This article presents the design and development of a genetic algorithm to generate long-range transmit codes with low autocorrelation side lobes for radar to minimize target profile estimation error. The GA described in this work has a parallel processing design and has been used to generate codes with multiple constellations for various code lengths with low estimated error of a radar target profile.

Explaining the maintenance of communicative behavior in the face of incentives to deceive, conceal information, or exaggerate is an important problem in behavioral biology. When the interests of agents diverge, some form of signal cost is often seen as essential to maintaining honesty. Here, novel computational methods are used to investigate the role of common interest between the sender and receiver of messages in maintaining cost-free informative signaling in a signaling game. Two measures of common interest are defined. These quantify (...) the divergence between sender and receiver in their preference orderings over acts the receiver might perform in each state of the world. Sampling from a large space of signaling games finds that informative signaling is possible at equilibrium with zero common interest in both senses. Games of this kind are rare, however, and the proportion of games that include at least one equilibrium in which informative signals are used increases monotonically with common interest. Common interest as a predictor of informative signaling also interacts with the extent to which agents’ preferences vary with the state of the world. Our findings provide a quantitative description of the relation between common interest and informative signaling, employing exact measures of common interest, information use, and contingency of payoff under environmental variation that may be applied to a wide range of models and empirical systems. © 2013 Godfrey-Smith, Martínez. We present a dynamic model of the evolution of communication in a Lewis signaling game while systematically varying the degree of common interest between sender and receiver. We show that the level of common interest between sender and receiver is strongly predictive of the amount of information transferred between them. The interface between mental health services and the criminal justice system presents challenges both for professionals and patients. Both systems are stressed and inherently complex. Section 136 of the Mental Health Act is unusual being both an aspect of the Mental Health Act and a power of arrest. It has a long and controversial history related to concerns about who has been detained and how the section was applied. More recently, Section 136 has had a public profile stemming from the (...) use of police cells as places of safety for young, mentally disturbed individuals. This paper explores the current state of health of this piece of legislation. Specifically, we consider whether alternative approaches are more suitable for those individuals in crisis and/or distress who come into contact with the police. This requires careful thought as to the proper role of both health and criminal justice professionals who are daily grappling with an ethically contentious domain of multiagency work. (shrink)

In the Gorgias, Plato has Polus ask Socrates if he would rather suffer injustice than perform it. Socrates’ response is justly famous, affirming a view that Polus himself finds incredible, and one that even contemporary readers find difficult to credit: “for my part, I would prefer neither, but if it had to be one or the other, I would choose to suffer rather than do what is unjust”. In this paper, we take up the part of Socrates’ response that Polus (...) never engages and that has also been completely neglected by contemporary scholars, namely, Socrates’ explicit aversion to being a victim of injustice. We show that this same aversion—though one not nearly as strong as his aversion to doing injustice—appears in several texts, and we argue that the best explanation of such an aversion derives from two important features of Socratic philosophy, both of which have only recently been recognized in Socratic scholarship: his virtue intellectualism, which conceives of virtue as a kind of craft that can be achieved in different degrees, and his conception of moral psychology, which allows for non-rational influences on how we perform the cognitive functions required for proper deliberation. The notion of societal boundaries aims to enhance the debate on planetary boundaries. The focus is on capitalist societies as a heuristic for discussing the expansionary dynamics, power relations, and lock-ins of modern societies that impel highly unsustainable societal relations with nature. While formulating societal boundaries implies a controversial process – based on normative judgments, ethical concerns, and socio-political struggles – it has the potential to offer guidelines for a just, social-ecological transformation.

This essay reports on phenomenological research conducted with people who describe having been harassed, having been accused of harassment, and/or having mediated or adjudicated harassment disputes. The authors review recent legal conceptions of sexual harassment and articulate a methodology for analyzing individual narrative accounts. The analysis of six selected interviews (three alleged harassers and three declared harassees) depicts how, through discourse with others, persons in ambiguous cases of harassment come to perceive themselves as harassers or harasseesgradually, how intention is inferred (...) from conductcontingently, and how perceptions and expressions are often reified as certainties in the effort to secure some sense of justiceinstitutionally. The planetary boundaries concept has profoundly changed the vocabulary and representation of global environmental issues. The article starts by highlighting the strengths and weaknesses of planetary boundaries from a social science perspective. It is argued that the growth imperative of capitalist economies, as well as other particular characteristics detailed below, are the main drivers of the ecological crisis and exacerbated trends already underway. Further, the planetary boundaries framework can support interpretations that do not solely emphasize technocratic operational approaches and costs, (...) but also assume that these alone can be the solution. The translational research community, in general, and the Clinical and Translational Science Awards (CTSA) community, in particular, share the vision of repurposing EHRs for research that will improve the quality of clinical practice. Many members of these communities are also aware that electronic health records (EHRs) suffer limitations of data becoming poorly structured, biased, and unusable out of original context. This creates obstacles to the continuity of care, utility, quality improvement, and translational research. Analogous limitations to sharing objective data in (...) other areas of the natural sciences have been successfully overcome by developing and using common ontologies. This White Paper presents the authors’ rationale for the use of ontologies with computable semantics for the improvement of clinical data quality and EHR usability formulated for researchers with a stake in clinical and translational science and who are advocates for the use of information technology in medicine but at the same time are concerned by current major shortfalls. This White Paper outlines pitfalls, opportunities, and solutions and recommends increased investment in research and development of ontologies with computable semantics for a new generation of EHRs. The objective of this study was to describe the cultural domain of ethical behaviours in clinical practice as defined by health care providers in Mexico. Structured interviews were carried out with 500 health professionals employed at the Mexican Institute of Social Security in Mexico City. The Smith Salience Index was used to evaluate the relevance of concepts gathered from the free listings of the interviewees. Cluster analysis and factor analysis facilitated construction of the conceptual categories, which the authors refer (...) to as `dimensions of ethical practice'. Six dimensions emerged from the analysis to define the qualities that comprise ethical clinical practice for Mexican health care providers: overall quality of clinical performance; working conditions that favour quality of care; use of ethical considerations as prerequisites for any health care intervention; values favouring teamwork in the health professional—patient relationship; patient satisfaction scores; and communication between health care providers and patients. The findings suggest that improved working conditions and management practices that promote the values identified by the study's participants would help to improve quality of care. (shrink)

O'Brien et al. reported that readers generated elaborative inferences only when a text contained characteristics that made it easy to predict the specific inference that a reader would draw, and virtually eliminated the possibility of the inference being discon-firmed. Garrod et al., however, offered two qualifications to these conclusions. First, the two text characteristics manipulated may have produced different types of elaborative inferencing: a biasing context results in a passive form of elaborative inferencing, involving setting up a context of (...) interpretation, whereas the presence of a demand sentence invites the reader to actively predict a subsequent expression. Secondly, clear evidence for either type of inference will be apparent only with truly anaphoric materials. This work describes how a passive form of elaborative inferencing, reported by Garrod et al, may be implemented in a connectionist manner. We take the connectionist model proposed by Shastri and Ajjanagadde in order to represent a text in the form of a network. Next we analyze and discuss how an attentional focus could operate with the proposed reasoner system in order to deal with inference control and anaphora resolution, during text understanding. Our own suggestion is that the system proposed by Shastri and Ajjanagadde could be extended by incorporating focus in order to apply it to some open problems related to text processing. However, this extension presents implementational problems due to its local character. Distributed models seem to be in a better position to deal with the shift of the attentional states, given that these systems can learn. Particularly, the model proposed by Sun is close to our aims, and so we will discuss its implications in order to design a cognitive architecture for text comprehension. (shrink)

The article explains the relationship between formal education and cog- nitive development in chapter 6 of Vygostky’s Thought and Language, “The development of scientific concepts in childhood; the design of a working hypothesis”. Subsequently, it frames the proposal of Vygotsky in Annette Karmiloff-Smith’s theory of cognitive development. The thesis is that formal education is fundamental in the child’s mental develop- ment because it enables the child to become aware of spontaneous thin- king, that is, to recognize spontaneous thinking as (...) a particular instance of a more general and abstract thought, namely, the scientific thought. Fina- lly, I set up objections to this thesis and suggest that Vygotsky’s position is not incompatible with current research on conceptual development, but complements it. (shrink)

The creative process has the potential to increase wellbeing and foster human flourishing (Dolan and Metcalfe, 2012 ; Forgeard and Eichner, 2014 ; O’Brien and Murray, 2015 ; Conner et al., 2018 ; Kaufman, 2018 ), yet has received little attention in the humanistic management literature. In this paper, we present three experiments showing that idea originators experience greater relationship conflict with counterparts who have committed perceived “idea theft”, i.e., proposed identical or related ideas. We test a model that (...) identifies a mechanism—self-threat—that mediates the relationship between idea theft and relationship conflict and identifies an intervention to ameliorate that self-threat via self-affirmation. Study 1 demonstrates the idea originator’s attribution of malign attributions to, and negative moral emotions toward, the counterpart. Study 2 demonstrates that idea originators ostracize both those who propose identical ideas and those who propose merely related ideas. In Study 3, evidence for self-threat as the mechanism underlying the negative relational consequences is provided via both a direct test of mediation as well as via moderation by self-affirmation. Our research contributes to the nascent idea theft literature and suggests a way to reduce its negative consequences. (shrink)

Godfrey-Smith advocates for linking deception in sender-receiver games to the existence of undermining signals. I present games in which deceptive signals can be arbitrarily frequent, without this undermining information transfer between sender and receiver.

Martínez-Manrique contends that we overlook a possible nonconnectionist vehicle theory of consciousness. We argue that the position he develops is better understood as a hybrid vehicle/process theory. We assess this theory and in doing so clarify the commitments of both vehicle and process theories of consciousness.

White climate ethicists have a responsibility to learn, teach, and write about the intersections between climate change and white supremacy. Learning from Andrea Smith’s understanding of white supremacy as three pillars—commodification, orientalism, and genocide—built from heteropatriarchy, this essay argues that white climate ethicists should focus on particular experiences rather than universal narratives; learn from histories of colonization, slavery, and genocide; and support coalitions that empower people of color and indigenous communities. O'Brien & Opie's connectionist vehicle theory of consciousness is heavily dependent on their notion of explicitness as (1) structural and (2) necessary and sufficient for consciousness. These assumptions unnecessarily constrain their position: the authors are forced to find an intrinsic property of patterns that accounts for the distinction between conscious and unconscious states. Their candidate property, stability, does not capture this distinction. Yet, I show that we can drop assumptions (1) and (2) and still develop a vehicle theory of (...) consciousness. This alternative is better served by models that incorporate both connectionist and symbolic representations. (shrink)

En esta perspectiva se pretende establecer ciertos «deberes directos de justicia» para los seres sentientes, poseedores de cierta complejidad, que el Estado debe cautelar y procurar como un mínimo exigido. Tras analizar esta propuesta, se desarrollan algunas de las críticas originadas por la «ética animal» defendida por (...) Nussbaum, entre las que se cuentan las de Donaldson, Kymlicka, Smith, Cortina y Schlosberg. This paper describes the capabilities approach Martha Nussbaum as an attempt to justify the inclusion of non-human animals within the civic rights dimension is studied. In this perspective is to establish certain «direct duties of justice» for sentient beings, possessors of some complexity, that the State must seek precautionary and as a minimum requirement. After analyzing this proposal, they develop some of the criticism caused by the «animal ethics» defended by Nussbaum, among which are counted Donaldson, Kymlicka, Smith, Cortina and Schlosberg. Russell's Principle states that in order to think about an object I must know which thing it is, in the sense of being able to distinguish it from all other things. I show that, contra Strawson, Evans and Cassam, Russell's Principle cannot be applied to first-person thought so as to yield necessary conditions of self-consciousness. The authors in this collection pursue a number of questions concerning self-consciousness, self and consciousness. Although the essays range rather broadly, there is a good deal of unity. In her introduction Liu organises the chapters under three headings: the Humean denial of self-awareness, the issue of self-knowledge, and the nature of persons or selves. This is helpful although it is worth bearing in mind that some chapters fall under more than one heading (for example, Shoemaker) and some don't fall neatly (...) under any (for example, O'Brien). The essays investigate what mental actions are, how we are aware of them, and what is the relationship between mental and physical action.

My aim in this piece is to understand what kinds of acts sneering acts are. I aim to look at what sneering acts do and what social function they perform. In particular, I want to mark them out as acts of ‘making people feel’. I explore the grounds on which we might criticize sneering acts, and ask whether the thing that we do when we sneer is always vicious.

A contemporary debate concerning the epistemology of testimony is portrayed by its protagonists as having its origins in the eighteenth century and the respective views of David Hume and Thomas Reid. Hume is characterized as a reductionist and Reid as an anti-reductionist. This terminology has been widely adopted and the reductive approach has become synonymous with Hume. In Sect. 1 I spell out the reductionist interpretation of Hume in which the justification possessed by testimonially-acquired beliefs is reducible to the epistemic (...) properties of perception, memory and inductive inference. This account of testimony is taken to be found in the section ‘On Miracles’ of Hume’s Enquiry concerning Human Understanding. In Sect. 2 I introduce the distinction between global and local reductionism, and Coady’s interpretation of Hume as a global reductionist. He takes Hume’s position to be untenable. The rest of the paper explores alternative interpretations of Hume. Section 3 develops a local reductionist interpretation of Hume on testimony. It is argued, though, that such an approach is unstable and, in response, Sect. 4 turns to anti-reductionism in its contemporary forms and in Reid’s teleological account. In Sect. 5 I argue for an anti-reductionist account of Hume, one drawn from his discussion of the testimony of history in the Treatise of Human Nature, thus moving away from the usually exclusive focus upon the discussion of miracles in the first Enquiry, upon which the reductionist interpretation is based. Given the standard meaning of ‘Humeanism’ in the current debate, my interpretation amounts to the claim that Hume is not a Humean with respect to testimony. (shrink)

Its highly original theories of conscience, moral judgment, and virtue offer a reconstruction of the Enlightenment concept of social science, embracing both political economy and theories of law and government.

This book examines the philosophical foundations of the realist view of the progress of science as cumulative. It is a view that has recently been faced with a number of powerful attacks in which successive scientific theories are seen, not as extending their scope and honing their explanations, but as incommensurable. There is, it is held, in principle no way of establishing that they are about the same things. From the voluminous literature on the topic, Dr Smith has selected (...) relevantly and incisively and his exposition of the contending arguments is vigourous and clear, without undue technicality. In this analysis of the problem of freedom from a humanistic-Marxist perspective, philosopher Kevin M. Brien draws on the full chronological spectrum of Marx's writings to reconstruct the mature Marx's view of freedom under three broad categories: freedom as a mode of being, freedom as transcendence, and freedom as spontaneity. While recognizing that many students of Marx have noted two distinctly different perspectives in early and late Marx, Brien interprets Marx's philosophy as a coherent organic whole. He demonstrates (...) that Marx's thought is principally and systematically an elaborated philosophical-scientific theory of freedom. New to this second edition is an extended postscript in which Brien provides critical responses to a number of published reviews of the first edition of his book. In addition, Brien also presents a humanistic-Marxist interpretation of spirituality. In so doing he identifies a potential revolutionizing agency in the context of the 21st century. Finally, an addendum shows how humanistic Marxism and Buddhism converge on the same basic values and mutually complement each other. This comparison serves to emphasize the viability of projecting a nontheistic spiritual dimension and shows that there is a genuine moral basis for common social action among adherents of different perspectives. This rigorously argued and deeply thoughtful analysis reveals the continuing relevance and promise of Marx's thought in the 21st century. (shrink)

This paper addresses the problem of sound individuation (SI) and its connection to sound ontology (SO). It is argued that the problems of SI, such as aspatiality, extreme individuation, indexical perplexity and duration puzzles are due to SO’s uncertainties. Besides, I describe the views in SO, including the wave view (WV), the property view (PV), and the event view (EV), as Casey O’Callaghan defends it. According to O’Callaghan, EV offers clear standards to individuate sounds. However, this claim is countered by (...) the consideration that any view could also defend the standards in SO, and thus, EV does not solve any of the problems mentioned above. As a way of showing the difficulties inherited by sound’s inner ontology, the problem of its linguistic representation is also addressed. The problem of SI can be developed within the frame of the philosophy of language and, specifically, regarding the discussion about mass vs count-­sortal terms. Is the term sound a mass or a count­-sortal? It is shown that, for reasons pertaining SO, the decision regarding the case of sound as a mass or count-­sortal term remains open. SI is, thus, covered from the SO to the philosophy of language. (shrink)

We present nine facets for the analysis of the past and future evolution of AI. Each facet has also a set of edges that can summarise different trends and contours in AI. With them, we first conduct a quantitative analysis using the information from two decades of AAAI/IJCAI conferences and around 50 years of documents from AI topics, an official database from the AAAI, illustrated by several plots. We then perform a qualitative analysis using the facets and edges, locating AI (...) systems in the intelligence landscape and the discipline as a whole. This analytical framework provides a more structured and systematic way of looking at the shape and boundaries of AI. (shrink)

This article suggests evidence for and reasons why prior acquisition may either facilitate or inhibit acquisition of a new construction. It investigates acquisition of the German passive and future constructions which contain a lexical verb with either the auxiliary sein “to be” or werden “to become”, and are related through these to potential supporting constructions. We predicted that a supported construction should be acquired earlier, faster, and unusually rapidly. An inhibited construction should show an extended depressed usage. We analyzed a (...) dense corpus of a German boy between 2;0 and 5;0. He acquired the sein- before the werden-passive. The former was supported by his prior acquisition of the sein copula, whereas the werden-passive itself supported one werden copula construction. He acquired the werden-future extremely slowly due to the hindrance of a semantically identical construction. These results fit with an emergentist approach in which apparently “sudden” acquisition is still due to gradual learning mechanisms. (shrink)
