Our target article modeled conflict within and between groups as an asymmetric game of strategy and developed a framework to explain the evolved neurobiological, psychological, and sociocultural mechanisms underlying attack and defense. Twenty-seven commentaries add insights from diverse disciplines, such as animal biology, evolutionary game theory, human neuroscience, psychology, anthropology, and political science, that collectively extend and supplement this model in three ways. Here we draw attention to the superordinate structure of attack and defense, and its subordinate means to (...) meet the end of status quo maintenance versus change, and we discuss how variations in conflict structure and power disparities between antagonists can impact strategy selection and behavior during attack and defense; how the positions of attack and defense emerge endogenously and are subject to rhetoric and propaganda; and how psychological and economic interventions can transform attacker-defender conflicts into coordination games that allow mutual gains and dispute resolution. Asymmetric conflict is changing the way that we practise and think about war. Torture, rendition, assassination, blackmail, extortion, direct attacks on civilians, and chemical weapons are all finding their way to the battlefield despite longstanding international prohibitions. This book offers a practical guide for policy makers, military officers, students, and others who ask such questions as: do guerillas deserve respect or long jail sentences? Are there grounds to torture guerillas for information or assassinate them on the battlefield? Is there (...) room for nonlethal weapons to subdue militants and safeguard the lives of noncombatants? Who are noncombatants in asymmetric war? What is the status of civilians who shelter and aid guerillas? And, do guerillas have any right to attack civilians, particularly those who aid and shelter members of the stronger army? If one side can expand the scope of civilian vulnerability, then why can't the other? (shrink)

The contribution by De Dreu and Gross oversimplifies the complexity of the topic. I provide counterarguments that undermine the two sweeping contentions on which the article's argument depends, and I argue that asymmetric conflict is best understood at the finer-grained level of studying the sequences of strikes and counterstrikes that the rival actors have in store for one another.

We argue that the roles of attacker and defender in asymmetric intergroup conflict are structurally ambiguous and their perception is likely to be subjectively biased. Although this allows for endogenous selection into each role, we argue that claiming the role of the defender likely is more advantageous for conflict participants.

De Dreu and Gross (D&G) seem to have disregarded some relevant experimental literature on games of conflict, most notably variations on “matching pennies” games. While in such games, “attacker” and “defender” are typically not explicitly labelled, players’ differentiated roles yield naturally to such notions. These studies partly validate some of D&G's findings and interpretations.

When people combine concepts these are often characterised as “hybrid”, “impossible”, or “humorous”. However, when simply considering them in terms of extensional logic, the novel concepts understood as a conjunctive concept will often lack meaning having an empty extension (consider “a tooth that is a chair”, “a pet flower”, etc.). Still, people use different strategies to produce new non-empty concepts: additive or integrative combination of features, alignment of features, instantiation, etc. All these strategies involve the ability to deal with conflicting (...) attributes and the creation of new (combinations of) properties. We here consider in particular the case where a Head concept has superior ‘asymmetric’ control over steering the resulting concept combination (or hybridisation) with a Modifier concept. Specifically, we propose a dialogical approach to concept combination and discuss an implementation based on axiom weakening, which models the cognitive and logical mechanics of this asymmetric form of hybridisation. One persistent puzzle in the life sciences is the asymmetric lipid composition of the cellular plasma membrane: while the exoplasmic leaflet is enriched in lipids carrying predominantly saturated fatty acids, the cytoplasmic leaflet hosts preferentially lipids with (poly‐)unsaturated fatty acids. Given the high energy requirements necessary for cells to maintain this asymmetry, the question naturally arises regarding its inherent benefits. In this paper, we propose asymmetry to represent a potential solution for harmonizing two conflicting requirements for the plasma membrane: first, (...) the need to build a barrier for the uncontrolled influx or efflux of substances; and second, the need to form a fluid and dynamic two‐dimensional substrate for signaling processes. We hence view here the plasma membrane as a composite material, where the exoplasmic leaflet is mainly responsible for the functional integrity of the barrier and the cytoplasmic leaflet for fluidity. We reinforce the validity of the proposed mechanism by presenting quantitative data from the literature, along with multiple examples that bolster our model. (shrink)

In the present study, we examine the interactive effect of vowels on Mandarin fricative sibilants using a passive oddball paradigm to determine whether the HEIGHT features of vowels can spread on the surface and influence preceding consonants with unspecified features. The stimuli are two pairs of Mandarin words contrasting in vowel HEIGHT. Each word in the same pair was presented both as standard and deviant, resulting in four conditions. In line with the Featurally Underspecified Lexicon model, asymmetric patterns of processing (...) were found in the [su] ∼ [ʂu] word pair where both the MMN and LDN components were more negative in /su/[ʂu] than in /ʂu/[su], suggesting the spreading of the feature [HIGH] from the vowel [u] to [ʂ] on the surface. In the [sa] ∼ [ʂa] pair, however, symmetric negativities were observed as there is no conflict between the surface feature [LOW] from [a] to [ʂ] and the underlying specified feature [LOW] of [s]. These results confirm that not all features are fully specified in the mental lexicon: features of vowels can spread on the surface and influence surrounding unspecified segments. (shrink)

The latest catchphrase to enter the English language as a result of military conflict is the term 'asymmetrical warfare'. At its broadest, asymmetrical warfare is simply any conflict in which there is a significant qualitative 1 mismatch between opponents in any or all of the following: manpower, firepower, technology and tactics. While the phrase is new, the concept is not. Asymmetrical warfare has been going on for about as long as humans have fought each other (...) in organized ways. In the South African context, for example, one need only think of the devastating attacks by King Shaka's highly-organized regiments (equipped as they were with revolutionary weaponry like the short stabbing spear or assegai), against the various tribes and groups that got in the way of Shaka's expansionist goals. Asymmetry was also an essential component in the successes of the rifle, canon and Gatling-gun equipped colonial armies who subdued the tribesmen of Africa and elsewhere. In the more recent past the ANC's low-tech guerrilla campaign against the conventional might of the apartheid regime is yet another example. There are, of course, complexities here, and asymmetries are not all of the same ilk, nor do they remain fixed, and certainly it is sometimes difficult to tell whether a conflict can properly be defined as asymmetrical. This study investigates the significance of understanding police perspectives on community policing as a means of addressing insecurity, particularly within the context of localised and asymmetrical conflicts. It highlights the pivotal role of the police in shaping community security and the substantial impact they can have (positive or negative) in fragile environments. The study contends that the localised nature of the community policing effectively addresses security and development issues and empowering citizens. Qualitative interviews were conducted with senior police in (...) Islamabad, to assess the implementation and potential impacts of community policing in Pakistan’s Federal Capital Territory. The findings reveal how the historical foundations of police structures and operations – which date back to the colonial period – have led to the promotion of fear, mistrust and manipulation under successive regimes. Despite these challenges, the findings are promising highlighting enhanced human security through context-specific community policing. Finally, the paper argues that the movement towards community-oriented policing marks a departure from the control of elites within state systems, and encourages values such as local ownership, social cohesion, mutual engagement, accountability and agency. In psychophysical experiments, the use of a psychophysical procedure of brightness/darkness cancellation shed light on interactions between spatial arrangement and figure–ground contrast in the perceptual filling in of achromatic and colored surfaces.Achromatic and chromatic Kanizsa squares with varying contrast, contrast polarity, and inducer spacingwere used to test how these factors interact in the perceptual filling in of surface brightness or darkness. The results suggest that the neuronal processing of surfaces with apparent contrast, leading to figure–ground segregation (i.e., perceptual organization), is (...) governed by mechanisms that integrate both luminance contrast and spatial information carried by the inducing stimuli, while discarding information on contrast polarity or color. The findings are discussed in relation to earlier observations on brightness assimilation and contrast. They support theories of nonantagonistic neural mechanisms suppressing local contrast or color signs in brightnessbased figure–ground percepts. Such mechanismsmight be necessary to cancel potentially conflicting polarities in geometricallycomplex visual stimuli so that perceptual filling in resulting in the most plausible representation of figure and ground can be achieved. Hebrew and Arabic in Asymmetric Contact in Israel Israeli Hebrew and Palestinian Arabic 1 have existed side by side for well over a century in extremely close contact, accompanied by social and ideological tension, often conflict, between two communities: PA speakers, who turned from a majority to a minority following the establishment of the State of Israel in 1948, and IH speakers, the contemporary majority, representing the dominant culture. The Hebrew-speaking Jewish group is heterogeneous in terms of lands of (...) origin and includes a large community of Judeo-Arabic speakers. In this paper I discuss the ‘when,’ ‘where,’ how,' and especially ‘why’ of mutual borrowing2 between Hebrew and Arabic in Israel since the 1880s.I stress that the contact is asymmetric. The majority of Hebrew speakers today do not speak Arabic. They do, however, have access to borrowed lexicon in the domain of slang and vernacular speech that both enriches these registers and provides the speakers with a feeling of being ‘indigenous’ and ‘belonging’ to the social and cultural milieu of the larger environment. In contrast, most young adult PA-speakers are bilingual. For this minority, borrowing fulfills fundamental sociolinguistic and pragmatic needs. IH lexical items have permeated all areas of professional, educational, administrative, and social activities in everyday life discourse in all styles and registers of the spoken language and, to a lesser extent, written language. They fill lexical gaps and lacunae representing modern and western concepts that did not exist in PA. They also symbolize modernism, education, and social mobility. In other words, borrowing serves as a means of ‘stepping in’ for the Jewish majority and conversely as a means for ‘stepping out and up’ for the Arab minority. (shrink)

Models of the work-to-family and family-to-work interface were tested in two heterogeneous samples of workers, one from North America (N = 408) and one from China (N = 442), using the same measures translated from English to Chinese using back translation. Consistent with proposed differences in the centrality of work and family, tolerance of work demands, and the availability of family support, work-to-family spillover effects tended to be stronger in the North American sample, whereas family-to-work spillover effects tended to be (...) stronger in the Chinese sample. However, some inconsistencies across cultures did not conform to this generalization. Results point to asymmetric differences between North America and China in the work–family interface. Theoretical implications for resource scarcity and expansionist perspectives are discussed, as well as those for the applicability of work–family interventions across North America and China. This book presents the concept of ‘unstaging’ war as a strategic response to the failure of the discourse and institutions of peace. This failure is explained by exploring the changing character of conflict in current and emergent global circumstances, such as asymmetrical conflicts, insurgencies, and terrorism. Fry argues that this pluralisation of war has broken the binary relation between war and peace: conflict is no longer self-evident, and consequentially the changes in the conditions, nature, systems, philosophies and (...) technologies of war must be addressed. Through a deep understanding of contemporary war, Fry explains why peace fails as both idea and process, before presenting ‘Unstaging War’ as a concept and nascent practice that acknowledges conflict as structurally present, and so is not able to be dealt with by attempts to create peace. Against a backdrop of increasingly tense relations between global power blocs, the beginnings of a new nuclear arms race, and the ever-increasing human and environmental impacts of climate change, a more viable alternative to war is urgently needed. Standing on the shoulders of thinkers who have sought carefully to delineate proper behaviour in armed conflict—not least to distinguish just from illegitimate wars—military ethics is a subdiscipline enjoying renewed interest and, at the beginning of the twenty-first century, increasing practical relevance. This Article aims to extend contractarianism in just war theory to the case of asymmetric war of independence. Its main thesis is that within asymmetric wars, the traditional rule of noncombatant immunity has no contractarian justification: It systematically discriminates against the weak part to the conflict, and thus it is unfair. On the other hand, a rule that allows those who take themselves to be freedom fighters to threaten civic life, yet prohibits deliberately targeting individuals, is fair and mutually (...) beneficial. The branch of the war convention I called “justice in asymmetric war” instructs militants to treat civilians as if they bear no personal responsibility for the evil that their society causes. According to both common wisdom and long-standing tradition, the ideal of peace is central to the morality of war. I argue that this notion is mistaken, not because peace is unachievable and utopian, though it might be for many of today’s asymmetrical conflicts; nor because the pursuit of peace is counterproductive, though, again, it might be for many of today’s conflicts; the problem, rather, is that the pursuit of peace is not a proper objective of war.

Political disputes over toleration are endemic, while toleration as a political value seems opposed to those of civic equality, neutrality and sometimes democracy. Toleration in Political Conflict sets out to understand toleration as both politically awkward and indispensable. The book exposes the incoherence of Rawlsian reasonable pluralist justifications of toleration, and shows that toleration cannot be fully reconciled with liberal political values. While raison d'état concerns very often overshadow debates over toleration, these debates – for example about terrorism – (...) need not be framed as a conflict between toleration and security. Framing them in this way tends to obscure objectionable behaviour by tolerators themselves, and their reliance on asymmetric power. Glen Newey concludes by sketching a picture of politics as dependent on free speech which, he argues, is entailed by the demands of free association. In this paper I would like to make a contribution to the debate on rights-talk and duties-talk relationship and priority by addressing the problem from a peculiar angle: that of moral conflicts and dilemma. My working hypothesis is that it should be possible to identify some basic and relevant normative features of rights-talk and duties-talk by observing how they modify the description of moral conflicts. I will try to show that both rights and duties posses original and irreducible normative features, (...) and that these latter can be employed in a general assessment of their pro and con. I will first show the conceptual relationship between rights and duties, analyzing in the process a deflationary argument for rights. Second, I will define the general features of moral conflict and dilemma. I will then analyze the different readings that can be given, taking rights or duties as standpoints, of two kinds of moral conflicts: «asymmetric» and «symmetric» conflicts. (shrink)

The literature contains evidence from some studies of asymmetric patterns of choice cycles in the direction consistent with regret theory, and evidence from other studies of asymmetries in the opposite direction. This article reports an experiment showing that both patterns occur within the same sample of respondents operating in the same experimental environment. We discuss the implications for modelling behaviour in such environments.

In a quantum universe with a strong arrow of time, we postulate a low-entropy boundary condition to account for the temporal asymmetry. In this paper, I show that the Past Hypothesis also contains enough information to simplify the quantum ontology and define a unique initial condition in such a world. First, I introduce Density Matrix Realism, the thesis that the quantum universe is described by a fundamental density matrix that represents something objective. This stands in sharp contrast to Wave Function (...) Realism, the thesis that the quantum universe is described by a wave function that represents something objective. Second, I suggest that the Past Hypothesis is sufficient to determine a unique and simple density matrix. This is achieved by what I call the Initial Projection Hypothesis: the initial density matrix of the universe is the normalized projection onto the special low-dimensional Hilbert space. Third, because the initial quantum state is unique and simple, we have a strong case for the \emph{Nomological Thesis}: the initial quantum state of the universe is on a par with laws of nature. This new package of ideas has several interesting implications, including on the harmony between statistical mechanics and quantum mechanics, the dynamic unity of the universe and the subsystems, and the alleged conflict between Humean supervenience and quantum entanglement. De Dreu and Gross argue that only asymmetric games allow the motives underlying defense and attack to be disentangled. However, the Prisoner's Dilemma Game Alt matrix, a modified symmetric PDG, also allows these motives to be disentangled. Studies using the PDG-Alt matrix produced findings contradicting a central claim of De Dreu and Gross.

The target article focuses on how attacker-defender conflicts are fought. This commentary complements it by considering how attacker-defender conflicts may be resolved at the bargaining table. I highlight multiple linkages between asymmetric intergroup conflict as modeled with the attacker-defender game and negotiation research and illustrate how the proposed model of attacker-defender conflicts can inspire new research on intergroup negotiation.

This includes the question of whether the degree to which UAVs mitigate physical risk has imperilled the ethical status of the operator. For those that view this tension as resolvable, reference is frequently made to the eventual acceptance of previous categories of “unfair” weaponry. This article engages with this historical context, identifying the role of (...) physical risk within the historical and contemporary warrior ethos. It first outlines that exposure to personal, physical risk has long been regarded as a crucial element in the ethos-based conception of legitimate violence in war. As will be further shown, however, the warrior ethos is an evolving framework, one that increasingly considers factors such as restraint and professionalism in determining ethical status. The question of how to respond to the deep political divides in the United States today has resulted in the emergence of two camps. On one side are those who argue that the cultivation of civic virtues like civility will lead to more respectful interpersonal relationships through which consensus and mutual understanding can be built. On the other are those who argue that our commitment to justice is primary and may require uncivil behavior to disrupt and change unjust structural relationships. (...) In Healthy Conflict in Contemporary American Society, Jason Springs helps to bridge the divide between these two positions. Because he takes a relational approach that centers both interpersonal and structural relationships, Springs makes both mutual respect and just structures central to his conception of healthy conflict. Taking relationality seriously thus helps to overcome this impasse, but it also raises significant questions about the impact of asymmetrical relationships on citizens’ responsibilities to engage in healthy conflict. In birds and frogs, species pairs retain the capacity to produce viable hybrids for tens of millions of years, an order of magnitude longer than mammals. What accounts for these differences in relative rates of pre- and postzygotic isolation? We propose that reproductive mode is a critically important but previously overlooked factor in the speciation process. Viviparity creates a post-fertilization arena for genomic conflicts absent in egg-laying species. With viviparity, conflict can arise between: mothers and embryos; sibling embryos in (...) the womb, and maternal and paternal genomes within individual embryos. Such intra- and intergenomic conflicts result in perpetual antagonistic coevolution, thereby accelerating interpopulation postzygotic isolation. In addition, by generating intrapopulation genetic incompatibility, viviparity-driven conflict favors polyandry and limits the potential for precopulatory divergence. Mammalian diversification is characterized by rapid evolution of incompatible feto-maternal interactions, asymmetrical postzygotic isolation, disproportionate effects of genomically-imprinted genes, and “F2 hybrid enhancement.” The viviparity-driven conflict hypothesis provides a parsimonious explanation for these patterns in mammalian evolution. The dissertation deals with the questions surrounding the legal, ethical and strategic aspects of armed drones in warfare. This is a vast and complex field, however, one where there remains more conflict and debate than actual consensus. -/- One of the many themes addressed during the course of this research was an examination of the evolution of modern asymmetric transnational armed conflict. It is the opinion of the author that this phenomenon represents a “grey-zone”; an entirely new paradigm (...) of warfare. International terrorism has not been dealt with in a cohesive fashion. Any international prosecution of terrorism which has been conducted has been either “sectoral” adopting a piecemeal typological approach or has been carried out at the domestic level. -/- A novel approach to the problem, of sub-national actors with transnational reach, was proposed, by attributing certain groups with a new legal personality, that of “Stateless International Entities”, or “SIEs”. Those groups who possess, for all intents and purposes, the same attributes as those of States, could then be judged for their behavior before an international tribunal. Other important topics addressed in this research include an examination of important case law, targeted killing, autonomy, preemption versus prevention, imminence versus intent, the find, fix and finish paradigm, the impact of the media, and the role of the CIA, and finally, the flawed reasoning which adopts technology as a form of strategy. This paper investigates the integrity of financial analysts by examining their recommendation responses to large quarterly earnings surprises. Although there is no significant difference in recommendation changes between affiliated and unaffiliated analysts in response to positive earnings surprises, affiliated analysts are more reluctant than unaffiliated analysts to downgrade stock recommendations in response to negative earnings surprises. The evidence implies that conflicts of interest undermine the integrity of financial analysts. We further examine the effects of reputation concern and the Global Research (...) Analyst Settlement as informal and formal mechanisms, on restoring analysts’ integrity. The results show that the positive bias in recommendations remains prevalent for affiliated analysts from reputable investment banks and for the postreform period. Finally, evidence from market reactions suggests that investors fail to notice that analysts’ integrity is compromised by conflicts of interest and are misled by affiliated analysts. (shrink)

Here, we argue that attackers in intergroup conflicts are also likely to hold strong identity fusion, anticipate threat from the out-groups, and retaliate by signaling preemptive aggressiveness, which may not be asymmetrically exclusive to defenders. We propose that the study of the intergroup and intragroup dynamics could highlight more specific, robust markers to differentiate types of defenders from attackers.

During asymmetric war, state armies must care for their local allies, detainees and the civilian population in two contexts: acute care for those wounded during military operations and medical care for the general population as required by the Geneva Conventions. Constrained by scarce resources, state armies face a number of moral dilemmas that affect care on the ground.Triage. As they deploy, state armies allocate in-theater medical resources to care for their soldiers. In-theater care does not provide for long-term treatment. Its (...) purpose is to return warfighters to active duty or to quickly evacuate them to the US or Europe for comprehensive medical care. Limited beds and personnel make it impossible to provide the local population with the level of care that Western soldiers receive. As a result, the US and other armies develop complex and often arbitrary rules to treat civilians. The inability to provide high-level care to all, creates tensions with local civilians and host country allies.Ensuring local medical care. The Geneva Conventions require occupying armies to “ensure the medical needs of the civilian population.” Specifying these needs is a medical and moral challenge. What level satisfies this requirement? How much aid should the occupying power provide? How best to distribute existing resources? How should state armies protect NGOs that provide significant medical care and often find themselves under attack by insurgents?Medical Diplomacy. While the purpose of medical care is to treat the sick and injured, medical care also serves security needs. Medical care is a long-established tool to win the hearts and minds of the local population. Since the Vietnam War, however, critics have charged that medical diplomacy subverts the purpose of medicine, places medical personnel in the service of war and provides poor medical care. (shrink)

A great deal of ink has been spilt debating the relative merits of foundationalism and coherentism in contemporary epistemology. In this dissertation, I argue that the debate itself, lively as it's been, rides atop a fundamental mistake. Careful examination of the defenses of these views indicates that both sides rest on a set of problematic presuppositions about justification and the nature of mind. More specifically, they all assume, in one form or another, that epistemic dependence must be inferential, and, as (...) a result, that direct access to the world could only be understood as resting on a class of entities which asymmetrically convey justification to other beliefs without receiving support from them. Revealing these assumptions promises to show that there is a much larger range of options for explaining our knowledge of the world than we can see when we are in the grips of an approach to epistemology and the philosophy of mind which requires us to choose between foundationalism and coherentism. Since the 1990s, the reality television phenomenon has transformed the face of television in many countries. In Spain, for instance, the private domain has gradually invaded the public domain in an attempt to increase audience ratings and also reflect patterns of asymmetrical societal organization. Different television formats, which range from docusoaps to the most blatant examples of so-called ‘voyeur television’, have occupied the prime-time hours. In particular, a wide range of reality television shows has taken the place that mini-series, (...) sitcoms and films of the week used to occupy. These reality television programmes show the transformation of the private domain into one which can be manipulated and incorporated as an essential element in the theatricalization of the intimate experiences of anonymous people. By addressing the relationship between mothering and gendered styles, this study adds to the field of research on reality television research by investigating language and gender within the institutional setting of a docusoap and throwing light on the discursive strategies which two different generations of women use to express anger and assertiveness and impose on others. The study reveals that the strategies used by the Spanish female teenagers under scrutiny are associated with hostile laddish verbal behaviour, whereas the mothers’ strategies relate to an instrumental view of aggression. Warrior cultures throughout history have developed unique codes that restrict their behavior and set them apart from the rest of society. But what possible reason could a warrior have for accepting such restraints? Why should those whose profession can force them into hellish kill-or-be-killed conditions care about such lofty concepts as honor, courage, nobility, duty, and sacrifice? And why should it matter so much to the warriors themselves that they be something more than mere murderers? The Code of the Warrior (...) tackles these timely issues and takes the reader on a tour of warrior cultures and their values, from the ancient Greeks and Romans to the 'barbaric' Vikings and Celts, from legendary chivalric knights to Native American tribesmen, from Chinese warrior monks pursuing enlightenment to Japanese samurai practicing death. Drawing these rich traditions up to the present, the author quests for a code for the warriors of today, as they do battle in asymmetric conflicts against unconventional forces and the scourge of global terrorism. This essay starts by accepting Cécile Fabre's argument in her book Spying through a Glass Darkly that intelligence work, including using incentives and pressures to encourage betrayal and treason, can be morally justified based on the criteria of necessity, effectiveness, and proportionality. However, while assessments of spying tend to be based on Cold War notions, I explore it here in the messier reality of counterinsurgency, counterterrorism, and “new wars.” In addition, I suggest a methodological expansion: adding a sociological perspective to (...) the ethical discussion by exploring the wider effects on society, over longer periods, of the operation of informers. Based on these shifts in perspective and context, I identify additional social harms generated by espionage that should lead to a more restrictive view of ethical espionage than the one emerging from Fabre's work. I argue that many of these social harms are created by the mass recruitment of informers, in asymmetrical conflicts where governments have leverage over suspected communities, and given the (often mistaken) belief that everyone recruited to act as informer is an “asset,” primarily providing advantages. I argue, therefore, that the decisive issue is one of scale: many of the ethical problems created by espionage in these contexts result from the widespread systematic recruitment of informers, while small-scale, targeted, ad-hoc recruitment can more easily avoid such problems. This articles exposes the methodological errors involved in attempting to operationalize or value-neutralize the concept of 'terrorism.' It defends, instead, an effects-based approach to the taxonomy of 'terrorism' that builds out from a central conceptual connection between the term's negative connotation and a widely shared moral presumption against the killing of innocent non-combatants. Although this approach to the core meaning of 'terrorism' is far from value-neutral, it has a number of virtues to recommend it. First, it has the political virtue (...) of even-handedness in the way it enables competing appraisals of asymmetric conflicts. Second, it is has the ethical virtue of being flexible enough to accommodate nuanced appraisals of various modes and degrees of terrorist violence. And third, it has the empirical virtue of being useful for purposes of rigorous social scientific research. (shrink)

Necessity is a notoriously dangerous and slippery concept-dangerous because it contemplates virtually unrestrained killing in warfare and slippery when used in conflicting ways in different areas of international law. Jens David Ohlin and Larry May untangle these confusing strands and perform a descriptive mapping of the ways that necessity operates in legal and philosophical arguments in jus ad bellum, jus in bello, human rights, and criminal law. Although the term "necessity" is ever-present in discussions regarding the law and ethics of (...) killing, its meaning changes subtly depending on the context. It is sometimes an exception, at other times a constraint on government action, and most frequently a broad license in war that countenances the wholesale killing of enemy soldiers in battle. Is this legal status quo in war morally acceptable? Ohlin and May offer a normative and philosophical critique of international law's prevailing notion of jus in bello necessity and suggest ways that killing in warfare could be made more humane-not just against civilians but soldiers as well. Along the way, the authors apply their analysis to modern asymmetric conflicts with non-state actors and the military techniques most likely to be used against them. Presenting a rich tapestry of arguments from both contemporary and historical Just War theory, Necessity in International Law is the first full-length study of necessity as a legal and philosophical concept in international affairs. Putting robots on the battlefield is clearly appealing for policymakers. Why risk human lives, when robots could take our place, and do the dirty work of killing and dying for us? Against this, I argue that robots will be unable to win the kind of wars that we are increasingly drawn into. Modern warfare tends towards asymmetric conflict. Asymmetric warfare cannot be won without gaining the trust of the civilian population; this is ‘the hearts and minds’, in the hackneyed (...) phrase from counter-insurgency manuals. I claim that the very feature which makes it attractive to send robots to war in our place, the absence of risk, also makes it peculiarly difficult for humans to trust them. Whatever the attractions, sending robots to war in our stead will make success in counter-insurgency elusive. Moreover, there is ethical reason to be relieved at this conclusion. For if war is potentially costly, then this does much to ensure that it will be a choice only of last resort, in accordance with the traditional doctrine of jus ad bellum. In this instance, morality and expediency— fortunately— coincide. (shrink)
