To counter the imbalance in vaccine distribution during the COVID-19 pandemic, Albertsen and more recently Germaniet alhave suggested a new system of taxation coined as ‘VaxTax’ that would force higher-income countries to fund the access of low-income and middle-income countries (LMICs) to new vaccines in times of pandemic. I will argue that this idea faces numerous challenges of ethical, sociopolitical and economical nature that may hinder any effort to solve the numerous health challenges that LMICs face. Several legal scholars have recently argued that U.S. tort law’s physical-emotional distinction commits tort to the objectionable position of mind-body dualism, but they have not considered the distinction’s role as an aid to judicial cognition and decision-making. Drawing primarily on the law of negligent infliction of emotional distress, this essay argues that tort’s physical-emotional distinction is not a relic of mind-body dualism but a heuristic that judges have used to structure and simplify the difficult but unavoidable task of drawing lines (...) between legally cognizable and non-cognizable harm. The analysis has at least three normative implications: (1) users of tort’s physical-emotional distinction should clarify that they neither endorse dualism nor depreciate emotional harm; (2) because judicial expertise may not extend to the task of drawing lines between legally cognizable and non-cognizable harm, judicial performance in this area may be more adequate than critics suggest; and (3) although it may not be possible to determine the optimal way of drawing lines between legally cognizable and non-cognizable emotional harm, moral-philosophical tools such as Rawlsian and Scanlonian contractualism may be able to identify partial or pro tanto considerations for choosing among different ways of doing so. It is considered a huge socio-political step for a country to change its name, especially under pressure imposed by another country. In January 2019, Macedonia officially became the Republic of North Macedonia after a three-decade long dispute with its neighbouring country Greece. Macedonian citizens have long suffered the consequences of this dispute and have often expressed their dissatisfaction on the social media. However, the media played a crucial role in shaping their opinions regarding this situation.This paper attempts to present how (...) pro- and anti-government oriented media sources framed the issue and influenced the citizens’ perceptions of it. More precisely, it conducts a critical discourse analysis of 30 online newspaper articles, written during three specific periods on a timeline from January 2018 to February 2019, before, during and after the name change. The analysis sets out to identify lexical, pragmatic and discursive devices acting as potential fear triggers through which threat frames are being constructed. The results showed that both pro- and anti- government media sources appeal mostly to people’s emotions by generating fear related to a hypothetical future – in the case of the former it instigated fear of what might happen with the future of the country provided the name was not changed, while in the case of the latter, if the name was changed. The paper offers a critical discursive and pragmatic analysis of a corpus of hateful Facebook and Twitters status updates of politicians, political activists and voters in the 2016 pre-and-post election period, in Macedonia. Aiming to determine how power is exerted on social media, the paper focuses on identifying the stance social media users take when posting messages with political content. The analysis first attempted to unveil what speech acts the hateful posts are predominantly composed of, what roles the authors of (...) the posts normally assume, who the hateful political discourse in the given socio-political context is directed to, as well as what are some of the predominant linguistic strategies underlying the analysed hateful comments. The results show that, by using mostly assertive and expressive speech acts, social media users assume mainly the roles of analysts and judges and only subsequently the one of activists, they mostly address politicians directly and they use a lot of negative lexis, rhetorical figures and boosters as interpersonal metadiscourse markers to express their negative stance and exert power and dominance. This article depicts empirical research conducted in the Western Balkans and Bulgaria (project Balkan Monitor 2006 conducted by the Gallup Europe) that is geared towards the trust that citizens have in national and international institutions, as well as people in general. Empirical research provides a realistic picture of trust as seen from the inside. According to the data collected, within the general population, the strongest percentage was given to neighbors, followed by the police and European Union. A considerable degree of (...) attention was given to interreligious confidence and focus was placed on the number of adepts of a particular faith and the degree of confidence. From Islam, Orthodoxy and Catholicism to Protestantism, the degree of confidence diminishes, as well as the number of adherents, which points out to the relationship between minority and majority. The findings suggest that the degree of trust towards religious communities comes as a dominant attitude which means that these are the institutions that merit the greatest degree of trust. The exceptions are Albania and Kosovo where NATO comes first, whereas in Serbia NATO comes last. Ex- communists enjoy trust from 4% of the respondents whereas 24% completely rejects them. 8% of the respondents have a lot trust in people in general whereas 9% have no trust in people at all. The current coronavirus pandemic has presented many scientific disciplines, including philosophy, with various theoretical and practical challenges. In this paper, we deal with three philosophical issues related to the pandemic and specific approaches to them. The first part of the article is dedicated to the analysis of the term?expert,? whose significance was highlighted at the outbreak of the pandemic. By examining Plato?s ancient and Goldman?s modern understanding of this concept, we will try to emphasize the importance of expert opinion in (...) crisis circumstances. In the second part of the paper, we will deal with the issue of public mistrust of scientific authorities as well as the problem of the flourishing of so-called conspiracy theories. Goldenberg?s and Cassam?s approach to this topic will help us see where the source of these problems might lie and what potentially harmful consequences they can produce. In the third part of the text, we list some of the main moral dilemmas we have faced since the beginning of the pandemic. Special attention is paid to Kant?s moral philosophy in which we find advice on how an individual should act in times of crisis. (shrink)

For decades, Darko Suvin has enjoyed a worldwide reputation as a distinguished science fiction and utopian scholar, best known for his seminal work Metamorphoses of Science Fiction: On the Poetics and History of a Literary Genre, equally important for both SF and utopian studies. Suvin's introduction of the Russian formalist/Brechtian–inspired concept of estrangement proved to be revolutionary in both academic fields of research. The paper questions some of the premises in studying academic spin-offs in developed countries, claiming that when taken as characteristics of ‘academic spin-offs per se,’ they are of little help in understanding the phenomenon in the Eastern European countries during the transitional and post-transitional periods after 1989. It argues for the necessity of adopting a path-dependent approach, which takes into consideration the institutional and organisational specificities of local economies and research systems and their evolution, which strongly influence the patterns of (...) spin-off activity. The paper provides new findings and original arguments in support of Balazs’ seminal theses (Balazs 1995, 1996) about the emergence of academic spin-offs during the early transition. It reveals key economic and policy mechanisms bearing on academic entrepreneurship in Eastern Europe, such as the tensions between economic and political nomenclatures of former Communist Parties, where the dismantling or preservation of the power of political nomenclature resulted in different patterns of development—rapid reforms in the ‘first wave’ of EU accession countries or the establishment of rent-seeking and assets-stripping economies in countries like Bulgaria and Romania, making the transition period especially difficult. In the latter, a specific economic environment emerged, unknown in Western Europe and in the ‘champions’ of transition—such as suppression of the authentic entrepreneurship in a number of economic sectors, disintegration of corporate structures, etc. Thus, the paper reveals the common ground behind the two conflicting tendencies in post-socialist academic spin-offs, partially outlined in other research (Simeonova 1995; Pavlova 2000): as an authentic form of academic entrepreneurship grasping the opportunities opened up by the economic crisis and compensating failures in science and technology policy on the one hand, and as specific rent-seeking strategy draining valuable public assets on the other (the latter, in turn, boosting the negative attitudes in local scientific communities). The paper provides new findings about the evolution of the academic spin-offs in Bulgaria along the two polar trends and their positive and negative repercussions on parent research institutions. While art and science still functioned side-by-side during the Renaissance, their methods and perspectives diverged during the nineteenth century, creating a still enduring separation between the "two cultures". Recently, artists and scientists again collaborate more frequently, as promoted most radically by the ArtScience movement. This approach aims at a true synthesis between the intuitive, imaginative methods of art and the rational, rule-governed methods of science. To prepare the grounds for a theoretical synthesis, this paper surveys the fundamental commonalities and differences (...) between science and art. Science and art are united in their creative investigation, where coherence, pattern or meaning play a vital role in the development of concepts, while relying on concrete representations to experiment with the resulting insights. On the other hand, according to the standard conception, science seeks an understanding that is universal, objective and unambiguous, while art focuses on unique, subjective and open-ended experiences. Both offer prospect and coherence, mystery and complexity, albeit with science preferring the former and art, the latter. The paper concludes with some examples of artscience works that combine all these aspects. (shrink)

The scientific novelty of the research consists in identifying and substantiating the interrelations in the process of social reproduction, which provides innovative educational and educational activities in a music college.
