Public satisfaction with policy process influences the legitimacy and acceptance of policies, and conditions the future political process, especially when contending ethical value judgments are involved. On the other hand, public involvement is required if effective policy is to be developed and accepted.

In 1997, after long social debates, the Japanese government enacted a law on organ transplantation from brain-dead bodies. Since 1993, on gene therapy, administrative agencies have issued a series of guidelines. This study seeks to elucidate when people became aware of the issues and when they formed their opinions on organ transplant and gene therapy. At the same time, it aims to examine at which point in time experts, those in university ethical committees and in academic societies, consider these technologies (...) became accepted among the public. A self-administered questionnaire was sent by mail to a stratified random sampling of 3000 people nationwide in Japan. Another questionnaire was sent both to the member societies of the Japanese Association of Medical Sciences and to the ethical committees of all the medical schools in Japan. Results of the surveys indicated that many of the public remained undecided on the desirability of organ transplant or gene therapy at the time of enactment of official guidelines. A substantial part of them formed their opinions in subsequent periods, especially around the time of first implementation and thereafter. Experts of the academic societies and of the university ethical committees regarded the time of implementation as an important factor in the acceptance of the technologies in society. Since many people formed their opinion during the period of technological implementation, communications efforts to facilitate public understanding of science and technology, as well as to advance practical discussion on policy alternatives in this period can play a key role in determining the fate of technological innovation and ethical debates in medicine. Background Ethics committees and their system of research protocol peer-review are currently used worldwide. To ensure an international standard for research ethics and safety, however, data is needed on the quality and function of each nation's ethics committees. The purpose of this study was to describe the characteristics and developments of ethics committees established at medical schools and general hospitals in Japan. Methods This study consisted of four national surveys sent twice over a period of eight years to two separate (...) samples. The first target was the ethics committees of all 80 medical schools and the second target was all general hospitals with over 300 beds in Japan (n = 1457 in 1996 and n = 1491 in 2002). Instruments contained four sections: (1) committee structure, (2) frequency of annual meetings, (3) committee function, and (4) existence of a set of guidelines for the refusal of blood transfusion by Jehovah's Witnesses. Results Committee structure was overall interdisciplinary. Frequency of annual meetings increased significantly for both medical school and hospital ethics committees over the eight years. The primary activities for medical school and hospital ethics committees were research protocol reviews and policy making. Results also showed a significant increase in the use of ethical guidelines, particularly those related to the refusal of blood transfusion by Jehovah's Witnesses, among both medical school and hospital ethics committees. Conclusion Overall findings indicated a greater recognized degree of responsibilities and an increase in workload for Japanese ethics committees. (shrink)

Compared to institutional and area-based ethics committees, little is known about the structure and activities performed by ethics committees at national medical organizations and societies. This five year follow-up study aimed to determine (1) the creation and function of ethics committees at medical organizations in Japan, and (2) their general strategies to deal with ethical problems. The study sample included the member societies of the Japanese Association of Medical Sciences (n=92 in 1998, n=96 in 2003). Instruments consisted of two sections: (...) (1) the structure, function and activities of ethics committees, and (2) the strategies for dealing with ethical problems. Response rates were 84.4% in 1998 and 64.4% in 2003. Findings showed a significant increase of ethics committees at medical organizations between 1998 (25.6%) and 2003 (50.0%). Members were mostly male, medical doctors in clinical or basic medicine, and members of the organization. The major functions of ethics committees were ethical reviews of research protocols, policy making and ethical reviews of manuscripts submitted for journal publication. Among organizations that did not have an ethics committee, a significant decrease was found in organizations that replied that they had never experienced an ethical problem which needed further investigation (p<0.01). Findings suggested an overall rise in awareness of the importance of ethical issues and also highlighted an increase in recognition of responsibility regarding ethical problems. (shrink)

We can easily discriminate self-produced from externally generated sensory signals. Recent studies suggest that the prediction of the sensory consequences of one’s own actions made by forward model can be used to attenuate the sensory effects of self-produced movements, thereby enabling a differentiation of the self-produced sensation from the externally generated one. The present study showed that attenuation of sensation occurred both when participants themselves performed a goal-directed action and when they observed experimenter performing the same action, although they clearly (...) reported that the tones were produced by other during action observation and by themselves during their own action. These results suggest that sensory prediction of action modulates ongoing auditory processing irrespective of who produces the sounds and that the explicit judgment of agency does not necessarily rely on the same mechanisms on which implicit perceptual measures such as sensory attenuation rely. The number of competing-brands changes by new product's entry. The new product introduction is endemic among consumer packaged goods firm and is an integral component of their marketing strategy. As a new product's entry affects markets, there is a pressing need to develop market response model that can adapt to such changes. In this paper, we develop a dynamic model that capture the underlying evolution of the buying behavior associated with the new product. This extends an application of a dynamic (...) linear model, which is used by a number of time series analyses, by allowing the observed dimension to change at some point in time. Our model copes with a problem that dynamic environments entail: changes in parameter over time and changes in the observed dimension. We formulate the model with framework of a state space model. We realize an estimation of the model using modified Kalman filter/fixed interval smoother. We find that new product's entry (1) decreases brand differentiation for existing brands, as indicated by decreasing difference between cross-price elasticities; (2) decreases commodity power for existing brands, as indicated by decreasing trend; and (3) decreases the effect of discount for existing brands, as indicated by a decrease in the magnitude of own-brand price elasticities. The proposed framework is directly applicable to other fields in which the observed dimension might be change, such as economic, bioinformatics, and so forth. (shrink)

This paper offers an explanation of how collaboration leads to abstract and flexible problem solving. We asked the individual and paired subjects to indicate 3/4 of 2/3 of the area of a square sheet of paper and found that (1) they primarily folded or partitioned the paper rather than algorithmically calculating the answer, (2) they strongly tendened to backtrack and confirm their proto‐plans on externalized traces such as creases on the paper, and (3) only the paired subjects shifted to the (...) mathematical strategy in their second trials. Based on these results, we propose that two factors, individuals' activeness in choosing and confirming the initial strategies and the frequent role exchange between task‐doing and monitoring in collaborative situations, interact in collaboration to generate various solutions differing in the degree of abstraction, which are then reflected upon by the participants to lead them to abstraction. This article introduces English translations of Tanabe’s two essays entitled “Moral Freedom” and “On Moral Freedom Revisited.” In these essays, Tanabe tries to understand the unity of the contradictory division between freedom and necessity, while remaining truthful to the moral experience. Freedom is ultimately characterized as ideality that we ought to realize in reality, while the stage of religion constitutes the ultimate end of such moral struggles. Tanabe does not clearly work out how the continuity of the freedom-necessity discontinuity is (...) possible in these essays. Nevertheless, we can gain insight into the early stages of Tanabe’s practical metaphysics that culminate in his mature works on the philosophy of religion. The translators’ introduction will highlight these points and also provide a brief description of the historical background in which the publication of these texts took place in 1917. (shrink)

This paper presents the first English translation of one of Tanabe’s early essays on Kant. Tanabe marks the occasion of the first translation of the Critique of Practical Reason into Japanese by providing his reflections on Kant’s theory of freedom in this essay. This creative essay by Tanabe represents the hallmark Kyoto School interpretation of Kant. Tanabe weaves his account of Kant with elements from other philosophers in an attempt to think systematically about the nature of freedom. He agrees with (...) Kant that morality itself “rises and falls” with the idea of freedom; however, Tanabe also tries to rescue some of the pitfalls he sees in Kant’s theory by reconstructing Kant’s account. In this brief, but rich essay, Tanabe unfolds one of the more creative aspects of his philosophy through Kant. (shrink)

Crew Pairing is one of the most important and difficult problems for airline companies. Nets to fuel costs, the crew costs constitute the largest cost of airlines, and the crew costs depend on the quality of the solution to the pairing problem. Conventional systems have been used to solve a daily model, which handles only regular flights with many simplifications, so a lot of corrections are needed to get a feasible solution and the quality of the solution is not so (...) high. A fully dated model, which handles regular flights and irregular flights simultaneously, is extremely hard and has not been solved directly hitherto. The number of irregular flights tend to increase in Europe and Japan, hence the resolution of the practical fully dated pairing system is desired. This paper presents a new approach which solves directly the fully dated crew pairing by Genetic Algorithms. GA is improved with stochastic processes to attack the fully dated model, and many heuristics are included in the decoding mecanism of the GA. For several hundred flights per day for fully dated 2 months scheduling period, the system found better or equivalent solutions to the human scheduler’s without any simplification from 5 to 20 times faster. Schedule planning is one of the most crucial issues for any airline company, because the profit of the company directly depends on the efficiency of the schedule. This paper presents a novel scheduling method which solves problems related to time scheduling, fleet assignment and maintenance routing simultaneously by Genetic Algorithms. Every schedule constraint is embeded in the fitness function, which is described as an object oriented model and works as a simulater developing itself over time, and whose solution is executable (...) without human correction. The schedular is able to solve the problems involving several hundred flights in a few hours, and the solutions are superior or equivalent to those by human experts in terms of the estimated profit. We introduce a new axiom called inductive dichotomy, a weak variant of the axiom of inductive definition, and analyze the relationships with other variants of inductive definition and with related axioms, in the general second order framework, including second order arithmetic, second order set theory and higher order arithmetic. By applying these results to the investigations on the determinacy axioms, we show the following. (i) Clopen determinacy is consistency-wise strictly weaker than open determinacy in these frameworks, except second order arithmetic; (...) this is an enhancement of Schweber–Hachtman separation of open and clopen determinacy into the consistency-wise separation. (ii) Hausdorff–Kuratowski hierarchy of differences of opens is faithfully reflected by the hierarchy of consistency strengths of corresponding parameter-free determinacies in the aforementioned frameworks; this result is valid also in second order arithmetic only except clopen determinacy. In order to represent legal knowledge adequately, it is vital to create a formal device that can freely construct an individual concept directly from a predicate expression. For this purpose, a Compound Predicate Formula (CPF) is formulated for use in legal expert systems. In this paper, we willattempt to explain the nature of CPFs by rigorous logical foundation, i.e., establishing their syntax and semantics precisely through the use of appropriate examples. We note the advantages of our system over other such (...) systems and discuss the significance of CPFs with regard to the formalization of legal reasonings using examples from the United Nations Convention for the International Sale of Goods. I investigate the underlying cognitive mechanisms and socio-emotional factors behind conspiracy theory (CT) beliefs through the lens of the Free-Energy Principle (FEP). The FEP framework is employed to explain the emergence of CTs in the face of cumulative uncertainties and the influence of emotions on belief formation. The FEP account I propose concludes that considering emotional factors, distrust of established authorities, and the social environment, believing in CTs is a bounded rational choice for some individuals in certain contexts. This explains (...) why CT believers are resistant to changing their views. Applying FEP to the complex human behavior of CT belief and propagation, this paper not only provides insights into the phenomenon but also enhances the theoretical credence of FEP itself. (shrink)

The purpose of this paper is an axiomatic study of the interrelations between certain continuity properties. We deal with principles which are equivalent to the statements "every mapping is sequentially nondiscontinuous", "every sequentially nondiscontinuous mapping is sequentially continuous", and "every sequentially continuous mapping is continuous". As corollaries, we show that every mapping of a complete separable space is continuous in constructive recursive mathematics (the Kreisel-Lacombe-Schoenfield-Tsejtin theorem) and in intuitionism.

This article introduces the first English translation of one of Tanabe’s early essays on metaphysics. It questions the relation of the universal to the particular in context of logic, phenomenology, Neo-Kantian epistemology, and classical metaphysics. Tanabe provides his reflections on the nature of the concept of universality and its constitutive relation to phenomenal particulars through critical analyses of the issue as it is discussed across various schools of philosophy including: British Empiricism, the Marburg School, the Austrian School, the Kyoto School, (...) and Platonism. In this essay, Tanabe reveals his ability to think metaphysically the ground for the possibility of reasoning and dares to voice his own thought beyond references to the most prominent thinkers of his time from distinct intellectual traditions in both the east and the west. This essay, therefore, demonstrates that his strong tendency to move beyond the received epistemology and phenomenology of the European intellectual tradition to metaphysics was already present in the early days of his academic life and thereby marks a more general contribution of the Kyoto School of Philosophy to distinct European schools of thought in the early twentieth century. We introduce a new simple way of defining the forcing method that works well in the usual setting under FA, the Foundation Axiom, and moreover works even under Aczel's AFA, the Anti-Foundation Axiom. This new way allows us to have an intuition about what happens in defining the forcing relation. The main tool is H. Friedman's method of defining the extensional membership relation ∈ by means of the intensional membership relation ε .Analogously to the usual forcing and the usual generic (...) extension for FA-models, we can justify the existence of generic filters and can obtain the Forcing Theorem and the Minimal Model Theorem with some modifications. These results are on the line of works to investigate whether model theory for AFA-set theory can be developed in a similar way to that for FA-set theory.Aczel pointed out that the quotient of transition systems by the largest bisimulation and transition relations have the essentially same theory as the set theory with AFA. Therefore, we could hope that, by using our new method, some open problems about transition systems turn out to be consistent or independent. (shrink)

The purpose of this paper is an axiomatic study of the interrelations between certain continuity properties.
