The aim of this paper is to bring out the effect of economic reforms introduced in India on the direction of virtual water trade (through trade of agricultural products). The study also identifies the dual role that virtual water has in an economy. It is a source of export earnings (benefit side), but at the same time there is a loss of virtual water (cost side) through agricultural trade. The study is novel in the sense that it not only identifies (...) the trade-off between benefits and costs of virtual water trade for India, but also tries to capture the impact of phases of globalisation on the trade-off. The cost side has serious implications on sustainability and territorial equity. In order to address the issues more coherently, we have to introduce a concept of virtual water miles. Then we argue with intuitive reasoning about the possible effects of virtual water trade on sustainability as well as on territorial equity. (shrink)

Today, the US pursues the global capture of data (understood as a significant engine of growth) by way of bi- and plurilateral trade agreements. However, the project of securing the global free flow of data has been pursued ever since the dawn of digital telecommunication in the 1960s and the US has made significant legal efforts to institutionalise it. These efforts have two phases: In the first 1970s and 80s “freedom of information” phase, the legal justification (and contestation) of (...) the global free flow of data hinged on imagining data as information, and its exchange as a practice of liberty. The second phase began in the late 1990s and continues today. In this phase, the free flow of data is aligned with a free-trade agenda in the context of first e-commerce and, starting in the 2000s, through attempts at creating a global public domain of personal data for the platform economy. The global free flow of data is an intrinsic aspect of informational capitalism. Assuming a constitutive, but not commanding role for law in informational capitalism, we conclude that the US attempt at ensuring free flow for its informational corporations is neither an entirely contingent nor a necessary outcome. This paper is organised in three interconnected parts. First, contemporary political economic approaches to understanding the structure of the global economic system are outlined and synthesised. Specifically, it is suggested that the current structural configuration of the globe is a transitional phase between the spatially-bounded configuration hypothesised by world-system theory and the configuration hypothesised by globalisation theorists. Second, the contemporary problem of environmental degradation is situated in a global structural context. Third, an outline and critique of Ulrich Beck 's (...) theory of the ' Risk Society ' is presented to illustrate the increasing inadequacy of nation-state-centric theories in explaining the dynamic linkage between global capitalism and local environmental degradation. Anyone who has studied philosophy cannot, when confronted by Heidegger’s work, fail to recognize how the originality and force of his achievements, stemming from genius, are combined with an attentive, painstaking, and close working-out of the argument—with that craftsmanship of the patient artisan in which phenomenologists take such pride. In this study, it is important for us to understand, above all, the true intentions of our author, to illuminate what he thinks really needs to be said, and to surmise what is most critical for him.To get to the heart of Heidegger’s system, it seems fitting to begin with a problem that is generally familiar. We choose the problem of knowledge, a deeper understanding of which takes us to the very threshold of Heidegger’s thought. The formation of the Afroeurasian world-system was one of the crucial points of social evolution, starting from which the social evolution rate and effectiveness increased dramatically. In the present article we analyze processes and scales of global integration in historical perspective, starting with the Agrarian Revolution. We connect the main phases of historical globalization with the processes of the development of the Afroeurasian world-system. In the framework of the Afroeurasian world-system the integration began a few thousand years BCE. In (...) this world-system the continental and supracontinental links became rather developed long before the Great Geographic Discoveries and thus, they could quite be denoted as global (albeit in a somehow limited sense). As some researchers are still inclined to underestimate the scale of those links in the pre-Industrial era, it appears necessary to provide additional empirical support for our statement. It also turns necessary to apply a special methodology (which necessitated the use of the world-system approach). We analyze some versions of periodization of globalization history. We also propose our own periodization of globalization history using as its basis the growing scale of intersocietal links as an indicator of the level of globalization development. (shrink)

In this chapter, I delineate the central trajectories of Sloterdijk’s creative reappropriation of certain Heideggerian motives. Essentially, Sloterdijk wagers that the Heideggerian climate that weighs on our contemporary thinking is not adequate for grasping the globalised, technological world. In order to show how Sloterdijk is lead to abandon or overcome the understanding of globalisation influenced by Heidegger, I first present what could be called Sloterdijk’s onto-anthropology, that is, his story of the pro-duction or the coming-to-the-world, of the human animal. (...) There, Sloterdijk shows how the “radical openness” of the human is predicated upon an act of insulation, the building of protective spaces, called greenhouses, incubators or spheres. Understanding this interplay between distance and nearness is crucial to understanding Sloterdijk’s onto-kinetics or his description of the ontological movement of existence. While Heidegger thinks existence according to the vertical movements of falling and gathering, Sloterdijk emphasises lateral movement, an expansion on the same plane [Ausbreitung in der Ebene]. Sloterdijk’s insight into the lateral spatiality of human existence sheds light onto his interpretation of the history of humankind as history of globalisation. Here, I concentrate on the transition between the second and third of these phases of globalisation because it is this third phase which, according to Sloterdijk, is no longer explicable in terms of Heideggerian enframing and the will to will. This inevitably leads us to ask whether the globalised world requires a response different from a Heideggerian meditative thinking and poetic dwelling and what form(s) our inhabitation of the globalised world might take. Introduction and translation of “The Four Phases of Philosophy” by Franz Brentano.

Brentano's Four Phases of Philosophy, first published in 1895 and here translated into English for the first time, presents a dramatic account of the history of philosophy in terms of a succession of cycles of renewal and decline. Phases of renewal are associated with the rediscovery of science, of empiricism, of rigour and clarity. Phases of decline are associated with competing schools and sects, with mysticism and obfuscation, and with relativisms and idealisms of various sorts. Each final (...) phase of decline, with its ultimate collapse into nonsense, gives rise to the call for a new phase of renewal, and Aristotle, in Brentano's eyes, represents the ideal type of this renewal phase of philosophy. Brentano exploits his cyclical theory to provide a guiding path through the history of Western philosophy from the beginnings in the Presocratics to what was from his perspective the final phase of decline in the work of Kant and the German idealists. In an extensive introduction, Balász Mezei and Barry Smith present a detailed account of Brentano's method in the history of philosophy. They demonstrate its roots in the work of August Comte, and compare it to other methodologies in the historiography of philosophy, including that of Kant. Most interestingly, however, they seek to bring up to date Brentano's account of the cycles of renewal and decline in the history of philosophy. They show how Brentano's method can be applied to the histories of twentieth-century analytic and Continental philosophy, from their auspicious beginnings in the work of Frege and Husserl (and Brentano) himself to their ultimate decline in the work of Rorty, Levinas and Derrida. The article recounts that against the background of globalization processes that swept the world in the late twentieth century and left an indelible mark on the further progress of mankind there was a need to adapt the educational and social systems of Ukraine to functioning in the new conditions of crucial transformations caused by the dynamic changes triggered by universal digitalization, which now penetrates all branches and spheres of public life. It has been noted that the educational sphere is in (...) a state of permanent change, trying to adapt to the new environment in order to ensure a decent level of training specialists of the relevant educational and qualification level capable of adapting to rapidly changing conditions, taking into account the competence acquired in the process of training. As a result, it is shown that in today’s globalized world, the need to master digital competence at an appropriate qualification level comes to the fore, taking into consideration the factors of stair stepping and succession, in response to requirements and challenges of today’s world, which even in a short period of time are able to significantly influence any sphere, transforming its further functioning. The content analysis of regulatory documents enabled to identify the main problematic aspects of the educational industry in the context of ensuring the compliance of the process of standardization of education at the relevant qualification levels, which is characterized by certain fragmentarity and inconsistency and requires further weighted and step-by-step transformative phases in the educational system of Ukraine ensuring its correlation with the European educational standards and guaranteeing its quality. The article deals with the differences of pre-global and post-global conceptualizations in political sciences. It investigates the functions of political concepts under the changes globalization caused to political systems, culture and ideology. The paper does not engage with the methodological debates on political concepts, or question the undeniable importance of certain political concepts, but rather it addresses some of the principal concepts for which globalization may be a useful concept with regard to their similarities and differences with the Cold War (...) era. Despite the variety of political concepts as a result of various development phases of society, models of governance and ideological impact to the political processes along centuries, the concepts of power and authority seem to be among those that have survived in terms of the consistency of their relevance. However, the conception of politics through power, authority and leadership has been re-dimensioned significantly under the post-global era. By contrast, although the concept of sovereignty has been one of the initial concepts in the landscape of contemporary politics for many centuries back, following the effects of globalization, it has reduced its relevance significantly. In this view, as a consequence, the article discusses as well as the reconfiguration of the concept of state in a post-global era marked by a period of advancing causes—both trans-border and transnational causes—promoted by post-sovereignty states. Under these circumstances the traditional debate regarding conflict versus cooperation in politics is one of the areas remaining within a status quo dimension in the dioptric view of both pre-global and post-global conceptualizations. With a contrastive methodological approach, the article as well analyzes the development and meaning of the concepts of political equality, justice and liberty as indispensable concepts in modern post-global political processes. The dynamics of the emerging transnational stage in world capitalism cannot be understood through the blinkers of nation-state-centric thinking. In her study Empire of Capital, Ellen Meiksins Wood exhibits the reification and outdated nation-state-centric thinking that plagues much recent work on world capitalism and US intervention, expressed in the confusing notion of a 'new imperialism'. The overarching problems in Wood's study – and, by extension, in much of the 'new-imperialism' literature – is a reified notion of imperialism, a refusal to (...) draw out the analytical, theoretical, methodological, and epistemological implications of capitalist globalisation, and an incessant reification of the state. Instead of a 'new US empire', the current epoch is best understood as a new transnational phase in the ongoing evolution of world capitalism, characterised in particular by the rise of truly transnational capital, globalised circuits of accumulation, and transnational state apparatuses. 'US imperialism' refers to the use by tansnational élites of the US state apparatus to continue to attempt to expand, defend and stabilise the global capitalist system. US militarisation and intervention are best understood as a response to the intractable contradictions of global capitalism. (shrink)

When the COVID-19 surge hit New York City hospitals, the Division of Medical Ethics at Weill Cornell Medical College, and our affiliated ethics consultation services, faced waves of ethical issues sweeping forward with intensity and urgency. In this article, we describe our experience over an eight-week period (16 March through 10 May 2020), and describe three types of services: clinical ethics consultation (CEC); service practice communications/interventions (SPCI); and organizational ethics advisement (OEA). We tell this narrative through the prism of time, (...) describing the evolution of ethical issues and trends as the pandemic unfolded. We delineate three phases: anticipation and preparation, crisis management, and reflection and adjustment. The first phase focused predominantly on ways to address impending resource shortages and to plan for remote ethics consultation, and CECs focused on code status discussions with surrogates. The second phase was characterized by the dramatic convergence of a rapid increase in the number of critically ill patients, a growing scarcity of resources, and the reassignment/ redeployment of staff outside their specialty areas. The third phase was characterized by the recognition that while the worst of the crisis was waning, its medium- and long-term consequences continued to pose immense challenges. We note that there were times during the crisis that serving in the role of clinical ethics consultant created a sense of dis-ease as novel as the coronavirus itself. In retrospect we learned that our activities far exceeded the familiar terrain of clinical ethics consultation and extended into other spheres of organizational life in novel ways that were unanticipated before this pandemic. To that end, we defined and categorized a middle level of ethics consultation, which we have termed service practice communication intervention (SPCI). This is an underappreciated dimension of the work that ethics consult services are capable of in times of crisis. We believe that the pandemic has revealed the many enduring ways that ethics consultation services can more robustly contribute to the ethical life of their institutions moving forward. (shrink)

Merely a threat? Worldwide transformation as a chance of development - psychological reflection The author considers the psychological aspects of globalisation, drawing attention to the possible effects of worldwide transformations. She presents definition problems and characterises the main currents and mechanisms of globalisation at the turn of the 20th and 21st century. Several standpoints of contemporaneity researchers concerning the evaluation of the effects of undergoing transformations have also been recalled. Noticing the diverse effects for development and the functioning (...) of individuals and groups, she concentrates on a selected aspect of the living environment, namely, on diversity. She formulates the thesis that the heterogeneity of the environment, which constitutes a characteristic of globalisation, stimulates development in its various phases and fields, optimising particularly the functioning of reflective persons who enter into dialogue with contemporaneity. It publishes articles on Greek and Latin literature, historiography, philosophy, history of religion, linguistics, reception, and the history of scholarship. The journal aims to contribute to our understanding of Greco-Roman culture and its lasting influence on European civilization. The journal Philologus, conceived as a forum for discussion among different methodological approaches to the study of ancient texts and their reception, publishes original scholarly (...) contributions with a strong international focus. The four phases of Internet regulation are the "open Internet" period, from the network's birth through about 2000; "access denied," through about 2005; "access controlled," through the present day ; and "access contested," the phase into which we are entering.

Abū Hāmid al-Ghazālī (1058–1111 c.e .) is well known, among other things, for his account, in al-Munqidh min al-ḍalāl (Deliverance from error), of a struggle with philosophical skepticism that bears a striking resemblance to that described by Descartes in the Meditations . This essay aims to give a close comparative analysis of these respective accounts, and will concentrate solely on the processes of invoking or entertaining doubt that al-Ghazālī and Descartes describe, respectively. In the process some subtle differences between them (...) in this regard will be brought to light that are relevant to the comparative issue of the respective solutions at which they arrive. The latter issue will not be touched upon here, although the present discussion is intended as a prelude to a future treatment of that topic. (shrink)

This presentation examines globalisation’s homogenising effects that negate the construction of a world in common, or mondialisation, which in turn is linked to the ineffectiveness of classic vitalistic criticisms of capitalism. The need to find an alternative critique that can also take into account the role of technology at the global level in transforming power relations is then addressed. To this end, globalisation is distinguished from liberalisation, internationalisation, modernisation and universalisation in terms of spatio-temporal deterritorialisation and its engine (...) room of relations of power/technoscience. For this reason, the mode of critique of critical history is advocated because it seeks to make the will to know that drives technology conscious of itself as a problem. Critical history thus serves to illuminate the parallel changes in power relations that technology engenders and, secondly, to articulate their ambiguous effects on ethico-political subjects whose subjectivity is framed against relations of power/technoscience. On this understanding, critical history reveals the contingency of globalisation and acts as a hedge against it, or as a long-term investment in mondialisation. (shrink)

This paper takes James David Forbes’ Encyclopaedia Britannica entry, Dissertation Sixth, as a lens to examine physics as a cognitive, practical, and social enterprise. Forbes wrote this survey of eighteenth- and nineteenth-century mathematical and physical sciences between 1852 and 1856, when British “physics” was at a pivotal point in its history, situated between a field identified by its mathematical methods – originating in France – and a discipline identified by its university laboratory institutions. Contemporary encyclopedias provided a nexus for publishers, (...) the book trade, readers, and men of science in the formation of physics as a field. Forbes was both a witness, whose account of the progress of physics or natural philosophy can be explored at face value, and an agent, who exploited the opportunity offered by the Encyclopaedia Britannica in the mid nineteenth century to enroll the broadly educated public and scientific collective, illuminating the connection between the definition of physics and its forms of social practice. Forbes used the terms “physics” and “natural philosophy” interchangeably. He portrayed the field as progressed by the natural genius of great men who curated it within an associational culture that engendered true intellectual spirit. Although this societal mechanism was becoming ineffective, Forbes did not see university institutions as the way forward. Instead, running counter to his friend William Whewell, he advocated inclusion of the mechanical arts, and a strictly limited role for mathematics. He revealed tensions when the widely accepted discovery-based historiography conflicted with intellectual and moral worth, reflecting a nineteenth-century concern with spirit that cuts across twentieth-century questions about discipline and field. This paper examines two claims about the ontology of globalisation. First, it interrogates the claim that the contemporary phenomenon of globalisation is underpinned by the theoretical construct of economic and information-epistemic determinism, which has been developmentally significant in the North. The paper contends that this claim is likely to propagate some values that ought not to undergird the end-state vision of the prospective global village if the PGV is to be essentially conjunctive rather than essentially disjunctive. Second, the (...) paper contends that if a cohesive and egalitarian PGV is truly the end-point of the philosophy of globalisation, then the African socio-cultural values of a relational understanding of the self and universal brotherhood ought to be globally recognised and emphasised by the North as fundamental to the realisation of the vision of the PGV. The paper seeks to illustrate that if properly applied to the globalising process, these cultural values are ontologically conjunctive in the sense that they have the potential to promote the building of a cohesive and egalitarian global village, since they tend to encourage acceptance and co-operation among the different peoples of the world. Degeneracy, as an important property of the genetic code, was possibly not yet present in the earliest code, first appearing at a later stage of development. Possibly this step in development is coupled with the presence of a total of four amino acid groups. Each group contains a specific number of amino acid. Amino acid groups: — hydrophobic– - weakly hydrophobic or polar but uncharged – (...) - hydrophilic, acidic – - hydrophilic, basic – - hydrophobic, aromatic In a subsequent stage of development the number of amino acids increases further. At the same time the code becomes more degenerate. The universal genetic code is characterized by three constants of being degenerate. Its immediate predecessor has linear degeneration with two constants. The mitochondrial code represents a transitional form between these two codes. (shrink)

This article looks at the mutual relations and links between globalisation and the integration of countries within the European Union. As the economic sphere is undergoing unrestrained globalisation, the position and sovereignty of nation-states is being weakened and politics is becoming harnessed to the economy. The relationship between the economy and politics is thus changing and there is a need to regulate the economy at a supranational level. The European Union has the potential to make positive use of (...) the trend towards globalisation and limit its negative impacts on the economic, social, ecological and cultural levels. This requires, however, deeper integration and further harmonisation of the countries of the European Union in the economic and political spheres.
