This paper discusses the relationship between internationalisation, mobility, quality and equality in the context of recent developments in research policy in the European Research Area (ERA). Although these developments are specifically concerned with the growth of research capacity at European level, the issues raised have much broader relevance to those concerned with research policy and highly skilled mobility. The paper draws on a wealth of recent research examining the relationship between mobility and career progression with particular reference to a (...) recently completed empirical study of doctoral mobility in the social sciences (Ackers et al. Doctoral Mobility in the Social Sciences. Report to the NORFACE ERA-Network, 2007). The paper is structured as follows. The first section introduces recent policy developments including the European Charter for Researchers and Code of Conduct for the Recruitment of Researchers and the European Commission’s Green Paper on the ERA. The discussion focuses on concerns around the definition of ‘mobility’ and the tendency (in both policy circles and academic research) to conflate different forms of mobility and to equate these with notions of excellence or quality. Scientific mobility is shaped as much by ‘push’ factors (limited opportunity) as it is by the ‘draw’ of excellence. Scientists are exercising a degree of ‘choice’ within a specific and individualised framework of constraints. The following sections consider some of the ‘professional’ and ‘personal’ factors shaping scientific mobility and the influence that these have on the relationship between mobility, internationalisation and excellence. The paper concludes that mobility is not an outcome in its own right and must not be treated as such (as an implicit indicator of internationalisation). To do so contributes to differential opportunity in scientific labour markets reducing both efficiency and equality. (shrink)

Duties to address global injustices face a large motivation gap, particularly amongst those populations most capable of bearing the financial burdens of fulfiling them. This motivation gap is explained, at least in part, by the structure of the state system, which facilitates group identification with fellow citizens to a greater extent than with outsiders. This structural feature of the state system gives states little incentive to further the cause of global justice. Yet, given that states are the most powerful actors (...) on the global stage today, a more just global order is likely predicated upon the development of more just states. In light of these realities, in this paper I make the case for an approach to furthering global justice which i call inward internationalisation. Inward internationalisation calls for the initially modest structural transformation of domestic states, so as to make domestic governments and their constituents increasingly sensitive to their international obligations. Inward internationalisation involves states giving a public, formal, and institutionalised voice within their own domestic deliberations to other states' representatives. This serves informational, expressive, and dynamic functions. After outlining these functions, thereby showing the attraction of inward internationalisation, I argue for the strategic accessibility of inward internationalisation as a path to reform, by outlining the dynamics which might cause inward internationalisation to spread as a norm of governance amongst states. This article stages a dialogue between cosmopolitanism and multiculturalism in order to think through what is at stake in demands that universities should produce graduates who are sensitive to social diversity and attuned to the contemporary realities of globalisation. The argument is that, although ‘graduate attributes’ are no doubt an effective management tool in a massified higher education system, they can also be used to focus attention on what dispositions it is reasonable and desirable to expect graduates to develop. This paper presents a model of practice for analysing the internationalisation of higher education, and for better providing teaching service and support to both the internal and external other. It is derived from the theoretical analysis of the rationales, concepts and developments of the internationalisation of higher education, and from a New Zealand case study that exemplifies the current trend in the internationalisation of higher education—a shift from aid to trade. In the paper, the author examines the (...) impacts of globalisation and the knowledge economy on the shifting currency of the rationales. The paper concludes that, because of increasing numbers of resident immigrant students, ‘the international (other)’ is no longer beyond national borders but is within them. It is essential for the strategy of open access self-archiving that scientific authors are given comprehensive information on publisher copyright policies. DINI, the German Initiative for Networked Information, has developed a German (and potentially multilingual) interface to the English SHERPA/RoMEO service to provide additional information on German publishers' open access policies. As a next step, this interface was enhanced to an integration layer combining different sources on publisher copyright policies. This integration layer can be used in many different contexts. Aotearoa New Zealand is a small, island nation located on the rim of Oceania. Since colonisation by British settlers in the mid-1800s, the internationalisation of higher education in Aotearoa New Zealand has reflected shifting notions of nationhood – from an extension of Great Britain, to a bicultural nation, to a player in the global knowledge economy. Since the late 1980s, internationalisation policy has reflected the primacy of market concerns; the internationalisation of HE has been imagined primarily as (...) a means to attract export revenue and human capital to Aotearoa New Zealand, and to increase brand recognition. However, internationalisation, as the movement of people and knowledge between places, can also be seen as pre-dating the development of nations, particularly in the Oceania context.Within mātauranga Māori, or Māori epistemological traditions, place is central to identity. To be human is to be part of something bigger than oneself; care for the land is care both for ancestors and the wellbeing of future generations. In this paper, we consider internationalised HE in light of three questions that are central to mātauranga Māori: “Who am I? What is this world that I exist in? What am I to do?”. After tracing the connections between internationalisation, colonisation, and nationhood in Aotearoa New Zealand,we consider how attention to Māori place-based epistemologies and values drawn from mātauranga Māori might challenge, stretch and ground contemporary internationalisation policies and practices in Aotearoa New Zealand. While the concept of internationalization plays a key role in contemporary discussions on the activities and outcomes sought by universities, it is commonly argued that it is poorly understood or realised in practice. This has led some to argue that more work is needed to define the dimensions of the concept, or even to plot out stages of its achievement. This paper aims not to provide a definition of internationalisation for those working in higher education. On the contrary, it (...) seeks to open up discussion on internationalisation by considering Derrida's reflections on hospitality and the metaphysics of presence. In so doing, it will be shown that internationalisation is an ethical demand that is as much about being unsettled by thinking about ourselves and others, as it is about mobility programs and online education, and about being ‘late’ rather than surrendering to the space‐time compression of modernity. Modern universities have largely been portrayed in the literature as an extension of nation building projects, focusing on the state as primary actor. This article challenges such presuppositions by separating ‘nation’ and ‘state’ and with a critical appropriation of diasporic subjectivity and institutions from a comparative historical perspective. The article has four themes: ‘diaspora’, ‘ethnic internationalism’, ‘stateless nations’ and ‘internationalisation’ in higher education (IHE). It illustrates these themes and their interrelationships by considering Koreans in the Japanese colonial period (1910–1945) (...) and Jews during the British Mandate for Palestine (1920–1948) and construing them as stateless nations. These two historical cases illustrate how higher education was linked to ethnonational diasporas and internationalisation in the absence of a supportive state apparatus. The paradox is that ethnic nationalism was not only compatible but often overlapped with ethnic internationalism in higher education. The conclusion of this comparative study suggests the implications for the twenty-first century and the important role of diaspora in processes of IHE then and now. (shrink)

In recent years, an increasingly assertive People’s Republic of China (PRC) leadership has sought to extend the PRC’s influence globally. To this end, it has developed diverse strategies ranging from soft power to more coercive means. The more visible strategies include the Belt and Road Initiative, the Chinese Dream, and ‘wolf warrior’ diplomacy. At the soft power end of the spectrum, Chinese overseas students are at the nexus between two strategies of soft power – the Chinese diaspora and the (...) class='Hi'>internationalisation of higher education. While there is an established literature analysing China’s soft power worldwide, relatively little has been done on the role of higher education, particularly where this concerns overseas Chinese students. The article will examine China’s use of overseas students to project its soft power. It then identifies the strategies that support this, viz. ideological and political education to prepare young people for this role and, once overseas, an appeal to a conception of the Chinese diaspora, as well as the organisations (e.g. embassies and student associations) that form potential channels to students and monitor and support them in their role. The road to internationalisation is paved with risk, uncertainty, the possibility of failure, and the Coronavirus Disease-19 phenomenon. However, the process of internationalisation theory treats an individual decision-maker as a “black box.” Emotions are largely ignored by international business researchers. This study offers conceptual thoughts on the role of fear of failure in the process of internationalisation. It argues that managers experience this emotion in making internationalisation decisions for a firm, which is an area of study (...) that requires further understanding. Following the content analysis method in the literature review and a theory-based adaptation approach to complete the conceptualisation, this manuscript joins the scholarly conversations on “connecting the IP model to people” and “emotion and internationalisation.” Focussing on fear of failure as a new perspective, this manuscript contributes to IB literature by suggesting new avenues in understanding decision-making about international activities by embracing psychological insights. It also contributes to IB practitioners by offering implications for understanding one’s emotional state and its effect on decision-making about internationalising ventures. (shrink)

It envisages long-term change as being made up of a succession of long periods of relative stability interspersed by brief periods of rapid profound change. In the periods of stability only relatively (...) small incremental changes are possible. The periods of transformational change may be triggered by external or internal influences. A recent study of the long-term process of internationalisation in higher education institutions shows evidence to support the theory: long periods of incremental change, events precipitating profound change and the failure of externally imposed attempts to change. It has been three years since we held the Feminism, Legality and Knowledge seminar to respond to our developing frustrations and excitement around feminist legal studies and academic publishing. In the wake of our 25th anniversary in 2018, we critically reflect further on our original intention to stock up on decolonising techniques to mix feminism, legality and knowledge whilst building on previous consideration of our self-proclaimed ‘international’ status. These reflections are prompted by editorial board members’ experiences as participants in the (...) Cardiff Law and Global Justice Centre’s British Academy-funded Global South Socio-Legal Writing Workshops in Accra, Nairobi and Recife in 2018. Following an explanation of the concerns with academic publishing that have prompted this reflection, we provide a narrative of our experiences in each of the three workshops exploring the lessons learned and their impact on our practice as editors and scholars in feminist legal studies. We finish with a renewal of our commitment to decolonise our minds and practices by continuing to struggle to earn the label ‘international’ for the journal now and in future. Using a large sample of 3,040 U.S. firms and 16,606 firm-year observations over the 1991–2010 period, we find strong evidence that firm internationalization is positively related to the firm’s corporate social responsibility rating. This finding persists when we use alternative estimation methods, samples, and proxies for internationalization and when we address endogeneity concerns. We also provide evidence that the positive relation between internationalization and CSR rating holds for a large sample of firms from 44 countries. Finally, we offer novel evidence (...) that firms with extensive foreign subsidiaries in countries with well-functioning political and legal institutions have better CSR ratings. Our findings shed light on the role of internationalization in influencing multinational firms’ CSR activities in the U.S. and around the world. (shrink)

Researching the organization and management of international public affairs (IPA) in the then-new multinational enterprises (MNEs) started in the 1960s. At first, IPA studies kept fairly good pace with what was known about the MNEs' nonmarket environments, their structurings, and their processes. After 1980, a disconnect developed in our knowledge of these three interrelated topics. In particular, much of more recent IPA research (a) fails to reflect the true scope, real actors, and organizational location of the IPA function; (b) remains (...) focused on old issues (e.g., the hierarchical relationship between headquarters and subsidiaries); (c) is mired in complex statistical analyses of remote data; (d) uses relevant theories in rather marginal ways; and (e) overlooks the impact on IPA of such important developments as mergers, acquisitions, and divestments. Yet, investigators can stretch their research methodologies and refocus their studies on the organization and management of the two faces of public affairs—offensive and defensive—in the context of new nonmarket threats and opportunities.
