Coordination of a power system with the phasor measurement devices in real time on the load and generation sides is carried out within the context of smart grid studies. Power systems equipped with information systems in a smart grid pace with external security threats. Developing a smart grid which can resist against cyber threats is considered indispensable for the uninterrupted operation. In this study, a two-way secure communication methodology underpinned by a chaos-based encryption algorithm for PMU devices is proposed. The (...) proposed system uses the IEEE-14 busbar system on which the optimum PMU placement has been installed. The proposed hyperchaotic system-based encryption method is applied as a new security methodology among PMU devices. The success of results is evaluated by the completeness of data exchange, durations, the complexity of encryption-decryption processes, and strength of cryptography using a microcomputer-based implementation. The results show that the proposed microcomputer-based encryption algorithms can be directly embedded as encryption hardware units into PMU and PDC devices which have very fast signal processing capabilities taking into considerations the acceptable delay time for power system protection and measuring applications and quality metering applications which is 2 ms and 10 ms, respectively. While proposed algorithms can be used in TCP or UDP over IP-based IEEE C37.118, IEC 61850, and IEC 61850-90-5 communication frameworks, they can also be embedded into electronic cards, smartcards, or smart tokens which are utilized for authentication among smart grid components. While he followed Buddhist thinking in demolishing what he regarded as the two-headed delusion of Being and Self, he saw himself as advocating a response to the ensuing nihilist crisis that was diametrically opposed to that of his Indian counterpart. In this book Antoine Panaïoti explores the deep and complex relations between Nietzsche's views and Buddhist philosophy. The institutional model as delineated by classical Public Administration has limited utility for public administration in the developing countries. There are unlikely to be any uniform structural remedies foradministrative defects in those countries. Similar relationships do not have similar consequences in different contexts. An increased awareness along these lines led to the emergence of Development Administration- an effort to relate structures to goals - and Comparative Public Administration - analysis of administrative structures in their own societal contexts. The basic argument (...) of the present articles is that despite our increased sophistication on these matters the relevance in Development Administration cannot be obtained if one relies only on theoretical knowledge. Assembly of minimal genomes revealed many genes encoding unknown functions. Three overlooked functional categories account for some of them. Cells are prone to make errors and age. As a first key function, discrimination between proper and changed entities is indispensable. Discrimination requires management of information, an authentic, yet abstract, cur- rency of reality. For example proteins age, sometimes very fast. The cell must identify, then get rid of old proteins without destroying young ones. Implementing discrimination in cells leads to the (...) second set of functions, usually ignored. Being abstract, information must nevertheless be embodied into material entities, with unavoidable idiosyncratic properties. This brings about novel unmet needs. Hence, the buildup of cells elicits specific but awkward material implementations, ‘kludges’ that become essential under particular settings, while difficult to identify. Finally, a third functional category char- acterizes the need for growth, with metabolic implementations allowing the cell to put together the growth of its cytoplasm, membranes, and genome, spanning different spatial dimensions. Solving this metabolic quandary, critical for engineering novel synthetic biology chassis, uncovered an unexpected role for CTP synthetase as the coordinator of nonhomothetic growth. Because a significant number of SynBio constructs aim at creating cell factories we expect that they will be attacked by viruses (it is not by chance that the function of the CRISPR system was identified in industrial settings). Substantiating the role of CTP, natural selection has dealt with this hurdle via synthesis of the antimetabolite 30-deoxy-30,40-didehydro- CTP, recruited for antiviral immunity in all domains of life. In the history of Islam, many scholars who have contributed to Islamic sciences both with their works and their thoughts have been attributed to teşeyyuʻ (being inclined to Shi'ism). Dārakutnī (d. 385/995) is one of the scholars who were subjected to this accusation. Dārakutnī, who was considered one of the leading ḥadīth reciters of his period with his strong memory and deep understanding, wrote many works showing his competence in the science of ḥadīth He was also given the title of (...) “Amīr al-mu’minīn fi’l-hadīs”, a title bestowed upon very few people. The background behind Dārakutnī’s accusation of teşeyyuʻ is that he memorized the poems of Sayyid al-Himyerî (d. 173/789), a Shiite poet. In this article, the allegation of teşeyyu' attributed to Dārakutnī has been examined and the information that constitutes the source of the said accusation against him has been examined and whether this accusation has been handled on a solid basis has been examined. As a result of the research conducted on both Dārakutnī’s own words and works and the Ahl al-Sunnah and Shia rijāl literature, it was concluded that the accusation of teşeyyu' directed against Dārakutnī was merely an allegation and was not based on a scientific basis. Many societies have had different tendencies in terms of belief in the historical process. The purpose of this article is to look in general terms whether the types of society, including the Arabs, in the pre-Islamic tribe and clan structuring, have experienced systems such as totemism, fetishism, naturism and animism in different forms and time periods. Likewise, it is to examine the pre-Islamic Arabs, the features that distinguish them from other types of society, and their monotheistic religions and paganism that (...) they have lived since ancient times. In our research, it was concluded that the perception of a monotheistic religion, the last representative of which was "hanif" until Islam, had spread to such an extent that it had a profound effect on the religious experiences of pre-Islamic Arabs, and therefore, the idolatry of the pre-Islamic Arabs was never independent of the degeneration of the monotheistic religion, as in Hanif. has been reached. At the same time, Hanif thought also shared the fate of ancient divine religions, and faced the pressure of paganism before the phenomenon of communion could be realized, that is, before the religious experience of Hanif could be shared by its believers with its social dimension. However, the limited historical data on both pagan worship and Hanif's religious experience is one of the difficulties of the research as a problematic issue. Another issue we question in our study is that the idolatry of the pagan Arabs who cannot be seen as different forms of worship that only worship the idol and symbolize the show of servitude to him. As a matter of fact, these idols are embodied on earth as symbols of a pantheon of gods that includes "the supreme being Allah", jinn, angels and other abstract beings. Naturally, they are also powerful and should be respected, worshiped, sacrificed, inshort, worshiped as representatives of the gods. Interoperability across data sets is a key challenge for quantitative histopathological imaging. There is a need for an ontology that can support effective merging of pathological image data with associated clinical and demographic data. To foster organized, cross-disciplinary, information-driven collaborations in the pathological imaging field, we propose to develop an ontology to represent imaging data and methods used in pathological imaging and analysis, and call it Quantitative Histopathological Imaging Ontology – QHIO. To fulfill their crucial duty of relieving suffering in their patients, physicians may have to administer palliative sedation when they implement treatment-limitation decisions such as the withdrawal of life-supporting interventions in patients with poor prognosis chronic severe brain injury. The issue of palliative sedation deserves particular attention in adults with serious brain injuries and in neonates with severe and irreversible brain lesions, who are unable to express pain or to state their wishes. In France, treatment limitation decisions for these patients (...) are left to the physicians. Treatment-limitation decisions are made collegially, based on the presence of irreversible brain lesions responsible for chronic severe disorders of consciousness. Before these decisions are implemented, they are communicated to the relatives. Because the presence and severity of pain cannot be assessed in these patients, palliative analgesia and/or sedation should be administered. However, palliative sedation is a complex strategy that requires safeguards to prevent a drift toward hastening death or performing covert euthanasia. In addition to the law on patients' rights at the end of life passed in France on April 22, 2005, a recent revision of Article 37 of the French code of medical ethics both acknowledges that treatment-limitation decisions and palliative sedation may be required in patients with severe brain injuries and provides legal and ethical safeguards against a shift towards euthanasia. This legislation may hold value as a model for other countries where euthanasia is illegal and for countries such as Belgium and Netherlands where euthanasia is legal but not allowed in patients incapable of asking for euthanasia but in whom a treatment limitation decision has been made. The epistemology of models has to face a conundrum: models are often described as highly idealised, and yet they are considered to be vehicles for scientific explanations. Truth-oriented—veritist—conceptions of explanation seem thereby undermined by this contradiction. In this article, I will show how this apparent paradox can be avoided by appealing to the notion of fiction. If fictionalism is often thought to lead to various flavours of instrumentalism, thereby weakening the veritist hopes, the fiction view of models offers a framework (...) much richer than it seems at first sight. To do so, I will call upon the concepts of modality, counterfactual structure and credible worlds. In the end, veritism of explanation and fiction can indeed go hand in hand, but the scope of explanations we can hope to draw from models must be more precisely delineated. (shrink)

In the present article I attribute to the common topic in the Rhetoric a two-fold suggestive function and a guarantee function. These three functions are possible because this type of topic, while often quite abstract, nevertheless contains thought-steering, substantial terms, and formulates a generally empirical or normative endoxon. Assuming that according to Aristotle an enthymeme has at least two premises, it would appear that a common topic is the abstract principle behind the often implicit major premise. This means that the (...) topic may be regarded as the – generalizing – if-then statement in a modern argumentation scheme. Therefore it should be possible to see the enthymemes of Rhetoric 2.23 as a combination of a logical argument form (which can usually be reconstructed as modus ponens) and an argumentation scheme – even though we may not attribute this idea to Aristotle himself. Il est donc devenu banal de dire que Marx n'a pas laissé de théorie achevée de l'Etat et de la politique. Nombreux sont cependant les textes dans lesquels Marx apporte des éléments décisifs à l'analyse de la dimension politique d'une conjoncture et sur l'évolution des formes étatiques du XIXe siècle. Mais on ne trouve pas chez lui une théorie de l'Etat moderne équivalente à son analyse des rapports de production dans le " capital ". Cela laisse en suspens des problèmes (...) d'importance. Ainsi, comment concevoir le lien entre le rapport salarial, la forme juridique et la représentation politique? Il en est de même pour les phénomènes bureaucratiques. Cela lègue aussi un point aveugle sur une question cruciale : que faut-il entendre par dépérissement de l'Etat? Antoine Artous aborde ces problèmes sans chercher à les esquiver, au travers d'un effort pour "faire parler les textes de Marx". Il ne s'agit pas de restituer une pensée mal comprise ou trahie. Il s'agit d'une lecture critique qui n'hésite pas à relever les lacunes, à mettre Marx à l'épreuve de sa postérité. Un dialogue ainsi s'organise avec des auteurs tels que Max Weber, Nicos Poulantzas ou Ernst Bloch. Pour Antoine Artous, l'œuvre de Marx ne peut sortir indemne de l'inscription historique du marxisme dans ce siècle. Croire le contraire serait illusoire. Elle apparaît néanmoins incontournable pour qui veut penser la formidable rupture dans l'histoire des sociétés que représente l'avènement de l'Etat moderne. The paper presents a research programme for the neuroscience of consciousness called 'neurophenomenology' and illustrates it with a recent pilot study . At a theoretical level, neurophenomenology pursues an embodied and large-scale dynamical approach to the neurophysiology of consciousness . At a methodological level, the neurophenomenological strategy is to make rigorous and extensive use of first-person data about subjective experience as a heuristic to describe and quantify the large-scale neurodynamics of consciousness . The paper focuses on neurophenomenology in relation to (...) three challenging methodological issues about incorporating first-person data into cognitive neuroscience: first-person reports can be biased or inaccurate; the process of generating first-person reports about an experience can modify that experience; and there is an 'explanatory gap' in our understanding of how to relate first-person, phenomenological data to third-person, biobehavioural data. The Rhetoric to Alexander (about 340 B.C.) contains a list of proofs (pisteis) and other types of argumentation which may be seen as the oldest surviving typology of argumentation schemes (avant la lettre). Uma primeira e menos radical interpretaçãosustenta haver ideias práticas distintas de cada coisa particular, enquanto que, deacordo com uma interpretação ainda mais forte, ideias em sentido estrito pertencemprimordialmente a coisas singulares. O objetivo deste artigo é mostrar que, emboraTomás (...) sustente que Deus conhece todas as coisas, inclusive os particulares, a doutrinadas ideias, tal como Tomás a concebe, tem limites muito estreitos, não permitindo opleno desenvolvimento de suas convicções de cunho aristotélico concernentes àcognoscibilidade dos particulares. A epistemologia histórico-racionalista de Canguilhem, seu gosto pelo concreto, as áreas a que se refere - a medicina, o estudo da patologia, a fisiologia, a biologia - parecem longe dos grandes estudos metafísicos do "primeiro" Deleuze e de seu interesse pela sistematização conceitual abstrata. Mas nos situaremos aqui num outro nível: o dos problemas e projetos filosóficos. Sobre esse plano, apresentamos o entrecruzamento das leituras do Essai e de Nietzsche et la philosophie, para ver como é esclarecedor: enquanto um Canguilhem (...) menos exclusivamente racionalista aí aparece, vemos na pesquisa filosofia efetivada por Deleuze algo distinto de um gesto que eleva a reflexão a um grau suplementar de abstração. Mais profundamente, tal aproximação coloca sob novas perspectivas a tripla significação da refundação do criticismo kantiano como uma filosofia de valores, de sua relação com uma "filosofia de vida" e de seu ponto culminante na problematização da imagem do pensamento.  . C'est une vieille évidence qu'il n'est rien sujet à plus de continuelle agitation que les lois. Et en effet, l'ordre juridique est toujours instable. Il traduit un point d'équilibre momentané, qui n'était pas le seul possible, ni le seul prévisible. Le meilleur des Codes n'a jamais pu le fixer. Son contenu évolue sans cesse. Car, à l'image de la vie, le champ du droit est un espace ouvert, où s'affrontent un chaos de forces en perpétuel mouvement. Ni Providence, ni Progrès (...) n'y apparaissent avec certitude, l'esprit souffle apparemment où il veut et nul ne sait où il va. La preuve en est que la meilleure des règles en un temps donné finit toujours par avoir des effets pervers et qu'il est peu de lois vicieuses qui n'aient parfois d'heureux effets. Dans ces conditions, il ne faut pas attendre de l'enseignement du droit qu'il fournisse un catalogue de recettes pratiques, stables et sûres. Son seul but devrait être d'apprendre à poser les bonnes questions, qui sont presque toujours les mêmes, pour parvenir un jour à trouver de bonnes réponses, toujours provisoires. Or, aucune démarche n'est plus propice à la réalisation d'un tel but que la méthode historique. Elle révèle qu'il n'y a jamais de solution bonne et durable et que chaque civilisation, chaque génération doit trouver elle même ses propres réponses, avec une étroite marge de manœuvre. Pour trouver sa voie, explique l'auteur, ni la science, ni la philosophie ne livrent de clé. Si l'une peut l'éclairer et l'autre le guider, le droit n'est ni assimilable à une science, ni réductible à une philosophie. C'est un art subtil, qui nécessite de se plier à une discipline spécifique, mais dont la parfaite maîtrise dépasse celle des règles techniques qui lui sont indispensables. Elle suppose la sagesse d'admettre les pesanteurs, la complexité et la relativité de la vie, ainsi que la sérénité d'accepter ce qui ne peut être changé, le courage de modifier ce qui peut l'être et le désir de chercher à distinguer l'un de l'autre sans parti-pris. Ceci requiert une tournure d'esprit et une culture à laquelle il ne paraît pas concevable d'accéder sans le secours de l'expérience et le recours à l'histoire. (shrink)

Abstract In initial teacher training, the micro-teaching activities and retroaction have for goals to develop reflexive practitioners and competent professionals with a high professional identity. The double analyze of the teacher’s action – observation of teacher gestures and analysis of retroaction - requires two complementary methods to make the links between interactive and postactive phase. In this article, the authors describe the different training activities, and explain the research approach with an illustration of a concrete case. -/- En formation initiale (...) des enseignants, les activités de micro-enseignement et de rétroaction vidéo ont pour objectif de former des praticiens réflexifs et des professionnels compétents dotés d’une identité forte. La double lecture de l’action, via l’observation des gestes professionnels et l’analyse des traces de réflexivité survenues contenu lors des entretiens de rétroactions, nécessite de mettre en place deux méthodes complémentaires, ceci afin de faire les liens entre phase interactive et phase postactive. It is widely agreed that fiction is necessarily incomplete, but some recent work postulates the existence of universal fictions—stories according to which everything is true. Building such a story is supposedly straightforward: authors can either assert that everything is true in their story, define a complement function that does the assertoric work for them, or, most compellingly, write a story combining a contradiction with the principle of explosion. The case for universal fictions thus turns on the intuitive priority we assign (...) to the law of non-contradiction. My goal in this paper is to show that our critical and reflective literary practices set constraints on story-telling which preclude universal fictions. I will raise four stumbling blocks for universal fictionalists: the gap between saying and making true, our actual interpretive reactions to story-level contradictions, the criteria we accept for what counts as a story in our literary practices, and the undesirability of the universal fictionalist’s closure principles. The premise that every work belongs to an art-kind has recently inspired a kind-centred approach to theories of art. Kind-centred analyses posit that we should abandon the project of giving a general theory of art and focus instead on giving theories of the arts. The main difficulty, however, is to explain what makes a given kind an art-kind in the first place. Kind-centred theorists have passed this buck on to appreciative practices, but this move proves unsatisfactory. I argue that the (...) root of this dissatisfaction stems not from the act of kicking the can down the road, but from not kicking it far enough. The missing ingredient, I argue, is a notion of convention which does the work of marking the difference between art and non-art for a given physical medium. (shrink)

Spiritualism designates a philosophy that lays claim to the separation of mind and body and the ontological and epistemological primacy of the former. In France, it is associated with the names of Victor Cousin and René Descartes, or more precisely with what Cousin made of Descartes as the founding father of a brittle rational psychology, closed off from the positive sciences, and as a critic in respect to the empiricist legacy of the idéologues. Moreover, by considering merely the end result, (...) severed from its polemical genesis, we are prevented from understanding how the category of experience constituted a crucial question for spiritualism itself. Through returning to the origin of these discussions in the 1826 preface to Cousin’s Fragments philosophiques, this essay pursues a threefold path: to show that the public birth of Cousinian spiritualism coincides with the affirmation of applying the experimental method, issuing from Bacon, to the study of facts of consciousness; that Cousin’s later evolution follows a process of radicalization—that is, in this context, of ontologization and of reduction; and that by recovering this genesis, we can distinguish many forms of spiritualisms committed to the experimental method, both in alliance with the early Cousin and against the later Cousin. In this way, we can rediscover the interwoven philosophical links, lost in the process of institutionalization, between metaphysical demands and empiricist concerns, or between “French” philosophy and the legacy of Condillac. Dans un monde dominé par les conflits, il arrive qu’il faille se défendre. L’invention des armes a évolué en parallèle avec le savoir technique, puis scientifique, et il est même arrivé que la recherche d’applications militaires ait joué un rôle moteur dans la découverte scientifique. Lorsque les armes ne servent pas à attaquer d’autres nations, leur fabrication et leur commerce se justifient morale- ment. Il faut cependant qu’elles ne puissent échapper à ceux qui les construisent et doivent en contrôler la (...) diffusion. Facilement mise en œuvre, la guerre utilisant des organismes vivants ou ce qu’ils pro- duisent comme armes est très ancienne. Or l’originalité des êtres vivants est qu’ils se multiplient, qu’un seul individu suffit à recouvrir la Terre de ses descendants. La biologie ne se prête jamais à un usage militaire moralement défendable parce que le confinement au champ de bataille est impossible. De ce fait, les applications de la biologie ont été vite écartées du domaine de la Défense permise par les traités internationaux. La Convention de 1972 sur l’Interdiction des Armes Biologiques et à Toxines (CIABT), entrée en vigueur en 1975, est aujourd’hui signée par 183 pays (ratifiée par 175) sur un total de 193, sans compter Taïwan qui l’a ratifiée mais n’est pas reconnu par l’ONU. Elle interdit la mise au point, la fabrication, l’acquisition, le transfert, la conservation, le stockage et l’utilisation des armes bio- logiques et à toxines.
