Against the backdrop of an alarming rise in authoritarianism and the crisis of liberal democracy, few would consider extoling the virtues of politics today. MEDIA and humanitarian organizations inundate us with headlines and press releases decrying the “Global Refugee Crisis”, the “Syrian Refugee Crisis”, the “Mediterranean Migration Crisis”, the “2014 American Immigrant Crisis” and much more. Careers in academic and policy circles are built on analyzing and proposing solutions to migration crises. The representation of migration as a crisis is a default response to the challenges of human mobility. This default response is often misguided and harmful. This claim may seem odd or even perverse. (...) Why should we represent the forced displacement of millions of women, men, and children around the world as anything other than a crisis? Nonetheless, crisis is an evaluative term, representing an event as dangerous, difficult, and exceptional and often justifying drastic measures. In what follows, I identify four ways in which the representation of migration as a crisis is an abuse, mischaracterizing the nature of migration and harming migrants. Didacticism, romanticism, and classicism are the possible schemata for the knotting of art and philosophy, the third term in this knot being the education of subjects, youth in particular. What characterizes the century that has just come to a close is that, while it underwent the saturation of these three schemata, it failed to introduce a new one. Today, this predicament tends to produce a kind of unknotting of terms, a desperate dis-relation between art and philosophy, together with the pure (...) and simple collapse of what circulated between them: the theme of education. David Hume is a constant, but underappreciated presence in John Rawls’ work. This paper attempts to uncover and explicate the core Humean elements in Rawls’ philosophy and advocates for the merits of a more Humean Rawls. Though Rawls’ familiarity with Hume is well known and his commentators frequently mention the importance of Hume’s circumstances of justice, the depth and range of the Humean influence has not been sufficiently understood. Commentators have been too quick to accept Rawls’ own account of Hume (...) as a largely negative influence superseded by justice as fairness’s formidable alternative to utilitarianism. This is a mistake, as Hume remains a powerful and positive historical influence in Rawls’ political philosophy. Moreover, recognition of Hume’s influence provides cogent ways of responding to some of Rawls’ most prominent critics. Rawls’ early essays and his lectures on the history of moral and political philosophy provide valuable material for understanding how Rawls saw the relation of his own work to that of his predecessors. Through an analysis of Rawls’ texts with emphasis on his early papers and lectures we seek to clarify his understanding of Hume and show how it impacts his work. In what follows, we show Hume’s influence on Rawls’ understanding of the circumstances of justice, the site of justice, the priority of the right, sympathy, the judicious spectator, and his methodology and approach to the problem of stability based on congruence between the good and the right. This illuminates Hume’s influence on contemporary political philosophy and provides a more balanced picture of the historical foundation of Rawls’ political philosophy. We end with some positive remarks on the benefits of embracing Rawls’ Humean side. (shrink)

We explored the relationship between qualities of victims in hypothetical scenarios and the appearance of framing effects. In past studies, participants’ feelings about the victims have been demonstrated to affect whether framing effects appear, but this relationship has not been directly examined. In the present study, we examined the relationship between caring about the people at risk, the perceived interdependence of the people at risk, and frame. Scenarios were presented that differed in the degree to which participants could be expected (...) to care about the group and the extent to which the group could be construed as interdependent. A framing effect was found only for the scenario describing the victims as the participants’ friends who did not know each other (high caring/low interdependence), and this went in the opposite direction from typical framing effects. Finally, perceived interdependence and caring affected choice both within and across scenarios, with more risky choices made by participants with high interdependence ratings and high caring ratings. Evidence-based medicine has been studied as a rich and diverse set of epistemic and infrastructural practices that relate imperfect medical knowledges to complex clinical practices. We examine instances of medical decision-making where medical professionals relate recommendations from clinical practice guidelines to individual patient characteristics when deciding to prescribe implantable cardioverter defibrillators to treat heart failure. When connecting evidence-based recommendations to decisions about individual patients, we find that clinical deliberations invoke different times, such as linear, chronological time, and biological aging, as (...) well as different futures, such as individual future risks and the future sustainability of health systems. Such different “temporalities of evidence” are integral parts of clinicians’ considerations concerning economy, suffering, risks, and hopes in making decisions on individual patients. In line with calls to anchor science and technology studies scholarship studying EBM in the concerns that matter most to patients and health care providers, we argue that the social study of EBM needs to attend to such temporalities to understand how evidence is weighed, which outcomes are considered important, and hence which clinical action is proposed. However, since different ways of “doing time” lead to different appreciations of the clinical outcomes, the notion of clinical “anchoring” becomes rather elusive. (shrink)

Interdisciplinary work on the nature of borders and society has enriched and complicated our understanding of democracy, community, distributive justice, and migration. It reveals the cognitive bias of methodological nationalism, which has distorted normative political thought on these topics, uncritically and often unconsciously adapting and reifying state‐centered conceptions of territory, space, and community. Under methodological nationalism, state territories demarcate the boundaries of the political; society is conceived as composed of immobile, culturally homogenous citizens, each belonging to one and only one (...) state; and the distribution of goods is analyzed according to a stark opposition between the domestic and the international. This article describes how methodological nationalism has shaped central debates in political philosophy and introduces recent work that helps dispel this bias. (shrink)

This book proposes a cosmopolitan ethics that calls for analyzing how economic and political structures limit opportunities for different groups, distinguished by gender, race, and class. The author explores the implications of criticisms from the social sciences of Eurocentrism and of methodological nationalism for normative theories of mobility. These criticisms lend support to a cosmopolitan social science that rejects a principled distinction between international mobility and mobility within states and cities. This symposium brings into conversation normative political theory on migration and critical border/migration studies, with a particular focus on digital border control technology. Normative theorists have long been concerned with questions about the extent and nature of control over migration that the state should exercise, and the balance of rights and duties between states and migrants. To date, however, there has been little reflection among such theorists on digital border control technology. Critical border/migration studies scholars, on the other hand, have (...) paid considerable attention to the rapid development of digital technology in the border control/mobility management space, and revealed a range of problems with the technology itself and the ways it is deployed. What has thus far been lacking, however, is sustained ethical reflection on what should be done about the use of this technology. The papers in this symposium thus seek to bring these two groups of scholars together and to prompt what we hope will be a sustained conversation on these rapidly evolving and deeply problematic practices. This introduction contextualises the issue at the heart of this symposium – the rapid expansion of digital border controls and the ethical challenges that these pose – and offers brief summaries of the contributions. La culture moderne n'en a jamais fini de dissiper le mystère qu'elle constitue pour elle-même. Deux schémas principaux inspirent aujourd'hui cette autoréflexion de la modernité. Dans la mouvance de Heidegger, les Temps modernes assurent le règne sans partage du sujet au sein d'un univers réduit à être objet de maîtrise et de possession. Selon une inspiration tocquevillienne comme celle, en particulier, de Louis Dumont, c'est l'individualisme qui, rompant avec la domination traditionnelle du collectif, sert de fil conducteur omni-interprétatif. Ces lectures (...) ont pour point commun de rendre la modernité homogène, assimilée au 'tout-sujet' ou au 'tout-individu'. Et surtout, elles occultent la césure qui brise l'histoire du sujet moderne en infléchissant l'humanisme vers l'une de ses figures possible, problématique et évanouissante - l'individualisme. L'archéologie de cet énigmatique déplacement conduit Alain Renaut jusqu'à Leibniz. Là s'est décidée une profonde mutation - l'affirmation de l'individualité devient soudain compatible, au prix d'un dispositif intellectuel inédit, avec celle d'une rationalité du réel. Une culture de l'indépendance où chaque être, ne se souciant que d'accomplir sa nature, contribue à manifester l'ordre du monde, se greffe sur la valorisation de la raison. Ainsi débarrassée des fausses linéarités, la logique de la modernité apparaît sous un jour neuf - loin d'avoir sans cesse consolidé le pouvoir de la subjectivité, elle a été aussi le lieu de son éclipse... Our goal in this article is first to give a broad outline of some of Hume’s major positions to do with justice, sympathy, the common point of view, criticisms of social contract theory, convention and private property that continue to resonate in contemporary political philosophy. We follow this with an account of Hume’s influence on contemporary philosophy in the conservative, classical liberal, utilitarian, and Rawlsian traditions.
