This paper makes the case for amnesty of irregular migrants by reflecting on the conditions under which a wrong that is done in the past can be considered superseded. It explores the relation between historical injustice and irregular migration and suggests that we should hold states to the same stringent standards of compliance with just norms that they apply to the assessment of the moral conduct of individual migrants. It concludes that those standards ought to orient migrants and citizens’ moral (...) assessment of how their states handle questions of irregular migration and to inform political initiatives compatible with these moral assessments. This paper advances a historical and philosophical explanation of the dynamics of irregular migration and the EU-external border policy in Africa. The refugee crisis in Europe has led to tougher security measures, including the EU’s externalization of its boundaries to transit countries with serious implication for human security and regional stability in Africa. In re-assessing the foundation of international migration policies through historical and philosophical lenses, this work brings to the fore the internal contradictions in EU-external border policy in Africa. Whereas migration studies have drawn insights from political and applied moral philosophy, this approach is rare in the debate on irregular migration and informal transborder flows between the EU and Africa. The article particularly unveils the inter-relational complexity between globalization, migration, human rights and development. The approach is qualitative based on the critical analysis of ethnographic survey, government documents, mass media reports and existing literature. Underpinned by the philosophical tenets of the Hobbesian “collective right” and Lockean concept of “inalienable” human rights, as well as the discourse on the “priority thesis”, it concludes that the resolution of the migration dilemma lies in the ethical modification of the immigration laws in line with the universal notion of democratic values, the rule of law, human rights and the reality of global inter-connectivity. Thousands of verbs monotonously take the -ed suffix for their past tense forms, but ring mutates to rang, not ringed, catch becomes caught, hit doesn't do anything, and go is replaced by an entirely different word, went (a usurping of the old past tense of to wend, which itself once followed the pattern we see in send-sent and bend-bent). No wonder irregular verbs are banned in "rationally designed" languages like Esperanto and Orwell's Newspeak -- and (...) why recently a woman in search of a nonconformist soul-mate wrote a personal ad that began, "Are you an irregular verb?". The author integrates, expands, and deepens his previous publications about irregular (or "metalinguistic") negations. A total of ten distinct negatives-several previously unclassified-are analyzed. The logically irregular negations deny different implicatures of their root. All are partially non-compositional but completely conventional. The author argues that two of the irregular negative meanings are implicatures. The others are semantically rather than pragmatically ambiguous. Since their ambiguity is neither lexical nor structural, direct irregular negatives satisfy the standard definition of idioms as syntactically complex expressions (...) whose meaning is non-compositional. Unlike stereotypical idioms, idiomatic negatives lack fixed syntactic forms and are highly compositional. The final chapter analyzes other "free form" idioms, including irregular interrogatives and comparatives, self-restricted verb phrases, numerical verb phrases, and transparent propositional attitude and speech act reports. Irregular self-selection is a demonstration of active involvement in interaction. English as a foreign language learners’ talk-in-interaction is one of such cases. Yet, little research has explored when, how, and why learners implement this action. The aim of this article is to address these issues in Chinese postgraduate EFL learners’ conversations from the perspective of multimodal interaction. To this end, we provide descriptive statistics and use multimodal conversation analysis to investigate the detailed process of irregular self-selection. The results show the (...) interactional sensitivity of learners, and all the successful irregular self-selection can be divided into the following three types: turn interruption, turn competition TC), and turn holding abortion. Learners implement this action by using multimodal resources, including lexis, syntax, pitch reset, intensity enhancement, gaze, and so forth. However, their body movements lack diversity, causing behaviors to be constrained and inactive. The main purpose of irregular self-selection is to provide knowledge that contributes to topical development. This study reveals that Chinese postgraduate EFL learners are interactionally competent members. They are able to achieve communicative goals but in a low diversity of body movements. The findings help to understand the detailed process of speakership claiming in EFL learners’ conversations. (shrink)

Horn (1989) identified a number of irregular or marked negations that are not used in accordance with the standard rule of propositional logic. He concluded that negation was pragmatically ambiguous. Van der Sandt (1991) disputed Horn’s ambiguity claim, and proposed a uniform semantics for all negations. I will provide an informal explanation of van der Sandt’s theory, and develop a number of objections. I show that irregular negations are not anaphoric, as Van der Sandt believes, but compositional. I argue for (...) Geurts’s (1998) view that there are several different rules for irregular negations. I reject the implicature theory in favor of the semantic ambiguity thesis. (shrink)

El mejor antecedente para una idea semejante se encuentra en la comprensión del propio Mandelbrot acerca de los fractales y multifractales. Las ciencias sociales tratan radicalmente, de fenómenos irrepetibles, singulares. Estos han sido llamados (...) como eventos raros. De esta suerte, una nueva epistemología emerge y es posible. Al final se muestra que existen nexos fuertes entre las ciencias sociales con la biología y la ecología. Pero en ese punto, el texto termina abierto.: This paper claims that change is the rule in the social world, in all scales of time, without cycles or periodic dynamics. Hereafter, the topic that immediately arises is the irregularity of the world. If this is true, then irregular social sciences are to be possible. The best antecedent of such an idea is to be found in Mandelbrot’s own understanding of fractals and multifractals. Thus, the social sciences radically deal with phenomena that are in no way repeated, for they are singular. Such events have been called as rare events. In thus tenure, a brand-new epistemology arises and is possible. At the end, some connections between the social sciences and biology and ecology are depicted. A little more than a hundred years ago Eduard Sievers drew attention to the abnormal anacrusis in Beowulf 9b, þara ymbsittendra, and 402b, þa secg wisode. He had discovered that anacrusis, or Auftakt as he called it, though admitted with some frequency before verses of types A and D in the first half-line, was very rare in the second half-line, where the obligatory single alliteration on the first of two lifts seemed to call for a more limited range of syllabic (...) patterns. He found only seven or eight certain instances of anacrusis, invariably monosyllabic, before verses of type A , and only the two instances here in question before verses of type D. Were these two instances above suspicion, like those he had accepted as authentic before type A? He did not immediately pass judgment on the seemingly more irregular disyllabic þara of line 9b, but he noted at once that the þā of 402b could perhaps be omitted, since secg wisode would serve by itself as a parenthetic clause parallel to the preceding snyredon ætsomne. No doubt he was aware that secg wisade had occurred as an independent clause in a paratactic series at line 208b. Yet he proposed the omission of þa somewhat tentatively, with a vielleicht. A few years later he took more decisive action against the þara of line 9. Having occasion to quote the passage containing it in another connection, he enclosed þara in brackets as a sign that the word was to be canceled. (shrink)

This article claims that the study of irregular migration may be a strategic research material for the development of an adequate understanding of contemporary society. The field, however, suffers not only from a lack of reliable empirical data, but also from endemic undertheorizing. The article shows how the attempt to develop an understanding of irregular migration from within a general theory of modern society has positive consequences both for the clarification of the problems and for the design of research programs (...) able to deal adequately with the phenomena. Particularly, it is argued that a theory of modern society centered on its form of differentiation may help to clarify both the political dimension of contemporary international mobility, the variety of irregular statuses existing in the foreign population of receiving countries, and the condition of inclusion and exclusion of irregular migrants. The aim of this paper is to question, from the perspective of a principled theory of criminalization, the legitimacy of making irregular immigration a crime. In order to do this, I identify three main ways in which the political decision to introduce a crime of IM may be defended: according to the first, IM is a malum in se the wrongness of which resides in its being a violation of states’ territorial sovereignty; according to the second, IM is a justified (...) malum prohibitum the wrongness of which resides in its being a violation of a justified immigration regulation; according to the third, IM is a malum in se the wrongness of which resides in its harmful consequences for receiving states’ citizens. My thesis is that none of these arguments succeeds in providing us with sufficiently good reasons to justify the use of criminal punishment to enforce the closure of state borders. As regards the first, I argue that it relies on a misleading conception of what is entailed by states’ territorial sovereignty, and that therefore it is unsound as an argument for the state’s right to control immigration. With regard to the second, I argue that, be they legitimate or not, immigration regulations enacted by states cannot provide those would-be immigrants they aim to exclude with content-independent reasons to comply with them; and this is a necessary pre-condition to conclude that IM is a justified malum prohibitum. As regards harm-based approaches, I argue that the notions they rely on are completely unfit as criteria for criminalization. This leads me to the conclusion that, unless other more convincing arguments are provided for, IM should not be criminalized. (shrink)

Irregular migrants are morally entitled to a wide range of legal rights, including basic human and civil rights. Therefore, states ought to create a firewall between those charged with protecting and enforcing these rights and those charged with enforcing immigration laws.

Tacitus writes that, by insisting that legionary legates who had not so far held the praetorship should immediately proceed to that office, Asinius Gallus ‘altius penetrare et arcana imperii temptari’. In C.Q. N.S. xvi , 327, I suggested that this demand of Gallus’ was probably probing dangerously deeply into and perhaps threatening to wreck the carefully worked-out imperial promotions system, the working of which has been examined by Birley. It is the purpose of this note to look at a number (...) of examples of such irregularity, which, though not as early as the debate during the course of which Gallus made his suggestion, do at least illustrate the process later in the Julio-Claudian era. “Irregular auditing” are actions taken by an auditor during an engagement that reduce evidence-gathering effectiveness inappropriately. The paper presents the results of an empirical study of the reasons given by auditors for their own irregular auditing. It is based on a questionnaire survey of 170 audit seniors working in Big Four audit firms in France. The study uses Schlenker’s (1997) triangle model of responsibility as the theoretical framework to analyze the respondents’ explanations of their behavior.

This article argues that, far from being a merely defensive act of individual protest, civil disobedience is a much more radical political practice. It is transformative in that it aims at the politicization of questions that are excluded from the political domain and at reconfiguring public space and existing institutions, often in comprehensive ways. Focusing on the reconstitution of the political community also allows us to reconceptualize constituent power. Rather than portraying it as a quasi-mythical force erupting only in extraordinary (...) moments, constituent power can be conceptualized as a dynamic situated within established orders, transgressing their logic and reconfiguring them from within. Civil disobedience as a transformative and potentially comprehensive practice aimed at reconstituting the political order can then be seen as an internal driving force keeping this dialectic in play. Two-dimensional coupled map lattices display, in a specific parameter range, a stable phase (quasi-) periodic in both space and time. With small changes to the model parameters, this stable phase develops spontaneous eruptions of nonperiodic behavior. Although this behavior itself appears irregular, it can be characterized in a systematic fashion. In particular, parameter-independent features of the spontaneous eruptions may allow useful empirical characterizations of other phenomena that are intrinsically hard to predict and reproduce. In practice, beyond the inherent differences in the two systems of regulations themselves, there are many issues that further complicate the application of these regulations. Both the USA and Europe limit access to care by undocumented immigrants. In the debate over what level of access to confer to IMs, there are various public policy rationales operating either explicitly, or below the surface, ranging from minimalist humanitarianism to full cosmopolitan equality, with several intermediate positions between these two poles. This article informs the international debate by providing a conceptual mapping of these underlying policy rationales. Each position is based on different lines of reasoning or bodies of (...) evidence, and each leads to somewhat different conclusions about the extent to which IMs should have access to different types of health care. It is unlikely that broad consensus will be achieved in this ongoing debate. However, by articulating the ethical, legal, pragmatic and conceptual reasons to support or oppose various positions, we hope to help determine where in the landscape of reasoned argument various positions lie, and how each position might be best supported or refuted. In particular, we see in this debate an illustration of Michael Walzer’s classic analysis of competing spheres of justice. Various positions depend to a considerable extent on whether their advocates approach this issue from the health policy sphere rather than the sphere of immigration policy, or whether they attempt to blend the two spheres. This presentation explores the significance of just military preparedness, or jus ante bellum as a new category of just war theory, for just war thinking, especially with regard to irregular warfare. It articulates six just military preparedness principles. It further discusses how America’s military preparation fails the JMP principles and how this negatively impacts its capability to justly initiate, execute, and conclude war. This critical analysis takes as its point of departure Defense Secretary Robert Gates’s view that the Pentagon needs (...) to be “reprogrammed” toward a “balanced strategy” of preparing for both conventional and irregular warfare. The conflict in Iraq has been portrayed as “ethnic” civil war, a radically different conflict from “ideological” wars such as Vietnam. We argue that such an assessment is misleading, as is its theoretical foundation, which we call the “ethnic war model.” Neither Iraq nor Vietnam conforms to the ethnic war model's predictions. The sectarian conflict between Shia and Sunni militias is not simply the outcome of sectarian cleavages in Iraqi society, but to an important extent, a legacy of U.S. occupation. (...) On the other hand, although Vietnam was a society riven by ethnic cleavages, the Vietnam War also fails to conform to the ethnic war model. We show that there is no necessary overlap between ethnic conflict and ethnic war. Some ethnic conflicts evolve into ethnic wars, and others develop dynamics virtually indistinguishable from those of ideological civil wars. We suggest that the state's role is essential in transforming conflicts into either ethnic or irregular wars. We conclude with an analysis of the current situation and future prospects in Iraq. This article discusses the rights enjoyed by irregular combatants in detention, that is, members of organized groups (who may be fighting an insurgency or engaging in terror attacks) who fail to qualify for POW status. The paradigmatic example of such a detainee would be an al-Qaeda agent.

This article addresses the question of whether we should conceive of mechanisms as productive of change in a regular way. I argue that, if mechanisms are characterized as fully regular, on the one hand, then not enough processes will count as mechanisms for them to be interesting or useful. If no appeal to regularity is made at all in their characterization, on the other hand, then mechanisms can no longer be useful for grounding prediction and supporting intervention strategies. I conclude (...) that, if the New Mechanistic Philosophy is to be successful, a stochastic characterization of mechanisms must be adopted. (shrink)

Se consideran los niveles de escolaridad promedio (...) en los asentamientos irregulares de la Delegación Milpa Alta en el Distrito Federal entre 2000-2005 y se proyectan las tasas al 2020 que mantiene los resultados de Convergencia obtenidos en el modelo para el 2000-2005, demostrando la relación entre valor, trabajo, educación y crecimiento. When referring to the organization of the mental lexicon, the distinction between combinatorial rules and lexical listing for regularly versus irregularly inflected words should be further developed to account for subregular morphological processes. Moreover, the distinction may be more or less appropriate depending on the lexical component under consideration, and it is subject to interplay with other factors that are relevant in determining the representational structure of the lexical system.

The Ethics of Immigration is a wonderfully comprehensive and insightful journey through all the major contemporary ethical issues concerning immigration. Through this outstandingly well-crafted work, Carens builds a compelling case for many important positions on how we should treat migrants. Nevertheless, I believe there are some tensions in his arguments that could do with more analysis. I present some of these issues in this article. These include some important problems with arguments for the right to education for children of irregular (...) migrants and those concerning admission, his general position on refugees, and his views about what is required in order to treat temporary workers fairly. Male-to-male sexuality in India has been described as both heavily stigmatized and implicitly tolerated. This paper examines these apparently contradictory attitudes, arguing that they reflect broader moral ambivalence about homosexuality in Indian culture and society. While the effects of homophobia in India are very real, simultaneous social latitude allows for relatively un-scrutinized same-sex sexual contact. The paper explores this scenario as a post-colonial legacy and considers the consequences for contemporary sexual subjectivity, particularly in respect of irregular responses to emerging gay (...) identities and socially ambiguous male-to-male sexualities. Conceiving of men who have sex with men as subject to both prejudice and tolerance raises complex questions for HIV/aids related policy, programming and activism. The paper argues that understanding male-to-male sexualities in India as practiced within a climate of ambiguous moral censure offers critical insights for the future promotion of health. (shrink)

This paper concerns the issue of the continual arrival of irregular immigrants in Malta and the problems that ensue. The view generally held is that we need to respond to the needs of irregular immigrants by providing services. However, with reference to some of Jacques Derrida's ideas, I argue in this paper that the other /immigrant is not there for us to respond to by creating services to cater for her needs. Through the presence of the irregular immigrant, we are (...) made to question who we are, and are faced with our own vulnerability. We become 'other' to ourselves. This paper uses Derrida's ideas of tensions, trembling, borders and limited and unlimited hospitality, to lay the way for some suggestions of how the education of children can be influenced. In a time when educational discourse rotates around performativity, this paper suggests that space should be made in education for astonishment, surprise and enigmatic experience. (shrink)

A partir de los años 90, la expansión del capitalismo y la globalización ubicaron a las fronteras como espacios privilegiados para el intercambio de bienes, servicios y personas. Paralelamente, y en consecuencia, también se convirtieron en el lugar de movimiento de aquellos actos considerados como delitos y de aquellas personas consideradas como criminales. En este marco, aparecerán las llamadas nuevas amenazas a la seguridad, que ya no se circunscriben a una ideología o territorio determinado, sino que tienen múltiples (des)localizaciones. Los (...) nuevos riesgos serán el terrorismo, el narcotráfico, la trata de personas y los migrantes, en sus diversos procesos de movilidad y asociados directamente al terrorismo. En este artículo, propongo entonces analizar los marcos internacionales y regionales para identificar narrativas y actores, internacionales y regionales, involucrados en el proceso de (in)securitización de la migración, a través del cual esta aparece dentro del espectro de las nuevas amenazas, principalmente aquella catalogada como irregular. A partir del análisis de documentos, intentaré hacer un aporte en relación a la construcción del sujeto terrorista en el Cono Sur, identificando cómo la migración se convierte también en un posible vector del riesgo terrorista a través de la figura del asilo y el refugio —migración forzada.
