It is hard to imagine a threat to international security or a tension within U.S. foreign policy that does not involve the imposition of economic sanctions. The United Nations Security Council has fourteen sanctions regimes currently in place, and all member states of the United Nations are obligated to participate in their enforcement. The United States has some thirty sanctions programs, which target a range of countries, companies, organizations, and individuals, and many of these are autonomous sanctions that are independent (...) of the measures required by the United Nations. Australia, Canada, the European Union, Japan, South Korea, and others also have autonomous sanctions regimes, spanning a broad range of contexts and purpose. Most well-known are those concerning weapons proliferation, terrorism, and human rights violations; but sanctions are also imposed in such contexts as money laundering, corruption, and drug trafficking. States may also impose sanctions as a means to achieve foreign policy goals: to pressure a foreign state to bend to the sanctioner's will, to punish those who represent a threat to the sanctioner's economic or political interests, or to seek the end of a political regime toward which the sanctioner is hostile, to give but a few examples. Economic sanctions are emerging as one of the major tools of international governance in the post-Cold War era. Gordon considers the issue of sanctions within three ethical frameworks: just war doctrine, deontological ethics, and utilitarianism.

There are considerable difficulties with targeted sanctions. Some of these difficulties may be resolved as these measures continue to be refined. Others are rooted in fundamental conflicts between competing interests or intractable logistical challenges.

The notion of economic violence has long been recognized in the work of Johan Galtung and others. The work of Thomas Pogge and the field of global justice have addressed the impact of economic disparities between the Global North and the Global South, and their impact on human well-being, and social and economic development more broadly. Patents, publication in scholarly journals, academic collaborations, access to academic journals, and so forth do not on their face seem to be closely tied to (...) indicators of human well-being. However, disparities in knowledge production, including access to academic resources and publication venues, are tied directly or indirectly to infrastructure, food security, health and mortality rates, employment, and gender equity. United Nations Security Council resolutions raise distinctive problems of interpretation, particularly in the context of Chapter VII measures. In disputes of interpretation, the stakes are very high, since Chapter VII measures may explicitly or implicitly authorize military action; may override the target nation’s sovereignty; and may put lives at risk. However, there is no direct, binding judicial review of Security Council measures where questions of interpretation can be resolved. Consequently, interpretive disputes are resolved in a highly politicized process. This article (...) considers three situations where the language of the resolutions was ambiguous. One of the central issues in political philosophy is the problem of perspective: if there is a dispute as to how justice is to be defined, or a dispute as to whether a particular situation is unjust, how do we determine who is right? I reject the claim that an idealized speech situation or a transcendental perspective can legitimately be invoked to resolve such disputes. In their place, I discuss critical theory's commitment to the position that all perspectives are ideo (...) logical, partial, and rooted in interests. I then discuss Lukács's notion that, given that ideology and interests are ineluctable, certain per spectives are epistemologically privileged (though not transcenden tal). I discuss the notion of the preferential option for the poor in liberation theology, as an instance of such a claim of epistemological privilege. I argue that this has implications for the concept of alterity, and specifically for the role of the Other in a community of discourse. Finally, I discuss Lyotard's notion of incommensurable phrase regi mens, and the particular kind of harm which is done by exclusion from a discursive community. Asset freezes are sometimes viewed as the quintessential form of targeted sanctions—relatively effective in achieving their goals, while affecting only the individuals and companies that are “bad actors.” However, as part of the roundtable “Economic Sanctions and Their Consequences,” this essay argues that there are significant ethical problems raised by asset freezes and other forms of targeted financial sanctions. Sanctioners have long been criticized for targeting individuals and companies for arbitrary reasons or without adequate due process. However, there is a (...) second concern that is less well known. Asset freezes and other targeted financial sanctions may be imposed on government officials, government agencies, or private companies that hold a critical role in the target country's economy. A country's central bank, national oil company, or national shipping line, for example, may be severely compromised as a result of its inclusion on a financial blacklist. In addition to the explicit prohibitions imposed by targeted financial sanctions, there is a chilling effect as well. This can be seen when international banks and corporations withdraw from the target country altogether because the burden of compliance with these measures is so great, and the potential penalties so high. In her recent article in this journal, Joy Gordon provides an astute history and critique of the evolution and application of smart sanctions within the United Nations system since the mid-1990s. Her analysis of the strengths and weaknesses of the discrete types of smart sanctions is part of a growing discussion among both academics and practitioners about the future and the utility of these measures. As always, her continued skepticism about the effectiveness and ethical dimensions of economic sanctions deserves (...) serious consideration and evaluation. In particular, Gordon raises three central concerns: (1) smart sanctions are no more successful than traditional trade sanctions; (2) each type of targeted mechanism has serious flaws; and (3) targeted sanctions did not end the humanitarian damage or the related ethical dilemmas that are embedded into sanctions design and implementation. It is widely thought that chance should be understood in reductionist terms: claims about chance should be understood as claims that certain patterns of events are instantiated. There are many possible reductionist theories of chance, differing as to which possible pattern of events they take to be chance-making. It is also widely taken to be a norm of rationality that credence should defer to chance: special cases aside, rationality requires that one’s credence function, when conditionalized on the chance-making facts, should (...) coincide with the objective chance function. It is a shortcoming of a theory of chance if it implies that this norm of rationality is unsatisfiable. We discuss the looming possibility of mass unemployment triggered by AI and the societal repercussions of this transition. Despite the challenges this shift presents, we argue that it also unveils opportunities to mitigate social inequalities, combat global poverty, and empower individuals to follow their passions. Amidst this discussion, we also touch upon the existential question of the purpose of (...) human life in a world where machines predominantly perform work. Additionally, we explore the contentious issue of the moral status and rights of AI entities, contemplating the scenario where machines evolve to become sapient and sentient. The paper concludes with a call to action, emphasizing the necessity to acknowledge these potential outcomes and proactively seek solutions, as part of an inevitable journey through the evolution of human society shared with intelligent machines. Despite a long history in eastern and western culture of defining leadership in terms of virtues and character, their significance for guiding leader behavior has largely been confined to the ethics literature. As such, agreement concerning the defining elements of virtuous leadership and their measurement is lacking. Drawing on both Confucian and Aristotelian concepts, we define virtuous leadership and distinguish it conceptually from several related perspectives, including virtues-based leadership in the Positive organizational behavior literature, and from ethical and value-laden leadership. (...) Then, two empirical studies are presented that develop and validate the Virtuous Leadership Questionnaire, an 18-item behaviorally based assessment of the construct. Among other findings, we show that the VLQ accounts for variance in several outcome variables, even after self-assessed leader virtue and subordinate-rated social and personalized leader charisma are controlled. Should we regard Jennifer Lackey’s ‘Creationist Teacher’ as understanding evolution, even though she does not, given her religious convictions, believe its central claims? We think this question raises a range of important and unexplored questions about the relationship between understanding, factivity and belief. Our aim will be to diagnose this case in a principled way, and in doing so, to make some progress toward appreciating what objectual understanding—i.e., understanding a subject matter or body of information—demands of us. After some ground clearing in §1, §2 outlines and motivates a plausible working model—moderate factivity—for characterising the sense in which objectual understanding should be regarded as factive. §3 shows how the datum that we can understand false theories can, despite initial suggestions to the contrary, be assimilated straightforwardly within the moderate factivity model. §4 highlights how the inverse kind of case to that explored in §3—viz., a variant of Lackey’s creationist teacher case—poses special problems for moderate factivity. With reference to recent work on moral understanding by Hills, §5 proposes a solution to the problem, and §6 attempts to diagnose why it is that we might originally have been led to draw the wrong conclusion. ABSTRACT This essay is a critical study of Jason Brennan's Against Democracy. We make three main points. First, we argue that Brennan's proposal of a right to competent government only works if one considers the absence of government a viable proposition, something most of his opponents are not prepared to do. Second, we suggest that Brennan's account of competent decision-making is blind to forms of oligarchic power that work against the very ideals of justice and epistemic virtue that competence is (...) meant to safeguard. Third, we muster empirical evidence to argue that, in the real world, democracy is not just about making decisions and selecting policies, in which case Brennan's argument misses its mark. (shrink)

The most discussed and most significant issue on the religious scene today is whether it is possible, or even desirable, to believe in God. Mr. Kaufman's valuable study does not offer a doctrine of God, but instead explores why God is a problem for many moderns, the dimensions of that problem, and the inner logic of the notion of God as it has developed in Western culture. His object is to determine the function or significance of talk about God: how (...) the concept of God is generated in human experience; the special problems in turn generated by this concept (for example, the intelligibility of the idea of transcendence, the problem of theodicy) and how they are met; and under what circumstances the idea of God is credible or important or even indispensable. He does not try to prove God's existence or nonexistence, but elucidates what the concept of God means and the important human needs it fulfills. This paper is concerned with the relation between two notions: that of two solutions or models of a theory being related by a symmetry of the theory and that of solutions or models being physically equivalent. A number of authors have recently discussed this relation, some taking an optimistic view, on which there is a suitable concept of the symmetry of a theory relative to which these two notions coincide, others taking a pessimistic view, on which there is no such (...) concept. It is often said that the Aharonov-Bohm effect shows that the vector potential enjoys more ontological significance than we previously realized. But how can a quantum-mechanical effect teach us something about the interpretation of Maxwell's theory—let alone about the ontological structure of the world—when both theories are false? I present a rational reconstruction of the interpretative repercussions of the Aharonov-Bohm effect, and suggest some morals for our conception of the interpretative enterprise.

Individual differences in the mere willingness to think analytically has been shown to predict religious disbelief. Recently, however, it has been argued that analytic thinkers are not actually less religious; rather, the putative association may be a result of religiosity typically being measured after analytic thinking (an order effect). In light of this possibility, we report four studies in which a negative correlation between religious belief and performance on analytic thinking measures is found when religious belief is measured in a (...) separate session. We also performed a meta-analysis on all previously published studies on the topic along with our four new studies (N = 15,078, k = 31), focusing specifically on the association between performance on the Cognitive Reflection Test (the most widely used individual difference measure of analytic thinking) and religious belief. This meta-analysis revealed an overall negative correlation (r) of -.18, 95% CI [-.21, -.16]. Although this correlation is modest, self-identified atheists (N = 133) scored 18.7% higher than religiously affiliated individuals (N = 597) on a composite measure of analytic thinking administered across our four new studies (d = .72). Our results indicate that the association between analytic thinking and religious disbelief is not caused by a simple order effect. There is good evidence that atheists and agnostics are more reflective than religious believers. (shrink)

Lewis Gordon presents the first detailed existential phenomenological investigation of antiblack racism as a form of Sartrean bad faith. Bad faith, the attitude in which human beings attempt to evade freedom and responsibility, is treated as a constant possibility of human existence. Antiblack racism, the attitude and practice that involve the construction of black people as fundamentally inferior and subhuman, is examined as an effort to evade the responsibilities of a human and humane world. Gordon argues that the (...) concept of bad faith militates against any human science that is built upon a theory of human nature and as such offers an analysis of antiblack racism that stands as a challenge to our ordinary assumptions of what it means to be human. Intuitively, a classical field theory is background-in- dependent if the structure required to make sense of its equations is itself subject to dynamical evolution, rather than being imposed ab initio. The aim of this paper is to provide an explication of this intuitive notion. Background-independence is not a not formal property of theories: the question whether a theory is background-independent depends upon how the theory is interpreted. Under the approach proposed here, a theory is fully background-independent relative to an interpretation (...) if each physical possibility corresponds to a distinct spacetime geometry; and it falls short of full background-independence to the extent that this condition fails. Physicists who work on canonical quantum gravity will sometimes remark that the general covariance of general relativity is responsible for many of the thorniest technical and conceptual problems in their field.1 In particular, it is sometimes alleged that one can trace to this single source a variety of deep puzzles about the nature of time in quantum gravity, deep disagreements surrounding the notion of ‘observable’ in classical and quantum gravity, and deep questions about the nature of the existence of spacetime (...) in general relativity. Philosophers who think about these things are sometimes skeptical about such claims. We have all learned that Kretschmann was quite correct to urge against Einstein that the “General Theory of Relativity” was no such thing, since any theory could be cast in a generally covariant form, and hence the general covariance of general relativity could not have any physical content, let alone bear the kind of weight that Einstein expected it to.2 Friedman’s assessment is widely accepted: “As Kretschmann first pointed out in 1917, the principle of general covariance has no physical content whatever: it specifies no particular physical theory; rather, it merely expresses our commitment to a certain style of formulating physical theories” (1984, p. 44). Such considerations suggest that general covariance, as a technically crucial but physically contentless feature of general relativity, simply cannot be the source of any significant conceptual or physical problems.3 Physicists are, of course, conscious of the weight of Kretschmann’s points against Einstein.
