El tema de este trabajo es el benchmarking en el sector público. Esta investigación, parte del interés por analizar la importancia que ha cobrado el benchmarking en el sector como herramienta de mejora e innovación de la gestión pública donde los Estados comprometen esfuerzos para conseguir calidad, eficiencia y eficacia en los servicios que presta. En esta lógica se inscribe el principal objetivo, que consiste en realizar aportes y propuestas, para la implementación de herramientas de benchmarking en las dimensiones transversales (...) y regionales del Estado de la Provincia de Buenos Aires. El estudio es exploratorio y descriptivo, emplea una metodología cualitativa que combina un análisis bibliográfico para la elaboración del marco teórico y la definición de los tipos y dimensiones del benchmarking, con la identificación y descripción de experiencias a partir de la evidencia empírica relevada. El punto de partida teórico, se estructura en base a los modelos y enfoques desarrollados por Robert Camp, Michael Spendolini, Rolf Pfeiffer y Fernando Marchitto. Este marco conceptual, permite examinar distintas prácticas institucionales de los niveles subnacional, nacional e internacional. (shrink)

This article notes differences in legislation in Germany and Great Britain regarding human embryo research and looks for an explanation in their divergent intellectual traditions. Whereas the German Stem Cell Act invokes an anthropological concept of human dignity to ground its ban on using embryos for research, there is no definition of what it means to be human in either the British Human Fertilisation and Embryology Act or in the advisory Warnock-Report. After studying the differences and providing some philosophical background, (...) the essay distinguishes two notions that are significant for understanding human dignity. It then proposes from a theological point of view a basic understanding within a relational anthropology, and comes to the conclusion that because of continuity in development and their relational constitution, humans embryos should be accepted as human from the moment of conception. The study investigates the »Four Principles of Biomedical Ethics« published by Tom Beauchamp and James Childress with a particular concern for the principle of respect for autonomy. The leading question is in which philosophical background autonomy is dealt with by Beauchamp/childress and by the enlightenment philosopher Immanuel Kant, while the more emipirical theoretical framework of Beauchamp/childress and the rationalistic framework of Kant are being analyzed. After having considered the foundation of autonomy both in Beauchamp/childress and Kant, the study turns to (...) the relationship of autonomy and human dignity by exploring the implicit extension of autonomy, human dignity and being human, and asks which consequences have to be drawn from a theological point of view. Expectations are growing that literature may contribute to clinical skills. Narrative medicine is a quickly expanding area of research. However, many people remain sceptical to the idea of literature having a capacity to save the life of medicine . It is therefore urgent to scrutinize both the arguments in favour of and those against the potential of literature for increasing medical understanding. This article attempts to do this. It does in fact support the assertion that literature is important, but it (...) stresses precisely its character of potential. There is no simple connection between acquaintance with literary texts and understanding of the different aspects of medical work. Much more need to be known about the conditions which allow the experiences residing in texts to be transformed into lived personal knowledge. (shrink)
