In this paper we introduce a computational control framework that can keep AI-driven military autonomous devices operating within the boundaries set by applicable rules of International Humanitarian Law (IHL) related to targeting. We discuss the necessary legal tests and variables, and introduce the structure of a hypothetical IHL-compliant targeting system.

The People's Republic of China is facing very severe environmental problems. The first part of this study is explaining this situation and the most important reasons for this. Beginning in 1989/90 the Chinese Government has recognized the danger of ecological devastation. The development and the limitations of environmental politics in Chinaare characterized in the second part. In this phase the China Council for International Cooperation on Environment and Development made a important contribution defining the principles of Chinas environmental politics. Very (...) fruitful has been the concrete Chinese-German Cooperation on Environment. Public awareness is a decisive precondition for solving the environmental problems. Forthis reason the final part of the study is discussing the change of the Chinese society, the development of the civil society and the situation of human rights in China. (shrink)

Since ancient times epidemics have been a central topic in Chinese medical thought. The explanations for their emergence, spread and transmission, however, have ranged widely. Whereas much of the populace believed in transmission by demons, elitist medical theory, since at least the second century, has emphasized cosmological and meteorological factors. This paper introduces the different approaches to epidemics in general, examining the etymological, historical and medical literature of early Imperial times. It then traces two lines of tradition in Chinese medical (...) thought: one supporting contagionism, the other opposing it.1 The controversy that began as early as the fourth century, peaked in the twelfth century and ended only with the modern era, reveals a widening gap in the elitist medical theory — the dichotomy of empirical knowledge and theoretical framework. How operates communication with pictures? S. Kjörup has elaborated - follow up the analysis of pictorial symbolization in N. Goodman’s "languages of art" - a speechacttheory of picturing The problem of this approach is that Kjörup has no answer of pictorial fiction.

After having introduced Goodman’s concept of exemplification I discuss his general argument that exemplification would be the best for comprehensible the expressive phenomena of art. But there will arise problems when making differences between features of works of art which are exemplified and which are not, and when reconstructing the variable forms of autoreflexive expressions. I try to demonstrate that Goodman’s concept of exemplification therefore ist too limited: 1. Goodman doesn’t take into account that the caracteristics of works such as (...) colours, form etc. also can be interpreted as materials of artistic expressions. 2. He doesn’t give any idea to solve the question what would make an exemplification work effectively. Therefore I suggest to reformulate the concept of exemplification. (shrink)

In groupware tools, the activation of a function may affect other users who might have conflicting interests. We developed technical mechanisms to support users in resolving them. Contrary to current implementations of groupware tools, these mechanisms strengthen the position of the users who are affected by the activation of said functions. Supporting the visibility of a function's activation, and providing a channel for communication or means to intervene against the function's activation are approaches which constitute a framework to implement these (...) mechanisms.
