on two assumptions: the activity of MNs in an observer’s brain matches (simulates or resonates with) that of MNs in an agent’s brain and this resonance process retrodictively generates a representation of the agent’s intention from a perception of her movement. In this paper, I criticize both assumptions and I argue instead that the activity (...) of MNs in an observer’s brain is enhanced by a prior representation of the agent’s intention and that their task is to predictively compute the best motor command suitable to satisfy the agent’s intention. Martin Heidegger's overt alliance with the Nazis and the specific relation between this alliance and his philosophical thought--the degree to which his concepts are linked to a thoroughly disreputable set of political beliefs--have been the topic of a storm of recent debate. Written ten years before this debate, this study by France's leading sociologist and cultural theorist is both a precursor of that debate and an analysis of the institutional mechanisms involved in the production of philosophical discourse. Though Heidegger is (...) aware of and acknowledges the legitimacy of purely philosophical issues, Bourdieu points out that the complexity and abstraction of Heidegger's philosophical discourse stems from its situation in the cultural field, where two social and intellectual dimensions--political thought and academic thought--intersect. Bourdieu concludes by suggesting that Heidegger should not be considered as a Nazi ideologist, that there is no place in Heidegger's philosophical ideas for a racist conception of the human being. Rather, he sees Heidegger's thought as a structural equivalent in the field of philosophy of the "conservative revolution," of which Nazism is but one manifestation. (shrink)

We study one way in which stable phenomena can exist in an NIP theory. We start by defining a notion of ‘pure instability’ that we call ‘distality’ in which no such phenomenon occurs. O-minimal theories and the p-adics for example are distal. Next, we try to understand what happens when distality fails. Given a type p over a sufficiently saturated model, we extract, in some sense, the stable part of p and define a notion of stable independence which is implied (...) by non-forking and has bounded weight. In Kant and the Demands of Self-Consciousness, Pierre Keller examines Kant's theory of self-consciousness and argues that it succeeds in explaining how both subjective and objective experience are possible. Previous interpretations of Kant's theory have held that he treats all self-consciousness as knowledge of objective states of affairs, and also that self-consciousness can be interpreted as knowledge of personal identity. By developing this striking new interpretation Keller is able to argue that transcendental self-consciousness underwrites a general theory of objectivity (...) and subjectivity at the same time. Recognized as a masterpiece of Nietzsche scholarship, NIETZSCHE AND THE VICIOUS CIRCLE is available here for the first time in English. Author Pierre Klossowski suggests that Nietzsche's ideas and beliefs did not stem from his personal pathology, but rather were applied in a pathological manner. Thereby Nietzsche's beliefs resonated dynamically and intellectually with his alternating lucidity and delirium.

A presentation and discussion of Gottlob Frege's understanding of language, both natural and artificial, with close attention to his texts.

The involvement of developing countries in international clinical trials is necessary for the development of appropriate medicines for local populations. However, the absence of appropriate structures for ethical review represents a barrier for certain countries. Currently there is very little information available on existing structures dedicated to ethics in western and central Africa. This article briefly describes historical milestones in the development of networks dedicated to capacity building in ethical review in these regions and outlines the major conclusions of two (...) workshops on this issue, which were held in September and October 2002 in Libreville, Gabon, and Paris, France. The workshops were the culmination of collaboration between the African Malaria Network Trust (AMANET) and the Pan African Bioethics Initiative (PABIN). They produced an update on ethics organizations with regard to mission, function, activities, members, and contact people, in eight countries within the regions discussed. As a result of the commitment of mandated delegates, a further prominent outcome followed these workshops: the creation of national structures, where none existed before, dedicated to the ethical review of clinical trials. Are there any advantages to thinking and speaking about ethical business in the language of citizenship? We will address this question in part by looking at the possible relevance of a vast literature on individual citizenship that has been produced by political philosophers over the last fifteen years. Some of the central elements of citizenship do not seem to apply straightforwardly to corporations. E.g., “citizenship” typically implies membership in a state and an identity akinto national identity; but this connotation of (...) citizenship is obviously problematic for multinational corporations. However, the language of citizenship does help to focus our attention on various legal and political virtues for corporations—topics that have been largely neglected by discussions under other rubrics, such as CSR or sustainability. We finish with an evaluation of the potential benefits and costs of conceptualizing and talking about ethical business practices in thelanguage of citizenship.“Citizen” and “Citizenship” are powerful words. They speak of respect, of rights, of dignity.... We find no perjorative uses. The French philosopher and intellectual historian Pierre Hadot (1922-2010) is known primarily for his conception of philosophy as spiritual exercise, which was an essential reference for the later Foucault. An aspect of his work that has received less attention is a set of methodological reflections on intellectual history and on the relationship between philosophy and history. Hadot was trained initially as a philosopher and was interested in existentialism as well as in the convergence between philosophy and poetry. Yet he (...) chose to become a historian of philosophy and produced extensive philological work on neo-Platonism and ancient philosophy in general. He found a philosophical rationale for this shift in his encounter with Wittgenstein's philosophy in the mid-1950s (Hadot was one of Wittgenstein's earliest French readers and interpreters). For Hadot, ancient philosophy must be understood as a series of language games, and each language game must be situated within the concrete conditions in which it happened. The reference to Wittgenstein therefore supports a strongly contextualist and historicist stance. It also supports its exact opposite: presentist appropriations of ancient texts are entirely legitimate, and they are the only way ancient philosophy can be existentially meaningful to us. Hadot addresses the contradiction by embracing it fully and claiming that his own practice aims at a coincidence of opposites (a concept borrowed from the Heraclitean tradition). For Hadot the fullest and truest way of doing philosophy is to be a philosopher and a historian at the same time. (shrink)

In this 1999 book Pierre Keller examines the distinctive contributions, and the respective limitations, of Husserl's and Heidegger's approach to fundamental elements of human experience. He shows how their accounts of time, meaning, and personal identity are embedded in important alternative conceptions of how experience may be significant for us, and discusses both how these conceptions are related to each other and how they fit into a wider philosophical context. His sophisticated and accessible account of the phenomenological philosophy of (...) Husserl and the existential phenomenology of Heidegger will be of wide interest to students and specialists in these areas, while analytic philosophers of mind will be interested by the detailed parallels which he draws with a number of concerns of the analytic philosophical tradition. The reissue of this work as a Routledge Classic brings some radical ideas to a new audience, and argues persuasively for a totally new way of reading.

The dissertation seeks to gain a comprehensive understanding of Frege's watershed work of logic, the 1879 Begriffsschrift . The treatise is the first since Aristotle's instauration of the discipline to have succeeded in completely recasting logic. Very generally stated, the dissertation aims at making explicit the conceptual origins of modern logic. To do that will require that each of the achievements of Concept-script be examined from one or more vantage points: either within the perspective of Frege's larger and guiding ambition, (...) that of providing a logical justification of arithmetic; or with respect to the horizon of modernity; or in relation to later developments in logical theory and the philosophy of language, developments stimulated, albeit not exclusively, by Frege's very work. The vantage point adopted in each case will depend on the nature of the topic and the extent to which it requires to be made explicit. One perspective will have preponderance, that of Frege's relationship to his early modern ancestors, a group that includes philosophers, scientists, and mathematicians. Since modernity is constituted in a nearly constant critical, if not polemical, relationship to the Ancients, they will also at times be drawn into the discussion. The elucidation of Frege's breakthrough work will be guided by the following thesis: Frege's attempt to justify arithmetic logically and the fine work of clarification he produced in actualizing this project; his discovery of function-theoretic logic and his fashioning of a concept-script ; and his critique of natural language and the attendant semantics developed over the course of that critique constitute an unfolding and an extension of the primacy of universal method over ontology that is the signature of modern inquiry.
