Machine ethics and robot rights are quickly becoming hot topics in artificial intelligence and robotics communities. We will argue that attempts to attribute moral agency and assign rights to all intelligent machines are misguided, whether applied to infrahuman or superhuman AIs, as are proposals to limit the negative effects of AIs by constraining their behavior. As an alternative, we propose a new science of safety engineering for intelligent artificial agents based on maximizing for what humans value. Стаття є детальним історіографічним оглядом проблеми політики СРСР щодо євангельських церков у 1940-1960-і роки. У ній розглядається та аналізується науковий доробок як вітчизняної історіографії класичного радянського періоду, періоду "перебудови", так і сучасної пострадянської історіографії. Окрема увага в статті приділяється роботам західних дослідників другої половини ХХ - початку ХХІ століття, які вивчали державно-релігійні відносини в СРСР щодо євангельських церков у 1940-1960-і роки. Розглядається також конфесійна історіографія проблеми, яка з'явилась в останні роки існування СРСР та набула свого розквіту у 2000-і роки.

У статті проведено аналіз впливу зовнішньополітичного аспекту на процес генезису "нової релігійної політики" Й. Сталіна, її інституціоналізації та причин, що призвели до охолодження в державно-церковних відносинах наприкінці 40-х років ХХ століття. Показані роль та місце, яке займали євангельські церкви в цьому процесі.

У статті розглянуті методи проведення місіонерської та культурно-просвітницької діяльності релігійних організацій на Донеччині в умовах сучасних реалій розвитку суспільства. Наведено приклади місіонерських та культурних заходів у Донецькій області.

This book's critical approach addresses the anachronism, essentialism and ethnocentrism that underlie contemporary theoretical and methodological uses of the term «cosmopolitanism». It explores the concept of cosmopolitan reason from the viewpoints of comparative literature, psychoanalysis, phenomenology, postcolonialism and moral philosophy.

While art and science still functioned side-by-side during the Renaissance, their methods and perspectives diverged during the nineteenth century, creating a still enduring separation between the "two cultures". Recently, artists and scientists again collaborate more frequently, as promoted most radically by the ArtScience movement. This approach aims at a true synthesis between the intuitive, imaginative methods of art and the rational, rule-governed methods of science. To prepare the grounds for a theoretical synthesis, this paper surveys the fundamental commonalities and differences (...) between science and art. Science and art are united in their creative investigation, where coherence, pattern or meaning play a vital role in the development of concepts, while relying on concrete representations to experiment with the resulting insights. On the other hand, according to the standard conception, science seeks an understanding that is universal, objective and unambiguous, while art focuses on unique, subjective and open-ended experiences. Both offer prospect and coherence, mystery and complexity, albeit with science preferring the former and art, the latter. Models are of central importance in many scientific contexts. The centrality of models such as inflationary models in cosmology, general-circulation models of the global climate, the double-helix model of DNA, evolutionary models in biology, agent-based models in the social sciences, and general-equilibrium models of markets in their respective domains is a case in point (the Other Internet Resources section at the end of this entry contains links to online resources that discuss these models). Scientists spend significant amounts of time building, (...) testing, comparing, and revising models, and much journal space is dedicated to interpreting and discussing the implications of models. To counter the imbalance in vaccine distribution during the COVID-19 pandemic, Albertsen and more recently Germaniet alhave suggested a new system of taxation coined as ‘VaxTax’ that would force higher-income countries to fund the access of low-income and middle-income countries (LMICs) to new vaccines in times of pandemic. I will argue that this idea faces numerous challenges of ethical, sociopolitical and economical nature that may hinder any effort to solve the numerous health challenges that LMICs face. The paper questions some of the premises in studying academic spin-offs in developed countries, claiming that when taken as characteristics of ‘academic spin-offs per se,’ they are of little help in understanding the phenomenon in the Eastern European countries during the transitional and post-transitional periods after 1989. It argues for the necessity of adopting a path-dependent approach, which takes into consideration the institutional and organisational specificities of local economies and research systems and their evolution, which strongly influence the patterns of (...) spin-off activity. The paper provides new findings and original arguments in support of Balazs’ seminal theses (Balazs 1995, 1996) about the emergence of academic spin-offs during the early transition. It reveals key economic and policy mechanisms bearing on academic entrepreneurship in Eastern Europe, such as the tensions between economic and political nomenclatures of former Communist Parties, where the dismantling or preservation of the power of political nomenclature resulted in different patterns of development—rapid reforms in the ‘first wave’ of EU accession countries or the establishment of rent-seeking and assets-stripping economies in countries like Bulgaria and Romania, making the transition period especially difficult. In the latter, a specific economic environment emerged, unknown in Western Europe and in the ‘champions’ of transition—such as suppression of the authentic entrepreneurship in a number of economic sectors, disintegration of corporate structures, etc. Thus, the paper reveals the common ground behind the two conflicting tendencies in post-socialist academic spin-offs, partially outlined in other research (Simeonova 1995; Pavlova 2000): as an authentic form of academic entrepreneurship grasping the opportunities opened up by the economic crisis and compensating failures in science and technology policy on the one hand, and as specific rent-seeking strategy draining valuable public assets on the other (the latter, in turn, boosting the negative attitudes in local scientific communities). The paper provides new findings about the evolution of the academic spin-offs in Bulgaria along the two polar trends and their positive and negative repercussions on parent research institutions. The current coronavirus pandemic has presented many scientific disciplines, including philosophy, with various theoretical and practical challenges. In this paper, we deal with three philosophical issues related to the pandemic and specific approaches to them. The first part of the article is dedicated to the analysis of the term?expert,? whose significance was highlighted at the outbreak of the pandemic. By examining Plato?s ancient and Goldman?s modern understanding of this concept, we will try to emphasize the importance of expert opinion in (...) crisis circumstances. In the second part of the paper, we will deal with the issue of public mistrust of scientific authorities as well as the problem of the flourishing of so-called conspiracy theories. Goldenberg?s and Cassam?s approach to this topic will help us see where the source of these problems might lie and what potentially harmful consequences they can produce. In the third part of the text, we list some of the main moral dilemmas we have faced since the beginning of the pandemic. Special attention is paid to Kant?s moral philosophy in which we find advice on how an individual should act in times of crisis. (shrink)

In this book we attempted to gather together a set of chapters that describe new ways of approaching questions about aesthetics and innovation. Rather than going over old ground, the chapters describe attempts to break out in new directions. The book begins with a description of von Ehrenfels development of a Gestalt theory of aesthetics so evocative of the Vienna of 1900 that readers will wish that they had been there to experience the intellectual excitement and ends with a survey (...) the very latest research on brain scan research on perception of art. In between, we encounter chapters as diverse as a description of cognitive effects on art perception and on the analogies between oscillations in art history and waves in the physical world. About half of the book contains chapters by well known western psychological aestheticians and half chapters by Russian scholars many of whom will be new to western readers. As well as describing new methods and results, the chapters by Russian scholars will be novel to most western readers, because the Russian perspective on aesthetics and innovation is rather different than the traditional western perspectives. Looking at phenomena from new viewpoints never hurts and very often helps in science. (shrink)

The scientific novelty of the research consists in identifying and substantiating the interrelations in the process of social reproduction, which provides innovative educational and educational activities in a music college. As a result, the authors have developed a technology of social audit of the process of reproduction of the socio-cultural potential of youth in a music (...) college. The technologization of the process made it possible to develop a model for managing the reproductive processes of the socio-cultural potential of college youth based on the principles of a project-oriented approach. This long-awaited translation of Das literarische Kunstwerk makes available for the first time in English Roman Ingarden's influential study. Though it is inter-disciplinary in scope, situated as it is on the borderlines of ontology and logic, philosophy of literature and theory of language, Ingarden's work has a deliberately narrow focus: the literary work, its structure and mode of existence. The Literary Work of Art establishes the groundwork for a philosophy of literature, i.e., an ontology in terms of which the (...) basic general structure of all literary works can be determined. Artificial intelligence research connected with learning theory ("deep learning," “machine learning,” analysis of the quality of learning, etc.) has existed for many years; however, there have been few investigations in that area conducted from a robust philosophical methodological basis.

One of the central theses of egalitarian liberals in the domain of distributive justice is that talented individuals should not be allowed to keep their entire market-income even if it flows solely from their greater abilities. This claim is usually supported by one of several arguments or some mixture of them, but in the present paper, I want to concentrate on the version that invokes equality of opportunity as its starting point. Namely, it is claimed that every human being should (...) enjoy an equal starting point in the life-race but that this is not secured insofar as some have greater natural talents than others. Therefore, egalitarians hold that results that arise from such an unfair situation are unjust and should be corrected by a redistributive taxation. I want to criticize this argument by hoping to show that it presupposes an untenable view about identity of persons. (shrink)

The article discusses the necessity for the diversification of stories of Yugoslavia, arguing for the importance of incorporating the affects and experiences of Yugoslavia?s citizens into the historical narratives. Acknowledging the difficulties emerging form the fact that what is articulated as historical narrative is still part of the experience for millions of citizens of post-Yugoslav societies, the article reflects upon the potential for and obstacles to an affective history of socialist Yugoslavia through the lens borrowed from German sociologist Georg Simmel. (...) It particularly refers to - and makes use of - two sets of Simmel?s ideas. The first concerns the nature of material and the way we are making a story out of it - more precisely, the relationship between history and experience, life and representation. The second is about the perspective from which we look at, approach, and synthesize this material. Simmel?s reflections on history and form offer a very useful tool to look at the Yugoslav case and also help de-essentialize and normalize Yugoslav history, making the anxieties that characterize it part of a much broader discussion about history, its nature, and its internal contradictions. nema. This paper examines different forms in which?Third Serbia? is being discursively constructed. This concept has recently been offered within the public arena as the alternative to the former division into?First? and?Second? Serbia. Although the name is the same,?Third Serbia? is not one but many. They all share an explicit call for overcoming cleavages and extremes, which are perceived as overdrawn, artificial, and/or removed from genuine concerns and interests of Serbian society. There is also a moral claim contained in this, since (...) what is offered is presented as better and more correct than the previous dichotomy. The various facets of?Third Serbia?, their similarities and divergences, will be explored based on the analysis of a corpus of texts from daily and weekly press in which this signifier is found. The connectivity patterns of many neural circuits are highly ordered and often impressively complex. The intricate order and complexity of neuronal wiring remain not only a challenge for questions related to circuit functions but also for our understanding of how they develop with such an apparent precision. The chemotropic guidance of the growing axon by target‐derived cues represents a central paradigm for how neurons get connected with the correct target cells. However, many studies reveal a remarkable variety of important target‐independent (...) wiring mechanisms. These mechanisms include axonal sorting, axonal tiling, growth cone polarization, as well as cell‐intrinsic mechanisms underlying growth cone sprouting, and neurite branching. Our review focuses on target independent wiring mechanisms and in particular on recent progress emerging from studies on three different sensory systems: olfactory, visual, and somatosensory. We discuss molecular mechanisms that operate during axon‐axon interactions or constitute axon‐intrinsic functions and outline how they complement the well‐known target‐dependent wiring mechanisms. Teaching about homosexuality, especially in a positive light, has long been held to be a controversial issue. There is, however, a view of the capacity for reason that finds that those who deem homosexuality to be controversial will ultimately contradict themselves, becoming unreasonable. By this standard of reason, homosexuality should be treated as non controversial in schools. In this essay, John Petrovic argues that this epistemic position is problematic. Instead, he defends a Deweyan epistemology that casts reason as, in part, (...) a set of socially acquired habits of mind. People who have been socialized into heterosexist habits of mind must be exposed to counterhegemonic discourses. One such discourse can be found in the public values of liberal democracy through which the practice of reason must be pursued. Petrovic discusses the practical guidance provided by assuming a view of normative reason versus habituated reason in terms of both pedagogy and curriculum. (shrink)
