Judgments concerning animals have arisen across a variety of established practice areas. There is, however, no publicly available repository of judgments concerning the emerging practice area of animal protection law. This has hindered the identification of individual animal protection law judgments and comprehension of the scale of animal protection law made by courts. Thus, we detail the creation of an initial animal protection law repository using natural language processing and machine learning techniques. This involved domain expert classification of (...) 500 judgments according to whether or not they were concerned with animal protection law. 400 of these judgments were used to train various models, each of which was used to predict the classification of the remaining 100 judgments. The predictions of each model were superior to a baseline measure intended to mimic current searching practice, with the best performing model being a support vector machine (SVM) approach that classified judgments according to term frequency—inverse document frequency (TF-IDF) values. Investigation of this model consisted of considering its most influential features and conducting an error analysis of all incorrectly predicted judgments. This showed the features indicative of animal protection law judgments to include terms such as ‘welfare’, ‘hunt’ and ‘cull’, and that incorrectly predicted judgments were often deemed marginal decisions by the domain expert. The TF-IDF SVM was then used to classify non-labelled judgments, resulting in an initial animal protection law repository. Inspection of this repository suggested that there were 175 animal protection judgments between January 2000 and December 2020 from the Privy Council, House of Lords, Supreme Court and upper England and Wales courts. Each annual Ontology Summit initiative makes a statement appropriate to each Summit’s theme as part of our general advocacy designed to bring ontology science and engineering into the mainstream. The theme this year is "Towards an Open Ontology Repository". This communiqué represents the joint position of those who were engaged in the year's summit discourse on an Open Ontology Repository (OOR) and of those who endorse below. In this discussion, we have agreed that an "ontology repository is (...) a facility where ontologies and related information artifacts can be stored, retrieved and managed." -/- We believe in the promise of semantic technologies based on logic, databases and the Semantic Web, a Web of exposed data and of interpretations of that data (i.e., of semantics), using common standards. Such technologies enable distinguishable, computable, reusable, and sharable meaning of Web and other artifacts, including data, documents, and services. We also believe that making that vision a reality requires additional supporting resources and these resources should be open, extensible, and provide common services over the ontologies. (shrink)

As most engineering design proceeds by modifying past designs and reusing and adapting existing components and solution principles, a significant part of the knowledge engineers employ in design is encapsulated in the past designs they are familiar with. References to past designs, as well as encounters with them, serve to invoke the knowledge associated with them and constructed from them. This chapter argues that much of this knowledge is tacit consisting in and/or made available by the perceptual recognition of features (...) and situations, using a discussion of design margins to illustrate how engineers use tacit knowledge in reasoning about the properties of new designs. Both a significant body of literature and the case study presented here show that digital knowledge repositories struggle to attract the needed level of data and knowledge contribution that they need to be successful. This happens also to high profile and prestigious initiatives. The paper argues that the reluctance of researchers to contribute can only be understood in light of the highly competitive context in which research careers need to be built nowadays and how this affects researchers’ quality of life. (...) Competition and managerialism limit the discretion of researchers in sharing their results and in donating their working time. A growing corpus of research shows that academic researchers are increasingly overworked and highly stressed. This corroborates the point that the room for undertaking additional tasks with future and uncertain benefits is very limited. The paper thus recommends that promoters of digital knowledge repositories focus on the needs of the researchers who are expected to contribute their knowledge. In order to treat them fairly and to ensure the success of the repositories, knowledge sharing needs to be rewarded so as to improve the working conditions of contributors. In order to help implementing this researcher-centred approach, the paper proposes the idea of expediential trust: rewards for contributing should be such that rational, self-interested researchers would freely decide to contribute their knowledge and effort trusting that this would make them better off. A repository of clinically associated Staphylococcus aureus (Sa) isolates is used to semi‐automatically generate a set of application ontologies for specific subfamilies of Sa‐related disease. Each such application ontology is compatible with the Infectious Disease Ontology (IDO) and uses resources from the Open Biomedical Ontology (OBO) Foundry. The set of application ontologies forms a lattice structure beneath the IDO‐Core and IDO‐extension reference ontologies. We show how this lattice can be used to define a strategy for the construction of a (...) new taxonomy of infectious disease incorporating genetic, molecular, and clinical data. There is a growing expectation, or even requirement, for researchers to deposit a variety of research data in data repositories as a condition of funding or publication. This expectation recognizes the enormous benefits of data collected and created for research purposes being made available for secondary uses, as open science gains increasing support. This is particularly so in the context of big data, especially where health data is involved. There are, however, also challenges relating to the collection, storage, and re-use (...) of research data. This paper gives a brief overview of the landscape of data sharing via data repositories and discusses some of the key ethical issues raised by the sharing of health-related research data, including expectations of privacy and confidentiality, the transparency of repository governance structures, access restrictions, as well as data ownership and the fair attribution of credit. To consider these issues and the values that are pertinent, the paper applies the deliberative balancing approach articulated in the Ethics Framework for Big Data in Health and Research to the domain of Openness in Big Data and Data Repositories. The development and use of large and dynamic health data repositories designed to support research pose challenges to traditional informed consent models. We used semi-structured interviewing to elicit diverse research stakeholders' views of a model of consent appropriate to participation in initiatives that entail collection, long-term storage, and undetermined future research use of multiple types of health data. We demonstrate that, when considering health data repositories, research stakeholders replace a concept of consent as informed with one in which consent is (...) engaged. In engaged consent, a participant's ongoing relationship with a repository serves as a substitute or adjunct to information exchange at enrollment. We detail research stakeholders' views of the risks of engaged consent and suggest questions for further study about engagement and consent procedures in initiatives that aim to store data for future unspecified research purposes. Attitudes toward repository projects cannot be explained merely on the basis of perceived risks, trust, or technical information. Issues of justice and fairness frequently arise when burdens and benefits are to be allocated. A fair distribution across the various parts of a given territory of the waste to be stored is unlikely to be accomplished as it is contingent on appropriate geological formations and other factors. The process by which the specific distribution is determined and accomplished needs to be (...) taken into account as well. Thus, justice evaluations of both the distributive outcome and the process itself, by which the outcome is accomplished, are likely to affect people’s attitudes toward and acceptance of siting decisions. Data from a number of methodically different studies conducted over the last eight years on site selection in Switzerland suggest that a fair procedure is more essential than a fair distribution to a consensus about the decisions made. As a consequence, even normative assessments of the fairness of a distribution of nuclear waste must consider procedural justice as a valuable indicator, independently of the particular shape of the distribution. However, contextual factors, such as the wider nuclear energy strategy of a country, may compete with procedural fairness in terms of importance. Even though fairness is a requirement it does not guarantee acceptance. It may, however, enhance acceptability from a moral standpoint. (shrink)

Thomas Spence was a native of Newcastle upon Tyne who is best known for his political writings, and more particularly for his radical `Plan' for social reform involving common ownership of the land. One hitherto neglected aspect of Spence's Plan was his proposal to extend the benefits of reading and of `correct' pronunciation to the lower classes by means of a phonetic script of his own devising, first set out and used in Spence's Grand Repository of the English Language. (...) The Grand Repository was one of many English pronouncing dictionaries produced in the late eighteenth century to satisfy the growing demands for a clear guide to `correct' pronunciation. It differs from its contemporaries firstly in that it was intended primarily for the lower classes, and secondly in that it is the only eighteenth-century pronouncing dictionary of English to use a truly `phonetic' script in the sense of one sound = one symbol. In this fascinating and unique account, Beal pays particular attention to the actual pronunciations advocated by Spence and his contemporaries with a view to reconstructing what was felt to be `correct' pronunciation in eighteenth-century Britain. With broad appeal to linguists and historians alike, this study highlights the importance of pronouncing dictionaries as a resource for the historical phonologist, and provides a valuable addition to the limited body of knowledge on eighteenth-century pronunciation. Background Sharing of genomic data aims to make efficient use of limited resources, which may be particularly valuable in rare disease research. Adult research participants and parents of pediatric research participants have shown support for data sharing with protections, but little is known about adolescent attitudes on genomic privacy and data sharing.Methods In-depth interviews were conducted with 10 adolescents and 18 parents of children enrolled in a pediatric genomic research repository. Interview transcripts were analyzed for themes on attitudes toward (...) genomic privacy, restricted-access data sharing, and open-access data sharing. Findings in adolescent and parent participants were compared and contrasted.Results No adolescents endorsed privacy concerns for restricted-access data sharing. Both adolescents and parents saw value in data sharing for reaching the goals of research and discussed trust in institutions and researchers to protect their data and use it as intended. Adolescents were more likely than parents to accept open-access data sharing, including after risks were discussed.Conclusions In this exploratory study, adolescents and parents enrolled in a genomic research repository shared many attitudes about genomic data sharing, but adolescents were less concerned about privacy and more agreeable toward open-access data sharing. Future research is needed to investigate this hypothesis in expanded populations and settings, and to clarify whether adolescent attitudes change with age and experiences. (shrink)

The Open Access Movement maintains that all scientific and scholarly literature should be available to all for free via the Internet. This concept is not new. Some scholars trace its roots as far back as 1963 when “hypertext” was first introduced. Although the Open Access Movement may have originated more than fifty years ago, it has been fueled by more recent events, including the unremitting escalation of journal subscription prices over the last two decades, resulting in massive cancellations of journals (...) by academic libraries; the ubiquitous nature of the Internet and the parallel explosion of electronic resources; and the desire of authors to find a new publishing model which continues to offer the benefits of peer review while providing for more rapid publication and wide-spread distribution than the current labor-intensive, time-consuming model.The Open Access Movement has resulted in a number of online repositories devoted to legal analysis and policy. This column explores the genesis of the movement, its value to researchers and policymakers, and provides an overview of the two principal open access products in the legal arena. (shrink)

The purpose of this article is to consider the socio-anthropological issues raised by the deep geological repository project for high-level, long-lived nuclear waste. It is based on fieldwork at a candidate site for a deep storage project in eastern France, where an underground laboratory has been studying the feasibility of the project since 1999. A project of this nature, based on the possibility of very long containment, involves a singular form of time. By linking project performance to geology’s very (...) long timescale, the project attempts “jump” in time, focusing on a far distant future, without understanding it in terms of generations. But these future generations remain measurements of time on the surface, where the issue of remembering or forgetting the repository comes to the fore. The nuclear waste geological storage project raises questions that neither politicians nor scientists, nor civil society, have ever confronted before. This project attempts to address a problem that exists on a very long timescale, which involves our responsibility toward generations in the far future. (shrink)

Sharing of experimental clinical research data usually happens between individuals or research groups rather than via public repositories, in part due to the need to protect research participant privacy. This approach to data sharing makes it difficult to connect journal articles with their underlying datasets and is often insufficient for ensuring access to data in the long term. Voluntary data sharing services such as the Yale Open Data Access (YODA) and Clinical Study Data Request (CSDR) projects have increased accessibility to (...) clinical datasets for secondary uses while protecting patient privacy and the legitimacy of secondary analyses but these resources are generally disconnected from journal articles—where researchers typically search for reliable information to inform future research. New scholarly journal and article types dedicated to increasing accessibility of research data have emerged in recent years and, in general, journals are developing stronger links with data repositories. There is a need for increased collaboration between journals, data repositories, researchers, funders, and voluntary data sharing services to increase the visibility and reliability of clinical research. Using the journal Scientific Data as a case study, we propose and show examples of changes to the format and peer-review process for journal articles to more robustly link them to data that are only available on request. We also propose additional features for data repositories to better accommodate non-public clinical datasets, including Data Use Agreements (DUAs). (shrink)

The demand for integrating and sharing heterogeneous data online has attracted the interest of cultural institutions in making information access and retrieval more effective via Semantic Web technologies. The present study proposes a digital repository for 3D scans of modernist sculptures in public spaces in the city of Rio de Janeiro, Brazil, with a view to ensuring access, use, reuse and preservation of this information. This is a qualitative exploratory experimental study based on the scientific literature and specific empirical (...) material. It presents the analysis results of vocabularies for physical artifact documents and their digital counterparts on the Semantic Web and a discussion on how these align with the nature of the metadata determined here, as well as a metadata modeling prototype implemented on the Tainacan platform and aimed at cataloging digital 3D replicas. We claim that the proposed model for documenting cultural heritage assets on Tainacan is easy to implement, in that it uses accessible technology with a wide internet user base, highly expressive in its descriptions of 3D and multimedia content and based on well-established metadata and ontology standards recommended by regulatory bodies and communities such as the World Wide Web Consortium and International Organization for Standardization. ABSTRACTFrom 1797 to 1801 a controversy played out on the pages of the Medical Repository, the first scientific journal published in the United States. At its centre was the well-known feud between the followers of Antoine Lavoisier and Joseph Priestley, the lone supporter of the phlogiston model. The American debate, however, had more than two sides. The Americans chemists, Samuel Latham Mitchill and Benjamin Woodhouse, who rushed to support Priestley did not defend his scientific views. Rather, as citizens of (...) a republic, they defended his right to have them. They also castigated the assertions of the “French chemists,” whose claims that the new chemistry obviated debate seemed unsettlingly similar to the dictatorial ambitions of the French state. Using the Medical Repository, Mitchill and Woodhouse sought a compromise that validated the new chemistry, but united it with a more egalitarian form of discourse. The desired balance eluded them. Priestley proved too stubborn, and as the French Revolution descended into dictatorship and war, Mitchill and Woodhouse came more to realize that truly prising French chemistry from the culture of the revolutionary era. The episode left Mitchill and Woodhouse disillusioned with chemistry and hoping to redirect scientific enthusiasm to more pious ends. (shrink)

Aim Genetic research representative of the population is crucial to understanding the underlying causes of many diseases. In a prospective evaluation of informed consent we assessed the willingness of individuals of different ethnicities, gender and drug dependence history to participate in genetic studies in which their genetic sample could be shared with a repository at the National Institutes of Health. Methods Potential subjects were recruited from the general population through the use of flyers and referrals from previous participants and (...) clinicians with knowledge of our study. They could consent to 11 separate choices so that they could specify how and with whom their genetic sample could be shared. Rates of affirmative consent were then analysed by gender, ethnicity and drug dependence history. Results Of 1416 volunteers enrolled, 99.7% gave affirmative informed consent for studies of addiction conducted in our laboratory. No significant difference was found for participation in genetic studies conducted in our laboratory by gender, ethnicity or drug dependence history. Over all 11 questions, individuals with a history of drug use were more likely to agree to consent to participate in our study than were healthy volunteers. Conclusion A high percentage of each category of gender, ethnicity and drug history, gave affirmative consent at all levels. The level of detail in and the amount of time spent reviewing the informed consent, and a relationship of trust with the clinical investigator may contribute to this outcome. (shrink)

ONKALO, the world’s first repository for the final disposal of spent nuclear fuel, is being constructed in Eurajoki, Finland. We study how the constructor of this facility portrays it to the local community in order to influence lay understanding of the disposal risk, build trust, and gain public approval for the construction project. The study is based on a framing analysis of the newsletters published by the constructor of the facility in 2000-2014. The results suggest that the nuclear industry (...) has developed increasing understanding of the social and communal aspects of public resistance to nuclear power. To create trust and to increase acceptance locally the industry is socially constructing a nuclear community around the repository. The gap between the nuclear experts and the local residents is narrowed and the repository is portrayed as being a shared project within the local community advancing the common interests of the industry and the residents. The following story is about the Venerable Mahā-maudgalyāyana,[2] an enlightened disciple of the historical Buddha Śākyamuni. Mahā-maudgalyāyana travels to a distant solar system, to a planet which is inhabited by giant people, and on which there is also a Buddha with disciples practicing under his guidance. The story, which brings to mind Swift’s Gulliver in the land of the giants, is remarkable in many respects. The Buddha and Mahā- maudgalyāyana both probably lived during the fifth and sixth centuries BCE. In (...) the European West, until the time of Galileo (1564-1642), most educated people thought the whole cosmos rotated around the earth and consisted of the sun and seven planets. They did not realize that the stars were other suns. This story here related shows that 2,500 years ago, Buddhists were aware of a vast cosmos filled with suns and planets and sentient life. Contemporary, scientifically oriented people often have a tendency to dismiss non-Western cosmologies as limited, primitive, and distorted myths, in the negative sense of that word. In this story we are presented with a cosmology that seems much closer than the Western pre-Galilean view to the contemporary scientific view of the physical universe. Of course the assertions about the spiritual powers of the Buddha and Mahā-maudgalyāyana and the size of the people on the distant planet do not merge so easily with contemporary scientific, materialist mindsets. For decision making in government, it is necessary to have well-structured sources of information. In several countries, it is difficult to access government data as the information are dispersed, disconnected, and poorly structured. For this reason, this work presents a framework to gather, unify, and enrich missing person data from distributed web sources. The framework allows inserting new tasks specific to the user’s domain to improve data quality. In this study, Brazilian missing person data from non-governmental organizations (NGOs) and governmental (...) websites were collected and semantically enriched. To enhance the understanding of the gathered missing people cases, we create interpretive models using machine learning techniques to extract knowledge and to encourage the use of standards for publishing the data that are frequently ignored by organizations, hindering analysis and decision-making on data. After the collection and semantic enrichment process, there was an increase of approximately 11% in the data present in the base. Also, the mining process evidenced the disappearance and reappearance of a person in Brazil according to several factors such as age, state initiatives, skin tone, hair colors, etc. (shrink)

The paper explores the status of NATURE metaphors in Hungarian folk songs with respect to their representation and transmission of folk culture and worldview. Employing a Cultural Linguistic analysis, metaphors are observed from three perspectives: in relation to cultural schemas, generic-level conceptual metaphors, and experiential motivation. NATURE metaphors are to a large extent framed by cultural experience regarding their experiential basis, conceptual structure and relation with other cultural conceptualizations.

Here is presented parallel CAMLET that is a platform for automatic composition of inductive applications with method repositories that organize many inductive learning methods. After having implemented CAMLET on a UNIX parallel machine with Perl and C languages, we have done the case studies of constructing inductive applications for eight different data sets from the StatLog repository. To find out an efficient search method, we have done the following experiments: a random search, a GA based search, and two hybrid (...) searches with unifying each global search and the local search which uses meta-rules for refining a specification. That have shown us that the hybrid search works better than the other search methods. Furthermore, comparing the accuracy of inductive applications composed by parallel CMALET with that of popular twenty four inductive algorithms, we have shown that parallel CAMLET support a user in doing model selection in KDD engineering processes. Our think tank tasked by the Dutch Health Council, consisting of Radboud University Nijmegen Honours Academy students with various backgrounds, investigated the implications of Deep Brain Stimulation for psychiatric patients. During this investigation, a number of methodological, ethical and societal difficulties were identified. We consider these difficulties to be a reflection of a still fragmented field of research that can be overcome with improved organization and communication. To this effect, we suggest that it would be useful to found a centralized (...) DBS organization. Such an organization makes it possible to 1) set up and maintain a repository, 2) facilitate DBS studies with a larger sample size, 3) improve communication amongst researchers, clinicians and ethical committees, and 4) improve communication between DBS experts and the public at large. To help clarify the concept of «teaching practice», this article analyzes a repository of professional skills of the teacher. It then examines how two groups of teacher educators attempting to use this repository to evaluate two teaching sessions (one secondary and one primary). Analyses revealed the difficulty in assessing a session from elements determined a priori from a list of skills. The evaluation of a teaching session seems to require the inclusion of its organic whole. Il examine ensuite la manière dont deux groupes de formateurs d’enseignants tentent d’utiliser ce référentiel pour évaluer deux séances d’enseignement (une dans le secondaire et une dans le primaire). Les analyses révèlent la difficulté à évaluer une séance à partir d’éléments déterminés a priori dans une liste de compétences. Repositories of tissues, cell lines, blood samples, and other biological specimens are crucial to genomics, proteomics, and other emerging forms of biomedical research. Creation of these repositories by individual researchers and their affiliated organizations, commercial entities, and even governments has been labeled “biobanking” in the bioethics literature. Biobanking as a metaphor for the collection, transfer, and use of these specimens suggests a framework for the legal response to conflicts that may arise - one embedded in principles of contract law and (...) property ownership with an overlay of legislatively authorized regulation of the “industry.”. Biobanks are repositories of human biological materials collected for biomedical research. There are over 300 million stored specimens in the United States, and the number grows by 20 million per year. In the post-genome world of high throughput gene sequencing and computational biology, biobanks hold the promise of facilitating large-scale research studies. New organizational and operational models of research repositories also raise complex issues of big science, big business, and big ethical concerns.
