We discuss the multiple pass interferometer setup proposed by Unruh, and clarify some of the fundamental issues linked with complementarity. We explicitly state all mathematical instructions for manipulating the quantum amplitudes and assessing the probability distribution functions. In this respect we show that certain purely math logical limitations (requirement for consistency) prevent one to argue that there is one-to-one corespondence between paths 1 and 2 and the exit gates 10 and 9 ("which way" interpretation), and at the same time insist (...) on pure state density matrix, i. e. existent nonmeasured interference in the second building block of Unruh's interferometer. Furthermore one cannot even argue that Unruh's setup is described by mixed density matrix that keeps the one-to-one correspondence between the paths 1 and 2 and the exit gates. This last claim is mathematically consistent, however is experimentally disprovable - because one may potentially distinguish mixed quantum state from pure quantum state. One just lets the two beams captured at the exit gates cross each other. If interference can be observed the two exit gates were coherent and provide beams in pure state (superposition), while if interference cannot be observed, the state of the exit gates was mixed one. Since the captured beams at the exit gates in Unruh's experiment could interfere this implies that the whole setup is characterized with pure state density matrix and does not preserve the one-to-one correspondence between the entry points and exit gates, even in case where the destructive interference in arm 5 of the interferometer is not measured. Therefore the correct (experimentally plausible and mathematically consistent) exposition of complementarity introduced by Georgiev in 2004 is that Unruh's setup is characterized by pure state density matrix and does not keep the suggested by Unruh one-to-one correspondence. As an appendix is shown the equivalence between Unruh's setup and Afshar's setup and correct analysis of Afshar's experiment is also provided. (shrink)

The Journal of "Religious Ethics" marks the tercentenary of Edwards's birth with the following collection of essays. In keeping with the overall mission of the journal, this tribute takes the form of historical and constructive reflection, in which diverse perspectives on Edwards's work and diverse forms of engagement with it supplement and correct one another. Our hope is that these essays will serve both to generate interest in Edwards's work among those who are unfamiliar with him, and to advance the (...) discussion of central issues in theological and religious ethics. In this introductory essay, we will offer some reflections on Edwards's general significance for contemporary ethics, followed by a closer examination of his main texts and a brief summary of the essays collected here. By examining the methods of prevention and mediation employed by the UN during the Rwandan and Bosnian genocides, this essay will argue that the dispute resolution approaches taken by the UN are vague and ineffective, and instead rely much too heavily on the tribunals that follow genocide.

Situational crime prevention (SCP) measures attempt to prevent crime by reducing the opportunities for crime to occur. One of the ways in which some SCP measures reduce such opportunities is by providing victims with advice about how to avoid being victimised, for instance through public awareness campaigns or safety apps. Some scholars claim that this approach to preventing crime often or always promotes victim-blaming and that it is therefore morally wrong to pursue such strategies. Others have made sweeping (...) rejections of this claim. However, in this paper, I suggest that neither view is correct. Specifically, I demonstrate that there are at least three distinct ways of interpreting what I term the victim-blaming argument against advice-giving SCP measures – i.e. as an argument based on a concern for direct victim-blaming, indirect victim-blaming, or self-blame – and that both SCP opponents and supporters have legitimate grounds for their position, depending on how the argument is spelled out. The general assumption that underlines Richard Posner’s argument in his book Not a Suicide Pact is that decisions concerning rights and security in the context of modern terrorism should be made by balancing competing interests. This assumption is obviously correct if one refers to the most rudimentary sense of balancing, namely, the idea that normative decisions should be made in light of the importance of the relevant values and considerations. However, Posner advocates a more specific conception of balancing, both substantively (...) and institutionally. Substantiality, he argues for balancing based on a consequential moral theory that rejects the ideas of deontological rights and particularly absolute or very weighty deontological rights. More specifically, it seems that Posner assumes a utilitarian theory that also rejects intrinsic concern for distributive justice. Institutionally, Posner argues that this method of reasoning should be adopted by judges when interpreting the constitution. These substantive and institutional background assumptions are of course controversial, but I do not dispute them in this Article. My critique concerns Posner’s conclusions based on these assumptions. Posner’s main claim is that given the magnitude of the danger of modern terrorism, even a small probability that an act of terror may occur justifies extreme anti-terror measures. While the general idea that even a slight risk of very serious harm justifies significant cost is plausible, I doubt Posner’s assumptions regarding the cost of various means of preventing these dangers, his claim that judicial review in this context should be very limited, and his suggestion of an absolute formal prohibition that is not strictly enforced in the context of measures such as interrogational torture. This article argues that the courts, not the Home Secretary, should be empowered to issue Terrorism Prevention and Investigation Measures. It explains that at the heart of the debate are three questions: whether measures like TPIMs should be viewed primarily from the perspective of security or liberty; how we should conceive the executive and the courts; and the empirical question of how these two arms of government answer these questions. The non-mechanistic nature of legal reasoning means that legal (...) reasons may be constructed to fit one’s normative viewpoint on each of the first two questions. Importantly, however, the case law on judicial scrutiny of control orders consistently demonstrates that the courts themselves regard TPIMs as being primarily a restriction on liberty, which require a fair hearing before an independent court. Whilst this does provide some protection of individual rights, the nature of law as an unfinished practice means that for stable protection of individual rights judicial independence must be promoted and nurtured in both the legal and political realms. The failure of the Terrorism Prevention and Investigation Measures Act 2011 to vest the power to issue TPIMs in the courts thus represents a missed opportunity to secure political endorsement of enhanced legal protection of individual liberty in cases involving national security. The main hypothesis of studies presented in this article is that episodic implicit evaluations toward task-relevant objects determine thinking and decisions by actively placing them within or outside the scope of attention. In these studies we also aimed to test the impact of regulatory focus on implicit evaluations and goal pursuit. We applied the Promotion-Prevention Self-control Scale as a measure of mind-set during thinking in the Wason Selection Task in Study 1 and Island Decision Game in Study 2. Directly after (...) learning of the tasks, participants evaluated objects that constituted the task’s content. The findings are in line with the hypothesis stating that goals influence the way in which objects are automatically evaluated. The effects of promotion mind-set were more pronounced in both studies. Promotion-focused individuals positively assessed objects that serve as a confirmation. The implicit evaluations by prevention-oriented individuals disclosed their falsifying approach to the WST. The positive implicit evaluation of correct objects suggests their sensitivity to information useful for falsification and is consistent with their tendency to cautiously self-control thinking. Are preventive justice measures justified? Do they needlessly blur the boundaries between criminal and civil law, signalling a change in the architecture of security? The contributors in this volume re-assess the foundations for the range of coercive measures that states now take in the name of prevention and public protection.

The phenomenon of transnational families is a topical issue on the European Union's family policy agenda, especially in the context of the Sustainable Development Goals and the Europe 2020 Strategy. Romania, not only as a member state of the European Union, but also as a country directly affected by the scale of this phenomenon, must include in the public family policy the issue of transnational families and provide solutions for these families. Starting from the identification of the risk factors faced (...) by children whose parents are working abroad, the article proposes a critical analysis of existing programs and measures in national legislation aimed at preventing and combating the social exclusion of Romanian children from transnational families. The results of the SWOT analysis carried out indicate a number of shortcomings in covering the risk situations of these vulnerable children, the access to education and a good start in the life of these children being quite affected. The obtained results have implications at the level of decision-makers, helping to improve the efficiency of measures and programs for the left behind children and transnational Romanian families. The world relies on authentic research that guides legislation, policy formulations, and governmental and corporate actions. Therefore, researchers globally should be aware of academic integrity and publication ethics. This research delved into plagiarism that severely undermines any scientific study. It explores the relationship between adverse attitudes (attitudes that favor plagiarism) and plagiaristic behavior. We probed deeper into the theories of planned behavior, reasoned action, and ethical theories of rational self-interest, cultural acceptance, and deontology to propose corrective measures as (...) an intervention to reduce adverse attitudes and plagiaristic behavior. Upon empirical testing of the said propositions through two studies (Study 1, n1 = 2609; Study 2, n2 = 2678), we ascertained a significant negative relationship between corrective measures and adverse attitudes and corrective measures and plagiaristic behavior. We also empirically examined the mediating effect of adverse attitudes on the relationship between corrective measures and plagiaristic behavior. The results confirm the mediation model, in which academics subjected to corrective actions reported reduced plagiaristic behavior through reduced adverse attitudes. The findings further the literature on plagiarism and provide crucial implications for managing plagiaristic behavior among academics. The study also provides specific corrective actions that educational administrators should initiate to ensure academic integrity. (shrink)

The study aimed to identify the relationship between correcting the deviations in the measurement of performance and achieving the objectives of control and the performance of the job at the Islamic University in the Gaza Strip. To achieve the objectives of the research, the researchers used the descriptive analytical approach to collect information. The questionnaire consisted of (20) statements distributed to three categories of employees of the Islamic University (senior management, faculty members, their assistants and members of the administrative board). (...) A random sample of 314 employees was selected and 276 responses were retrieved with a recovery rate of 88.1%. The Statistical Analysis Program (SPSS) was used to enter, process, and analyze the data. The results of the study showed a positive relationship between correcting deviations in performance measurement and achieving the control objectives represented by the functional performance in the Islamic University from the point of view of the members (senior management, faculty and their assistants, and the administrative board), where the relative weight of all the paragraphs was (74.25%). The study recommended the need to ensure that the actual performance of the planned performance is matched and decisions are taken to correct the serious deviations and take the necessary measures in terms of retraining and change in regulations, wages and bonuses and punishment of the culprit, neglect and negligence by mistake. There are two versions of the putative connection between consciousness and the measurement problem of quantum mechanics : consciousness as the cause of state vector reduction, and state vector reduction as the physical basis of consciousness. In this article, these controversial ideas are neither accepted uncritically, nor rejected from the outset in the name of some prejudice about objective knowledge. Instead, their origin is sought in our most cherished (but disputable) beliefs about the place of mind and consciousness in the (...) world. It is first pointed out that these common beliefs about mind and consciousness arise from reification of situated first-person experience. Then, situatedness is shown to be a constitutive part of any exhaustive treatment of quantum measurements. It turns out that the alleged connection between consciousness and the measurement problem is a symptom of (i) the ineliminability of our being situated from the end-product of science, and (ii) our difficulty to express correctly this being situated. Anyone wearing rose-tinted glasses might be forgiven if s/he comes to the conclusion that the world out there is rosier than it actually is. With his Fish Story, Sir Arthur Eddington warned us how analogous illusions might have happened in our models of the physical world. His allegory describes how observer characteristics can be inadvertently assigned to the systems being observed. If Eddington's conjecture is applicable, the most fundamental properties of nature will turn out to be the construction rules of (...) the observer who measures nature. Since no one exactly knows how the brain works and because it is the final measuring instrument that collapses the wave function at the end of von Neumann's measurement chain, it is likely that observer characteristics have been falsely attributed to physical reality and our theories of it. These errors may prevent us from understanding consciousness because they mask the actual operations of the psyche. Starting with Velmans' model of consciousness I analyse the role of cognitive models in the development of science. I then model how both the set-up of experiments and the interpretation of resulting data could be influenced to arrive at erroneous theories. Using examples I show how potential errors, due to our incomplete understanding of the conscious process, have crept into physics. These need to be corrected if we are to evolve a concept of physical reality that includes conscious experiences. (shrink)

Prevention of age-related disorders is increasingly in focus of health policies, and it is hoped that early intervention on processes of deterioration can promote healthier and longer lives. New opportunities to slow down the aging process are emerging with new fields such as personalized nutrition. Data-intensive research has the potential to improve the precision of existing risk factors, e.g., to replace coarse-grained markers such as blood cholesterol with more detailed multivariate biomarkers. In this paper, we follow an attempt to develop (...) a new aging biomarker. The vision among the project consortium, comprising both research and industrial partners, is that the new biomarker will be predictive of a range of age-related conditions, which may be preventable through personalized nutrition. We combine philosophical analysis and ethnographic fieldwork to explore the possibilities and challenges of managing aging through bodily signs that are not straightforwardly linked to symptomatic disease. We document how the improvement of measurement brings about new conceptual challenges of demarcating healthy and unhealthy states. Moreover, we highlight that the reframing of aging as risk has social and ethical implications, as it is generative of normative notions of what constitutes successful aging and good citizenship. On the basis of this idea, they construct a new probabilistic theory of coherence. In this paper, I will attempt to show that the resulting measure of coherence clashes with some of the intuitions that motivate it. Also, I will try to show that this clash is not due to the view on coherence as a confidence-boosting property or to the general features (...) of the model that Bovens and Hartmann use to analyze coherence. It will turn out that there is at least one other measure that is similarly based on the concept of a confidence-boosting property, but does not have the same counterintuitive results. (shrink)

Research has demonstrated that policing is a stressful occupation and has a negative impact on police officers’ mental and physical health, performance, and interactions with citizens. Mental health at the workplace has become a concern due to the costs of depression, anxiety, burnout, and even suicide, which is high among police officers.To ameliorate occupational health, it is crucial therefore to identify stress and burnout levels on a regular basis. However, the instruments frequently used to measure stress have not valorized the (...) specificity of policing tasks. This study aims: i) conducting a literature review, to identify questionnaires used to assess occupational stress and burnout among police officers; ii) to analyze the psychometric characteristics of a Portuguese version of Operational Police Stress Questionnaire (PSQ-Op); and, using the PSQ-op and other questionnaires, iii) to identify operational stress, burnout, and distress levels among Portuguese police officers. The literature review identified 108 studies, which use a multiplicity of questionnaires to measure burnout or occupational stress among police officers, but few studies use specific police stress questionnaires. Sample sizes were mostly below 500 participants and studies were mainly developed in the last decade in the USA and Brazil, but also in another 24 countries, showing the extent of the interest in this topic. This study applied to 2057 police officers from National Portuguese Police, a force policing urban centers, the PSQ-Op, as well the Spanish Burnout Inventory and the Kessler Psychological Distress Scale.The results show that the psychometric properties of the Portuguese version of PSQ-Op are adequate. Factorial analysis revealed two dimensions defined as social and work issues, which were associated with measures of distress and burnout.Fit indices suggested a second-order solution called operational police stress. Overall, and considering the scale range of each questionnaire, the results showed moderate values of operational stress, distress, and burnout. However, considering their cut-off points, 85% of the sample presented high operational stress levels, 11% critical values for burnout, and 28% high distress levels, with 55% of the sample at risk of psychological disorder. These results reinforce the need to prevent stress and to invest in police officers’ occupational health. (shrink)

Background and Aims: The COVID-19 pandemic has led to radical and unexpected changes in everyday life, and it is plausible that people’s psychophysical health has been affected. This study examined the relationship between COVID-19 related knowledge and mental health in a Croatian sample of participants.MethodsAn online survey was conducted from March 18 until March 23, 2020, and a total of 1244 participant responses were collected. Measures included eight questions regarding biological features of the virus, symptoms, and prevention, the Hospital (...) Anxiety and Depression Scale, and Optimism-Pessimism Scale. According to the answers given on the questions on COVID-19 related knowledge, participants were divided in two groups: informed and uninformed on each question. They were then compared in the expressed levels of anxiety, depression, pessimism, and optimism. Full vs. partial mediation models with optimism/pessimism as a mediator in the relationship between anxiety/depression and the accuracy of responses for questions about handwashing and ways of transmission were estimated.ResultsParticipants who responded correctly on the question about handwashing had higher levels of anxiety, depression, and pessimism than those participants whose answer was incorrect, while participants who answered correctly on the question about the percentage of patients who develop serious breathing problems had higher levels of depression than those who answered incorrectly. Lower levels of anxiety and pessimism were observed in the participants who answered correctly about ways of transmission. Higher levels of pessimism were found in participants who scored incorrectly on questions about the efficiency of antibiotics, most common symptoms, and the possibility of being infected by asymptomatic carriers. Higher levels of knowledge about handwashing were predicted by higher levels of anxiety and pessimism. Higher levels of knowledge about ways of transmission were predicted by lower levels of anxiety and lower levels of pessimism. The examined relationships between anxiety/depression and knowledge were mediated by pessimism.ConclusionThe findings of this study suggest that knowledge about COVID-19 may be useful to reduce anxiety and depression, but it must be directed to the promotion of health behaviors and to the recognition of fake news. This article examines different ways agrarian thought has been interpreted and employed by ancient Chinese and early modern Japanese philosophers to criticize and attempt to limit the state’s power, and, in at least one case, to try to strengthen it. It analyzes the manner in which arguably the most fundamental human activities of farming, weaving, and governing have been conceptualized in a normative way, and the extent to which thinkers and statesmen in these East Asian historical contexts debated their correct (...) interrelation. The state’s critics were deeply concerned about the tragic occurrence of death by starvation during their ages, and by the conditions that allowed it to happen. They identified and advocated certain ethical values and political measures they believed would mitigate and help prevent this avoidable circumstance. Conversely, the state’s supporters appropriated agrarian thinking to demonstrate how the sovereign’s control of the realm and its subjects could be significantly enhanced by strategically apportioning the land in a particular way. Lastly, both groups of thinkers sought unity, ethically or geopolitically, but they conceived of this ideal in contrasting ways. (shrink)

While the unprecedented lockdown measures were at the heart of the debate in the first year of the pandemic, the focus since then has shifted to vaccination issues. The reason, of course, is that vaccines and vaccinations have become available by now. All experts agree: If mankind had failed to develop vaccines against SARS-CoV-2, the death toll would have been much higher. This issue seeks to explore what could be described as a “generational approach to vaccinations”. The question “What (...) can we do to avoid future pandemics?” is related to different aspects of the failures and successes of humanity’s vaccination strategy against SARS-CoV-2. Pathogens are among the existential risks to humanity that could potentially kill a large part of it in a very short time. For all the tragedy and horror it has brought upon the world, the Corona virus has not been lethal on such a large, all-encompassing scale. But it could serve as a wake-up call for more and better prevention in the future, put differently: as a call to build a “preventive society”. When people look back to the year 2022 from the year 2200, will they think of the absence of mandatory vaccination as a dangerous anachronism? And will the unequal global distribution of vaccines be seen as an unbearable vice of our epoch? And will “human infection studies” still be dismissed as unethical if a dangerous new virus boards human bodies? If intergenerational justice means improving the life chances and living conditions of future generations to the largest possible extent, then its link to (the avoidance) of infectious diseases is obvious. We should protect future generations from foreseeable damage if we have the power to do so. “We” is humankind in its entirety. Politically, humanity is divided into many single nations. But biologically, as members of the same species, we share the same vulnerability regardless of ethnicity. The regular reader of this journal might wonder why this issue of IGJR has a different structure. An unprecedented pandemic calls for an unprecedented reaction and therefore IGJR 1/2021 and 2/2021 are special issues that deal with this disruptive event. We have invited several health experts, politicians and scholars alike to share their perspectives in short opinion pieces (instead of regular peer-reviewed articles). And we are exploring something new: the publication of a FRFG policy paper. This policy paper starts off with a historical overview on how pandemics have afflicted humanity in the past. It separates moral from legal duties and formulates “epidemiological imperatives” – the way of thinking of a responsible and solidary individual facing the task of preventing an outbreak of epidemics in a community. With the discovery of vaccines, and their availability, the catalogue of duties is increased by one more: to get the jabs as an act of solidarity with others, including future generations. This would prevent states from being forced to take disease control measures that bring about drastic collateral damage. During the first two years of the Corona pandemic, states have imposed lockdowns. The closure of schools has put a special burden on the youngest members of society. This could have been prevented during the second and the further waves. The policy paper also calls for more government funding for prophylactic vaccine research and for the designation of vaccines as “global public goods”. The issue then moves on to a section dedicated to opinion papers by various different authors. The first paper, written by Agnes Binagwaho and Kedest Mathewos (both from University of Global Health Equity, Rwanda), focuses on the issue of health inequity, a concern which has gained more and more traction during the Covid-19 pandemic. The paper examines how vaccine distribution during the pandemic was mainly focused on the global north and how such actions might affect future generations’ perception of what is just, fair and morally correct. The second paper, by Samantha Vanderslott (University of Oxford), focuses on the right and wrongdoings connected to pandemic preparedness and response. The third paper, authored by Rajeev Sadanandan (Health Systems Transformation Platform, India), talks about the lessons that can and should be drawn from child immunisations. The fourth paper, by Adriano Mannino (LMU and Parmenides Foundation, Munich), delves into the question how future generations will assess our actions and our response to the current pandemic. The fifth and final paper, written by Jörg Tremmel (FRFG and University Tübingen), is centered around the question whether human infection studies could have been implemented during the early stages of the pandemic to minimise deaths and severe infections. The issue concludes with two reviews on recent books by Alberto Giubilini and Katie Wright. In his review of Giubilini’s The Ethics of Vaccination, Marius Kunte notes that it contains a “thought-provoking plea” for individual, collective and institutional obligations to reach high vaccination rates. Judith Kausch-Zongo concludes her review of Wright’s Gender, Migration and the Intergenerational Transfer of Human Wellbeing with a special emphasis on the book’s empirical findings, and praises it in its entirety as “undoubtedly important”. Both books serve as poignant reminders of how sustainable societies can only emerge once the challenges revolving around its most vulnerable members have been properly addressed. (shrink)

The attributable fraction (population) has attracted much attention from a theoretical perspective and has been used extensively to assess the impact of potential health interventions. However, despite its extensive use, there is much confusion about its concept and calculation methods. In this article, we discuss the concepts of and calculation methods for the attributable fraction and related measures in the counterfactual framework, both with and without stratification by covariates. Generally, the attributable fraction is useful when the exposure of interest (...) has a causal effect on the outcome. However, it is important to understand that this statement applies to the exposed group. Although the target population of the attributable fraction (population) is the total population, the causal effect should be present not in the total population but in the exposed group. As related measures, we discuss the preventable fraction and prevented fraction, which are generally useful when the exposure of interest has a preventive effect on the outcome, and we further propose a new measure called the attributed fraction. We also discuss the causal and preventive excess fractions, and provide notes on vaccine efficacy. Finally, we discuss the relations between the aforementioned six measures and six possible patterns using a conceptual schema. (shrink)

In terms of measurement, the only quantitative difference between the “input-bound percent correct” and “output-bound percent correct” is the inclusion versus exclusion (respectively) of omission errors in the denominator of the percentages.

In the midst of only the 6th mass extinction in the Earth's history, we must rethink how we teach evolution to prevent natural selection from being incorrectly used as a biological justification for inaction in the face of today's human‐caused mass extinction crisis. Pundits, policy makers, and the general public regularly identify the extinction of endangered species as natural selection at work, rather than attributing modern‐day extinction to the sudden catastrophic bad luck of human caused environmental change, a phenomenon distinct (...) from natural selection. In this natural selection framing, the inability of species to survive in human altered environments is the normal progression of “survival of the fittest” and conservation measures designed to protect species is human interference with natural selection. Paradoxically, this erroneous framing of extinction as the normal course of natural selection ignores humanity's exceptional role in causing today's mass extinction crisis. Our examination of this issue in U.S. college students indicates that it arises from misunderstanding the role of extinction in the history of life, leading us to recommend a greater teaching emphasis on the distinction between extinction and natural selection, and on past mass extinction events. The safety sign is important in our daily life and workplace to prevent potential safety issues. However, it remains undetermined whether the safety signs would influence the cognitive control ability of the people, which serves to guide the behaviors in a goal-directed manner. Therefore, this study aimed to examine the effect of safety signs on cognitive control by uncovering the behavioral performance and neural manifestations underlying the monitoring of conflict and error. The participants performed a flanker task after watching low- (...) and high-hazard safety signs with the electroencephalogram data recorded continually. The behavioral results indicated a classic congruency effect with higher accuracy rate and faster response time under a congruent condition compared to an incongruent condition. However, no hazard effect on behavioral performances was observed. The results of event-related potentials demonstrated a more negative N2 elicited by the incongruent trials and an increased ERN difference between the error and correct responses in the high-hazard condition compared to those in the low-hazard condition, implying that the monitoring of the conflict and error were both enhanced after watching the high-hazard safety signs. This study contributes to the understanding of the relationship between safety signs and cognitive control, and further expand the measurements that can be applied to assess the effectiveness of safety signs design. This article argues that businesses are morally responsible for compensating the people harmed by their activities even if they were not negligent, i.e., the businesses took reasonable precautions. Critics of this position maintain that responsibility requires choice, and by taking precautions, businesses choose not to harm others. This article accepts their argument’s first premise but rejects the second premise. It contends that businesses often seek risky or innovative activities to increase profits, and the essence of innovative activities is that precautions (...) cannot sufficiently reduce their foreseeable harmful consequences. The correct understanding of businesses’ decision-making enables us to appreciate that businesses choose to undertake risky activities while knowing that they can harm others despite preventive measures. It follows that preventive measures should not serve as an excuse against liability for harm. (shrink)

Suicide is considered a global public health issue and compulsory admission is a commonly used measure to prevent suicide. However, the practice has been criticised since several studies indicate that the measure lacks empirical support and may even increase suicide risk. This paper investigates whether the practice has enough empirical support to be considered proportionate. To that end, arguments supporting compulsory admission as a suicide-preventive measure for most suicidal patients are scrutinized. The ethical point of departure is that the (...) expected benefits of compulsory admission should outweigh the potential harms of the measure to be proportionate and defensible. It is concluded that, for most suicidal patients, suicide-preventive compulsory admission cannot be presumed to be a proportionate measure. To be so, the expected medical benefits of the measure should be greater than the potential increase in suicide risk and other harms that compulsory admission could entail. Instead of using compulsory admission as a suicide-preventive measure, extra safety measures may be needed during and after compulsory admission to prevent the risk of hospitalisation-induced suicide. Most of the attention regarding the balance between autonomy and paternalism has been focused on the therapeutic relation. Much less attention has been devoted to the problem of autonomy in the application of medical knowledge for preventive purposes. Here, because the good to be achieved is social as well as individual, an unavoidable dilemma ensues. Effective preventive measures of benefit to all must necessarily limit autonomy and involve some coercion. I argue that there are principles which can (...) be established to guide society in a moral use of coercion. The question of employing medical knowledge is not, as it is in therapeutic medicine, to preserve or enhance autonomy. Rather its aim is to enhance voluntary co-operation. We present a set of experiments investigating how English- and Japanese-speaking children interpret Measure Phrase comparatives. We show that despite overt cues to the comparative interpretation, children representing both languages diverge from their adult counterparts in that they access a non-adult-like ‘absolute measurement’ interpretation. We propose to account for their response pattern by appealing to proposals by Svenonius and Kennedy and Sawada and Grano that Meas in the head of the DegP, which houses the differential, selects for an absolute minimal (...) value: zero. We argue that young children appeal to this absolute zero minimum in lieu of the correct derived standard, and must learn to override this value by appealing to the context to set the standard of comparison when interpretation requires them to do so. Several theoretical publications on the Dirac equation published during the last decades have shown that, an interpretation is possible, which ascribes the origin of electron spin and magnetic moment to an autonomous circular motion of the point-like charged particle around a fixed centre. In more recent publications an extension of the original so called “Zitterbewegung Interpretation” of quantum mechanics was suggested, in which the spin results from an average of instantaneous spin vectors over a Zitterbewegung period. We argue that, the (...) corresponding autonomous motion of the electron should, if it is real, determine non-relativistic spin measurements. Such a direct connection with the established formal quantum mechanical description of spin measurements, into which spin is introduced as a “non-classical” quantity has, to our knowledge, not been reported. In the present work we show that, under certain “model assumptions” concerning the proposed autonomous motion, results of spin measurements, including measurements of angular correlations in singlet systems, can indeed be correctly described using classical probabilities. The success of the model is evidence for the “reality” of the assumed autonomous motion. The resulting model violates the Bell—inequalities to the same extent as quantum mechanics. (shrink)

Transcranial magnetic stimulation can be used to mask visual stimuli, disrupting visual task performance or preventing visual awareness. While TMS masking studies generally fix stimulation intensity, we hypothesized that varying the intensity of TMS pulses in a masking paradigm might inform several ongoing debates concerning TMS disruption of vision as measured subjectively versus objectively, and pre-stimulus versus post-stimulus TMS masking. We here show that both pre-stimulus TMS pulses and post-stimulus TMS pulses could strongly mask visual stimuli. We found no dissociations (...) between TMS effects on the subjective and objective measures of vision for any masking window or intensity, ruling out the option that TMS intensity levels determine whether dissociations between subjective and objective vision are obtained. For the post-stimulus time window particularly, we suggest that these data provide new constraints for models of vision and visual awareness. Finally, our data are in line with the idea that pre-stimulus masking operates differently from conventional post-stimulus masking. (shrink)

ABSTRACT Public health authorities sometimes have to make decisions about the use of preventive medical measures—e.g. vaccination programmes—which could, if realised, save millions of lives, but could also kill a certain (small) number of those subjected to the measures. According to a rough‐and‐ready utilitarian calculation, such measures should be taken, but there are also possible objections to this view. A liberal objection to the use of mandatory preventive measures which might harm human beings is (...) that people have a right to decide for themselves whether or not they want to participate in the programme. A further objection is based on the claims that first, the authorities are directly killing those who die because of, say, vaccination programmes, and second, directly killing human beings is forbidden (since every human being has a right to live). The latter objection is discussed at length in the present paper. The validity of three doctrines, the doctrines of the double effect, of acts and omissions, and of killing and letting die, are considered with reference to the use of preventive measures, and found inapplicable. The objection is, however, refuted by comparing some hypothetical examples, and the initial utilitarian calculation is reinforced. (shrink)

Mental illness stigma is imposed on patients in mental illness stigma mark, mainly referring to the disease and psychological stereotypes lead to the loss of social status and discrimination. Chinese culture in the future to carry out the stigma of mental illness, should be closely combined with the stigma of traditional culture analysis of the impact mechanism, and should explore the feasibility of stigma strategies. Mental illness stigma is an ashamed mark attached to people with mental illness, which is the status loss and discrimination triggered by negative stereotypes about people labeled as having mental illness. Some researches have showed that stigma may impede the treating and rehabilitating process of clients. The effect of mental illness stigma is currently a hot subject of research. Labeling theory and modified labeling theory are both the theories of the mechanism of the effect of stigma. Researchers investigate the effects of stigma and the ways of diminishing it from two aspects: public- stigma and self-stigma. We describe the parallel changes that have taken place in recent years in two countries, Israel and The Philippines, the former once an “exporter” of transplant tourists and the latter once an “importer” of transplant tourists. These changes were in response to progressive legislation in both countries under the influence of the Declaration of Istanbul. The annual number of Israeli patients who underwent kidney transplantation abroad decreased from a peak of 155 in 2006 to an all-time low of 35 in (...) 2011 while in the Philippines the annual number of foreign transplant recipients fell from 531 in 2007 to two in 2011. The experience of these two countries provides a “natural experiment” on the potential impact of legal measures to prevent transplant tourism. (shrink)

Hugely facilitated by the Internet, plagiarism by students threatens educational quality and professional ethics worldwide. Plagiarism reduces learning and is correlated with increased fraud and inefficiency on the job, thus lessening competitiveness and hampering development.In this context, the present research examines 48 licenciatura theses and 102 masters theses from five of Mozambique’s largest universities. Of the 150 theses, 75% contained significant plagiarism (>100 word equivalents) and 39%, very much (>500 word equivalents). Significant plagiarism was detected in both licenciatura and masters (...) theses. By using both Turnitin and Urkund to identify potentially plagiarized passages, professionally verifying whether those passages contain plagiarism, and, if confirmed, counting the words involved, the study presents a new method for classifying the quantity and significance of plagiarism. The use of two text-similarity-recognition programs also improved the rate of detection and, in some theses, significantly increased the classification of the gravity of the plagiarism encountered.Based on a broad review of the literature, the article argues that, to combat wide-scale plagiarism, academic institutions need to cultivate a consensus among faculty and students about the definition and types of plagiarism, the appropriate penalties, and the paramount professional and economic need to nurture professional ethics. However, to achieve even partial success requires significant involvement by administrators, faculty, students and student leaders guided by a holistic strategy using technological, pedagogical, administrative and legal components to prevent and detect plagiarism and then reeducate or discipline students caught plagiarizing. I argue that the idea of ‘quasi-independence’ [Lewontin, R. C. . Adaptation. Scientific American, 239, 212–230] cannot be understood without attending to the distinction between fitness and advantageousness [Sober, E. . Philosophy of biology. Boulder: Westview Press]. Natural selection increases the frequency of fitter traits, not necessarily of advantageous ones. A positive correlation between an advantageous trait and a disadvantageous one may prevent the advantageous trait from evolving. The quasi-independence criterion is aimed at specifying the conditions under which advantageous traits (...) will evolve by natural selection in this type of situation. Contrary to what others have argued [Sterelny, K. . Evolutionary explanations of human behavior. Australian Journal of Philosophy, 70, 156–172, and Sterelny, K., & Griffiths, P. . Sex and death. Chicago: University of Chicago Press], these conditions must involve a precise quantitative measure of the extent to which advantageous traits are beneficial, and the degree to which they are correlated with other traits. Driscoll [Driscoll, C. . Can behaviors be adaptations? Philosophy of Science, 71, 16–35] recognizes the need for such a measure, but I argue that she does not provide the correct formulation. Many surveys confirm a substantial number of discipline problems in schools, but not many surveys are aimed at their identification. Identification of discipline violations is indispensable for prudent planning of their interventions in and prevention of their occurrence. Earlier studies focused mostly on the teachers’ perceptions of discipline problems and they were not interested in how discipline problems are perceived by students. In this study, teachers and students identified the most frequent and disturbing discipline violations. Given the results of the (...) survey, it would be necessary to pay more attention to preventing disruption of lessons and improper attitude, which are, in the views of teachers and students alike, the most frequent and disturbing violations. At 11:15 a.m., my new general practitioner was imploring me to get my weight under control, by which he meant to learn how to reduce my body mass index (BMI) to match the chart prominently displayed on his office wall. The exhortation to get my weight under control meant such radically different things in these two contexts that it was difficult to comprehend the meaning of the phrase.I am 5’4” and 158 pounds. This gives me a BMI of 27.3, which means that I am considered overweight; right in the middle of the category of overweight. Or, according to the definition of the BMI found on the calculator pinned to the National Heart Lung and Blood Institutes (NHLBI) webpage, I am over fat. If the BMI is, “a measure of body fat based on height and weight that applies to adult men and women” then I carry a health–threatening percentage of body fat. If my fitness trainer, with his 12 point skin–fold caliper test is correct, my body fat percentage of 17% is within the limits expected of female (non–endurance) athletes. In terms of health, then, I am a paradox: according to one standard, I am healthy and fit, according to another, I am unhealthy and fat.As this new physician picked apart my weight, suggesting I should lose between 15 and 20 pounds to bring myself to “full health”, I found myself quite annoyed. He was a small, rail thin, man with greying hair, tired eyes, unpressed khakis, and a beaten pair of black–ish grey “Crocs” on his feet. He looked disheveled and as if he had not seen the inside of a weights room in his life. This paper examines the representation of mental illness and mental disorder in the Washington Community Protection Act of 1990 (WCPA), the first package of sexual predator legislation passed in the United States. I focus on the public outcry over a violent crime committed by a repeat sexual offender, Earl Shriner, and show how the act was drafted in direct response to this outcry. Following his arrest, there was a public discussion of a) whether the state had a responsibility to cure (...) individuals like Shriner before releasing them, and b) whether sex offenders could be cured at all. The WCPA was a landmark law because it shifted forensic psychology in the use of sexual criminals from an intervention model to a containment model, from a model that sought to separate out those sexual criminals who could be treated to a model that separated out sexual criminals because they could not be treated. I demonstrate here that this shift was made in response to the representation of Earl Shriner as a member of a group classified by legislators as having a coherent, recognizable and untreatable mental disorder that caused them to commit acts of sexual violence. In today’s America the persistence of crushing poverty in the midst of staggering affluence no longer incites the righteous jeremiads it once did. Resigned acceptance of this paradox is fueled by a sense that poverty lies beyond the moral and technical scope of government remediation. The failure of experts to reach agreement on the causes of poverty merely exacerbates our despair. Are the causes internal to the poor – reflecting their more or less voluntary choices? Or do they emanate from (...) structures beyond their control? If both of these explanations are true, poverty experts will need to shift their focus to a hitherto under-theorized concept: coercion. I defend this claim by appealing to distinct areas of philosophical inquiry: social epistemology and moral theory. Poverty knowledge is directly related to both of these inquiries. The aim of poverty knowledge is clearly moral: to reduce suffering and to empower the weak. While the former aim is grounded in utilitarian thinking, the latter aim is grounded in the social contractarian insight that poverty is unjustly coercive, imposing excessive limits on the opportunities and choices of the poor that render them vulnerable to domination by others. Equally obvious is the social nature of poverty knowledge. All knowledge depends on the reliable testimony of others. Poverty knowledge not only ostensibly offers us the most reliable, scientific beliefs about the causes and effects of poverty, thereby determining how we morally judge the poor and their poverty, but it reciprocally bases its understanding of poverty on what the poor themselves have to say about it. What unites both social epistemology and moral theory – at least the social contract variants I will be examining here – is concern about the limits and possibilities of rational choice. As poverty knowledge came of age in the fifties and sixties, it absorbed the language of rational choice prevalent in economics, especially the Keynesian economics whose moral underpinnings can be found in Rawlsian social contract theory. Echoing a different economic theory supported by a different, more libertarian, brand of social contract theory, poverty expertise in the eighties continued to use an abstract model of rational choice. I submit that, in both early and later epochs of poverty expertise, reliance on rational choice reasoning prevented poverty experts from appreciating the coercive impact of poverty on the poor. Social epistemology explains this failure by demonstrating the poverty of rational choice thinking and its mistaken reliance on inflated commonsense expectations about the capacity of individuals to calculate their long-term interests, free from the distortions of social bias. Social epistemology not only exhibits the dangers of not relying on expert testimony, but it also exhibits the dangers of relying on an unreliable source of expert testimony that has removed itself from its human subject matter. In order for poverty experts to become more reliable educators about poverty’s coercive impact on the poor they must return to their discipline’s social epistemological roots. Only a more descriptive and explanatory sociology can narrate a comprehensive story about how the lived experience of poverty relates to the larger social system. The social contractarian model best suited to underwriting this kind of poverty knowledge, I submit, is the discourse theoretic model that has been championed by Jürgen Habermas. When applied as a pedagogical method of dialog and not as a social contractarian model of rational normative consent, discourse theory highlights the unique epistemological advantages of empathetic understanding that are so essential to dispelling stereotypes about the poor. Dispelling these stereotypes is the first step toward respecting the poor as free agents who are nonetheless forced to make suboptimal choices. My defense of these claims proceeds as follows: Part One argues that poverty expertise rightly deserves the opprobrium critics have heaped on it. The charge – leveled by progressives and conservatives alike - that such expertise is ideological is true to the extent that poverty knowledge has all-too-easily accommodated the political aims of the agency that has funded it: the federal government. The shift from the war on poverty to the war on the poor – and the resulting shift from blaming poverty on economic structures to blaming it on the culture of poverty – would not have been possible without an increased emphasis on data gathering aimed at measuring poverty rather than describing it. Part Two assesses the consequences of turning away from qualitative research to statistical analysis: the coercive nature of poverty becomes invisible beneath the surface of aggregate individual choices. The failure to grasp how voluntary choices, ostensibly based on rational, self-interested calculations, can be coerced by social structures - and thereby lead to sub-optimizing behavior – invites the conclusion that the poor have only themselves to blame for their misery. Part Three suggests that this pathologization of the poor directly controverts the major aim of poverty research: to empower the poor as free and equal parties to the social contract. I argue that the different varieties of social contract theory that have justified poverty expertise over the last forty years – the welfarist model pioneered by Rawls and the market-based model defended by Nozick – embrace the same rational choice models favored by poverty experts and so conspire with the latter in neglecting important dimensions of poverty-related coercion. While the welfarist model conceals the coercive nature of bureaucratically administered entitlement programs and top-down urban renewal policies, the market-based model conceals the coercive nature of economic class structures. The discourse-theoretic alternative proposed by Habermas endorses a populist, democratic response to the overly abstract rational choice assumptions embedded in these other models. Despite this advance over its counterparts, the chief advantage of discourse theory for poverty knowledge, I submit, resides less in its proposed procedure of rational collective choice than in its heuristic as a dialogical method of social learning. I demonstrate this claim in Part Four, where I turn to the social epistemological insights of Allen Buchanan. Social epistemology offers a much needed corrective to theories of knowledge that rely on the reasoning capacities of isolated individuals. By stressing the connection between moral response and social belief, on one hand, and the dependence of social belief on epistemic authorities, on the other, social epistemologists suggest ways in which we can learn to distinguish reliable from unreliable authorities and become aware of our own error-prone cognitive proclivities. Their insights need to be supplemented by moral epistemologists who stress the affective dimension of knowledge, above all, the role that empathy plays in understanding the plight of others. Drawing from victim narratives, Diana Meyers shows that switching between first-person experiences of one's own and third-person reconstructions of others' experiences is essential to appreciating the gravity of human rights violations and the seriousness of human rights claims. It goes without saying that such empathy is just as essential to understanding the plight of the poor. Meyers mainly has in mind empathetic understanding that has been facilitated by third-person observation and literary encounter, but the importance of visceral and corporeal representation suggests that face-to-face dialog may sometimes be a more effective way to facilitate empathetic understanding. However the plan to conduct an emergency immunization program specifically for healthcare workers using experimental vaccines raises some ethical concerns. This paper shares perspectives on these concerns and suggests how some of them may best be addressed.DiscussionThe recruitment of healthcare workers for Ebola vaccine research has challenges. It could result in coercion of initially dissenting healthcare workers to assist in the management of EVD infected persons (...) due to mistaken beliefs that the vaccine offers protection. It could also affect equity and justice. For example, where people who are not skilled health care professionals but who provide care to patients infected with Ebola are not prioritized for vaccination. The possibility of study participants contracting Ebola infection despite the use of experimental vaccine, and the standard of care they would receive, needs to be addressed clearly, transparently and formalized as part of the ethics review process. Future access to study products in view of current status of the TRIPS agreement needs to be addressed. Finally, broad stakeholder engagement at local, regional and international levels needs to be promoted using available communication channels to engage local, regional and international support. These same concerns are applicable for current and future epidemics.SummarySuccessful Ebola vaccine development research requires concerted efforts at public dialogue to address misconceptions, equity and justice in participant selection, and honest discussions about risks, benefits and future access. Public dialogue about Ebola vaccine research plans is crucial and should be conducted by trusted locals and negotiated between communities, researchers and ethics committees in research study sites.
