The Institutional Animal Care and Use Committee is entrusted with assessing the ethics of proposed projects prior to approval of animal research. The role of the IACUC is detailed in legislation and binding rules, which are in turn inspired by the Three Rs: the principles of Replacement, Reduction, and Refinement. However, these principles are poorly defined. Although this provides the IACUC leeway in assessing a proposed project, it also affords little guidance. Our goal is to provide procedural and philosophical clarity (...) to the IACUC without mandating a particular outcome. To do this, we analyze the underlying logic of the Three Rs and conclude that the Three Rs accord animals moral standing, though not necessarily “rights” in the philosophical sense. We suggest that the Rs are hierarchical, such that Replacement, which can totally eliminate harm, should be considered prior to Reduction, which decreases the number of animals harmed, with Refinement being considered last. We also identify the need for a hitherto implicit fourth R: Reject, which allows the IACUC to refuse permission for a project which does not promise sufficient benefit to offset the pain and distress likely to be caused by the proposed research. New scholarship paves the way for Earth-loving spirituality grounded in the ancientChristian image of God as an avian life form.

Funding agencies and large public scientific institutions are increasingly using the term “research portfolio” as a means of characterizing their research. While portfolios have long been used as a heuristic for managing corporate R&D, they remain ill-defined in a science policy context where research is aimed at achieving societal outcomes. In this article we analyze the discursive uses of the term “research portfolio” and propose some general considerations for their application in science policy. We explore the use of the term (...) in private R&D and related scholarly literature in existing science policy practices, and seek insight in relevant literature in science policy scholarship. While the financial analogy can in some instances be instructive, a simple transposition from the world of finance or of corporate R&D to public research is problematic. However, we do identify potentially fruitful uses of portfolio analysis in science policy. In particular, our review suggests that the concept of research portfolio can indeed be a useful analytical instrument for tackling complex societal challenges. Specifically, the strands of scholarship identified suggest that the use of research portfolio should: i) recognize the diversity of research lines relevant for a given societal challenge, given the uncertainty and ambiguity of research outcomes; ii) examine the relationships between research options of a portfolio and the expected societal outcomes; and iii) adopt a systemic perspective to research portfolios – i.e. examine a portfolio as a functional whole, rather than as the sum of its parts. We argue that with these considerations, portfolio-driven approaches may foster social inclusion in science policy decisions, help deliberation between “alternative” portfolios to tackle complex societal challenges, as well as promote cost-effectiveness and transparency. Animal research in laboratories is currently informed by the three R’s (Replacement, Reduction, and Refinement), a common-sense theory of animal research ethics. In addition a fourth R (Refusal) is needed to address research plans that are so badly conceived that their chances of gaining any knowledge worth the animal suffering they cause are nil. Unfortunately, these four R’s do not always yield workable solutions to the moral problems faced regularly by wildlife researchers. It is possible to develop analogs in the (...) sphere of environmental research to these four R’s, creating a common-sense theory of environmental research ethics that will provide significant guidance to researchers and win acceptance from almost all stakeholders. Parallel to Kemp's interest in contemporary science, one of his most consistent themes is the historical exploration of the possibilities of perceived and represented structures and patterns as organisational imperatives in nature and cognition. Structures in the context of Kemp's writing not only relate to the privileged observation sites of modern science but also act as instruments for an art history of contextually examined yet philosophically approached continuities.

Learner control is an important instructional design in video-based learning. This study assessed two conditions: a full learner control where learners direct their learning path, and a hybrid learner control where learners follow the instructor-set path but still enjoy certain aspects of control. Two groups of university students participated in this study by learning statistics through online video courses. The findings show that the full learner control condition attained higher learning performance than the hybrid learner control condition, but spent more (...) time than the latter. The full learner control condition scored higher than the hybrid condition in the difficult sections of video-based learning; but no significant difference was found in the easy section. There was a significant difference between the two conditions in learning agency, but no differences in cognitive load and affective and cognitive engagement. Hierarchical regression analysis indicated differences between the full and the hybrid learner control conditions in the factors predicting overall scores. The findings carry important contributions and implications for the research and practice of instructional designs in online video-based learning such as MOOCs. (shrink)

Two cross-modal experiments provide partial support for O'Regan & Noë's (O&N's) claim that sensorimotor contingencies mediate perception. Differences in locating a target sound accompanied by a spatially disparate neutral light correlate with whether the two stimuli were perceived as spatially unified. This correlation suggests that internal representations are necessary for conscious perception, which may also mediate sensorimotor contingencies.

New Zealand, like England, does not have a written constitution. On 13 July there was a day-long seminar sponsored by the Law Faculty at Victoria University in Wellington on the question of separation of church and state. One reason for this seminar was the lack of constitutional separation in New Zealand.

Today the wood thrush returned to the Crum Woods. I have been waiting for this event for months. I moved to a house in the woods three years ago, and at that time I heard a strange and wonderful bird call in the forest. The song of the wood thrush is a melody unlike anything I had ever heard. Wallace, Max On 20 June 2012 the High Court of Australia handed down their decision in Willliams v The Commonwealth. The case concerned the question of whether it was unconstitutional for the federal government to fund religious chaplains in public schools. The argument against the funding was on technical, financial grounds. The government had avoided making a law in the parliament to fund the chaplains. That way, they were able to avoid a legal complaint that the funding breached Australia's s.116, (...) the section in the constitution that mimics America's First Amendment. The funding therefore would avoid a major dispute over separation of church and state. (shrink)

He joked that, Atheist foundations could qualify for tax exemption by declaring their belief in Christopher Hitchens! Turn him into an L. Ron Hubbard figure to be worshipped through his sacred books! Wallace, Max The results of the 2013 New Zealand Census has Christianity down to around 47 per cent. Retired scientist Ken Perrott's accompanying graph charts Christianity's decline in every recent census and projects its decline to just above 20 per cent by 2030, and further beyond that date.1 It is, of course, very unlikely to disappear altogether, but, equally, the chances of a major Christian revival in New Zealand are very remote.
