ABSTRACT Since World War II, American presidents have consistently advanced a world free‐trade agenda, despite the fierce opposition of domestic interests threatened by free trade, and despite these interests’ ability to mobilize local pressure and nationalist sentiment against free trade in Congress. A theoretical resolution of these paradoxes would consider both the countervailing pressure of domestic interests that benefit from free trade and an international factor: namely, America’s dominance of world trade. This global dominance gives the United States “superpower” (...) status not only economically, but politically, enabling American presidents to get most of what they want in international trade negotiations. Consequently, they can afford to make tactical concessions to American mercantilist interests—defanging congressional opposition to free trade—because in international negotiations, these concessions can be turned into powerful levers against the barriers to free trade that are erected by countries desiring access to the immense American market. This paper presents the results of a research project to understand how a major technology adoption project is taken up in the social setting of Calgary’s three major homeless shelters. An understanding of how technology is used ‘‘on the ground’’ and how it relates to the project’s goals is the key contribution of this research. The results of interviews with clients at the homeless shelters and shelter staff provide the empirical data for an analysis of the major issues concerning the (...) actual and intended use of this Smart Communities project. The research project is influenced by institutional ethnography, which looks at the role of texts in coordinating social relations. This article suggests that information technology could be seen as a text ‘‘superpower’’ in coordinating social relations among socially ‘‘at risk’’ people in particular. It concludes that more transparent dialogue is required on how actions are concerted by information technology. (shrink)

Recently published work showed that members of the PAQR protein family are activated by cell membrane rigidity and contribute to our ability to eat a wide variety of diets. Cell membranes are primarily composed of phospholipids containing dietarily obtained fatty acids, which poses a challenge to membrane properties because diets can vary greatly in their fatty acid composition and could impart opposite properties to the cellular membranes. In particular, saturated fatty acids (SFAs) can pack tightly and form rigid membranes (like (...) butter at room temperature) while unsaturated fatty acids (UFAs) form more fluid membranes (like vegetable oils). Proteins of the PAQR protein family, characterized by the presence of seven transmembrane domains and a cytosolic N‐terminus, contribute to membrane homeostasis in bacteria, yeasts, and animals. These proteins respond to membrane rigidity by stimulating fatty acid desaturation and incorporation of UFAs into phospholipids and explain the ability of animals to thrive on diets with widely varied fat composition. Business ethicists should examine not only business practices but whether a particular type of business is even prima facie ethical. To illustrate how this might be done I here examine the contemporary U.S. defense industry. In the past the U.S. military has engaged in missions that arguably satisfied the just war self-defense rationale, thereby implying that its suppliers of equipment and services were ethical as well. Some recent U.S. military missions, however, arguably fail the self-defense rationale. At issue, then, is (...) whether a business supporting these latter missions may not be circumstantially unethical. No it is not, say defense industry advocates, for two principal reasons. For one, this business benefits society at large in numerous ways. And, for another, the organizer of these military missions is a superpower which by its very nature is not subject to the ethical constraints of the self-defense rationale. I dispute both reasons, argue against the second, and conclude that the U.S. military-industrial complex (MIC) is circumstantially unethical. (shrink)

Despite his superpowers, Superman still confronts ethical dilemmas and still needs to use judgment to solve them. For him, however, the stakes are usually much higher than those the average person deals with. This paper explores how the Leviathan that projects power through nuclear arms exercises a unique nuclearized sovereignty. In the case of nuclear superpowers, this sovereignty extends to wielding the power to destroy human civilization as we know it across the globe. Nuclearized sovereignty depends on a hybrid form of power encompassing human decision-makers in a hierarchical chain of command, and all of the technical and computerized functions necessary to maintain command and control at every moment of the sovereign's existence: this (...) sovereign power cannot sleep. This article analyzes how the form of rationality that informs this hybrid exercise of power historically developed to be computable. By definition, computable rationality must be able to function without any intelligible grasp of the context or the comprehensive significance of decision-making outcomes. Thus, maintaining nuclearized sovereignty necessarily must be able to execute momentous life and death decisions without the type of sentience we usually associate with ethical individual and collective decisions. What must the United States do to remain the global superpower and stop alienating the rest of the world? The author of the bestselling "The Paradox of American Power" has one clear answer: soft power.

This essay combines information on the recent ISUD Sixth World Congress Humanity at the Turning Point: Rethinking Nature, Culture, and Freedom and some reflections inspired by presentations and discussions at the congress. It is focused on the presentation of one of the keynote speakers, Karl-Otto Apel, entitled “Discourse Ethics, Democracy, and International Law: Toward a Globalization of Practical Reason”. Apel argued that the transcendental-pragmatic foundation of morality serves as the ultimate basis for the universal conception of law, e.g., of human (...) rights. It establishes the transcendental basis of the idea of democracy, and at the same time establishes a regulative principle for a possible critique of the democratic states. Apel discussed the question of a political order of law able to represent the idea of human rights. In his approach to it, he referred to Kant’s idea of “a federation of free states” (as opposite to a “world state”) in the solution of the problem of a cosmopolitan system He noticed the tension between two orientations of international law: one towards “human rights” and hence a cosmopolitan law of single citizens and the other towards the sovereignty of single states. He asserted that the universal conception of law cannot be reduced to the legislative autonomy of any state. Consequently, the universal conception of human rights cannot be adequately realized either by particular democratic states or by a world state as a despotic superpower. Apel concluded that an adequate institution for the current debate regarding the issues of global peace and security can only be a federation of nations like the UN, the meta-institution of global discourse and the political representation of international law. At the heart of the essay is Kant’s cosmopolitan ideal and its relevance for today’s discussions about peace and security. Attention is paid to the attempts to rethink Kant by Karl-Otto Apel, Jürgen Habermas, Jaques Derrida, Martha Nussbaum, and David Held, among others. Some of the authors indicate the tension between the sovereignty ofstates and the universality of human rights. Other authors criticize cosmopolitanism as overly unifying in contrast to the socio-cultural diversity of societies. The essay draws a contrast between two tendencies concerning international relations. One is the current neoconservative course toward American domination throughout the world. An alternative to this is the philosophers’ call for “the cosmopolitan model of democracy” and strengthening the network of transnational grass-roots movements and international institutions, including the UN. The dissertation is conceived as a major study of the controversial philosopher of world history, Oswald Spengler, as the exponent of a distinctive variety of political realism. The relationship of his ideas to German historicism and international theory is probed. The question of the historical inevitability of the eclipse of Europe by the ascendant superpowers and the epochal significance of the emergence of the American Century is considered in light of his philosophy. Spengler's many lectures and treatises on politics are (...) carefully examined in order to aid in harvesting his enduring wisdom on the art of statecraft, his insights into its ethical dilemma, and his reflections on the crisis of international politics in the twentieth century. The key thesis that Spengler transformed the cyclical philosophy he originally elaborated in his major work, The Decline of the West, summoning forth an arresting vision of world history as a soaring spiral culminating in the destruction of modern civilization, is buttressed through extensive quotation from posthumously published archival material. The actuality of his profoundly tragic thought, which illuminates the apocalyptic specter which haunts contemporary world affairs--the global ecological crisis, the cessation of economic growth in the overpopulated periphery and the danger of the collapse of the American-sponsored post-World War II international economic order, and the unending peril of a global war waged with thermonuclear, chemical, biological, and conventional weapons is explored. A provocative neo-Spenglerian scenario of the rapid deterioration of American economic power and the disintegration of the pax Americana, based on the classic analogy between Rome and America is adumbrated as an especially pessimistic contribution to the stormy debate about American "relative" decline. Finally, the significance of his philosophy to international political thought, particularly the utility of his pessimism in guiding statesmen in retarding the inevitable decline of the pax Americana as well as its value in exposing the guarded optimism at the core of "pessimistic" modern realist thought and in raising the question of its ultimate exhaustion in the face of the insurmountable crisis of modernity, is summarized. Economic and political rivalry leads to break up of the conducive environment of political security. Unresolved territorial claims and boundary disputes may become triggering factors. I first point out that we tend to use democracy as a vague general concept that includes various types of constitutional arrangements. I suggest that it would be beneficial to differentiate between these more carefully. I discuss some points made earlier, especially by Michael Oakeshott and Bernard Crick. Due to their long careers, their work reflects long-term change in conceptions of democracy. The huge corporate power and superpower mentality are discussed together with the question of the possibility for real (...) representative, parliamentary systems in the contemporary world. I additionally lean especially on Sheldon S. Wolin’s work. I emphasize that the early critique of behaviourism connects the three theorists profoundly. They also share a historico-philosophical style of writing without the fear of commenting on contemporary developments. I also examine some of today’s surveillance and manipulation techniques posing a threat to ‘democracy’. With help from the crucial case of Julian Assange, and his illegal imprisonment, I ask if late-modern ‘democracies’ already have crossed such boundaries that even the minimal criteria of democracy are fading. I try to bring some coherence to the named topic of the conceptual and practical mess around democracy and suggest some possible approaches for future studies. (shrink)

In Post-Soviet Central Asia, China is emerging as one of the most influential players as a result of an overall increase in its global role. The Central Asian region forms a crucial part of the Belt and Road Initiative thanks to its strategic location and natural wealth. Relations between China and Central Asian countries have been developing very dynamically over the past two decades and China has had a substantial impact on the five economies. Although the Chinese approach is quite (...) cautious regarding politics and security, there is much greater interest in the economic side, most significantly in energy and infrastructure. The purpose of this study is to explore the key issues behind China’s economic presence in the region and to determine subsequent challenges for Central Asian countries. The methodology consists of an analysis of Chinese investment characteristics in order to understand the economic consequences of the superpower’s involvement in Central Asia. (shrink)

There is copious scientific and technical literature analysing the issues of the environmental threat to orbital space. There is also now increasing legal awareness of the problems facing the space environment. These inquiries almost always focus on solutions based on processes, technology or providing sufficient alarm to jolt the international community into action. This discussion will adopt a different focus, providing an overview of the value system that is currently in place regarding human space activity and examining how this value (...) system has shaped normative ethical positions on space exploration. The inquiry will consider whether the values of space exploration have been sufficiently concerned with the environmental impact of such activity and whether it is possible to generate the consensus needed to embed an ethical approach to space exploration. It is contended that only through embedding a concern for the environment at the core of human space activity will there be an enduring solution to the crisis posed by debris in Earth orbit. By promoting conservative consumption of outer space resources, such an embedded concern would become a natural process in space activity rather than a chastisement or limit progress. More crucially, such an overarching ethical position would ensure that the problems which have affected Earth orbit will not be exported when human space exploration leads to settlement on other celestial bodies. The inquiry will start by examining the evolving nature of space activity, looking at the predominantly military backdrop to the early years of exploration. During these early years, the challenge of simply getting into space overrode any environmental consideration. More significantly, there was not the diversity of entities looking to go into orbit meaning that the amount of debris was limited, thereby softening concern. Space activity during this time was largely limited to two superpowers, Russia and America. Inevitably, this geopolitical situation shaped the law that was to govern space activity, and this is the law which has shaped normative behaviour in space. Indeed, had space remained the purview of States, environmental damage may have been significantly reduced, making it easier to regulate. This development is crucial to understanding the way in which shared human values have evolved, but is only part of the picture. Following this, the different generations of space travellers will be studied allowing for an evaluation of how their competing interests and backgrounds have shaped the value systems underpinning the exploration of space. The discussion will then go on to review the emerging body of literature discussing ethical approaches to space and establish the extent to which ethical values have shifted to match the diversity of actors in the space environment. There will then be a critique of how the change in the global space environment has necessitated a change in environmental governance, and whether this has actually occurred. Finally, the discussion will conclude with suggestions as to the way in which legal devices can be used to shape behaviours and begin the process of embedding a much-needed environmental ethic into space activity. Since military planners must know the size and shape of the earth if they hope to track earth-orbiting satellites and to target missiles on distant lands, geodesy was an important concern of the two superpowers during the Cold War. The most important geodetic product in the United States was a series of increasingly powerful World Geodetic Systems, the first of which was published for the Department of Defense in 1960. Although WGS 60 was created because of intense international rivalries, it (...) reflected the intense rivalries between America's Army and its Air Force, and it introduced the notion of 'political geodesy'. My attention to American events does not indicate a lack of interest in the Soviet story; rather, I hope that historians with better language skills and better access to Soviet documents will examine geodetic research on the other side of the former Iron Curtain. In the 1960s and 1970s, scuba technology, underwater cameras, and documentarians revealed a long-hidden underwater world to the public. At this time oceanographic science was growing exponentially. Historians of the marine sciences have focused their studies of the period on institutional and military partnerships, and on the scientist-administrators who shaped oceanographic research institutions (such as the Scripps Institution of Oceanography, the Woods Hole Oceanographic Institution, and the British National Institute of Oceanography). Underwater habitat development during the 1960s and 1970s, however, (...) deserves greater attention than it has yet received, as it highlights a peculiar confluence of military, scientific, and popular interest, characteristic of the period, in the colonization of the seafloor. Existing accounts have focused on American habitats, notably Sealab and Tektite, since these were the largest and best funded. But this approach overemphasizes a Cold War narrative in which the sole protagonists of the habitat programs were the United States and the Soviet Union. At least 65 habitats were built between 1962 and 1991. Some were state-sponsored, with significant programs run by French, German, Japanese, and Canadian teams. This essay takes as a case study the Canadian Sublimnos habitat as well as the underwater exploration programs it helped launch in Newfoundland (Lora-I) and in the Arctic (Sub-Igloo). The Canadian case demonstrates that technological expertise and public enthusiasm for underwater exploration should not be solely understood with reference to Cold War interests of the two superpowers. Rather, the international range of habitat programs of the 1960s and 1970s reveals an expanding interest in the vertical underwater dimension that was fueled by numerous national scientific aims and territorial claims. Often and understandably, the seminal works of Plato, Thomas More, William Morris, H. G. Wells and others come to mind when we think of utopian studies. Hence Kumar’s parochial observation that there is no discernible utopian tradition beyond the West because other cultures lack the foundational myth of the Golden Age—that is, the Garden of Eden, Atlantis, and Arcadia—that has been so formative to the development of utopia in the West.2 These traditional or “transcendental” utopian modalities often feature a dichotomous opposition to their present reality, depicting time and historical movement [End Page 528] as linear successions of stages proceeding from an archaic past and toward a future wherein the utopian ideal is seen as occupying a “fixed space outside time and history.”3 Such temporally “transcendent” utopias marked the dawn of the modern phase of utopian thought, originating in the seventeenth century alongside new theories of social evolution that coalesced into modern Enlightenment notions of linear historical progress.4Prioritizing Pluralism: Critical Heterotopias of the “Here and Now”What kind of life? We are still confronted with the demand to state the “concrete alternative.” The demand is meaningless if it asks for a blueprint of the specific institutions and relationships which would be those of the new society: they cannot be determined a priori; they will develop, in trial and error, as the new society develops.5Tom Moylan’s notion of “critical utopianism,” which emerged during the “historic block” of political opposition of the 1960s and 1970s, marks one important step within the utopian canon toward praxis and the essential “Nowness” of critique and imaginative projection.6 This “critical” strand of utopianism is fueled by a fervent opposition to the exploitation and domination of people and the natural world that is increasingly characteristic of Western-capitalist societies.7 This opposition is coupled with a utopian desire for mutual aid, ecological resilience, liberation, and peaceful living—in effect, a longing for community.8 The “critical” in Moylan’s formulation has a bivalency: first, in the sense of critique through the debunking and deconstruction of the utopian genre itself, which was “colonized” by capitalism toward the 1970s and infused with technocratic dreams of material abundance through boundless economic expansion; and second, in the sense of the critical mass required to effect fundamental societal transformations.9 If the better is the enemy of the good, then perfection serves as “a stick with which to beat the possible.”10 Utopias do not offer rigid blueprints of a fixed or perfect ideal world but rather head toward “the ideal” by offering “a rich blending of creative fantasy, critical thinking, and oppositional activism” predicated on a demand for radically new relations between social and natural systems.11 Ever critically self-reflective, critical utopias continually remind us of the limitations of the utopian impulse, particularly the dangers of pursuing rigid and transcendental visions of “the better.” Nevertheless, these are desperate times that demand some orientation toward a better; utopianism’s [End Page 529] denunciative function is not enough. This article seeks to investigate the integration between political economy and religion offered in the forum Religion of Twenty (R20). The idea of R20 forum by Nahdlatul Ulama (NU) is one of the ideas to unite perceptions between countries and religions. It is based on the phenomenon of the global economy which has begun to be disrupted by conflicts and wars in several countries. Various wars by the superpowers have had implications for disrupting economic stability. Thus, the role of religion (...) in terms of world peace also contributes to the success of global economic stability. In further analysis, this article refers to Ibn Khaldun, Al-Ghazali, Adam Smith, David Ricardo, and John Stuart Mill’s political economy to answer how is the relationship between religion and world peace in economic development? And what role does the R20 forum play in integrating political economy and religion for global economic development? The findings in this article indicate that the sources of political economy in R20 are a means of integrating its patterns in line with the values and essence of religious teachings. (shrink)

This article argues that an artificial superintelligence (ASI) emerging in a world where war is still normalised constitutes a catastrophic existential risk, either because the ASI might be employed by a nation–state to war for global domination, i.e., ASI-enabled warfare, or because the ASI wars on behalf of itself to establish global domination, i.e., ASI-directed warfare. Presently, few states declare war or even war on each other, in part due to the 1945 UN Charter, which states Member States should “refrain (...) in their international relations from the threat or use of force”, while allowing for UN Security Council-endorsed military measures and self-defense. As UN Member States no longer declare war on each other, instead, only ‘international armed conflicts’ occur. However, costly interstate conflicts, both hot and cold and tantamount to wars, still take place. Further, a New Cold War between AI superpowers looms. An ASI-directed/enabled future conflict could trigger total war, including nuclear conflict, and is therefore high risk. Via conforming instrumentalism, an international relations theory, we advocate risk reduction by optimising peace through a Universal Global Peace Treaty (UGPT), contributing towards the ending of existing wars and prevention of future wars, as well as a Cyberweapons and Artificial Intelligence Convention. This strategy could influence state actors, including those developing ASIs, or an agential ASI, particularly if it values conforming instrumentalism and peace. (shrink)
