This paper traces the unspoken, implicit white racial logic of the brain disease model of addiction, which is based on seemingly universal, disembodied brains devoid of social or environmental influences. In the United States, this implicit white logic led to “context-free” neuroscience that made the social hierarchies of addiction and its consequences invisible to, and thus exacerbated by, national policies on opioids. The brain disease model of addiction was selectively deployed among the white middle-class population that had long accessed narcotics (...) and pharmaceutical treatments for narcotics disorders from biomedical clinics, as opposed to from illegal sources subject to law enforcement. In turn, new treatments for opioid addiction were racially marketed to the same white clientele to which newly patented opioid analgesics were marketed, tapping into a circumscribed but highly lucrative consumer base that has long benefited from a legally protected, racially segregated safe space for white narcotics consumption. The connecting thread for the contemporary white opioid “crisis,” therefore, is white race as a ghost variable in addiction neuroscience and in its pharmaceutical and biotechnological translation. Widespread enthusiasm for establishing scientific codes of conduct notwithstanding, the utility of such codes in influencing scientific practice is not self-evident. It largely depends on the implementation phase following their establishment—a phase which often receives little attention. The aim of this paper is to provide recommendations for guiding effective implementation through an assessment of one particular code of conduct in one particular institute. Based on a series of interviews held with researchers at the Department of Biotechnology of Delft University of (...) Technology, this paper evaluates how the Netherlands Code of Conduct for Scientific Practice is received by those it is supposed to govern. While respondents agreed that discussion of the guiding principles of scientific conduct is called for, they did not consider the code as such to be a useful instrument. As a tool for the individual scientific practitioner, the code leaves a number of important questions unanswered in relation to visibility, enforcement, integration with daily practice and the distribution of responsibility. Recommendations are provided on the basis of these questions. There is more at stake than merely holding scientific practitioners to a proper exercise of their duties; implementation of scientific society codes of conduct also concerns the further motives and value commitments that gave rise to their establishment in the first place. Across Europe, national leaders and ordinary citizens alike face the problems and opportunities raised by increasing economic and political interdependence. Interdependence between nations creates new dilemmas in every sphere of activity. In The Netherlands: Negotiating Sovereignty in an Interdependent World, Thomas Rochon offers a comparative focus and a strong conceptualization of small-state issues applied to present the Netherlands experience.Although all countries face issues of sovereignty and adjustment to international forces, the Dutch have addressed these issues more explicitly and (...) over a longer span of time. How have the Dutch gone about the transformation from global power to small state? What lessons have they learned along the way that might be applied elsewhere in Europe, not to mention the United States? Rochon addresses these issues and provides background information on the people, culture, government, and economy of the country. In this study, we explored the academic acquis in the field of Islamic studies produced in the last twenty-plus years in the Netherlands. We examined Netherlands Interuniversity School for Islamic Studies to determine the most important Dutch institutions in the field of Islamic studies, their history, foundation objectives, research areas, education policies, publications, the most qualified researchers and original work in the field. NISIS, which solely covers Islam and Muslim societies in its broadest dimension, was established in 2010 (...) as the official national research school in the Netherlands. The research school was first attended by eight universities, each represented by a board member: Erasmus University Rotterdam, Leiden University, Radboud University, Tilburg University, Amsterdam University, Groningen University, Utrecht University, and VU University Amsterdam. With the participation of Maastricht University in 2013, NISIS constitutes the first collaboration in the history of Dutch scholarship, an academic platform of all universities that has a significant contribution to the field of Islamic studies, bringing together nine Dutch universities, their faculties, Ph.D. candidates, and master’s students. NISIS provides Ph.D. candidates and master's students in the Netherlands and Belgium with a number of opportunities: seasonal schools, network days, and other educational activities. NISIS strives to strengthen its existing ties with academic institutions around the globe, focusing mainly on Indonesia, Morocco, and Turkey. NISIS managed to cross the borders of the Netherlands and has successfully partnered with KU Leuven and Ghent University from Belgium and Ruhr University Bochum from Germany. The International Institute for the Study of Islam in the Contemporary World (ISIM) and later NISIS, were founded on a fundamental principle "For the Netherlands to develop a truly balanced, multicultural society, it is essential to know the cultures and societies that contribute to it". In our research, we discussed the academic efforts before NISIS; the establishment, activities, and publications of ISIM in detail. We shed light on the establishment of NISIS, its purpose, objectives, research areas, educational program, seasonal schools, Islamic research network days, other educational activities, interdisciplinarity principle, relations with other institutions, and efforts to reach various segments of Dutch society. Responsible innovation (RI), also termed Responsible Research and Innovation, has emerged due to increasing concern over how to integrate ethical and societal values into research and innovation policy and governance (Von Schomberg 2013), in response to questioning of the societal role of science as well as populist resurgence in some countries (Long and Blok 2017a). Within a RI approach, innovators must consider three dimensions of responsibility, including the dimensions of (1) ‘avoiding harm’ to people and the planet, (2) ‘doing good’ (...) through the offering of innovations that foster sustainable development, and (3) the development of facilitative global governance schemes (Voegtlin and Scherer 2017). Is it remarkable that the Royal Dutch Medical Association as a medical professional organization has the point of view that in particular circumstances euthanasia is an acceptable act for a physician. Seen from the viewpoints in the international community, we might say that it is highly remarkable. Frankly put: the RDMA has met strong international disapproval of its standpoint on euthanasia during the last 10 years or so. For instance, the World Medical Association still condemns physicians performing euthanasia as “unethical.” (...) So far the RDMA is the only professional medical organization that holds the view that in particular cases euthanasia is morally acceptable. However, viewed within the context of Dutch society, the Dutch system of healthcare, and the sociocultural approach to moral questions in The Netherlands, the RDMA point of view ceases to be reprehensible. Recent events indicate that creationists are becoming increasingly active in the Netherlands. This article offers an overview of these events. First, I discuss the introduction of intelligent-design (ID) creationism into the Dutch public sphere by a renowned physicist, Cees Dekker. Later, Dekker himself shifted toward a more evolution-friendly position, theistic evolution. Second, we see how Dekker was followed in this shift by Andries Knevel, an important figure within the Dutch evangelical broadcasting group, the Evangelische Omroep (EO). His conversion to (...) ID, and subsequently to theistic evolution, brought him into conflict with young-Earth creationists who still strongly identify themselves with the EO. Third, provoked by the dissidence of prominent orthodox believers and the celebrations surrounding the Darwin year, young-Earth creationists became very visible. After three decades of relative silence, they started a project to make sure that the Dutch people would hear of the “alternatives” to evolutionary theory. This article (1) adds to the growing number of reports on creationists' increased activity in Europe and (2) suggests that ID, in a context different from the United States, did not unite but rather divided the Dutch orthodox Protestant community. The Franciscan Movement in the Netherlands is an association of people who are moved by the evangelical ideal of Francis and Clare of Assisi. Its members are lay and religious people who aim to live a spiritual life characterized by solidarity and simplicity. Health care policy in the Netherlands has long been guided by the values of solidarity and equality. As a result of several forces, particularly the scarcity of resources, the retreat of the Welfare State and the introduction of market forces in health care, both values are increasingly under strain. Next to solidarity and equality, freedom of choice and financial responsibility are playing an important role in Dutch health care. Consequently, there is a growing division in Dutch heaith care between (...) two tiers, one basic tier giving access to a basic package of services and a luxury tier giving access to a higher quality of care and to services not included in the basic package. The main thesis of the article is that a two-tier system is morally justified on the condition that the basic tier is universally accessible and is based on the value of humanitarian solidarity. Conditions for philosophy of science in the Netherlands are not optimal. The climate of opinion in Dutch philosophy is unsympathetic to the sciences, partly because of the influence of theology. Dutch universities offer no taught graduate programmes in philosophy of science, which would provide an entry route for science graduates. A great deal of Dutch research in philosophy of science is affected by an exegetical attitude, which fosters the interpretation and evaluation of other writers rather than the development of (...) original theories. Doctoral candidates in particular should be trained to greater originality and assertiveness. Nonetheless, much good research in philosophy of science is conducted in the Netherlands, both in philosophy faculties and in institutes dedicated to the foundations of the special sciences. Distinguished work is done also in the neighbouring disciplines of logic, history of science, and social studies of science. (shrink)

The response was 86%.Results: 95% of the respondents didn't have an AD, and 24% of these were not familiar with the idea of drawing up an AD. Most of those familiar with ADs knew about the Advanced Euthanasia Directive . Both low education and (...) the presence of a religious conviction that plays an important role in one's life increase the chance of not wanting to draw up an AD. Also not having experienced a request for euthanasia from someone else, and the inconceivability of asking for euthanasia yourself, increase the chance of not wanting to draw up an AD.Discussion: This study shows that the subjects of palliative care and end‐of‐life‐decision‐making were very much dominated by the issue of euthanasia in the Netherlands. The AED was the best known AD; and factors that can be linked to euthanasia play an important role in whether or not people choose to draw up an AD. This differentiates the Netherlands from other countries and, when it comes to ADs, the global differences between countries and cultures are still so large that the highest possible goals, at this moment in time, are observing and possibly learning from other cultural settings. In this article I intend to describe an issue of the Dutch euthanasia practice that is not common knowledge. After some general introductory descriptions, by way of formulating a frame of reference, I shall describe the effects of this practice on patients, physicians and families, followed by a more philosophical reflection on the significance of these effects for the assessment of the authenticity of a request and the nature of unbearable suffering, two key concepts in the procedure towards euthanasia or (...) physician-assisted suicide. This article does not focus on the arguments for or against euthanasia and the ethical justification of physician-assisted dying. The development and management of the Covid-19 outbreak in the Netherlands is described. The “intelligent lockdown” was aimed at minimizing new infections and limiting the number of deaths, while keeping the economy running as much as possible. Changes in consumer behavior, exit strategy, and lessons learned are considered.

I graduated from medical school in 1957. I first went into hospital practice for 3½; years, and then went to Africa for 5 years before returning to Holland to resume practicing as a Family Physician. I have also participated in the postgraduate training and education for family doctors in Amsterdam, Currently, there are approximately 2,300 patients in my practice, about average for a Dutch physi- cian. Ten percent of those patients are over the age of 65.

Two decades of research on euthanasia in the Netherlands have resulted into clear insights in the frequency and characteristics of euthanasia and other medical end-of-life decisions in the Netherlands. These empirical studies have contributed to the quality of the public debate, and to the regulating and public control of euthanasia and physician-assisted suicide. No slippery slope seems to have occurred. Physicians seem to adhere to the criteria for due care in the large majority of cases. Further, it has (...) been shown that the majority of physicians think that the euthanasia Act has improved their legal certainty and contributes to the carefulness of life-terminating acts. In 2005, eighty percent of the euthanasia cases were reported to the review committees. Thus, the transparency envisaged by the Act still does not extend to all cases. Unreported cases almost all involve the use of opioids, and are not considered to be euthanasia by physicians. More education and debate is needed to disentangle in these situations which acts should be regarded as euthanasia and which should not. Medical end-of-life decision-making is a crucial part of end-of-life care. It should therefore be given continuous attention in health care policy and medical training. Systematic periodic research is crucial for enhancing our understanding of end-of-life care in modern medicine, in which the pursuit of a good quality of dying is nowadays widely recognized as an important goal, in addition to the traditional goals such as curing diseases and prolonging life. Background: Debates over legalisation of physician-assisted suicide or euthanasia often warn of a “slippery slope”, predicting abuse of people in vulnerable groups. To assess this concern, the authors examined data from Oregon and the Netherlands, the two principal jurisdictions in which physician-assisted dying is legal and data have been collected over a substantial period.Methods: The data from Oregon comprised all annual and cumulative Department of Human Services reports 1998–2006 and three independent studies; the data from the Netherlands comprised (...) all four government-commissioned nationwide studies of end-of-life decision making and specialised studies. Evidence of any disproportionate impact on 10 groups of potentially vulnerable patients was sought.Results: Rates of assisted dying in Oregon and in the Netherlands showed no evidence of heightened risk for the elderly, women, the uninsured , people with low educational status, the poor, the physically disabled or chronically ill, minors, people with psychiatric illnesses including depression, or racial or ethnic minorities, compared with background populations. The only group with a heightened risk was people with AIDS. While extralegal cases were not the focus of this study, none have been uncovered in Oregon; among extralegal cases in the Netherlands, there was no evidence of higher rates in vulnerable groups.Conclusions: Where assisted dying is already legal, there is no current evidence for the claim that legalised PAS or euthanasia will have disproportionate impact on patients in vulnerable groups. Those who received physician-assisted dying in the jurisdictions studied appeared to enjoy comparative social, economic, educational, professional and other privileges. (shrink)

This report explores the relationship between philosophy and medicine in the Netherlands. In Section 1 we outline the ups and downs of medico-philosophical research in our country: pre-war flourishing, post-war decline, and modern renaissance. In Section 2 we review recent Dutch literature in the philosophy of medicine. The topics dealt with include methodology of medical science, alternative medicine, the basic concepts of medicine, anthropological medicine, medicalization, medicine and culture, and health care ethics.

Wrongful life claims have always been controversial. Courts in England,1 the USA,2 and Australia3 have generally refused to accept them. However, are wrongful life claims becoming more commonly accepted in continental Europe? After the widely discussed Perruche case in France ,4 and a judgment of a Brussels tribunal in July 2002 that has passed almost unnoticed, the Court of Appeal of The Hague, the Netherlands, in a lengthy and motivated judgment of 26 March 2003, awarded moral damages to a (...) child born with a severe chromosomal disease.5 This judgment differs from the Perruche and Brussels judgments in that both of the latter failed to show to what extent the negligence towards the mother can at the same time be a negligence towards the unborn child. The Court of Appeal of The Hague did at least attempt to explain this.According to the Court of Appeal the midwife looking after the mother had a legal obligation not only towards the pregnant woman but also towards her fetus. This obligation can be derived from the medical treatment contract concluded between, on one hand, the employer of the midwife, the Leiden University Medical Centre, and on the other hand, the parents of the child. In the Netherlands, as in many other nations, the government has proposed the use of a contact-tracing app as a means of helping to contain the spread of the corona virus. The discussion about the use of such an app has mostly been framed in terms of a tradeoff between privacy and public health. This research statement presents an analysis of the Dutch public debate on Corona-apps by using the framework of Orders of Worth by Boltanski and Thévenot (1991). (...) It argues that this framework can help us to move beyond the dichotomy of privacy vs. public health by recognizing a plurality of conceptions of the common good in the debate about contact-tracing apps. This statement presents six orders of worth present in the Dutch debate:civic, domestic, vitality, market, industrialandproject,and argues that the identification of which common goods are at stake will contribute to discussions about the use of this technology from a standpoint with a richer ethical perspective. On 17 November 1820 there appeared a Dutch translation of Oersted's pamphlet concerning the discovery of the effect of an electric current on a magnetic needle suspended in the earth's magnetic field . In the Netherlands a number of physicists were immediately interested in the electromagnetic and electrodynamic discoveries made by Oersted and the French physicists. They repeated and extended the experiments, and constructed new modifications of the galvanic battery for better results. They made no fundamental discoveries in this (...) field of physics, but the fact that their work was important follows from the experiments of van Beek, which confirmed Amp`ere's theory of molecular magnetic currents. Van Beek as well as Speyert van der Eyk corresponded with Amp`ere about electromagnetic and electrodynamic phenomena. In the Utrecht Universiteitsmuseum there is an unpublished letter of Amp`ere to van Beek, which is published at the end of this article. (shrink)

To many in the Netherlands it seems that basic income’s time has come, following the wide appeal of several municipal experiments. These random-control trial designs study the effects on employment, social participation, health and well-being of exempting social assistance claimants from the duties of seeking work and participating in training activities under the workfare-oriented Participation Act. In some treatment groups, claimants also retain a larger percentage of earnings, thereby reducing the poverty trap. These two design features resemble an unconditional (...) basic income. I situate the experiments in the wider context of basic income and discuss their theoretical background and policy orientation. Under existing legal strictures, the experimental designs are too limited to judge the effects of replacing the conditional scheme of social assistance by an unconditional one. Yet these experiments point the way for future trials which can compare the effectiveness of basic income-oriented versus workfare-oriented treatments. (shrink)
