Frecuentemente se ha interpretado la filosofía política de Julien Freund como una lectura decisionista y polemocéntrica de lo político de fuertes ecos schmittianos. Sin entrar en sus raíces intelectuales, pretendo justificar el sentido que asume en su obra la adhesión a la tradición realista, distanciándose sin embargo de una interpretación tanto cratológica como nihilista de la política que tendiera a reducir los asuntos públicos al solo dominio estratégico de los medios. Entiendo, al contrario, que el realismo de Freund coincide con (...) su perspectiva “mesocrática” o, si se prefiere, “liberal” en un sentido “árquico”, no minarquista o neutralizador. Esto exige un cambio de enfoque en el estudio de su obra que evite fundamentalmente dos extremos: la reducción de lo político a la sola dialéctica del mando y la obediencia, a costa de la integración de todos sus factores, y la sobrevaloración del problema de los medios respecto de los fines. En el artículo se examina la controversia entre extramisionismo e intramisionismo a propósito de la percepción visual. Se defiende que la evaluación del cierre de la controversia depende del explanandum que rastrea el filósofo/historiador en la reconstrucción que persigue. Si enfatizamos en los mecanismos causales, la controversia se cerró en favor del intramisionismo. Si enfatizamos en aspectos asociados con la intencionalidad o con la forma como ciertas afecciones mentales refieren a objetos externos, la controversia conduce a una conciliación entre intramisionismo (...) causal y extramisionismo mental. Finalmente, si ponemos en duda la necesidad de una distinción entre interno/externo, la controversia se disuelve por carecer de sentido. (shrink)

At the beginning of the 18th century, Berkeley believed an anomaly pointed out by Isaac Barrow could be regarded as important evidence against the optical theories that had been established and standardized thanks to the works of Kepler and Newton. In this article, we want to show that Berkeley’s treatment of the Barrovian Case does not falsify these theories. We will contend that the strategy used by Berkeley to resolve the anomaly by alluding to a change of convention is a (...) strategy that the classical theorist could use as well. In other words, the classical theorist could also appeal to a change of convention to deal with the problem. (shrink)

Johannes Kepler dedicated much of his work to discover a law for the refraction of light. Unfortunately, he formulated an incorrect law. Nevertheless, it was useful for anticipating the behavior of light in some specific conditions. Some believe that Kepler did not have the elements to formulate the law that was later accepted by the scientific community, that is, the Snell–Descartes law. However, in this paper, we propose a model that agrees with Kepler’s heuristics and that is also successful in (...) anticipating the behavior of light when it passes through a surface that separates two media with different optical densities. This model adopts strategies that were recommended by Kepler in two types of analogies. The obstacles that led to the failure of the two types of analogies are presented in the article, and we argue that the model proposed here could overcome these specific obstacles. Finally, we show how the proposed model could be articulated with Kepler’s metaphysics of light. (shrink)

The bioethics research conducted in Ibero‐American countries has been very much restricted to its own realm.The aim of this study was to perform a bibliometric evaluation of bioethics papers by authors affiliated with Ibero‐American institutions, and to determine how their work influences global bioethics literature.We performed a literature search in the Web of Science Core Collection (WoS CC) and Scopus.We identified a total of 5,975 documents, of which 84.3% were articles, 11.6% reviews and 4.1% book chapters. The median number of (...) citations per paper was higher in English‐language journals.Only 10 articles published between 2010 and 2019 in peer‐reviewed bioethics journals and produced exclusively by authors from Ibero‐American institutions garnered more than 15 citations.Our study suggests that if researchers from Ibero‐American institutions want to influence global bioethical thinking, they must make the required leap in quality to be able to publish in high‐quality bioethics and mainstream journals. El listado abarca las publicaciones existentes hasta el año 1997.

La publicación en abierto de los artículos conlleva unos gastos conocidos como cargos por procesamiento de artículos. El objetivo de este trabajo es determinar el coste de los artículos publicados en abierto mediante APC de autoría española en cinco categorías temáticas de las ciencias sociales: Humanities, Sociology, Information Science & Library Science, Education & Educational Research y Communication de la Colección Principal de la Web of Science durante el periodo 2012-2019. Se han identificado las revistas, las instituciones financiadoras y los (...) modelos de publicación más frecuentes. El estudio indica que de las 223 revistas que publicaron artículos con APC las que más lo hicieron fueron Communication & Society, Comunicar y el Profesional de la Información. El gasto total en APC fue de 481.120,4 € y el coste medio de 1.129 €. Las revistas con mayor coste fueron Computers & Education, Scientometrics y IEEE Transactions on Learnig Technologies. Los modelos de publicación más frecuentes fueron DOAJ Gold, Green Published y Green Accepted. En el 53% de los artículos constaba que la financiación procedía del gobierno de España, en el 25% de gobiernos autonómicos, en el 21% de la Unión Europea y en el 20% de las universidades. El coste medio de los APC de las publicaciones estudiadas está dentro de las cantidades habituales a nivel mundial, siendo más caros los APC en revistas con impacto más alto y en las áreas Information Science & Library Science y Sociology. Conocer los APC puede orientar las políticas y el apoyo institucional al acceso abierto y mejorar de los recursos académicos. (shrink)

IntroductionThe assessments of the motor symptoms in Parkinson’s disease are usually limited to clinical rating scales, and it depends on the clinician’s experience. This study aims to propose a machine learning technique algorithm using the variables from upper and lower limbs, to classify people with PD from healthy people, using data from a portable low-cost device. And can be used to support the diagnosis and follow-up of patients in developing countries and remote areas.MethodsWe used Kinect®eMotion system to capture the spatiotemporal (...) gait data from 30 patients with PD and 30 healthy age-matched controls in three walking trials. First, a correlation matrix was made using the variables of upper and lower limbs. After this, we applied a backward feature selection model using R and Python to determine the most relevant variables. Three further analyses were done using variables selected from backward feature selection model, movement disorders specialist, and all the variables from the dataset. We ran seven machine learning models for each model. Dataset was divided 80% for algorithm training and 20% for evaluation. Finally, a causal inference model using the DoWhy library was performed on Dataset B due to its accuracy and simplicity.ResultsThe Random Forest model is the most accurate for all three variable Datasets followed by the support vector machine. The CIM shows a relation between leg variables and the arms swing asymmetry and a proportional relationship between ASA and the diagnosis of PD with a robust estimator.ConclusionsMachine learning techniques based on objective measures using portable low-cost devices are useful and accurate to classify patients with Parkinson’s disease. This method can be used to evaluate patients remotely and help clinicians make decisions regarding follow-up and treatment. (shrink)

La filosofía moral kantiana ha sido criticada por su compromiso con el rigorismo moral. Esta crítica está basada en la posición kantiana respecto a la mentira; específicamente, se deriva de la afirmación de Kant de que es un deber ser veraces incluso con el asesino que llega a casa preguntando por el paradero del amigo refugiado. Este artículo tiene un carácter enteramente expositivo y tiene el objetivo de reconstruir y examinar la posición de Kant frente a la mentira para determinar (...) si la acusación rigorista está bien fundamentada. Examino tres fuentes: Lecciones de ética (§1.1), “Sobre un supuesto derecho a mentir por filantropía” (§1.2) y Metafísica de las costumbres (§1.3). De este examen comparativo, concluyo que no existe evidencia textual que demuestre que Kant defienda categóricamente el deber de ser veraces en el caso del asesino en la puerta, de manera que la acusación de rigorismo que pesa en contra de la filosofía moral kantiana, al menos en lo que respecta a este caso en particular, no parece estar bien fundamentada. Para defender la tolerancia religiosa, se muestra que no hay razones para considerar que unas religiones son más verdaderas que otras, del mismo modo que no es posible establecer que una religión es verdadera, ya que la creencia religiosa no tiene un valor objetivo absoluto. Se sostiene además que, al no ser posible el establecimiento de la objetividad de la creencia religiosa, solo si esta se funda en la libertad de conciencia es posible defender la tolerancia religiosa.

What is the “conventional sense” of disability, and how do the questions addressed in this special issue of Science, Technology, & Human Values differ from those inspired by Donna Haraway and the cyborg? In industrialized societies, the medical profession has authority over the determination of who should count as disabled while “assistive technologies” enable specific kinds of subject positions. In this special issue of STHV, the focus of the essays as a whole is on the different enactments of disability, as (...) complexity that simultaneously implicates bodies, gender, sexuality, technology, and politics. The study of disability offers scope for refinement and further articulation of many issues of long-standing concern to science, technology, and society. In addition, we hope they will encourage further reflection on our field’s normative engagement. (shrink)

This paper extends earlier work by its authors on formal aspects of the processes of contracting a theory to eliminate a proposition and revising a theory to introduce a proposition. In the course of the earlier work, Gardenfors developed general postulates of a more or less equational nature for such processes, whilst Alchourron and Makinson studied the particular case of contraction functions that are maximal, in the sense of yielding a maximal subset of the theory (or alternatively, of one of (...) its axiomatic bases), that fails to imply the proposition being eliminated. In the present paper, the authors study a broader class, including contraction functions that may be less than maximal. Specifically, they investigate "partial meet contraction functions", which are defined to yield the intersection of some nonempty family of maximal subsets of the theory that fail to imply the proposition being eliminated. Basic properties of these functions are established: it is shown in particular that they satisfy the Gardenfors postulates, and moreover that they are sufficiently general to provide a representation theorem for those postulates. Some special classes of partial meet contraction functions, notably those that are "relational" and "transitively relational", are studied in detail, and their connections with certain "supplementary postulates" of Gardenfors investigated, with a further representation theorem established. One of the world's most renowned theoretical physicists, Carlo Rovelli has entranced millions of readers with his singular perspective on the cosmos. In this article, Carlos Pereda introduces the concept of “colonial reason” and explores how philosophical practices and modes of thought are entwined with colonial political structures of exploitation, exclusion, and oppression. Pereda argues that philosophy in Latin America risks perpetuating and reinforcing the colonial gesture, either by turning to the European centers of thought (thus pursuing debates that always take place elsewhere) or by isolating itself and idealising the “own.” According to Pereda, both approaches fail to dismantle colonial violence (...) within philosophy. In his alternative approach, Pereda outlines principles and methodological criteria for the decolonisation of reason and philosophy. He emphasises the importance of methodological prudence that discerns between innocent, paralysing, and strategic uses of identity expressions and advocates for modes of reading and argumentation that conceive philosophy as an inclusive and ongoing dialogue. In Pereda’s terminology, this entails fostering “permeable reason” that manifests itself through “nomadic thinking,” a form of thinking that is capable of questioning itself and being questioned. The essays in this volume concern the topic of legal rights, how they are related to morality, the place of rights on moral theory, and the legal recognition of rights.

After presenting Kripke’s criticism to Frege’s ideas on context dependence of thoughts, I present two recent attempts of considering cognitive aspects of context dependent expressions inside a truth conditional pragmatics or semantics: Recanati’s non-descriptive modes of presentation (MOPs) and Kaplan’s ways of having in mind (WHIMs). After analysing the two attempts and verifying which answers they should give to the problem discussed by Kripke, I suggest a possible interpretation of these attempts: to insert a procedural or algorithmic level in semantic (...) representations of indexicals. That a function may be computed by different procedures might suggest new possibilities of integrating contextual cognitive aspects in model theoretic semantic. (shrink)

Effective vaccines for COVID‐19 are already available to humankind. In Peru, 86 million doses were administered to cover the demand for 33 million Peruvian people. Hence, vaccination has been prioritized in groups: health personnel, subjects with pre‐existing health conditions and those over 65 years of age. However, given the social problems and the public health situation in Peru, this work defends that the priority of vaccination should be focused on the population living in extreme poverty. The method used was an (...) ethical argumentation on the distribution of scarce antiSARS‐CoV2 vaccine in Peru. This argument is based on the analysis of the Peruvian population living in extreme poverty, which presents different layers of vulnerability, and that, in the face of an eventual SARS‐CoV2 infection, these would be exacerbated one after the other, through a cascade effect. This scenario would give rise to new vulnerabilities to those already existing, causing greater damage. Vaccination efforts on this key population would give them the opportunity to continue to find ways to bring food to their homes, significantly reducing the risk of contagion in their environment and mitigating the devastating effect of the local diseases to which they are already exposed. Four objections related to this argument are raised with their corresponding responses. Priority access to the vaccine would significantly reduce the humanitarian harm to people living in extreme poverty, prevailing the principles of justice and equity. (shrink)

La humanidad ya dispone de vacunas eficaces contra el COVID‐19. En Perú se administraron 86 millones de dosis para cubrir la demanda de 33 millones de peruanos. Para ello, se ha priorizado la vacunación en grupos clave: personal de salud, sujetos con condiciones de salud preexistentes y mayores de 65 años. Sin embargo, dada la problemática social y la situación de la salud pública en Perú, este trabajo defiende que la prioridad de la vacunación debe centrarse en la población que (...) vive en extrema pobreza. El método utilizado fue una argumentación ética sobre la distribución de la vacuna contra el COVID‐19 en Perú. Esta argumentación se basa en el análisis de la población peruana que vive en extrema pobreza, la cual presenta diferentes estratos de vulnerabilidad, y que, ante una eventual infección por SARS‐CoV‐2, se irían agravando uno tras otro, a través de un efecto en cascada. Este escenario daría lugar a nuevas vulnerabilidades de las ya existentes, causando mayores daños. Los esfuerzos de vacunación en esta población clave les brindaría oportunidad de seguir encontrando formas de llevar alimentos a sus hogares, reduciendo significativamente el riesgo de contagio en su entorno y mitigando el efecto devastador de las enfermedades locales a las que ya está expuesta. Se plantean cuatro objeciones relacionadas con este argumento, con sus correspondientes respuestas. El acceso prioritario a la vacuna reduciría significativamente el daño a las personas que viven en la extrema pobreza, haciendo prevalecer los principios de justicia y equidad. (shrink)

Many of the computing systems programmed using Machine Learning are opaque: it is difficult to know why they do what they do or how they work. Explainable Artificial Intelligence aims to develop analytic techniques that render opaque computing systems transparent, but lacks a normative framework with which to evaluate these techniques’ explanatory successes. The aim of the present discussion is to develop such a framework, paying particular attention to different stakeholders’ distinct explanatory requirements. Building on an analysis of “opacity” from (...) philosophy of science, this framework is modeled after accounts of explanation in cognitive science. The framework distinguishes between the explanation-seeking questions that are likely to be asked by different stakeholders, and specifies the general ways in which these questions should be answered so as to allow these stakeholders to perform their roles in the Machine Learning ecosystem. By applying the normative framework to recently developed techniques such as input heatmapping, feature-detector visualization, and diagnostic classification, it is possible to determine whether and to what extent techniques from Explainable Artificial Intelligence can be used to render opaque computing systems transparent and, thus, whether they can be used to solve the Black Box Problem. Esta pregunta, que es el anverso de aquella otra que Gilles Deleuze y Jun Fujita Hirose se plantearon a propósito del cine-capital, es una indagación no solo por el devenir revolucionario de las imágenes cinematográficas, sino por la temporalidad de un mundo en construcción.
