This article highlights local government responses to the opioid crisis in Northern Kentucky through a series of interviews with county-level officials. The author's discussions with civic leaders reflect the challenges faced by local communities and the new approaches implemented to stem the epidemic.

This article explores challenges to accessing opioid treatment programs in rural areas, and offers solutions that would ease these problems.

Quentin Tarantino’s filmography, especially since the turn of the century, seems to be an argument for the moral justification of revenge. Bill and his D.iV.A.S. hit-squad (from Kill Bill); Adolf Hitler and Hans Landa (from Inglourious Basterds); “Monsieur” Calvin Candie and his loyal house slave Stephen (from Django Unchained); Stuntman Mike and the Manson family killers (from Death Proof and Once Upon a Time in Hollywood); and Daisy Domergue and General Sanford Smithers (from The Hateful Eight) – they all (...) had it coming, and audiences celebrate when they get what they deserve. Revenge, Tarantino reminds us, is a dish best served cold. But is it really the kind of thing that can be morally justified? To see whether it is, this chapter explores arguments both historic and contemporary. After delineating revenge from legal justice and simple retribution and exploring how Tarantino’s films argue for moral justification of revenge, we will consider common everyday arguments on the topic, as well as the relevant arguments of Plato, Baruch Spinoza, Thomas Hobbes, John Locke, Friedrich Nietzsche, Trudy Govier, Suzanne Uniacke, Andrew Oldenquist, Simone de Beauvoir, Joshua Gert, Gilead Bar-elli, David Heyd, Robert Nozick, and others. In the end, we will see that revenge can be justified – but only in very specific conditions. (shrink)

This volume puts together twelve new essays by scholars who have done groundbreaking work in epistemology over the past four decades. Unfortunately, the editor’s brief introduction offers only a sketchy presentation of the papers and their background. Given the variety and complexity of the issues tackled, one would have expected a more detailed account of the nature and developments of the epistemological theories and arguments put forward and discussed by the contributors. The absence of such an account is all the (...) more surprising considering that the editor does not himself contribute a paper to the volume. (shrink)

A brief survey of his life and writings focusing on three major works-The Prince, The Discourses, and The History of Florence.

Callender and Cohen have proposed to apply a “Gricean strategy” to the constitution problem of scientific representation, taking inspiration from Grice’s reduction of linguistic meaning to mental states. They suggest that scientific representation can be reduced to stipulation by epistemic agents. This account has been criticised for not making a distinction between symbolic and epistemic representation and not taking into account the communal aspects of scientific representation. I argue that these criticisms would not apply if Grice’s actual strategy were properly (...) employed. I present Grice’s account of linguistic meaning and transpose his actual strategy and method to epistemic representation. This results in a reduction of epistemic representation to mental states that does not fall prey to the same criticisms. The main novelty of the resulting account is a distinction between contextual representational use and general representational status, which I address using the notion of indexicality. (shrink)

Our universe seems to be miraculously fine-tuned for life. Multiverse theories have been proposed as an explanation for this on the basis of probabilistic arguments, but various authors have objected that we should consider our total evidence that this universe in particular has life in our inference, which would block the argument. The debate thus crucially hinges on how Bayesian background and evidence are distinguished and on how indexical or demonstrative terms are analysed. The aim of this article is to (...) take a step back and examine these various aspects of Bayesian reasoning and how they affect the arguments. The upshot is that there are reasons to resist the fine-tuning argument for the multiverse, but the "this-universe-objection" is not one of them. (shrink)

In George Nakhnikian’s interesting and stimulating paper, “Quantum Cosmology, Theistic Philosophical Cosmology, and the Existence Question” (present issue) he addresses the fundamental issue of whether it is metaphysically possible or justifiable to believe that our universe began to exist without a cause, divine or otherwise. His conclusion is negative, and he argues that, contrary to my views, quantum cosmology is consistent with theism. In this paper, I shall evaluate Nakhnikian’s arguments.

The purpose of this article is to establish a connection between modelling practices and interpretive approaches in quantum mechanics, taking as a starting point the literature on scientific representation. Different types of modalities play different roles in scientific representation. I postulate that the way theoretical structures are interpreted in this respect affects the way models are constructed. In quantum mechanics, this would be the case in particular of initial conditions and observables. I examine two formulations of quantum mechanics, the standard (...) wave-function formulation and the consistent histories formulation, and show that they correspond to opposite stances, which confirms my approach. Finally, I examine possible strategies for deciding between these stances. (shrink)

Atheists have tacitly conceded the field to theists in the area of philosophical cosmology, specifically, in the enterprise of explaining why the universe exists. The theistic hypothesis is that the reason the universe exists lies in God’s creative choice, but atheists have not proposed any reason why the universe exists. I argue that quantum cosmology proposes such an atheistic reason, namely, that the universe exists because it has an unconditional probability of existing based on a functional law of nature. This (...) law of nature (“the wave function of the universe”) is inconsistent with theism and implies that God does not exist. I criticize the claims of Alston, Craig, Deltete and Guy, Oppy and Plantinga that theism is consistent with quantum cosmology. (shrink)

We propose a construct, the Trust Triangle, that highlights three primary mechanisms that provide ex post accountability for opportunistic behavior and motivate ex ante trust in economic relationships. The mechanisms are a society’s legal and regulatory framework, market-based discipline and reputational capital, and culture, including individual ethics and social norms. The Trust Triangle provides a framework to conceptualize the relationships between trust, corporate accountability, legal liability, reputation, and culture. We use the Trust Triangle to summarize recent developments in the empirical (...) finance literature that examine how trust is formed and how trust, or its absence, affects financial markets, firm performance, and the incidence of financial fraud. To date, most studies examine only one leg of the Trust Triangle in isolation. The evidence, however, indicates that all three legs of the Trust Triangle have first-order effects on a wide range of financial outcomes and that they are interrelated. Attempts to model trust and trustworthiness that do not incorporate all three aspects of the Trust Triangle will therefore miss essential aspects of the basic economic problem of how counterparties overcome the risks of moral hazard, asymmetric information, and opportunism to engage in mutually beneficial exchange and production activities. We focus especially on culture-related mechanisms, a recently developed area in empirical finance research that has potential to influence the more established research on laws and reputation. Il est célèbre pour sa critique du rationalisme en politique et du danger mortel que représentent pour une société les tentatives d'uniformisation abstraite imposées par l'État. Mais sa défense de la tradition en politique est loin d'être traditionnelle contrairement à Burke, Oakeshott est avant tout un individualiste. Aussi son scepticisme vis-à-vis de la politique est-il paradoxal : (...) d'un côté il ouvre la voie à une définition de l'État minimal chère aux néo-libéraux ; de l'autre il exalte les vertus de la vie en société d'une manière qui rappelle Aristote. This is the first chapter of Modal Empiricism: Interpreting Science Without Scientific Realism. The debate on scientific realism results from a tension between the empiricist methodology, which is a defining feature of science, and claims to the effect that science can unveil the fundamental nature of reality. What distinguishes realist and anti-realist positions is not necessarily that the former take scientific knowledge “at face value” or take the side of scientists in general while the latter do not. Rather, realists and (...) anti-realists propose different ways of interpreting science as a whole, and in particular its aim, its possible achievements and its content. The aim of this book is to defend an interpretation that potentially applies to each of these three levels: modal empiricism. This position purports to be the articulation of a pragmatist stance towards science. This introductory chapter briefly presents the position, then outlines the structure of the book. (shrink)

Reputation monitoring and the punishment of cheats are thought to be crucial to the viability and maintenance of human cooperation in large groups of non-kin. However, since the cost of policing moral norms must fall to those in the group, policing is itself a public good subject to exploitation by free riders. Recently, it has been suggested that belief in supernatural monitoring and punishment may discourage individuals from violating established moral norms and so facilitate human cooperation. Here we use cross-cultural (...) survey data from a global sample of 87 countries to show that beliefs about two related sources of supernatural monitoring and punishment — God and the afterlife —independently predict respondents' assessment of the justifiability of a range of moral transgressions. This relationship holds even after controlling for frequency of religious participation, country of origin, religious denomination and level of education. As well as corroborating experimental work, our findings suggest that, across cultural and religious backgrounds, beliefs about the permissibility of moral transgressions are tied to beliefs about supernatural monitoring and punishment, supporting arguments that these beliefs may be important promoters of cooperation in human groups. In Big Gods, Norenzayan (2013) presents the most comprehensive treatment yet of the Big Gods question. The book is a commendable attempt to synthesize the rapidly growing body of survey and experimental research on prosocial effects of religious primes together with cross-cultural data on the distribution of Big Gods. There are, however, a number of problems with the current cross-cultural evidence that weaken support for a causal link between big societies and certain types of Big Gods. Here we attempt to (...) clarify these problems and, in so doing, correct any potential misinterpretation of the cross-cultural findings, provide new insight into the processes generating the patterns observed, and flag directions for future research. The relational interpretation of quantum mechanics proposes to solve the measurement problem and reconcile completeness and locality of quantum mechanics by postulating relativity to the observer for events and facts, instead of an absolute “view from nowhere”. The aim of this paper is to clarify this interpretation, and in particular, one of its central claims concerning the possibility for an observer to have knowledge about other observer’s events. I consider three possible readings of this claim, and develop the most promising (...) one, relativism, to show how it fares when confronted with the traditional interpretative problems of quantum mechanics. Although it provides answers to some problems, I claim that there is currently no adapted locality criterion to evaluate whether the resulting interpretation is local or not. (shrink)

This book proposes a novel position in the debate on scientific realism: Modal Empiricism. Modal empiricism is the view that the aim of science is to provide theories that correctly delimit, in a unified way, the range of experiences that are naturally possible given our position in the world. The view is associated with a pragmatic account of scientific representation and an original notion of situated modalities, together with an inductive epistemology for modalities. It purports to provide a faithful account (...) of scientific practice and of its impressive achievements, and defuses the main motivations for scientific realism. More generally, Modal Empiricism purports to be the precise articulation of a pragmatist stance towards science. This book is of interest to any philosopher involved in the debate on scientific realism, or interested in how to properly understand the content, aim and achievements of science. (shrink)

Because a title such as the one I have assigned to this contribution could either prompt all sorts of expectations or lead to forming no expectations at all, it seems important at the outset to begin by indicating what I shall not be concerned with. On the face of it the title could seem to call for a discussion of the way religious consciousness is expressed in the framework of this or that particular rational system or culture, presumably contemporary—be it (...) Hispanic, African, American Indian, Asiatic, European, or whatever. There can be no question that such a discussion would be significant, involving as it does the important contemporary concept of “acculturation,” which seeks to obviate the unfortunate identification of religion and any particular cultural or rational form of its expression. I shall not, in fact, be concerned with any particular culture or system at all, while, on the other hand, from the religious point of view I shall, like Hegel, be concerned only with Christianity, not as particular but as universal; not as a one among many but as all-embracing religious awareness. Archytas of Tarentum, a contemporary and associate of Plato, was a famous Pythagorean, mathematician, and statesman of Tarentum. Although his works are lost and most of the fragments attributed to him were composed in later eras, they nevertheless contain valuable information about his thought. In particular, the fragments of On Law and Justice are likely based on a work by the early Peripatetic biographer Aristoxenus of Tarentum. The fragments touch on key themes of early Greek ethics, including: written and unwritten (...) laws; freedom and self-sufficiency; moderation of the emotions and cultivation of virtues; equality and the competence of the majority to participate in government; criticism of “rule by an individual”; a theory of the ideal “mixed constitution”; distributive and corrective justice and punishment, and of the rule of law. The fragments also contain one of the only positive accounts of democracy in ancient Greek philosophy. (shrink)

Structural realism has been suggested as the best compromise in the debate on scientific realism. It proposes that we should be realist about the relational structure of the world, not its nature. However, it faces an important objection, first raised by Newman against Russell: if relations are not qualified, then the position is either trivial or collapses into empiricism, but if relations are too strongly qualified, then it is no longer SR. A way to overcome this difficulty is to talk (...) about modal, or nomological relations instead of purely extensional relations. I argue that this is insufficient, for then, SR collapses into modal empiricism. The “universality” of critical phenomena is much discussed in philosophy of scientific explanation, idealizations and philosophy of physics. Lange and Reutlinger recently opposed Batterman concerning the role of some deliberate distortions in unifying a large class of phenomena, regardless of microscopic constitution. They argue for an essential explanatory role for “commonalities” rather than that of idealizations. Building on Batterman's insight, this article aims to show that assessing the differences between the universality of critical phenomena and two paradigmatic cases of “commonality (...) strategy”—the ideal gas model and the harmonic oscillator model—is necessary to avoid the objections raised by Lange and Reutlinger. Taking these universal explanations as benchmarks for critical phenomena reveals the importance of the different roles played by analogies underlying the use of the models. A special combination of physical and formal analogies allows one to explain the epistemic autonomy of the universality of critical phenomena through an explicative loop. (shrink)

Some biologists now argue in favour of a pluralistic approach to plant activities, understandable both from the classical perspective of physiological mechanisms and that of the biology of behaviour involving choices and decisions in relation to the environment. However, some do not hesitate to go further, such as plant “neurobiologists” or philosophers who today defend an intelligence, a mind or even a plant consciousness in a renewed perspective of these terms. To what extent can we then adhere to pluralism in (...) the study of plant behaviour? How does this pluralism in the study and explanation of plant behaviour fit into, or even build itself up, in a broader history of science? Is it a revolutionary way of rethinking plant behaviour in the twenty-first century or is it an epistemological extension of an older attitude? By proposing a synthesis of the question of plant behaviour by selected elements of the history of botany, the objective is to show that the current plant biology is not unified on the question of behaviour, but that its different tendencies are in fact part of a long botanical tradition with contrasting postures. Two axes that are in fact historically linked will serve as a common thread. 1. Are there several ways of understanding or conceiving plant behaviour within plant sciences and their epistemology? 2. Can the behaviour of a plant be considered in the same way as that of an animal? The working hypothesis defended in this article consists in showing that the current opposition between growth, development and reductionist physiology on the one hand and the biology of behaviour involving sensitivity and choices in plant activity on the other hand has been built up through the history of botany. Recent debates about disagreement’s significance have largely focused on its _epistemic_ significance. However, given how much attention has already been paid to its epistemic significance, we might well wonder: what significance might disagreement have when we consider other related normative domains? And, in particular, what significance might it have when we consider the broader _domain of inquiry,_ or what some thinkers have called either the “zetetic” or “erotetic” domain? In response, this paper suggest three things. Firstly, it suggests how we (...) might clarify the relations among the epistemic, erotetic, and zetetic domains of normativity, given their potential differences and incompatibilities. Then, it suggests that disagreement’s significance within inquiry can either be tied to erotetic norms or to either of two sorts of zetetic norms: vindication-directed or possession-directed norms. And finally, it suggests preferred answers to the question of what disagreement’s _distinctly_ zetetic significance might be, given the participating inquirers’ ordinarily-conceived zetetic standings and how their sets of dialectically accessible evidence might compare.
