This article analyzes American television and American and British print news coverage of human rights using a combination of manual and machine coding. The data reveal that television and print news cover very few human rights stories, that these stories are mostly international and not domestic, that even when human rights are covered, they are not covered in detail, and that human rights issues are more likely to be covered when they are not framed as human rights. This suggests that (...) human rights is simply not a frame that journalists employ and provides support for government-leading-media theories of newsworthiness. (shrink)

Abstract This essay addresses the role of private military and security companies (PMSCs) in security governance. In this context, it offers a historical overview of some of the main developments in the evolution of private warfare and critically discusses some of the key challenges confronting the quest for holding PMSCs accountable in accordance with international human rights and humanitarian norms.

It is often assumed that deflationist accounts of truth are a product of philosophy of logic and language in the twentieth century. In this paper I show why this assumption is historically short-sighted. An early version of deflationism about truth can already be found in Brentano’s 1889 lecture “On the Concept of Truth.” That Brentano is a precursor of deflationism has gone largely unnoticed because of a different reception of his lecture: according to most scholars, Brentano proposes in it a (...) revision of the correspondence theory of truth that he later rejected in favour of an epistemic theory. Contrary to this received interpretation, I argue that Brentano actually tried to show how one can minimize an account of truth without thereby sacrificing a robust realist intuition about the objectivity of truth. Brentano held on to this deflationist view in his later years, when he assigned self-evident judgments a primary role in our understanding of truth. (shrink)

Gene-editing technologies, such as CRISPR/Cas9, are internationally ethically fraught. In the United States, policy surrounding gene-editing has yet to be implemented, while the science continues to speed ahead. However, it is not enough that policy be implemented: in order for policy to establish limits for the technology such that benefits are possible while threats are kept at bay, such policy must be ethical. In turn, the ethics of gene-editing is a culturally determined field of inquiry. This piece presents a proposal (...) for a study whose goal is to arrive at ethical policy recommendations for policymakers. To achieve this goal, this study proposes, what needs to be done is, first, to understand the full history and foundation of gene-editing by conducting a thorough legal, bioethical, and policy review for precedent assisted reproductive technologies and genetic reproductive technologies. Following this effort, an empirical study must be conducted involving careful surveys of key stakeholder groups on their knowledge and opinions of gene-editing. Such stakeholder groups must include bioethicists, medical geneticists, and lay persons, including those in the disability community. (shrink)

The ease and applicability of CRISPR/Cas9––a new and precise gene editing and reproductive technology––have garnered hype and heightened concern about its potential ‘unprecedented and horrific consequences’ and have led many scientific leaders to call for a moratorium on its research and use. CRISPR appears distinctly more controversial than previous technological innovations, with a greater reach and speed of human treatment and enhancement; however, we have seen similarly inflated hopes and fears in response to other medical innovations for well over a (...) century. One intervention that has both historically and recently incited alarm––vaccines––serves as a pertinent example of what could go wrong if a technology's reach is shortened due to inflated fears. By comparing the vaccine controversy and the CRISPR debate, we can help separate the hype from the realistic potential of these technologies. How our society grapples with such innovations will determine the extent to which their impact on our individual and collective health will be beneficial. We must recognise the need for a tempered approach to CRISPR conversation leading to regulation and ethical application. Although CRISPR's reach will continue expanding with ongoing research, thus requiring continuous evaluation, the lessons we have learned from the vaccine controversy demonstrate that our approach must not be to shut down regulation and application now, but to thoughtfully conjoin productive debate and action so that therapeutic gene editing can alleviate suffering as soon as possible without precipitating social outcomes we would belatedly deplore. In this paper, we argue that solutions to normative challenges associated with autonomous driving, such as real-world trolley cases or distributions of risk in mundane driving situations, face the problem of reasonable pluralism: Reasonable pluralism refers to the fact that there exists a plurality of reasonable yet incompatible comprehensive moral doctrines within liberal democracies. The corresponding problem is that a politically acceptable solution cannot refer to only one of these comprehensive doctrines. Yet a politically adequate solution to the normative challenges (...) of autonomous driving need not come at the expense of an ethical solution, if it is based on moral beliefs that are (1) shared in an overlapping consensus and (2) systematized through public reason. Therefore, we argue that a Rawlsian justificatory framework is able to adequately address the normative challenges of autonomous driving and elaborate on how such a framework might be employed for this purpose. How to understand Brentano’s account of truth is a question of some controversy. A number of different views have been put forward as positions that Brentano held at some stage in his career. The received view has it that the early Brentano subscribed to a form of correspondence theory which he later rejected in favor of a definition of truth in terms of correct judging, where the correctness of a judgment is defined in terms of the notion of self-evidence (see (...) Kraus 1966, Szrednicki 1965, Stegmüller 1969, Kamitz 1983, Chrudzimski 2001). This fundamental shift in Brentano’s view is regarded as a change from an ontological to a “gnoseological”, i.e. epistemic, theory of truth (see Kastil 1934). Brentano’s mature view is sometimes said to resemble a neo-Kantian conception of truth or related views (see Kraus 1966, van der Schaar 1999, 2003), it has been compared with a coherence theory of truth (see Krantz 1990/91), and it is regarded as embracing a form of alethic anti-realism that places a substantial epistemic constraint on the concept of truth (see Künne 2003). More recently, Charles Parsons suggested that the early Brentano may also be regarded as a precursor of a deflationist theory of truth (see Parsons 2004). Following up on this proposal, the received view has been challenged by a new interpretation that ascribes to Brentano a deflationist position that he held throughout his career in combination with the view that truth pertains primarily to self-evident judgment (see Brandl forthcoming). Section 1 first summarizes the received view and then indicates two problems raised by this interpretation. Section 2 explains in which sense Brentano may have been a deflationist and how this interpretation avoids the problems of the received view. (shrink)

Ever since the publication of 'Truth' in 1959 Sir Michael Dummett has been acknowledged as one of the most profoundly creative and influential of contemporary philosophers. His contributions to the philosophy of thought and language, logic, the philosophy of mathematics, and metaphysics have set the terms of some of most fruitful discussions in philosophy. His work on Frege stands unparalleled, both as landmark in the history of philosophy and as a deep reflection on the defining commitments of the analytic school.This (...) volume of specially composed essays on Dummett's philosophy presents a new perspective on his achievements, and provides a focus for further research fully informed by the Dummett's most recent publications. Collectively the essays in philosophy of mathematics provide the most sustained discussion to date of the role of Dummett's diagnosis of the root of the logico-mathematical paradoxes in his case for an intuitionist revision of classical mathematics. The themes of other essays include a fundamental challenge to Dummett's Fregean understanding of predication, and a criticism of his case for logical revision outside of mathematics. (shrink)

In the 1950s and 1960s, prominent institutional economists in the United States offered what became the orthodox theory on the obstacles to commercializing scientific knowledge. According to this theory, scientific knowledge has inherent qualities that make it a public good. Since the 1970s, however, neoliberalism has emphasized the need to convert public goods to private goods to enhance economic growth, and this theory has had global impacts on policies governing the generation and diffusion of scientific research and innovation. We critique (...) the foundational conceptualizations of scientific knowledge as either public or private by examining Germany’s treatment of scientific outputs as club goods. We then compare the relative impacts on social welfare of distinct United States and German approaches to food and agricultural research and innovation. We conclude with reflections on how these findings might contribute to a democratic debate on how best to manage scientific knowledge to enhance social welfare. (shrink)

In this paper, I discuss the different views of the founders of descriptive psychology in the 19th century about the meaning and purpose of this discipline and sketch a new plan for connecting descriptive psychology with the language-critical tradition of analytic philosophy. I will show that the goals Hermann Lotze, Franz Brentano, and Wilhelm Dilthey set for descriptive psychology were too lofty for different reasons. The common problem they faced was how to reconcile the ideal of autonomous philosophical knowledge with (...) the empirical relevance that descriptive psychology should have. Faced with this dilemma, I outline a new plan to conceive of descriptive psychology as a critical project aimed at overcoming the obstacles that language places in the way of our knowledge of mental phenomena. This book presents a mathematical programming approach to the analysis of production frontiers and efficiency measurement. The authors construct a variety of production frontiers, and by measuring distances to them are able to develop a model of efficient producer behaviour and a taxonomy of possible types of departure from efficiency in various environments. Linear programming is used as an analytical and computational technique in order to accomplish this. The approach developed is then applied to modelling producer behaviour. By focusing on (...) the empirical relevance of production frontiers and distances to them, and applying linear programming techniques to artificial data to illustrate the type of information they can generate, this book provides a unique study in applied production analysis. In this article I provide an overview of the many different terms that Brentano sometimes uses as synonyms or as explanations for “intentional inexistence”. The many terms associated with intentional inexistence appear in many different contexts, and we can conclude that Brentano uses these terms primarily to describe a property that is accidental and dependent on the subject from which it arises and with which it passes away. Ontologically, both properties and substances exist, but the former requires a substance (the (...) subject) for its existence. A mental act is to be considered as a first-order property, whereas the content (or part of the mental act) can be understood as an accident of that accident. (shrink)

In this paper we address the question how children come to understand normativity through simple forms of social interaction. A recent line of research suggests that even very young children can understand social norms quite independently of any moral context. We focus on a methodological procedure developed by Rakoczy et al., Developmental Psychology, 44, 875–881, that measures children’s protest behaviour when a pre-established constitutive rule has been violated. Children seem to protest when they realize that rule violations are not allowed (...) or should not have happened. We point out that there is more than one possible explanation for children’s reactions in these studies. They could be due to disobeying an authority, an inability to follow a rule, or the violation of an empirical expectation due to the mismatch between statement and action. We thus question whether it would still count as an indicator for normative understanding if children responded to aspects of the game other than the violation of a constitutive rule and conclude that the protesting behavior, when taken in isolation, does not suffice as evidence for normative understanding. We develop a criterion for telling when integrating two pieces of information, e.g. two pictures or statements requires an understanding of perspective. Problems that require such an understanding are perspective problems. With this criterion we can show that understanding false beliefs vis-à-vis reality pose a perspective problem, so does understanding spatial descriptions given from different viewing points (a classical example of what is commonly seen as a problem of perspective) and individuating objects with different sortals (naming objects). We use the (...) result that understanding false belief as well as alternative naming of objects are both perspective problems to explain the otherwise inexplicable developmental finding that children master these two tasks at about the same time, around the age of 4 years. The integration of ethics into the day-to-day work of research and innovation is an important but difficult challenge. However, with the Aachen method for identification, classification and risk analysis of innovation-based problems an approach from an engineering perspective is presented that enables the integration of ethical, legal and social implications into the day-to-day work of R&I practitioners. AMICAI appears in particular capable of providing a procedural guidance for R&I practitioners based on a method established in engineering science, breaking down the (...) object of consideration into partial aspects and prioritizing the innovation-based problems in dependence of potential risk. This enables the user to apply AMICAI continuously during all stages of the research and development process and to analyze and choose between certain sociotechnical alternatives. In this way, problems that affect ethical, legal, and social aspects can be understood, reflected and considered in the mostly technically focused R&D process. The paper gives a general guidance about AMICAI by describing principles and assumptions, providing the steps of analysis and application aids, giving an example application, explaining the necessary adjustments of AMICAI compared to the methodical basis of failure mode, effects, and criticality analysis and discussing the advantages and limits. AMICAI’s simple applications can stimulate interdisciplinary cooperation in the R&D process and be a starting point for the development of an “open RRI risk analysis platform” allowing society to evaluate innovation-based problems. Alloparenting, wherein people provide care to children who are not their biological offspring, is a key aspect of human child-rearing. In the Pacific, many children are adopted or fostered by custodial alloparents even when both biological parents are still alive. From a behavioral ecology perspective, such behaviors are puzzling: why parent someone else’s child at your expense? Furthermore, little is known about how these arrangements are made in Pacific Islander societies today, who provides care, and what kinds of outcomes fostered (...) children experience. A better understanding of these proximate factors may help reveal the ultimate drivers behind custodial alloparenting. Here, we report findings from a survey carried out with the caregivers of 282 children in rural areas of Vanuatu, an island nation in Melanesia. Most fostered and adopted children lived with relatives such as aunts, uncles, and grandparents (87.5%) rather than unrelated caregivers, with a strong preference for maternal kin. The most common reasons for these arrangements were that the parents had separated (16.7%), were engaging in labor migration (27.1%), or a combination of both (27.1%). Results for investment in children’s education and their educational outcomes were mixed, although children removed from crisis situations did more poorly than children removed for aspirational reasons. Our findings suggest that custodial alloparenting helps families adapt to socioeconomic transitions and changing marriage practices. Outcomes may depend on a range of factors, such as the reason children were transferred out of the natal home to begin with. (shrink)

In her 2012 book Seeds, Science, and Struggle Abby Kinchy discusses the changing character of global conflicts concerning the adoption of new technologies, specifically genetically modified crops. She masterfully describes two cases in which the introduction of GM seeds leads to a broad public controversy. Her first case is the social movement against the usage of GM corn, which emerged in Mexico in the late 1990s. The second case Kinchy studies is the contamination of canola crops with GM varieties in (...) Canada. Here she focuses on the court battles between the farmers and seed companies over the legal status of GM crops. The underlining questions she raises in her book are: of which nature are the battles about science and technology issues in a neoliberal environment? It is argued that Davidson's basic objection to the Building Block Method in semantics is neither that it gives the wrong explanation of how a first language is learned nor that it assigns a meaning to Single words prior to interpreting a whole language. The arguments against Fregean concepts and truth-values as the references of predicates and sentences are found to be equally superficial as the arguments against a primitive notion reference defmed in causal terms.Davidson's basic objection turns out to (...) be that thoughts do not have a deep-structure which can be revealed by a correct analysis. His constraints on a theory of meaning do not allow for a distinction, as suggested by Dummett, between analysis and decomposition of thoughts. This forces us to a very general decision about how to do philosophy. As a non-reductivist I think it makes sense to assume a basic thought-structure. From this perspective the use of buildingblocks in semantics is vindicated. (shrink)

Thoughts may have a subject — they may concern a certain topic —without having an object in the sense of being directed upon a referent. It is argued that, once this distinction is acknowledged, a third position between Meinong and Russell can be established. There will then be objectless thoughts which need not be false in view of the non-existence of their purported referents. But there will also be object-dependent thoughts which have their referents necessarily. Neither logically proper names nor (...) non-existing objects need to be introduced if we allow for cases when we are mistaken about what kind of thoughts we are considering. This result is achieved via an analysis of fictional names and a free logic which includes a nonpredicating use of general terms in sentences imitating the logical form of predications. (shrink)
