Underdevelopment is the most controversial issue of our time. In a world which apparently exhibits so much power and yet does so little to drive it back, it represents the challenge par excellence. However, concerning this most pressing and controversial issue of underdevelopment, of all the disciplines which study man, philosophy is the one which until now said the least. At first sight, to mark off in the topic of underdevelopment an area of real philosophical concern does (...) not seem feasible indeed. Underdevelopment understood as a mere failure of development appears to be within the competence of the disciplines of the social sciences, especially of economics, rather than that of philosophy. Viewed as a technical problem, it could thereby be declared outside the sphere of direct philosophical inquiry.But this reason is no sooner accepted than it comes up against itself by the very nature of the conflicts in which the social sciences got bogged down in their attempt to understand underdevelopment. Although not directly spelt out, the conflicts are unmistakably pervaded throughout by philosophical questions. It suffices to point out the main cause of the theoretical split which divides scholars, in the general issue of tradition and modernity, to really bring out the eminently philosophical nature of the debate. We are obviously referring to the conflict between modernization theory and the neo-Marxist school. The purpose of this paper is precisely to show that the topic of underdevelopment, not only raises one of the basic and oldest problems of philosophy, namely the nature of the connection between the spiritual and the material, but also helps positively to reformulate it. There is a perplexing transition in Dr. Reza Davari's thought, when he problematizes the relation between Iranian and Western history/cultures, on which this paper is focusing. The interperative objective is to clarify this transition on the basis of the implicit relation between the two most fundamental concepts in his earlier and later thought respectively westernization and underdevelopment. Although, by this transition, the level of discussion transits from an ontologico-philosophical to an intellectualist one. So, there are two different levels of (...) problematization in his thought which differ deeply. Therefore, we are not just dealing with the substitution of fundamental concepts, but with different problematizations and different levels of discussion. Obviously, there will be new problems arising which are not just concerning with the justification of the transition but with the problematization of westernization itself. Finally, it's been concluded that in order to clarify these new problems, we should step back to the level of philosophical discussion, and first of all to the clarification of the I-not-I relation which has been neglected thoroughly in the whole project. This essay surveys the writings of Walter Rodney, the late Guyanese scholar-activist, in an effort to elicit a distinctive way of thinking politically about underdevelopment. Focusing on a range of primary sources, including a series of unpublished notes and lectures on Marxism and development theory, I consider how Rodney’s engagement with the concrete struggles of Black people informed his appropriation of historical materialism. An avowed “Black Marxist” working at the onset of the neocolonial order, Rodney suggested that collective human (...) development, the historical expansion of productive and social capacity, had become routinely delimited by racially charged political blockages, the effects of a kind of zero-sum game in which development for some was secured only through the active underdevelopment of others. Ultimately I suggest that Rodney’s work invites serious reconsideration of the enduring explanatory power of the Black radical and Marxist legacies, in this case by providing a rich theoretical framework that can help to orient and sustain critical engagement with the elusive racial politics of persistent underdevelopment. This chapter provides an interpretation of the early Heidegger’s underdeveloped conception of the undistinguishedness of everyday human existence in Being and Time. After explaining why certain translation choices of some key terms in this text are interpretively and philosophically important, I first provide a concise argument for why the social constitution interpretation of the relation between ownedness and unownedness makes better overall sense of Heidegger’s ambivalent attitude toward the social constitution of the human being than the standard existentialist interpretation of (...) this relation. I then proceed to the heart of this chapter, which develops his inchoate conception of the undistinguishedness of everydayness by arguing that it specifies the third distinctive mode of concrete human existence in addition to ownedness and unownedness. Accordingly, I show how unownedness is actually a generic phenomenon with two distinct species, namely, undistinguishedness and disownedness, which are at once closely related to, but also differ in significant respects from, each other. Consequently, instead of taking for granted a one-dimensional and mutually exclusive opposition between ‘authenticity’ and ‘inauthenticity’, I argue that we should adopt a two-dimensional and more nuanced understanding of the relations among undistinguishedness, disownedness, and ownedness that intersects with Heidegger’s underappreciated distinction between genuineness and ungenuineness. After raising and replying to some objections to this interpretation of undistinguishedness, I conclude this chapter by briefly sketching three of its philosophical consequences and pointing out its potential as an important resource for contemporary social theories. The main question in this article deals with the contribution of informatics to development. As an approach to an answer, it is pointed out in the first place, that there is not just one informatics and that “development” does not admit of only one definition. After delimiting the relevant concept of development, it is suggested that if informatics is to collaborate in its achievement it is essential to rely, in the Third World, on socially responsible technicians. The conventional wisdom is that the best way to alleviate poverty is to provide the maximum freedom for individual entrepreneurs and corporations to create wealth. Drawing on the case of Latin America, this article contends that there are serious defects in analyses based on such assumptions. New technologies and restructuring of international capitalism have accelerated wealth creation worldwide but amid growing inequalities. Technology is mainly controlled by large multinational corporations and not directed at relieving the deprivation suffered by the world's (...) poor. Pervasive, persistent economic inequality and lack of access to appropriate education and training have all been significant in Latin America's failure to develop rapidly during the twentieth century. Most successful “latecomer” countries in the past two hundred years have adopted heterodox autonomous growth strategies, and the authors suggest that such strategies are necessary now to counter the powerful processes that sustain inequality. Varied theories and models of development have been advanced by many scholars to explain the failure of developmental theories and policies in Africa. This paper critically reviews the existing literature on the bane of development in Africa, arriving at what it considers as the most fundamental twin minions of underdevelopment in the continent. The two implicated interrelated issues are thought predicament and unwillingness to act. Whereas thought predicament affects the intellectual faculty, unwillingness to act is the defect of the (...) volitional and affective faculties. This paper strongly claims that without first rectifying these three core faculties of the African person, the continent can at best be chasing shadows. This, however, does not suggest that all other reasons for underdevelopment are insignificant or implausible. Well-planned educational system and deliberate conscientiousness towards enhancing the intellectual, volitional and affective faculties of humans are key to sustainable development of any state in Africa. Violent conflicts in emerging democracies or societies in transition threaten the stability of state governance institutions, which brings about insecurity of lives, property and deepens the vicious cycle of poverty and criminality in Africa. The first responsibility of any government is to provide security of lives and property. At no time since Nigeria’s civil war has the country witnessed the resurgence of violence and insecurity that claims hundreds of lives weekly. It is a sectarian insurgence of multiple dimensions. This article (...) makes the case that Boko Haram is not just a religious phenomenon but a reflection of a so- cio-political, economic and ethnic problem caused by bad governance. As a result, Boko Haram has witnessed a cross-border influence and impact which has expanded its frontiers beyondNigeriato neighboring countries in the West African region. The theoretical framework employed in this article posits that Boko Haram has its roots fundamentally in poverty caused by bad governance in the Northern Moslem bend, in Nigeria and the West African Region where corruption, human rights violations, marginalization of cultural, political and religious groups have created the situation whereby weak state structures have abysmally failed to deliver on the development promises made during elections. So the emergence of Nigeria’s Boko Haram violence, as a result of the street poverty and the rise of unemployed street beggars, popularly known as Almajiris, and their use for electoral and party violence, was encouraged by the neglect and abandonment of the masses by the governors and other elected leaders. The expansion and consolidation of the Boko Haram insurgence to other parts of the country and neighboring West African nations was made possible by the already existing failed state institutions, bad governance and corruption and the existing band of small criminal sectarian groups that depend upon their survival on aids from Al Quaeda, drug gangs and sea piracy. The religious dimension is a marginal factor fueled by fundamental socio-economic and political variables which have been thrown up in the first place by bad governance and leadership in Nigeria. In animals that have separate sexes (gonochorists), many sperm are produced to fertilise a few eggs. As the male germline undergoes more mitoses, so the accumulated mutation frequency is elevated in sperm compared with ova, and evolution is ‘male‐driven’. In contrast, in many hermaphroditic animals, a single organ—the ovotestis—produces both ova and sperm. Since self‐renewing cells in the ovotestis may give rise to both cell types throughout life, ova in hermaphrodites could in theory have undergone as many cell divisions as (...) sperm. Here, I consider some possible effects of the ovotestis on evolution. In particular, I hypothesise that the accumulated mutation frequency of nuclear genes in hermaphrodites (including species that change sex) may reach twice that compared with gonochorists. There may be an even greater increase in the mitochondrial mutation frequency. Further developmental studies and the accumulation of comparative data should allow hypothesis testing. If the prediction is correct, then it may provide the most‐straightforward explanation for the extraordinary diversity of mitochondrial DNA in some hermaphrodites, especially molluscs. The purpose of this essay is to show that the issue of "underdevelopment" not only raises one of the most basic and oldest problems of philosophy, namely the relationship between the spiritual and the material, but also helps positively to reformulate it. For, on closer examination, it will appear that the striking aspect of underdevelopment is that it constitutes a glaring symptom of a characteristic disturbance or maladjustment. By its strangeness and distortion, it displays a unique and unexpected (...) tension between the spiritual and the material. Indeed, we cannot discard the possibility that the link between the spiritual and the material is likely to be better exposed in a situation of maladjustment than in one of fusion. Besides, this method of studying tension in order to observe the connection between the mental and the physical is not something new in philosophy. (shrink)

This paper offers a reading of Guttierez Alea's film Memories of Underdevelopment ( Memorias del Subdesarrollos , 1968) using Jameson's notion of the 'homeopathic neutralization' of repetition through its very usage in the modernist work of art to assuage the alienation of industrial society. Before the reading of the film begins, however, I explore the motif of repetition in the work of a handful of the most important thinkers of the newly industrial society. I mobilize their insights on different (...) levels of being: sociological, biological, psychological, and aesthetic, in order to understand how Alea uses repetition of form and content to construct the film's protagonist as a metaphor for the counter-revolution. I conclude with thoughts about the heterogeneity of communist states, and the dialectical relationship between high culture and popular culture. I propose that this relationship is better seen as a continuum with two extreme poles, rather than as a binary switch. (shrink)

Quito published her book The State of Philosophy in the Philippines in 1983. When the book was already out for fifteen years, I undertook a re-reading of its identified four clusters of reasons for the underdevelopment of Filipino philosophy, and hope for development in 1999, through an article “Re-Reading Emerita Quito’s Thoughts Concerning the Underdevelopment of Filipino Philosophy.” Thirty-six years after the publication of Quito’s book, and twenty years after the publication of my re-reading, this paper looks back (...) again on Quito’s four clusters of reasons and hope, as well as on my re-reading of such reasons and hope, with the intention of sharpening our collective diagnosis on what continue to cause the underdevelopment of Filipino philosophy, as well as imagining more realistic pathways towards its more robust development. This paper, therefore, has two substantive sections: the first is an exposition of Quito’s four clusters of causes and hope, accompanied by my commentaries on such four causes and hope; and the second is my present critical reflection on Quito’s thirty-four-year-old diagnosis and hope, as well as on my twenty-year-old commentary. In the present essay my aim is first to review and extend Frank’s thinking on ‘the sociology of development,’ and second, I will attempt to apply his insights to some of the new or present-day directions in sociological theory and research with a view to showing how they might be seen as contributing to ‘the underdevelopment of sociology.’ Beginning with the vision of the founding fathers of sociology broadly understood, I will argue that that vision and the promise of (...) sociology are being lessened by the aforementioned new directions in the discipline. Ernest Mandel theorised the capitalist world economy as an articulated system of capitalist, semi-capitalist and precapitalist relations of production, linked to each other by capitalist relations of exchange and domination by the capitalist world market. This seems to be an interesting starting point for an historically well-founded theory, building on and going beyond Marx's work, of the worldwide expansion of the capitalist mode of production from its origins to the present. In his attempt to formulate his theory, Mandel did not (...) succeed in resolving all difficulties, however. His main works – Marxist Economic Theory and Late Capitalism – show a number of dangling loose ends. The central question is whether these loose ends are merely technical difficulties or whether they reveal fatal flaws in the theory as a whole. In order to come a step closer to answering this question, a conference was organised in Amsterdam, November 2003. This introduction formulates the five, closely interrelated issues that were highlighted at this conference. (shrink)

This paper argues that in order to understand West Indian economic underdevelopment, the saliency of the informal institutions that emerged during its colonial period and the effect these institutions have had on the emergence of a local entrepreneurial class can not be discounted. British colonial occupation, I contend, gave rise to two persistent informal institutions that have affected development: a belief in the ability and responsibility of government to direct the economy and pessimism regarding the possibility of entrepreneurial success. Relying on Schumpeter’s discussion of the importance of entrepreneurs to economic development and North’s work on informal institutions, I examine how the poverty of entrepreneurs in the region and the cultures of corruption, privilege and intervention that evolved as a result of the region’s colonial experiences have hampered past efforts at development.Cet article soutient qu’afin de comprendre le sous-développement économique des Caraïbes, il est important de ne pas négliger la prédominance des institutions informelles qui ont émergé durant la période coloniale et l’influence que ces institutions ont eue sur l’émergence d’une classe entrepreneuriale locale. L’occupation coloniale britannique, selon l’auteur, a donné naissance à deux institutions informelles persistantes qui ont affecté le développement : une conviction dans la capacité et la responsabilité du gouvernement à diriger l’économie et un pessimisme vis-à-vis de la possibilité de succès entrepreneuriaux. Food is a basic human need and therefore a basic human right. While food output has increased to a level where there is enough food produced to feed the world, still millions starve. Using the concept of capitalist world economy as a framework, this paper provides a structural analysis of the food production and distribution system within monopoly capitalism and its implications for countries of the underdeveloped world. Focusing on the impact of a dominant world food supply system on indigenous (...) systems (particularly through the rise of science, technology, and monopoly capital), considerations relating to environmental use and food production and distribution are raised. African countries can at best be said to be underdeveloped. Graciously, however, they are said to be developing countries. But the indices of underdevelopment far outweigh the ones that designate them as developing. Compared to the developed world, African countries appear to be retrogressing by the day. This is worrisome. And many have wondered aloud the source of this precarious and parlous situation in which the Africans have found themselves. Some have identified it as a lack of true and (...) committed leadership; for others, it is the faulty constitutions, lack of respect for the rule of law, corruption, etc. Some solutions have been proffered on how to burst the shackles of African underdevelopment. But the more fundamental question is to ask whether there is anything in African man that resists development. Is the nature of the African man different from the rest of humanity? This paper reflects critically and analytically on human nature. It notes that Africans do not possess anything less of all that make up the contents of human nature. They simply have to begin their development process through the use of their indigenous economic model, just like the rest of the developed world did. (shrink)
