This article is about the cholera epidemic that occurred in the Benghazi Sanjak, a region under the rule of the Ottoman Empire, in the year 1858. The purpose of this study is to highlight the measures taken by both the central and local governments against the cholera epidemic that occurred in 1858 and to shed light on the management of the outbreak. In this context, the social health practices and the public's sensitivity towards health in the Benghazi Sanjak during the (...) Karamanli administration in Tripolitania in the early 1800s, as well as the period after it became directly connected to the Ottoman central government from 1835, will be examined, and the historical process leading up to the epidemic will be presented. The implementation of the quarantine measures introduced by the Ottoman Empire from the 1840s onwards, particularly in Benghazi, also holds a significant position in understanding the outbreak. The study is crucial in revealing the advancements in the health sector of the Benghazi Sanjak. The article emphasizes that the region of Berka, where the Benghazi Sanjak is located, was frequently afflicted by epidemics, but by the 1860s, there was noticeable improvement in the health sector. The main goal of the paper is to propose a methodology for the theory of reference in which experiments feature prominently. These experiments should primarily test linguistic usage rather than the folk’s referential intuitions. The proposed methodology urges the use of: (A) philosophers’ referential intuitions, both informally and, occasionally, scientifically gathered; (B) the corpus, both informally and scientifically gathered; (C) elicited production; and, occasionally,_ _(D) folk’s referential intuitions. The most novel part of this is (C) and that is where most (...) of the experimental work should be. The secondary goal of the paper is to defend my earlier paper “Experimental Semantics” from the criticisms of Machery, Mallon, Nichols, and Stich in “If Folk Intuitions Vary, Then What?” They charge that I have seriously misunderstood their goal in “Semantics, Cross-Cultural Style” and that many of my arguments are “largely irrelevant”. Different authors offer subtly different characterizations of naïve realism. We disentangle the main ones and argue that illusions provide the best proving ground for naïve realism and its main rival, representationalism. According to naïve realism, illusions never involve per- ceptual error. We assess two leading attempts to explain apparent perceptual error away, from William Fish and Bill Brewer, and conclude that they fail. Another lead- ing attempt is assessed in a companion paper, which also sketches an alternative representational account.

A version of this paper was given as the Inaugural Steven Edwards Memorial Lecture at the 25th conference of the International Philosophy of Nursing Society 16th August 2022. Using the literary meaning of ‘whither’, that is ‘to what place’, this paper will explore the role of philosophy in nursing, past, present, and future. The paper will begin with some thoughts on the history of nursing philosophy, its development as a subject and the scholarly activities that have led to where (...) it sits today. The establishment of the journal Nursing Philosophy, the Annual Nursing Philosophy Conference, the International Philosophy of Nursing Society (IPONS) and their influence on nursing both in the academy and in practice will be discussed. The concept of nursing philosophy as a discipline will be considered, and how this fits with nursing theory, and nursing knowledge. Philosophical questions central to understanding contemporary nursing in a globalised world will be explored and the use of analytical philosophy and philosophical method in addressing such questions. The paper will conclude by looking to the future; what the role of philosophy might be in shaping nursing as a discipline and in the preparation of future practitioners. (shrink)

There is a need to provide an appropriate normative conception of the modern university: a conception which identifies its unifying purposes and values and, thereby, gives direction to institutional role occupants, governments, public policymakers and other would-be institutional designers. Such a conception could admit differences between modern universities; differences, for example, between so-called universities of technology and other universities. Indeed, it is preferable to frame the issue at the level of higher education or university systems rather than at the level (...) of individual universities. According to the teleological normative theory of social institutions, social institutions are organizations or systems of organizations that provide collective goods by means of joint activity; universities are no exception. So what are the fundamental collective good that universities of technology, or the larger systems of which they are a part, ought to be providing and how are they travelling in this regard? According to the survivalist interpretation of mediumship, the existence of discarnate persons provides the best explanation for the data associated with physical and mental mediumship. Others—advocates of what is often called the “super-psi hypothesis”—maintain that the data of mediumship may be at least equally explained in terms of living agent psi (ESP and psychokinesis). Many defenders of the survivalist interpretation of mediumship attempt to defl ate the alleged explanatory virtues of the super-psi hypothesis by arguing that the hypothesis is unfalsifi (...) able and lacks independent evidential support. My central contention in this paper is that these frequently encountered survivalist criticisms of the super-psi hypothesis are ultimately self-defeating to the case for survival from mediumship. To show this I first argue in some detail that the survivalist interpretation of mediumship is committed to a kind or degree of psi that is indistinguishable from what is required by the super-psi hypothesis. From this vantage point it can be shown that any attempt to impugn the explanatory virtues of the super-psi hypothesis on account of the kind or degree of psi it requires undercuts the argument for survival itself. Evidentialism and Reliabilism are two of the main contemporary theories of epistemic justification. Some authors have thought that the theories are not incompatible with each other, and that a hybrid theory which incorporates elements of both should be taken into account. More recently, other authors have argued that the resulting theory is well- placed to deal with fine-grained doxastic attitudes (credences). In this paper I review the reasons for adopting this kind of hybrid theory, paying attention to the case of (...) credences and the notion of probability involved in their treatment. I argue that the notion of probability in question can only be an epistemic (or evidential) kind of probability. I conclude that the resulting theory will be incompatible with Reliabilism in one important respect: it cannot deliver on the reductivist promise of Reliabilism. I also argue that attention to the justification of basic beliefs reveals limitations in the Evidentialist framework as well. The theory that results from the right combination of Evidentialism and Reliabilism, therefore, is neither Evidentialist nor Reliabilist. (shrink)

This article reflects on the work of feminist bioethicists over the past ten years, reviewing how effective feminists have been in using relational theory to reorient bioethics and where we hope it will go from here. Feminist bioethicists have made significant achievements using relational theory to shape the notion of autonomy, bringing to light the relevance of patients' social circumstances and where they are situated within systems of privilege and oppression. But there is much work to be done to reorient (...) bioethics so that it is capable of addressing some current public health challenges. First-order evidence is evidence which bears on whether a proposition is true. Higher-order evidence is evidence which bears on whether a person is able to assess her evidence for or against a proposition. A widespread view is that higher-order evidence makes a difference to whether it is rational for a person to believe a proposition. In this paper, I consider in what way higher-order evidence might do this. More specifically, I consider whether and how higher-order evidence plays a role in (...) determining what it is rational to believe distinct from that which first-order evidence plays. To do this, I turn to the theory of reasons, and try to situate higher-order evidence within it. The only place I find for it there, distinct from that which first-order evidence already occupies, is as a practical reason, that is, as a reason for desire or action. One might take this to show either that the theory of reasons is inadequate as it stands or that higher-order evidence makes no distinctive difference to what it is rational to believe. The debate concerning human rationality has been revolving around four main standpoints: 1) Unbounded rationality, 2) Optimization under constraints, 3) Heuristics and biases, and 4) Ecological rationality. Typically, proponents of 3) and 4) criticize models 1) and 2) for their cognitive unrealism. However, many ethologists contend that it makes sense to account for data gathered in animal behaviour research along the lines defined by the latter models. Elaborating upon this contention, Stanovich suggested recently a fifth standpoint in this debate – (...) I’ll call it ‘Brute Rationality’. According to it, traditional rational choice models are more appropriate to account for the behaviour of creatures endowed with simple cognitive architectures rather than to account for human behaviour. In my talk, I´ll contend that the term ‘rationality’ is being used in this debate to cover too wide a semantic area. In fact, once one distinguishes the different meanings associated with it, the positions defining this debate reveal themselves to be much less clear than what is usually taken to be the case. The nature of stakeholder theory and its fundamental normative prescriptions are the subject of much confusion and academic debate. This article attempts to provide an account of both the fundamental normative implications of stakeholder theory and the theory’s range of application that both stakeholder advocates and critics can agree upon. Using exclusively the language of leading stakeholder theorists, the article identifies the essential prescriptions of the theory and the type of organizations to which stakeholder theory applies in the hope of (...) facilitating effective discussion and evaluation of the normative dimension of stakeholder theory. Judgements of the value or likelihood of a focal object or outcome have been shown to vary dramatically as a function of whether judgement is based on selective or comparative processing. This article explores the question of when selective versus comparative processing is likely, and demonstrates that as motivation and opportunity to process information carefully (operationalised as accountability and time pressure, respectively) decrease, the likelihood of selective processing increases. Based on the relevant logic R, the system R# was proposed as a relevant Peano arithmetic. R# has many nice properties: the most conspicuous theorems of classical Peano arithmetic PA are readily provable therein; it is readily and effectively shown to be nontrivial; it incorporates both intuitionist and classical proof methods. But it is shown here that R# is properly weaker than PA, in the sense that there is a strictly positive theorem QRF of PA which is unprovable in R#. (...) The reason is interesting: if PA is slightly weakened to a subtheory P+, it admits the complex ring C as a model; thus QRF is chosen to be a theorem of PA but false in C. Inasmuch as all strictly positive theorems of R# are already theorems of P+, this nonconservativity result shows that QRF is also a nontheorem of R#. As a consequence, Ackermann's rule γ is inadmissible in R#. Accordingly, an extension of R# which retains its good features is desired. The system R##, got by adding an omega-rule, is such an extension. (...) Environmental philosophy is fragmented along many dimensions and there are no widely shared standards of competence. The available jobs often go to surprising candidates whose skills and interests are extremely diverse. Too much publication appears in "specialist" journals, unnoticed by anyone but other contributors. Unconstructive debates, often reminiscent in tone, substance, and rancor of the old and new left, linger. In light of all this, I am no longer surprised when I meet people active in environmental studies and causes who claim to be environmental ethicists but who are almost entirely ignorant of the academic field that bears the name.It is well known that the environment suffers because it is not a well-bounded domain (like the economy, for example), but is rather multi-dimensional and implicated in almost every area of human choice and action. In this paper, I consider what the growing evidence in parapsychology can tell us about the nature of consciousness. Parapsychology remains controversial because it implies deviations from the understanding that many scientists and philosophers hold about the nature of reality. However, given the difficulties in explaining consciousness, a growing number of philosophers have called for new, possibly radical explanations, which include versions of dualism or panpsychism. In this spirit, I briefly review the evidence on psi to see what explanation of (...) consciousness might best be supported. After a brief survey of the evidence, I conclude that the best explanation would probably be neutral monism. I then explore a framework for neutral monism, using well-known features of quantum mechanics, to develop a ground or bridge between consciousness and matter. This framework, which I believe helps explain the psi evidence, suggests that a non-local proto-conscious field of potential or seed stuff underlies both matter and consciousness. (shrink)

In this paper I will set out my understanding of Bas van Fraassen’s constructive empiricism, some of the difficulties which I believe beset the current version, and, very briefly, some valuable lessons I believe are nonetheless to be learned by considering this view.We’ll need to begin with a review of how van Fraassen conceives of this kind of discussion.

A new position in the philosophy of mind has recently appeared: the extended mind hypothesis (EMH). Some of its proponents think the EMH, which says that a subject's mental states can extend into the local environment, shows that internalism is false. I argue that this is wrong. The EMH does not refute internalism; in fact, it necessarily does not do so. The popular assumption that the EMH spells trouble for internalists is premised on a bad characterization of the internalist thesis—albeit (...) one that most internalists have adhered to. I show that internalism is entirely compatible with the EMH. This view should prompt us to reconsider the characterization of internalism, and in conclusion I make some brief remarks about how that project might proceed. (shrink)

This paper argues that the various approaches to ethics that bioethicists rely on are not adequate to provide effective moral guidance in how to avoid a series of looming human catastrophes (associated with such threats as environmental degradation, war, extreme poverty, and pandemics). It proposes development of a new approach to ethics, dubbed public ethics, that simultaneously investigates moral responsibilities at multiple levels of human organization from the individual to international bodies. The publicity surrounding the recent McMath and Muñoz cases has rekindled public interest in brain death: the familiar term for human death determination by showing the irreversible cessation of clinical brain functions. The concept of brain death was developed decades ago to permit withdrawal of therapy in hopeless cases and to permit organ donation. It has become widely established medical practice, and laws permit it in all U.S. jurisdictions. Brain death has a biophilosophical justification as a standard for determining human (...) death but remains poorly understood by the public and by health professionals. The current controversies over brain death are largely restricted to the academy, but some practitioners express ambivalence over whether brain death is equivalent to human death. Brain death remains an accepted and sound concept, but more work is necessary to establish its biophilosophical justification and to educate health professionals and the public. (shrink)

Readers concerned with securing the objectivity of conceptual thought may be worried about his claims that typical concepts “have no extensions” and that they “fit one another better than they fit the world.” Others might applaud his anti‐extensionalism in natural‐language semantics but fear that his account re‐raises familiar problems about extensions at (...) the level of psychology. Epistemic decolonization, in its various conceptual formulations and presentations, could be taken to hold promise for either the completion of the anti-colonial struggle or the self-re-discovery of the formerly colonized and oppressed. In Africa this project has had a long history as both a counter to hegemonic histories of claimed Western epistemological superiority as well as theories of racism and racist practices against black people of African descent. What is not entirely clear are the precise achievements of decolonial thought and (...) practice. I interrogate the relevance, use and continuation of decoloniality as a genre of thought and practice on the African continent against the background of the perennial problems of material underdevelopment and stifled political spaces that render the supposed beneficiaries of decolonization hopeless subjects who continue to be disempowered and oppressed in their own home. This interrogation is to be carried alongside another inquiry aimed at evaluating the achievements of African philosophy as a form of epistemic decolonization. If African philosophy is a form of decolonization, as it should be, it should be able to clearly demonstrate its achievements and how they have had an effect on broader goals of decolonizing and empowering inhabitants of the African continent. Moreover, the erotic soul’s incorporation of future and past, its implementation of memory and prophecy, its agency and passivity, and its relation to these ways of being reveals its ability to know itself. However, the temporality in which the soul reveals itself is neither chronological nor dialectical but ecstatic, characterized (...) as prophetic, for “the soul is somehow prophetic” and Socrates is “a kind of prophet.” The essay delves into the prophetic nature of the soul and its significance in understanding Socratic erotic self-knowledge in the Phaedrus. The relationship between evidence-based medicine (EBM) and clinical judgement is the subject of conceptual and practical dispute. For example, EBM and clinical guidelines are seen to increasingly dominate medical decision-making at the expense of other, human elements, and to threaten the art of medicine. Clinical wisdom always remains open to question. We want to know why particular beliefs are held, and the epistemological status of claims based in wisdom or experience. The paper critically appraises a number of claims and distinctions, (...) and attempts to clarify the connections between EBM, clinical experience and judgement, and the objective and evaluative categories of medicine. I conclude that to demystify clinical wisdom is not to devalue it. EBM ought not be conceived as needing to be limited or balanced by clinical wisdom, since if its language is translatable into terms comprehensible and applicable to individuals, it helps constitute clinical wisdom. Failure to appreciate this constitutive relation will help perpetuate medical paternalism and delay the adoption of properly evidence-based practice, which would be both unethical and unwise. Whistleblower bounty schemes that pay individuals a cash “bounty” for surfacing information about illegal conduct have rapidly gained public and scholarly attention, fueling calls to install a bounty approach across numerous regulatory areas, from workplace safety, environmental protection, and civil rights to political corruption, immigration, and antitrust. Yet despite the enthusiasm, bounty regimes have remained confined to the fraud context. This Article uses this fact as a jumping off point and, looking across the regulatory state, aims to answer some basic (...) questions about bounty regimes that have thus far eluded sustained scholarly attention: What features of a given regulatory area make it more or less conducive to a bounty approach? Given this, how might existing bounty regimes be revised? And if bounty regimes were to break out of the fraud area, where might they most profitably spread? It offers some initial answers to these questions by constructing a simple framework that shows how two features of the regulatory environment - the directness of the harm to be regulated and the determinacy of the legal mandate to be implemented - structure the choice among competing bounty approaches. These aspects of regulatory context, I argue, map onto the two most vexing challenges facing regulatory architects weighing a bounty mechanism or choosing among competing designs: optimizing the quantity and quality of information revelation and maintaining public control over the elaboration of legal mandates. The framework brings into relief some of the fault-lines in the growing scholarly debate about the optimal use and design of bounty schemes, including the choice between a simple cash-for-information scheme and a more elaborate qui tam scheme in which whistleblowers are vested with independent enforcement authority via a private right of action. It also yields a rough regulatory roadmap showing where existing bounty schemes might be revised and also the areas to which a bounty approach might be usefully exported. (shrink)

Este artículo analiza relatos biográficos críticos acerca de las experiencias con profesionales y terapias del ámbito de la salud mental por problemas relacionados con depresiones. En un contexto de expansión y diversificación de los discursos y prácticas del campo psi, indaga en las perspectivas y cuestionamientos de usuarios/as de servicios psicoterapéuticos. La pregunta principal que lo orienta es: ¿En las narrativas biográficas cuáles son las críticas que realizan a las prácticas terapéuticas y a quienes la ejercen? Un segundo interrogante: ¿Es (...) posible localizar alguna relación de afinidad entre tipos particulares de críticas y de estilo de terapia psi? Estas cuestiones son abordadas a partir de una investigación empírica, realizada en la ciudad de Santa Fe, Argentina. Se analizan 42 entrevistas biográficas para indagar en el repertorio de objeciones que efectúan a las terapéuticas psi personas involucradas en procesos psicoterapéuticos. El artículo localiza un conjunto de relatos que cuestionan la falta de empatía; la falta de provisión de herramientas; la falta de credibilidad; la jerarquía en la relación; y, finalmente, la ilusión de recuperación. Cada uno de estos tipos de críticas suelen adquirir mayor presencia en determinadas prácticas terapéuticas. En estos estilos de objeciones se hallan críticas más singularizadas —orientadas a personas particulares que ejercen de terapeutas— y más generalizadas —dirigidas a los fundamentos de las terapias. El trabajo contribuye a los estudios sociales sobre el campo psi al producir conocimiento empírico acerca de los saberes críticos por experiencia de personas involucradas en diferentes terapias psi. Panentheism has received widespread support among theologians involved in the religion‐science dialogue, due in no small part to the success with which panentheism addresses a range of issues. Nevertheless, panentheism as a theological premise needs continued development and elucidation. Panentheism is often presented as a theoretical model of the God‐world relationship, yet the supporting arguments rely on metaphors that are varied and open‐ended. Analogy from the mind‐body relationship leads to a “weak” panentheism that emphasizes the presence of God, while whole‐part (...) analogies suggest a “strong” panentheism that emphasizes some level of identity between God and the world. In turn, these analogies and metaphors bear nontrivial similarities to early Trinitarian and Christological debates in their treatment of God and world as distinct substances. This similarity suggests the importance of panentheistic approaches. Nevertheless, panentheists need to further clarify the relation of theory and metaphor in their work, as well as more precisely develop the central claim that God is in the world. (shrink)

Sartrean ontological intersubjectivity is often understood to be hostile and conflictive, and Sartrean dialectics is repeatedly interpreted through the lenses of the Hegelian master-slave dyad, translating into a conflictive theory of practical ensembles. Building on this, critics in the aftermath of 9/11 argued that 'terror' and 'revolutionary violence' introduced in Critique of Dialectical Reason as the anti-thesis of oppression underscored his anti-colonial writings and this gives us justification to think that Sartre might consider terrorism a form of revolutionary violence.With this (...) in mind, this paper does not deal with the bigger issue of Sartre's political position, but only aims to question the basis of reading Hegelian dialectics in Sartre's ontology of intersubjectivity and social ensembles. Revisiting the role of dialectics in his Search for a Method and Critique of Dialectical Reason, it reveals a Sartre who is critical of Hegelian dialectics, and establishes his intersubjectivity as more compatible with Heidegger's being-with-others rather than Hegel's being-for-others. The issue widely discussed under the heading of “naturalization of morality” in-volves at least three major components of “morality”: value-laden experience which is the source of all genuine values; received morality, a system of behaviors and attitudes that are transmitted from generation to generation and control the exchange of primary values; and an analytic-evaluative agency, here referred to as ethics, that assesses norms and assumptions underlying received moralities against an independent knowledge of values. This task requires the use of both (...) scientific information and domain-specific ways of ethical reasoning that are appropriate for the subject. The sexual citizenship of disabled persons is an ethically contentious issue with important and broad-reaching ramifications. Awareness of the issue has risen considerably due to the increasingly public responses from charitable organisations which have recently sought to respond to the needs of disabled persons—yet this important debate still struggles for traction in academia. In response, this paper continues the debate raised in this journal between Appel and Di Nucci, concurring with Appel’s proposals that sexual pleasure is a fundamental human right (...) and that access to sexual citizenship for the severely disabled should be publicly funded. To that endeavour, this paper refutes Di Nucci’s criticism of Appel’s sex rights for the disabled and shows how Di Nucci’s alternative solution is iniquitous. To advance the debate, I argue that a welfare-funded ‘sex doula' programme would be uniquely positioned to respond to the sexual citizenship issues of disabled persons. (shrink)
