The main objective of this essay is to offer an answer to the following question: Is there a scientific ground for the theory of the historical opposition between liberalism and the nation? In order to answer this question, this essay is organised in three parts. The first part identifies the position of the nation within the classical liberal discourse; the second identifies the crucial moment of the 1950’s as the precise period in which a major change in the relation between (...) liberalism and the nation took place; the third one identifies the moment of the nation’s restoration within the contemporary liberal discourse. The main conclusion of this essay is that, except for a brief though noteworthy period (which explains the actual apparent consensus concerning the opposition between the liberal and the national theories), the nation was a fundamental component of the liberal discourse and of the liberal political practices rather than a result of an opposing political vision. Americans have long prided themselves on living in a country that serves as a beacon of democracy to the world, but from the time of the founding they have also engaged in debates over what the criteria for democracy are as they seek to validate their faith in the United States as a democratic regime. In this book John Gunnell shows how the academic discipline of political science has contributed in a major way to this ongoing dialogue, (...) thereby playing a significant role in political education and the formulation of popular conceptions of American democracy. Using the distinctive “internalist” approach he has developed for writing intellectual history, Gunnell traces the dynamics of conceptual change and continuity as American political science evolved from a focus in the nineteenth century on the idea of the state, through the emergence of a pluralist theory of democracy in the 1920s and its transfiguration into liberalism in the mid-1930s, up to the rearticulation of pluralist theory in the 1950s and its resurgence, yet again, in the 1990s. Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, (...) boundary disputes, and environmental crises. In recent years the historical relationship between scientific experts and the state has received increasing scrutiny. Such experts played important roles in the creation and regulation of environmental organizations and functioned as agents dispatched by politicians or bureaucrats to assess health-related problems and concerns raised by the public or the judiciary. But when it came to making public policy, scientists played another role that has received less attention. In addition to acting as advisers and assessors, some scientists were democratically elected (...) members of local and national legislatures. In this essay I draw attention to this phenomenon by examining how liberal politicians and intellectuals used Darwinian cognitive science to conceptualize the education of children in Victorian Britain. The paper examines the political ideas of founding figures of West German political science by engaging with formative texts from the post-war period of neo-Aristotelian (Dolf Sternberger and Siegfried Landshut), Critical Theory (Arcadius R.L. Gurland and Franz L. Neumann), ordoliberal (Alexander Rüstow) and catholic (Ferdinand Hermens) perspective. It is argued that these early German political scientists coincided in the diagnosis of living in a thoroughly politicized post-liberal age. They rejected the separation between empirical and normative political (...) science and devised heterogeneous disciplinary approaches that can be classified as republican, power-realist, and expertocratic. Although democracy was an important point of reference for some of them, it is not tenable, contrary to older historiography and contemporary self-image, to describe early West-German political science as a Demokratiewissenschaft (science of democracy) in overall terms. What did democracy mean before liberalism? What are the consequences for our lives today? Combining history with political theory, this book restores the core meaning of democracy as collective and limited self-government by citizens. That, rather than majority tyranny, is what democracy meant in ancient Athens, before liberalism. Participatory self-government is the basis of political practice in 'Demopolis', a hypothetical modern state powerfully imagined by award-winning historian and political scientist Josiah Ober. This article explores the connections between eugenics, politics and the state, taking the Swiss case as a particular focus. It is argued that Switzerland provides a historical example of what Bauman [Bauman, Z. . Modernity and the Holocaust. Cambridge: Polity Press.] describes as ‘gardening states’: states that are concerned with eliminating the ‘bad weeds’ from the national garden and thereby constructing sharply exclusionary national identities. The Swiss experiments with eugenics can be seen as an example of an ongoing struggle against (...) ‘difference’. Against this backdrop I will examine, first, the ways in which state regulation of reproductive sexuality, and other eugenic measures, became central mechanisms for dealing with cultural and other ‘differences’ in the Swiss nation. Second, I will analyse the gendered nature of such mechanisms, as well as the preoccupation with racial ‘difference’ exemplified by eugenic policies towards ‘Gypsies’. To conclude, I will examine the impact of political institutions and political ideology, in particular, social democracy, on these eugenic gardening efforts. (shrink)

For over twenty years, Paul Weithman has explored the thought of John Rawls to ask how liberalism can secure the principled allegiance of those people whom Rawls called 'citizens of faith'. This agenda includes the more specific challenges and opportunities confronting agriculture, food systems, science, and communities, as well as broader contextual issues and grand challenges. This paper draws extensively on 40 years of AHV journal articles (...) and reviews and begins with a focus on a limited number of key grand challenges (climate change and global warming; threats to democracy and the growing neo-nationalism, populism, and authoritarianism; and increasing national and international inequality). "Liberalism" is widely used to describe a variety of social and political ideas, but has been an especially difficult concept for historians and political scientists to define. Burckhardt, Mill, and Tocqueville define one type of liberal thought. They share an aristocratic liberalism marked by distaste for the masses and the middle class, opposition to the commercial spirit, fear and contempt of mediocrity, and suspicion of the centralized state. Their fears are combined with an elevated ideal of human personality, (...) an ideal which affirms modernity. All see their ideals threatened in the immediate future, and all hope to save European civilization from barbarism and militarism through some form of education, although all grow more pessimistic towards the end of their lives. Aristocratic Liberalism ignores the national boundaries that so often confine the history of political thought, and uses the perspective thus gained to establish a pan-European type of political thought. Going beyond Burckhardt, Mill, and Tocqueville, Aristocratic Liberalism argues for new ways of looking at nineteenth-century liberalism. It corrects many prevalent misconceptions about liberalism, and suggests new paths for arriving at a better understanding of the leading form of nineteenth-century political thought. The new Afterword by the author presents a novel description of liberal political language as the "discourse of capacity," and suggests that this kind of language is the common denominator of all forms of European liberalism in the nineteenth century. While the importance of social and political trust has been well documented, there is a lack of scholarly consensus over where trust originates. This article tests three theoretical arguments – social-psychological, social-cultural, and political institutional – on the origin of political trust against three East Asian democracies. The empirical analysis from the AsiaBarometer survey illustrates that political institutional theory best explains the origin of political trust in East Asian cases. Citizens of these East Asian democracies (...) have a high level of political trust when they believe that their governments perform well in management of the national economy and political representation of elected officials. Meanwhile, social-psychological and social-cultural theories explain the origins of social trust, but not political trust. Democracy may well be the primary virtue of political systems. Yet European politics is marked by a democracy deficit that will not disappear spontaneously. While legal and political theory on this issue is dominated by supporters of civic institutionalism and constitutional republicanism, liberal nationalists seem to be split. They justify the civic nationhood of member states, but they shrink away from the idea of a European people. This essay claims that a quasi-national conception of European identity (...) can be conducive to the rise of a democratic political union of Europe. It discusses the mechanisms and rules for Europeanization of the sense of equal dignity and solidarity. Dubbed 'the oracle' by no less an authority than James Madison, Montesquieu stands as a theoretical founder of the liberal political tradition. But equally central to his project was his account of the relationship of law to each nation's particular customs and place, a teaching that militates against universal political solutions. This teaching has sometimes been thought to stand in tension with his liberal constitutionalism. In this book, Keegan Callanan argues that Montesquieu's political particularism and liberalism are (...) complementary and mutually reinforcing parts of a coherent whole. In developing this argument, Callanan considers Montesquieu's regime pluralism, psychological conception of liberty, approach to political reform, and account of 'the customs of a free people', including the complex interaction of religion and commerce. Callanan concludes that, by re-orienting our understanding of liberalism and redirecting our attention toward liberty's distinctive preconditions, a return to Montesquieu's political philosophy leaves us better prepared to confront liberal democracy's contested claim to universality. Within the author’s long-term project of updating John Rawls’s paradigm of “political liberalism” to a historical context different from the original one, this paper focuses on how political liberalism can help us understand populism and help liberal democracy survive the populist upsurge. (The first, “Interrogating Tradition,” was held at Rutgers University, 13–16 November 1997.) The Romanian conference, which was held in the Elisabeta (...) Palace in Bucharest (27–31 May 1998), was devoted to “Culture and the Politics of National Identity in Modern Romania.” Over forty scholars, mainly from Romania but some also from the U.S., France, Germany, and Hungary, gathered to discuss a variety of questions about Romanian society, past, present, and speculative future; and they were joined by at least as many visitors, especially students, from the local area and beyond.Topics discussed included politics, language, economics, historiography, religion, education, philosophy, ideologies, intelligentsia, particular intellectuals, minorities, and women (though not Gypsies or gays). For historians, Western historians anyway, Romania seems to have too many pasts. Located at the juncture of four previous empires, Romania is a mosaic, or perhaps a pandemonium, of ethnic, religious, economic, and ideological groups that can only imagine, or invent, a nationality. Geographically (and in many ways culturally) remote from the West, Romania for a long time (as Sorin Antohi remarked) lacked both a public sphere and a civil society; and suffering “a Counter-Reformation without a Reformation” (Alexandru Dutu’s phrase), it has not enjoyed a tradition of religious or ethnic toleration. Nor have either the Germans or the Jews (as Glass said) found their own unity within the changing borders of the modern Romanian state. Not until the nineteenth century did Romania develop, out of its Boyar background (as Siupiur argued), an intellectual elite that could create a modern national history and help turn “peasants into Romanians” (Antohi’s phrase); and even then this elite seemed more attracted to conservative [End Page 735] (Herder, Savigny, Burke) than to liberal views of autochthonism. Many features of Western modernity, such as Newtonian science, reached Romania late, and indeed there was a retrograde movement against liberalism under the aegis by orthodox religion. True, some Romanian scholars like to posit a mainstream tradition, “excesses aside,” as one speaker put it—but how, asked another, can historians put “excesses” aside from the devastating perspective of this century?Political and cultural self-examination was the dominant theme of this conference. Nationality, said Pippidi, depends on three factors, viz., name, language, religion, and territory. The Romanian name dates from the tenth century, indicating a separation of the Roman from the Greek tradition in Wallachia; and from the seventeenth century the idea of a mainly Roman provenance was given privilege. As a language, “Romanian” was spoken in the late Middle Ages, but the first written document is dated 1521. The principal religion in Romania was and is Greek orthodox, although there are also Roman Catholic, Jewish, Islamic, and German Protestant communities, as well as the Uniate church created in the eighteenth century. This paper subjects to critical analysis four common arguments in the sociopolitical theory literature supporting the cultural nationalist thesis that liberal democracy is viable only against the background of a single national public culture: the arguments that (1) social integration in a liberal democracy requires shared norms and beliefs (Schnapper); (2) the levels of trust that democratic politics requires can be attained only among conationals (Miller); (3) democratic deliberation requires communicational transparency, possible in turn only within a shared (...) national public culture (Miller, Barry); and (4) the economic viability of specifically industrialized liberal democracies requires a single national culture (Gellner). I argue that all four arguments fail: At best, a shared cultural nation may reduce some of the costs liberal democratic societies must incur; at worst, cultural nationalist policies ironically undermine social integration. The failure of these cultural nationalist arguments clears the way for a normative theory of liberal democracy in multinational and postnational contexts. (shrink)

Professor Eric A. Havelock in his book The Liberal Temper in Greek Politics approaches classical political philosophy from the positivistic point of view. The doctrine to which he adheres is however a somewhat obsolete version of positivism. Positivist study of society, as he understands it, is "descriptive" and opposed to "judgmental evaluation" but this does not prevent his siding with those who understand "History as Progress." The social scientist cannot speak of progress unless value judgments can be objective. The (...) up-to-date or consistent positivist will therefore refrain from speaking of progress and instead speak of change. Similarly Havelock appears to accept the distinction between primitive men or savages and civilized men, whereas the consistent positivist will speak not of savages but of pre-literate men and assert that preliterate men have "civilizations" or "cultures" neither superior nor inferior to those of literate men. It would be wrong to believe that the up-to-date positivist is entirely consistent or that his careful avoidance of "evaluative" terms is entirely due to his methodological puritanism; his heart tells him that once one admits the inequality of "cultures," one may not be able to condemn colonialism on moral grounds. Havelock is therefore perhaps only more intelligent or more frank than the consistent positivists when he describes his position as liberal rather than as positivist. Yet this does not entirely dispose of the difficulty. "For the liberals man is to be taken as you find him and therefore his present political institutions are to be taken as given also." This means that here and now the liberals will take American democracy as given and will then "concentrate empirically and descriptively on this kind of political mechanism." This is a fair description of positivistic political science at its best. Yet Havelock praises the same liberals for writing "in defence of democracy". What then is a liberal? Was a German social scientist who in 1939 took "the present political institutions as given" and subjected them to "empirical analysis" for this reason by itself a liberal? If so then a liberal is not a man of strong moral or political convictions, and this does not seem to agree with the common meaning of the word. Yet from Havelock's Preface it appears that the liberal regards all political and moral convictions as "negotiable" because he is extremely tolerant. Havelock applies the implicit maxim of conduct to the relations between the United States and Soviet Russia today. For all one can know from his book, he would have given the same advice during the conflict between the Western democracies and the Fascist regimes at the time of the Munich conference. At any rate he does not seem to have given thought to the question of whether Tolerance can remain tolerant when confronted with unqualified Intolerance or whether one must not fall back in the end on "moral convictions" which are not "negotiable." In almost all these points Havelock is liberal in the sense in which the word is commonly used here and now. (shrink)

One of the most powerful but elusive motifs in pragmatist philosophy is the idea that a liberal democracy should be understood as a community of inquirers. This paper offers a critical appraisal of a recent attempt to make sense of this intuition in the context of contemporary political theory, in what may be called pragmatist political liberalism . Drawing together ideas from Rawlsian political liberalism, epistemic democracy and pragmatism, proponents of PPL argue that the pragmatist (...) conception of inquiry can provide a satisfying interpretation of the idea of justificatory neutrality as it appears in political liberalism. This is contrasted with Dewey's understanding of the epistemic character of democracy, which is viewed as unacceptably sectarian. This paper identifies and criticizes the two principal lines of argument made in support of PPL: the clarification argument and the fixation argument. Neither of these lines of argument, it is argued, passes the test each sets itself. I argue that the latter closes down the epistemic openness in the justification of democracy that is central to pragmatism. (shrink)

Much of what Richard Rorty has to say about the triumph of American liberalism is largely accepted and unquestioned by a wide variety of scholars. Yet there are inconsistencies in Rorty's work, and his defense of liberalism does not depend on familiar Enlightenment assumptions about reason, human nature, historical progress, and the like. So argues Markar Melkonian, who critically examines Rorty's brand of liberalism stripped of its Enlighenment rationales. Melkonian initially compares Rorty's social and political views with his alleged (...) progenitor, John Dewey, showing that there are significant differences between the two, notably their respective conceptions of freedom and democracy and their accounts of how to harmonize personal freedom with public responsibility. Then Melkonian makes the case that the existing liberal democracies Rorty wants to defend bear little resemblance to Rorty's own liberal utopia, in which "the quest for autonomy is impeded as little as possible by social institutions." Melkonian asserts that at the end of the American century, Rorty's private role as ironist and his public role as apologist for existing liberal democracies are not so much incommensurable in principle as they are incompatible in fact. Fairchild, Center for the History and Ethics of Public Health in the Department of Sociomedical Sciences at Columbia University's Mailman School of Public Health Abstract Surveillance is a cornerstone of public health. It permits us to recognize disease outbreaks, to track the incidence and prevalence of threats to public health, and to monitor the effectiveness of our interventions. But surveillance also challenges our understandings of the significance and role of privacy in a liberal democracy. In this paper we trace (...) the century-long history of public health surveillance in the United States situating that history in the context of the broad social, political, and ideological forces that have shaped our conceptions of privacy. Although we focus here on the United States, the debates over privacy that unfolded in the 1960s were repeated in many European nations. In the past few years, several democratic governments have published their National AI Strategies (NASs). These documents outline how AI technology should be implemented in the public sector and explain the policies that will ensure the ethical use of personal data. In this article, I examine these documents as political texts and reconstruct the political imaginary that underlies them. I argue that these documents intervene in contemporary democratic politics by suggesting that AI can help democracies overcome some of (...) the challenges they are facing. To achieve this, NASs use different kinds of imaginaries—democratic, sociotechnical and data—that help citizens envision how a future AI democracy might look like. As part of this collective effort, a new kind of relationship between citizens and governments is formed. Citizens are seen as autonomous data subjects, but at the same time, they are expected to share their personal data for the common good. As a result, I argue, a new kind of political imaginary is developed in these documents. One that maintains a human-centric approach while championing a vision of collective sovereignty over data. This kind of political imaginary can become useful in understanding the roles of citizens and governments in this technological age. (shrink)

This book offers an intelligent and thought-provoking analysis of the genealogy of Western capitalist 'development'. Jennifer Beard departs from the common position that development and underdevelopment are conceptual outcomes of the Imperialist Era and positions the genealogy of development within early Christian writings in which the western theological concepts of sin, salvation, and redemption are expounded. In doing so, she links the early Christian writings of theologians such as Augustine and , Anselm and Abelard to the processes of modern identity (...) formation of which the West, the First World, the Rule of Law and the individual subject and his or her freedoms are but a part. The concept of development is thus identified within western culture as a symptom of loss within the desire for completion; as the logic behind the economic restructuring of nations as underdeveloped is revealed as that ruthless imaginary by which First World nations maintain their ideal of themselves. Drawing upon anthropology, economics, historiography, philosophy of science, theology, feminism, cultural studies and development studies, this book contains the best of interdisciplinary work in international law. Since its appearance in English translation in 1996, Jurgen Habermas's Between Facts and Norms has become the focus of a productive dialogue between German and Anglo-American legal and political theorists. The present volume contains ten essays that provide an overview of Habermas's political thought since the original appearance of Between Facts and Norms in 1992 and extend his model of deliberative democracy in novel ways to issues untreated in the earlier work. Habermas's theory of democracy has (...) at least three features that set it apart from competing positions. First, it combines a concern with questions of normative justification with an empirical analysis of the social conditions necessary for the realization of democratic institutions. Second, at the heart of his model is the assertion of an internal relationship between liberalism and democracy. Finally, Habermas defends a conception of universal human rights that is not only sensitive to cultural differences but also calls for legal and political institutions that facilitate the cultivation of cultural and religious identities within pluralistic societies. These essays demonstrate the extraordinary power of Habermas's theory of democracy through a further engagement with Rawls's political liberalism and through original contributions to current debates over nationalism, multiculturalism, and the viability of supranational political institutions. The conflict within liberal democracy is now between the pursuit of selfish interest and a "people" increasingly fractured by economic and cultural differences. Dallmayr sets out to rescue democracy as a shared public and post-liberal regime. In France there is a way of thinking about freedom that often impedes its realization. To understand this question first a fundamental contradiction of the tension between political rationalism and popular sovereignty is examined. The terms of this contradiction are presented along with the ways in which this tension manifested itself in France during the Revolution of the 19th Century. This is also shown by contrasting the French approach to producing the law-state with English liberalism which relies on a (...) balance of powers. The French case shows that there is a way, other than representative government, to think about protective rule: the establishment of a good, rational authority based on science. In the last two centuries, our world would have been a safer place if philosophers such as Rousseau, Marx, and Nietzsche had not given intellectual encouragement to the radical ideologies of Jacobins, Stalinists, and fascists. Maybe the world would have been better off, from the standpoint of sound practice, if philosophers had engaged in only modest, decent theory, as did John Stuart Mill. ABSTRACT In what ways can the study of science and popular culture in the American context contribute to ongoing debates on popularization and popular science? This essay suggests that, for several reasons, attention to the antebellum era offers the most significant opportunity to realize more sophisticated understandings of science in American popular culture. First, it enables us to take advantage of comparative opportunities, both by benefiting from the advanced state of historiography for Victorian popular science and by engaging with a (...) generation of historiographic innovations by scholars in U.S. history, American studies, literature, and art history. Second, the emergence of popular science in the context of the republican ethos of the antebellum period provides an important vantage point from which to assess the extent to which the general issue of “popular science” and its cognates is historically variable and multiple in terms of the politics of knowledge. Third, the ramifications of the development of popular science for relations between science and the public well into the twentieth century cannot be understood until we gain a more clearly developed sense of the emergent period. Heidegger's connection with Nazism is well known and has been exhaustively debated. But we need to understand better why Heidegger believed National Socialism to be the best cure for the ills of modern society. In this book Christopher Rickey examines the internal logic of Heidegger's ideas to explain how they led him to become a powerful critic of liberalism and a Nazi supporter. Key to Rickey's interpretation is the radically antinomian conception of religiosity he finds at the core of Heidegger's (...) challenge to modernity. Heidegger responds to the crisis of modernity with a philosophy attuned to the fundamental need for humans to live with the proper stance toward the divine. Inspired by Lutheran and mystical theology, Heidegger outlines an essentially religious conception of authentic human being. Like his radical Lutheran forerunners, Heidegger politicizes the radical strains of Luther's theology to create a potent revolutionary brew: the revolution of the saints. Rickey traces out the ways in which these currents fundamentally shape Heidegger's thought: the Lutheran background to his critique of modern science and the technological rationality it spawns; his transformation of Aristotle's prudential conception of practical wisdom into the total revelation of being that lays the basis for revolutionary political action; and his mystical and sectarian understanding of authentic community. Rickey shows how this political-theological vision forms the basis of Heidegger's concrete political action, and concludes with an analysis of the fundamental problems this vision poses to our political thinking today. In an earlier paper, written in reaction to those who argued that the African National Congress (ANC) had no alternative but to implement neoliberal economic policies in the context of the 'Washington Consensus', I discussed the strategic choices and ideological pitfalls of the 'political class' who took over state power in South Africa after the end of apartheid and implemented its own homegrown structural adjustment programme (Gibson 2001). Much of this transition has been scripted by political science 'transition (...) literature' and much of it is proactive, mapping out what should be done to establish a 'pacted', 'elite' democracy overseeing neoliberal economic policies (O'Donnell, Schmitter & Whitehead 1986). From another vantage point, I argued that Frantz Fanon's The Wretched of the Earth is perhaps one of the most perceptive critiques of the transition literature available.
