Standard approaches to defining and evaluating environmental risk tend to reflect technocratic rather than democratic values. One consequence is that institutional mechanisms for achieving citizen participation in risk decisions rarely are studied or evaluated. This article presents a survey of five institutional mechanisms for allowing the lay public to influence environmental risk decisions: public hearings, initiatives, public surveys, negotiated rule making, and citizens review panels. It also defines democratic process criteria for assessing these and other participatory mechanisms.

El propósito de esta investigación es hacer una relectura histórico-crítica de la Ética de la Liberación como ética de la vida. Este planteamiento se hace desde la memoria política crítica que permitirá ver la influencia que ella ha tenido con otras éticas que hoy pueden agruparse en torno al concepto de convivencia: la ética intercultural, la ética ecológica, la ética de la economía solidaria, la ética de una ciencia construida socialmente y de una tecnología al servicio de las personas, la (...) ética educativa como expresión de apertura y diálogo y no como adoctrinamiento, la ética religiosa separada de todo fanatismo, la ética civil más allá de todo militarismo, la ética del género más allá de toda exclusión. Lo que implica la necesidad de consolidar una ética de la convivencia, como eje central de la cultura y de la vida de los habitantes de América Latina que no es sólo necesario estudiar sino practicar. In this paper, we provide non-clausal tableau calculi for the maximum satisfiability problem and its variants. We discuss both basic calculi to characterize the problem and their modifications to reduce the proof size.

Regulatory agencies in the United States have relied increasingly on consensus-based decision processes to build public support for their policies. If they are well-designed and managed effectively, consensus-based processes may increase support for an agency’s policies and enhance its institutional legitimacy. But poorly-designed processes may lead to a consensus trap, in which an agency commits to making decisions based on a consensus the participants will never be able to achieve. Two recent initiatives of the U.S. Environmental Protection Agency - negotiated (...) rule making and the Common Sense Initiative - suggest factors that may be associated with more and less sucessful consensus-based processes. Since 1993, when Hudelmaier developed an O(n log n)-space decision procedure for propositional Intuitionistic Logic, a lot of work has been done to improve the efficiency of the related proof-search algorithms. In this paper a tableau calculus using the signs T, F and Fc with a new set of rules to treat signed formulas of the kind T((A → B) → C) is provided. The main feature of the calculus is the reduction of both the non-determinism in proof-search and the (...) width of proofs with respect to Hudelmaier's one. These improvements have a significant influence on the performances of the implementation. (shrink)

In this paper we propose a Kripke-style semantics for second order intuitionistic propositional logic and we provide a semantical proof of the disjunction and the explicit definability property. Moreover, we provide a tableau calculus which is sound and complete with respect to such a semantics.
