This study focuses on the static output feedback control of nonlinear Markov jump singularly perturbed systems within the framework of Takagi–Sugeno fuzzy approximation. From a practical point of view, the phenomenon of asynchronous switching between the plant and the controller is considered and characterized by a finite piecewise-homogenous Markov process. Particularly, for facilitating the controller synthesis, the closed-loop system is transformed into a fuzzy Markov jump singularly perturbed descriptor system by adopting descriptor representation. In order to fully accommodate the system (...) features, an appropriate stochastic Lyapunov function is constructed. Afterwards, by combining Finsler’s lemma, the mean square exponential admissibility of the system is analyzed. The conditions ensuring the existence of the predesigned controller are given and further solved by designing a brief search algorithm. Finally, a typical circuit system is used to demonstrate the application potential of the developed control technology and the effectiveness of the control strategy. (shrink)

Most of the current scholarship focuses on the functional aspects of regionalism such as economic and security issues, and the literature tends to be too focused on American or European concerns. Despite the early examination of varied ideas of Asian regionalism, there remains a substantive lack of critical scholarship that focuses on the study of Asian ideas, proposals, and visions of regionalism.

China now faces a national identity problem, that is, sections of the national population do not identify with the Chinese nation-state in which they live. Tibetans, for example, endeavor to create their own political identity through the reconstruction of a Tibetan cultural and ethnic identity. China's national identity problem also involves the question of reunification with Taiwan. In Taiwan, both the Guomindang and the Democratic Progressive Party governments have refused to reunify with China. The question of Taiwan and Tibet are (...) different cases and require different treatment,1 but Beijing's response to the two questions—refusing to adopt a democratic approach—is the same. (shrink)

Moderate pragmatic invariantism (MPI) is a proposal to explain why our intuitions about the truth-value of knowledge claims vary with stakes and salient error-possibilities. The basic idea is that this variation is due to a variation not in the propositions expressed (as epistemic contextualists would have it) but in the propositions conversationally implicated. I will argue that MPI is mistaken: I will distinguish two kinds of implicature, namely, additive and substitutional implicatures. I will then argue, first, that the proponent of (...) MPI cannot appeal to additive implicatures because they don’t affect truth-value intuitions in the required way. Second, I will argue that the proponent of MPI cannot appeal to substitutional implicatures either because, even though they may have the required effects on truth-value intuitions, they don’t feature in the relevant cases. It follows that MPI is mistaken because whether the proponent of MPI appeals to additive or substitutional implicatures, at least one of the claims that make up her view is false. Along the way, I will suggest principles about implicatures that should be relevant not only to MPI, but to pragmatic accounts of seemingly semantic intuitions in general. (shrink)

The very thought of deliberative politics in contemporary China may seem surprising. Indeed, there are questions over its veracity. Analyses of scholarship on deliberative democracy in China to date might be said to fall into two camps: one sees the emergence of deliberative democracy in China as a real prospect for democracy; the other dismisses it outright. This essay offers an alternative evaluation to these two camps. It proposes a theoretical reconstruction of deliberative culture that accounts for a proliferation of (...) contemporary deliberative practices in China and the CCP’s sponsorship of deliberative experiments and institutions. The theoretical reconstruction of contemporary deliberative practices bears traces of the Confucian moral code of deliberation and the institutionalization of deliberation throughout the history of the Chinese imperial states. The upshot in taking this theoretical approach is that we can confirm that the practice of deliberation in contemporary China is well and truly alive, but it does not readily map with Western theoretical models of deliberative democracy. This essay sets up a contrast between an authoritarian deliberation—the use of actual deliberative practices by the authoritarian state to improve governance and enhance its authority— and the “western” idealized version of democratic deliberation. It considers the limitations of the Chinese model of authoritarian deliberation and explains why and how it may constitute, at least partially, a defensible normative account of the contributions of deliberation to political legitimacy, and in doing so hopes to illustrate some important historical lessons for Western deliberative democracy. Australia has experienced difficulties engaging with Asia-Pacific regional integration. Despite Australian attempts to punch above its weight in regional forums and to be a regional leader, it is still not regarded as a full member or as quite fitting into the region. It is an in the Asian context, and has experienced the of being neither here nor there. The former Rudd government's proposal for an (APC) by the year 2020 was a substantive initiative in Australia's ongoing engagement with Asia. (...) It has, however, attracted a high level of criticism both at home and abroad. The main critical analysis of the proposal has focused on institutional building or architecture, or its relationship with existing regional institutions, but overlooks a host of often fraught questions about culture, norms, identities, and international power relations. The APC concept needs to be scrutinized in terms of these questions with a critical eye. This paper examines the cultural, cognitive, and normative dimensions of Rudd's proposal. It analyses four dilemmas or awkward problems that the APC faces. (shrink)

This article brings together two sets of data that are rarely discussed in concert; namely, disagreement and testimony data. I will argue that relativism yields a much more elegant account of these data than its major rival, contextualism. The basic idea will be that contextualists can account for disagreement data only by adopting principles that preclude a simple account of testimony data. I will conclude that, other things being equal, we should prefer relativism to contextualism. In making this comparative point, (...) This paper connects the following four topics: a class of generalized graphs whose relations do not have fixed arities called hypergraphs, a family of non-normal modal logics rejecting the aggregative axiom, an epistemic framework fighting logical omniscience, and the classical group knowledge modality of ‘someone knows’. Through neighborhood frames as their meeting point, we show that, among many completeness results obtained in this paper, the limit of a family of weakly aggregative logics is both exactly the modal logic of hypergraphs (...) and also the epistemic logic of local reasoning with veracity and positive introspection, and upon adding a single combinatorial axiom, it is also the logic of ‘someone knows’ for a fixed finite number of positively introspective agents. At the core of all these completeness results is a new canonical neighborhood model construction for monotone modal logics that is capable of dealing with all these diverse cases. We also provide an axiomatization for the logic of all non-n-colorable hypergraphs based on a filtration argument that also shows the decidability of the logics of hypergraphs we study. (shrink)

The failure to reconcile views of the past and to address historical injustice has damaged inter-state relations in Northeast Asia. Joint committees, dialogues and the participation of civil society have been used to address historical issues, but scholars in the disciplines of international relations and area studies have largely ignored these dialogues and deliberative forums. At the same time, there is an emergent theoretical literature on how deliberative democracy can address ethnic conflicts and historical injustice. There is a serious disconnect (...) or distance between the theoretical literature on the resolution of conflicts via deliberation on the one hand, and empirical studies of deliberative approach in East Asia on the other. This article aims to address this shortcoming in the study of the politics of historical dispute in Northeast Asia by proposing a deliberative approach to history disputes and highlighting the achievements, limits and dynamics of deliberation. Through mapping and comparative testing, we confirm that deliberation offers some potential for a departure from nationalist mentalities and a shift towards a consciousness of regional history in Northeast Asia. Our empirical test of the utility of the deliberative approach suggests that a new model for addressing regional disputes may be emerging.

Two existing models are used to conceptualize the constrained and limited participation in the communist system. The mobilization model suggests that participation was so mobilized by the party/state that it was largely meaningless, while the disengagement model supports the idea that many communist citizens adopted non-participatory behaviors such as non-voting as a means of protest. This paper attempts to demonstrate the importance of a third model – the emergent democratic culture model. The survey results show that the participation index is (...) in proportion to the number of elections in which a villager is involved; and a growing number of voters in Zhejiang are developing citizen-initiated participation, with rights consciousness. This study examines the effects of corporate social responsibility (CSR) performance of Chinese firms on the formation of cross-border alliances with partners in developed countries. We use signaling theory and the co-evolutionary perspective as bases in proposing that the signaling effects of CSR performance on cross-border alliance formation are subject to the influences of subnational, national, and cross-national institutions. By using a longitudinal data set, we find that the signaling effects of CSR performance on cross-border alliance formation emerged only after (...) a national system of CSR-related institutions had been established. Once this framework was set up, the effectiveness of CSR as a signal was subject to subnational (intra-country) and cross-national (inter-countries) institutional differences. We conclude that combining signaling theory with the co-evolutionary perspective contributes to CSR research in emerging markets. (shrink)

Based on the assumption that the long-term value of a venture capital satisfies the algebraic Brownian motion, we develop a continuous-time exit model of venture capital under different exit modes, namely, initial public offering and mergers and acquisitions. The employee incentive problem is analyzed jointly with the exit decision of the firm in terms of the exit timing and the exit mode. Further, the problem of capital exit is considered from two perspectives, namely, optimal venture capital and social welfare maximization, (...) and the differences between these exit decisions are compared. Our model predicts that the timing of an IPO, the purpose of which is to maximize the utility of the capitalists, lags behind the exit timing, whose purpose is to maximize social welfare. Using a numerical analysis, this paper also proves that increasing the production efficiency, lowering the interest rates, and improving risk management can make the exit decision of venture capitalists converge with that of maximizing social welfare. Communication can be risky. Like other kinds of actions, it comes with potential costs. For instance, an utterance can be embarrassing, offensive, or downright illegal. In the face of such risks, speakers tend to act strategically and seek ‘plausible deniability’. In this paper, we propose an account of the notion of deniability at issue. On our account, deniability is an epistemic phenomenon. A speaker has deniability if she can make it epistemically irrational for her audience to reason in certain ways. (...) To avoid predictable confusion, we distinguish deniability from a practical correlate we call ‘untouchability’. Roughly, a speaker has untouchability if she can make it practically irrational for her audience to act in certain ways. These accounts shed light on the nature of strategic speech and suggest countermeasures against strategic speech. (shrink)

Business moral values are defined as the personal moral values held by individuals who are engaged in business interactions. Direct supervisors may play an important role in shaping the business moral values of their subordinates. Using 264 supervisor— subordinate dyadic data from Taiwanese organizations, the study investigated the relationships among supervisor business moral values, subordinate business moral values, subordinate organizational commitment, job performance, and attendance. The results indicated that supervisor business moral values were positively associated with subordinate business moral values, (...) and that the latter mediated the relationship between the former and subordinate outcomes. We investigate diagonal actions of Polish groups and the related intersection operator on closed subgroups of the acting group. The Borelness of the diagonal orbit equivalence relation is characterized and is shown to be connected with the Borelness of the intersection operator. We also consider relatively tame Polish groups and give a characterization of them in the class of countable products of countable abelian groups. Finally an example of a logic action is considered and its complexity in the Borel reducbility (...) hierarchy determined. (shrink)
