ABSTRACTSome people might argue that there are already too many different documents, guidelines, and regulations in bioethics. Some overlap with one another, some are advisory and lack legal force, others are legally binding in countries, and still others are directed at narrow topics within bioethics, such as HIV/AIDS and human genetics. As the latest document to enter the fray, the UNESCO Declaration has the widest scope of any previous document. It embraces not only research involving human beings, but addresses broader (...) concerns in medicine and healthcare. The UNESCO draft declaration has some minor weaknesses, but on the whole, the strengths outweigh the weaknesses. One weakness is that some items in the draft are stated in a way that is too restrictive, thereby appearing to rule out legitimate activities. A strength of the Declaration is that it is relatively brief, yet at the same time contains sufficient detail to make it something more than a rehearsal of mere pieties. As the most recent of the numerous bioethics and human rights documents, the UNESCO draft draws on many of the earlier documents and also includes some of the most recent thinking about ethical norms and obligations. Perhaps its greatest strength lies not in details of the principles or their implementation, but rather in its stature as an international declaration issued by a United Nations organization. We review the relationships between language, inner speech, and cognitive control in children and young adults, focusing on the domain of cognitive flexibility. We address the role that inner speech plays in flexibly shifting between tasks, addressing whether it is used to represent task rules, provide a reminder of task order, or aid in task retrieval. We also consider whether the development of inner speech in childhood serves to drive the development of cognitive flexibility. We conclude that there is a (...) close association between inner speech and cognitive flexibility in both adults and children. Experimental work has begun to specify in detail the role that inner speech might play in adult performance, suggesting that language plays a facilitative but not essential role in representing and activating the relevant task set, processes that occur on both switch and nonswitch trials. While developmental studies suggest an increase in the spontaneous use of verbal strategies with age, implying an increase in top-down control during shifting, experimental work is needed to specify more precisely the nature and precise role that inner speech plays in the development of cognitive control through childhood. However, the majority of scientists support embryonic stem cell research, believing that it offers good prospects for the treatment of diseases that have remained incurable until now and so will benefit humankind. The Ethics Committee of the Department of Ethical, Legal, and Social Implications of the Chinese National Human Genome Center at Shanghai seriously discussed the ethical debate initiated by embryonic stem cell research. We concluded that we should support the scientists of our country in actively carrying out human embryonic stem cell research for the noble cause of "medicine being a beneficent art." We develop and use an integrated individual-level model to explain the driving forces behind digital piracy practice in two nations. The proposed model combines the Norm Activation model and Unified Theory of Acceptance and Use of Technology models. This study also explores the effect of culture on intention to practice DP in two nations: US and India. A survey instrument was used to collect data from 231 US and 331 Indian participants. Use of the integrated model proves to be a (...) powerful and a viable approach to understanding DP across cultures. In each nation, all 10 path coefficients on the research model are statistically significant thereby establishing the fact that personal norm, together with other factors, influences INT to engage in DP, which in turn, may influence the actual practice. The results reveal a support for cross-cultural generalizability and applicability of the proposed model. Culture clearly plays a strong moderating role in two out of the three paths tested. The National Center for Biomedical Ontology is a consortium that comprises leading informaticians, biologists, clinicians, and ontologists, funded by the National Institutes of Health (NIH) Roadmap, to develop innovative technology and methods that allow scientists to record, manage, and disseminate biomedical information and knowledge in machine-processable form. The goals of the Center are (1) to help unify the divergent and isolated efforts in ontology development by promoting high quality open-source, standards-based tools to create, manage, and use ontologies, (2) to create (...) new software tools so that scientists can use ontologies to annotate and analyze biomedical data, (3) to provide a national resource for the ongoing evaluation, integration, and evolution of biomedical ontologies and associated tools and theories in the context of driving biomedical projects (DBPs), and (4) to disseminate the tools and resources of the Center and to identify, evaluate, and communicate best practices of ontology development to the biomedical community. Through the research activities within the Center, collaborations with the DBPs, and interactions with the biomedical community, our goal is to help scientists to work more effectively in the e-science paradigm, enhancing experiment design, experiment execution, data analysis, information synthesis, hypothesis generation and testing, and understand human disease. In this chapter, we examine the key moral issues for the intelligence community with regard to the use of robots for intelligence collection. First, we survey the diverse range of spy robots that currently exist or are emerging, and examine their value for national security. This includes describing a number of plausible scenarios in which they have been (or could be) used, including: surveillance, attack, sentry, information collection, delivery, extraction, detention, interrogation and as Trojan horses. After much of the 20th Century, when morals were widely considered little more than mere emotional responses, a range of writers, such as Haidt, Prinz, and Patricia Churchland, have been restoring the emotions’ respectable roles in human cognition and morality. Nussbaum in her Upheavals of Thought showed how important emotions are for human cognitive life, so there is no clear distinction between their “irrationality” and the cerebral cortex’s supposed “rationality.” In Political Emotions, Nussbaum asks readers to look into how pivotally (...) emotions affect political life, especially how we may best gear our emotions for political liberalism. As she convincingly urges, politics depend upon our emotions; we neglect them to our detriment lest demagogues commandeer them. According to rational pedagogy models, learners take into account the way in which teachers generate evidence, and teachers take into account the way in which learners assimilate that evidence. The authors develop a framework for integrating rational pedagogy into models of active exploration, in which agents can take actions to influence the evidence they gather from the environment. The key idea is that a single agent can be both teacher and learner.

In this paper I argue that the almost forgotten early dissertation of the phenomenologist Hans Reiner Freiheit, Wollen und Aktivität. Phänomenologische Untersuchungen in Richtung auf das Problem der Willensfreiheit engages with what I call the unity problem of activity. This problem concerns the question whether there is a structure in virtue of which all instances of human activity—and not only “full-blown” intentional actions—can be unified. After a brief systematic elucidation of this problem, which is closely related to the contemporary “problem (...) of action,” I elaborate and critically discuss two relevant threads running through Reiner’s work. The first view concerns the alleged motivational asymmetry between activity and passivity according to which it is essential only for active experiences to be motivated by an underlying passivity. The second view focuses on Reiner’s phenomenology of the will, especially on his notions of “ego-centrality” and “inner will” the latter being introduced in analogy to Brentano’s notion of “inner consciousness.” These two notions are supposed to unify all manifestations of the human will, including “full-blown” intentional actions and non-intentional doings such as laughter. Reiner’s extension of will-based actions to non-intentional activity is one of the most remarkable aspects of his early work. Finally, I show that Reiner ultimately answers the unity problem in the negative because he ends up with the view that besides will-based agency he also acknowledges so-called “motor activity” which is not intrinsically related to the will. I close with a couple of tentative proposals how volitional and motor actions might be unified nonetheless. (shrink)

The application of the latest technologies in biology and medicine has brought them to a qualitatively new level of possibilities. Worldwide, biobanking is actively developing through the creation of biobanks of various types and purposes, whose resources are used to solve therapeutic or scientific problems. Legal science remains an open question concerning the boundary that runs between the right to data protection and the scope of disclosure of data needed for medical purposes. In this article, the author considers peculiarities of (...) data processing in the context of biobanking activity on the example of Austria and its national legislation. In addition, the article reveals features of the approaches of the European Court of Human Rights (ECtHR) and the Council of Europe to the issue of biobanking in general, its characteristics in the context of data, and legal regulation of this phenomenon in the national law of states. The author devoted an important part of the study to the role of Austria’s experience in the context of data processing for scientific purposes and the development of biobanking for a number of other European states. The aim of the article is to analyze the Austrian legislation on data processing for scientific research and biobanking, the attitude of the Council of Europe to this phenomenon, and the practice of the ECtHR, as well as to consider the impact of the current world situation on these activities. The leading method of research used in the article is the formal-legal method. The article analyzes the Austrian law in the context of data processing in medical research, the relationship of the specifics of personal data protection, and the need to disclose them for scientific purposes. The author pays special attention to the influence of Austrian law on the legislation of other countries, which is reflected in the conclusions to the article. In addition, based on an analysis of the application of the Austrian experience to the legislation of Poland and Ukraine, the author points out the necessary changes that should be made in the laws of these countries. This article explores how and why high levels of income inequality result from configurations of different types of entrepreneurial activities and elements of the institutional context in a multicountry sample. A configurational approach is used to unpack the complexities associated with how income inequality arises from different types of entrepreneurial activities embedded in different institutional contexts associated with Whitley’s national business systems dimensions. The findings from fuzzy-set qualitative comparative analysis reveal that high levels of both high-growth and necessity (...) entrepreneurial activity are associated with income inequality in certain contexts that are characterized by distinct institutional complementarities. The article attempts to re-think active citizenship both from the point of view of social practice and scientific perspective and from the standpoint of modern social philosophy. It is shown that globalization is one of the most used terms of modern socio-humanitarian discourse but simultaneously one of the most difficult to define. Any research related to the global is also related to the national because the reception of global influences is different in different cultures. From the perspective of 2022, the (...) research shows a globalization crisis in the classical sense of the word. It is about the crisis of real and nominal political power, which are often incompatible with each other. In many countries, the desire for “strong statehood” is even stronger. It has been proven that the impact of globalization on society is actively mediated by civil society. In a philosophical sense, a developed civil society as a completed form of morally determined life is almost an ideal product of the history of civilization. The first trend of active citizenship transformation is economic liberalization. The second feature that determines changes in active citizenship is political pluralism. Active citizens control the basis of the activity of the modern state. In these conditions, the control function of the institution of citizenship becomes extremely important for the stable existence of political regimes and for achieving political stability. Another trend in the transformation of active citizenship is the growing role of the state in global processes. It was possible to distinguish two levels of transformation of active citizenship in the era of globalization. The first is interiorization, and the second is exteriorization. It has been proven that active citizenship is not only a social connection of people but also a way of existence characteristic of any civilized human community. (shrink)

In recent years, political theorists have begun to systematically consider the concept and justification of territorial rights, and advance rival theories of state’s (or nation’s) rights over territory. This article aims to advance our understanding of the challenge facing territorial rights theories, by closely analysing one of the most developed and important theories of territory, viz., the nationalist theory. It argues that nationalist theory, which employs a quasi-Lockean argument for territorial rights, faces a problem of attribution: What value-adding activities (...) can be attributed to a cultural nation, which is viewed as the primary holder of territorial rights by the theory? It proceeds to examine three approaches to solve the problem of attribution – but argues that all of them fail. In the concluding section, the paper explores the potential implications of this largely critical argument for all attempts to develop a coherent and plausible normative theory of territory. Kuala Lumpur is a diverse city representing many different religions and nationalities. Recent government policy has actively promoted unity and cohesion throughout the city; and the country of Malaysia, with the implementation of a programme called 1Malaysia. In this book, the authors investigate the aims of this programme – predominantly to unify the Malaysian society – and how these objectives resonate in the daily spatial practices of the city’s residents. -/- This book argues that elements of urban infrastructure could work (...) as an essential mediator ‘beyond community’, allowing inclusive social structures to be built, despite cultural and religious tensions existing within the city. It builds on the premise of an empirical study which explores the ways in which different communities use the same spaces, supported through the implementation of a theoretical framework which looks at both Western and Islamic conceptualisations of the notion of community. In this article we provide a unifying neural hypothesis on how individuals understand the actions and emotions of others. Our main claim is that the fundamental mechanism at the basis of the experiential understanding of others' actions is the activation of the mirror neuron system. A similar mechanism, but involving the activation of viscero-motor centers, underlies the experiential understanding of the emotions of others.

This article offers an account of the responsibility that individuals bear by virtue of their national belonging alone. Via their national pride, the living connect themselves actively with select actions performed by others who might long be dead. They imagine themselves as having won past wars, built ancient empires and the like. This same feat of their imagination imposes on them a responsibility for the bad outcomes that were brought about through their imagined exploits. Their national responsibility for the “sins (...) of the fathers” however lends itself only to the kinds of responses that these living agents can demand of themselves. While their national responsibility can be captured by either the vocabulary of guilt or that of shame, the latter turns out to be more promising as it better accounts for the strong hold that the national idea has on contemporary political thinking. This summary discusses the main issues of the proceedings of the IV International Scientific Conference “Creativity as the National Environment: Media and Social Activity,” which was held from July 2 to July 4, 2018 in Saint Petersburg. The conference was organized by the Department of Philosophy of the Humanities Faculty of the Saint Petersburg State Economic University, the Russian Philosophical Society, the Society of Russian Philosophy at the Ukrainian Philosophical Foundation, and the Department of Philosophy of the Moscow (...) State Institute of International Relations. Being united by interest in the research on social activity in the media space and the national environment of creativity, 63 scholars from Russia, Ukraine, Slovakia and Hungary took part in the conference. The summary considers the ideas discussed at two plenary sessions and at the following sections of the conference: “Metaphysical foundations of the creative process,” “Semantic element of artistic and aesthetic creativity,” “Creativity of a social subject in the field of media space.” The proceedings of the conference contain the results of research carried out in the field of the philosophy of creativity and related research areas, including social philosophy, sociology, cultural studies, political science, journalism, linguistics. In a globalizing world, cross-national differences in values and business culture and understanding these differences become increasingly central to a range of organizational issues and ethical questions. However, various concerns have been raised about extant empirical research on cross-national dissimilarities in the cultural values of managers (what we refer to as managerial values) and the development of a unified business culture. This paper seeks to address three such concerns with the literature on convergence versus divergence of cultural values. It develops (...) an empirical approach to the study of changing business cultures that revolves around birth cohorts and intergenerational values shifts and aims to advance empirical knowledge of the dynamics of cross-national differences in the cultural values of managers. We use time-series data covering 68,708 managers and are able to consider a sample of 32 countries that represent more than half of the cultural clusters recognized in the literature. Results reveal diverse shifts in managerial values across birth cohorts with cross-national dissimilarities waning for some basic cultural dimensions (“convergence”), remaining stable for other dimensions (“cultural stability”), and becoming more pronounced for other dimensions still (“divarication”). Moving beyond the standard convergence/divergence taxonomy, we conclude that a full-fledged convergence–stability–divarication perspective provides the best basis for thinking about the subtle ways in which business cultures are changing. The Global Workspace Theory and Information Integration Theory are two of the most currently accepted consciousness models; however, these models do not address many aspects of conscious experience. We compare these models to our previously proposed consciousness model in which the thalamus fills-in processed sensory information from corticothalamic feedback loops within a proposed 3D default space, resulting in the recreation of the internal and external worlds within the mind. This 3D default space is composed of all cells of the body, (...) which communicate via gap junctions and electrical potentials to create this unified space. We use 3D llustrations to explain how both visual and non-visual sensory information may be filled-in within this dynamic space, creating a unified seamless conscious experience. This neural sensory memory space is likely generated by baseline neural oscillatory activity from the default mode network, other salient networks, brainstem, and reticular activating system. The development of genomics has dramatically expanded the scope of genetic research, and collections of genetic biosamples have proliferated in countries with active genomics research programs. In this essay, we consider a particular kind of collection, national biobanks. National biobanks are often presented by advocates as an economic ‘‘resource’’ that will be used by both basic researchers and academic biologists, as well as by pharmaceutical diagnostic and clinical genomics companies. Although national biobanks have been the subject of intense interest in (...) recent social science literature, most prior work on this topic focuses either on bioethical issues related to biobanks, such as the question of informed consent, or on the possibilities for scientific citizenship that they make possible. We emphasize, by contrast, the economic aspect of biobanks, focusing specifically on the way in which national biobanks create biovalue. Our emphasis on the economic aspect of biobanks allows us to recognize the importance of what we call clinical labor—that is, the regularized, embodied work that members of the national population are expected to perform in their role as biobank participants—in the creation of biovalue through biobanks. Moreover, it allows us to understand how the technical way in which national biobanks link clinical labor to databases alters both medical and popular understandings of risk for common diseases and conditions. As a nation, we seem to be of two minds about secrecy. We know that government secrecy is incompatible with democratic decision-making in obvious ways. Yet there is a near-universal consensus that some measure of secrecy is justified and necessary to protect authorized national security activities. Reconciling these conflicting interests is an ongoing challenge. In recent years, a large and growing number of public interest organizations and professional societies have turned their attention to government secrecy, identifying it as an (...) obstacle to achieving their own objectives. These professionally and politically diverse groups are united by the perception that secrecy has escalated to the point of dysfunction. On that point, there is not much disagreement. One basic premise of the critics of government secrecy is that too much information gets classified and withheld from the public in the name of national security, and that this has undesirable effects on public policy and on public discourse. But a second basic premise is that it is possible to do something about that. These organizations, including my own, do not simply want to protest against improper secrecy but to correct it. And to a remarkable extent, the secrecy system lends itself to such corrective efforts through various mechanisms that will be described below. (shrink)

The movement for the Unity of Science has been making headway for a number of years, and each year more workers in the various scientific domains have expressed their interest in it by participating in the discussion of its aims and its specific problems. A characteristic feature of this movement which explains this growing interest is that it does not propose a “super-science” which is to legislate to the special sciences. Its proposal of a Unity of Science is of a (...) different kind, not based upon some grand metaphysical view of any sort. Those who are active within this movement are emphatic in their insistence that instead of aiming at a synthesis of the different sciences on the basis of a prior and independent philosophy, the special sciences will themselves supply their own synthesizing glue. For appreciating the significance of this movement it is therefore necessary to keep in mind that its tendency is toward a unified science, departmentalized into special sciences, and not toward an artificial and speculative juxtaposition of an autonomous philosophy and an autonomous group of sciences. This article will provide a unifying perspective on perception and cognition via the route of linguistic representations of emotion. Linguistic representations of emotions provide a fertile ground for explorations into the nature and form of integration of perception and cognition because emotion has facets of both perceptual and cognitive processes. In particular, this article shows that certain types of linguistic representations of emotion allow for the integration of perception and cognition through a series of steps and operations in cognitive (...) systems, whereas certain other linguistic representations of emotion are not so representationally structured as to permit the unity of perception and cognition. It turns out that the types of linguistic representations of emotion that readily permit the desired unity of perception and cognition are exactly those that are linguistically encoded emotive representations of everyday objects, events, and things around us. It is these ordinary objects, events and things that provide the scaffolding for task-dependent or goal-oriented activities of cognitive systems including autonomous systems. In this way, cognitive systems can be saliently tuned to the outer world by being motivated and also subtly governed by emotion-driven representations. This helps not only tie together perceptual and cognitive processes via the interface between language and emotive representations, but also reveal the limits of emotive representations in amalgamating perceptual and cognitive processes in cognitive systems. How should billions of species observations worldwide be shared and made reusable? Many biodiversity scientists assume the ideal solution is to standardize all datasets according to a single, universal classification and aggregate them into a centralized, global repository. This ideal has known practical and theoretical limitations, however, which justifies investigating alternatives. To support better community deliberation and normative evaluation, we develop a novel conceptual framework showing how different organizational models, regulative ideals and heuristic strategies are combined to form shared infrastructures (...) supporting data reuse. The framework is anchored in a general definition of data pooling as an activity of making a taxonomically standardized body of information available for community reuse via digital infrastructure. We describe and illustrate unified and pluralistic ideals for biodiversity data pooling and show how communities may advance toward these ideals using different heuristic strategies. We present evidence for the strengths and limitations of the unification and pluralistic ideals based on systemic relationships of power, responsibility and benefit they establish among stakeholders, and we conclude the pluralistic ideal is better suited for biodiversity data. We present and contrast two accounts of cooperative communication, both based on Active Inference, a framework that unifies biological and cognitive processes. The mental alignment account, defended in Vasil et al., takes the function of cooperative communication to be the alignment of the interlocutor's mental states, and cooperative communicative behavior to be driven by an evolutionarily selected adaptive prior belief favoring the selection of action policies that promote such an alignment. We argue that the mental alignment account should be rejected (...) because it neglects the action-oriented nature of cooperative communication, which skews its view of the dynamics of communicative interaction. We introduce our own conception of cooperative communication, inspired by a more radical ecological interpretation of the active inference framework. Cooperative communication, on our ecological conception, serves to guide and constrain the dynamics of the cooperative interaction via the construction and restructuring of shared fields of affordances, in order to reach the local goals of the joint actions in which episodes of cooperative communication are embedded. We argue that our ecological conception provides a better theoretical standpoint to account for the action-oriented nature of cooperative communication in the active inference framework. (shrink)

Conceived as a solution to clinical dilemmas, and now required by organizations for hospital accreditation, ethics committees have been subject only to small-scale studies. The wide use of ethics committees and the diverse roles they play compel study. In 1999 the University of Pennsylvania Ethics Committee Research Group (ECRG) completed the first national survey of the presence, composition, and activities of U.S. healthcare ethics committees (HECs). Ethics committees are relatively young, on average seven years in operation. Eighty-six percent of (...) ethics committees report that they play a role in ongoing clinical decision making through clinical ethics consultation. All are engaged in developing institutional clinical policy. Although 4.5% of HECs write policy on managed care, 50% of HEC chairs feel inadequately prepared to address managed care. The power and activity of ethics committees parallels the composition of those committees and the relationship of members to their institutions. The role of ethics committees across the nation in making policies about clinical care is greater than was known, and ethics committees will likely continue to play an important role in the debate and resolution of clinical cases and clinical policies. _Abstract_: This article discusses the unity of cognitive science that seemed to emerge in the 1950s, based on the computational view of cognition. This unity would entail that there is a single set of mechanisms (i.e. algorithms) for all cognitive behavior, in particular at the level of productive human cognition as exemplified in language and reasoning. In turn, this would imply that theories in psychology, and cognitive science in general, would consist of algorithms based on symbol manipulation as found in (...) digital computing. However, a number of developments in recent decades cast doubt on this unity of cognitive science. Also, there are fundamental problems with the claim that cognitive theories are just algorithms. This article discusses some of these problems and suggests that, instead of unified theories of cognition, specific mechanisms for cognitive behavior in specific cognitive domains could be needed, with architectures that are tailor-made for specific forms of implementation. E, tuttavia, diversi sviluppi degli ultimi decenni hanno messo in dubbio questa unità della scienza cognitiva. Affermare che le teorie cognitive sarebbero solo algoritmi presenta problemi di fondo. Questo articolo discute alcuni di questi problemi, suggerendo che, invece di teorie della cognizione unificata, si potrebbe aver bisogno di meccanismi specifici per il comportamento cognitivo in specifici domini cognitivi, con architetture ritagliate per specifiche forme di implementazione. The state of national economies development varies and is characterized by many indicators. Economically developed countries are known as doubtless leaders that are in progress and form political stability, social and economics standards, scientific and technical progress and determine future priorities. It is worth mentioning that the progressive development of national economies in conditions of globalization can take place only in case of the increase of their intellectualization level, through saturation of people`s life, economic relations and production by brain activity, (...) knowledge, creativity, innovation, culture, ethical considering of the historical heritage. The main aim of the research is national economies intellectualization evaluating in globalization conditions. In order to gain this aim, the following tasks were defined: to identify existing indices of the national economies intellectualization level evaluation, develop the authors’ methodological approach to the national economies intellectualization level, determine the areas of measurement results application. While conducting the research, systematic approach, the methods of analysis, synthesis, grouping, abstracting, generalization, imaginary experiment and grounding were used. In the modern world, there are a large number of indicators which characterize differences in intellectual state of the national economy. When comparing the state of national economies intellectualization, the problems arise with different number of countries, duplication of indicators, disproportionate number of the components of indicators, various years of publication, etc. Therefore, to ensure comparability, we choose four general indicators – the index of human development, the global innovation index, the global competitiveness index and the knowledge economy index. Using these indices, we do the research and determine the state of national economies intellectualization in the world economy. According to the calculated results, as of 2013, we have divided 190 national economies by level of intellectualization into five groups: countries with the highest (30 countries), high (30 (countries), low (30 countries), the lowest (35 countries) and the countries with uncertain state of intellectualization (65 countries). The leaders in the state of intellectualization are Switzerland, Sweden, The Netherlands, Finland and the USA. The countries with the highest level of intellectualization serve as an example to all other countries of the world. These countries are characterized by developed market economy; a dominant position in the international economy, which allows actively engaging own and imported resources in the economic turnover; the shift of the center of gravity of economic activity into the services sector and the dominance of service economy; the greatest exhaustion of sources and factors of industrial development; advanced post-industrial development. The economic policy of the first group of countries has a decisive influence on the state and dynamics of the global economy, defining the main directions of its scientific and technological development and structural adjustment. The average index of the national economy intellectualization (AINEI), calculated by the authors, shows the place of each country in the world community as to their intellectual capital. Considering the continued deployment of R&D progress, the growing role of high-tech production and the complexity of social and economic relations, AINEI can serve as a reliable indicator of the macroeconomic environment intellectualization state. Therefore, the following organizations, bodies and individuals can use the comparative results of this study: the international organizations while developing international economic development programs; the state authorities of the countries in foreign and domestic policy forming; companies that create innovative and investment policy; migrants, tourists and persons who perform professional and transit activity for the formation of human potential and capital; scientists and teachers who develop mechanisms of intellectualization. Much recent research has sought to uncover the neural basis of moral judgment. However, it has remained unclear whether "moral judgments" are sufficiently homogenous to be studied scientifically as a unified category. We tested this assumption by using fMRI to examine the neural correlates of moral judgments within three moral areas: (physical) harm, dishonesty, and (sexual) disgust. We found that the judgment ofmoral wrongness was subserved by distinct neural systems for each of the different moral areas and that these differences (...) were much more robust than differences in wrongness judgments within a moral area. Dishonest, disgusting, and harmful moral transgression recruited networks of brain regions associated with mentalizing, affective processing, and action understanding, respectively. Dorsal medial pFC was the only region activated by all scenarios judged to be morally wrong in comparison with neutral scenarios. However, this region was also activated by dishonest and harmful scenarios judged not to be morally wrong, suggestive of a domain-general role that is neither peculiar to nor predictive of moral decisions. These results suggest that moral judgment is not a wholly unified faculty in the human brain, but rather, instantiated in dissociable neural systems that are engaged differentially depending on the type of transgression being judged. In National Responsibility and Global Justice, David Miller defends the view that a member of a nation can be collectively responsible for an outcome despite the fact that: (i) she did not control it; (ii) she actively opposed those of her nation’s policies that produced the outcome; and (iii) actively opposing the relevant policy was costly for her. I argue that Miller’s arguments in favor of this strong externalist view about responsibility and control are insufficient. Active inference offers a unified theory of perception, learning, and decision-making at computational and neural levels of description. In this article, we address the worry that active inference may be in tension with the belief–desire–intention model within folk psychology because it does not include terms for desires at the mathematical level of description. To resolve this concern, we first provide a brief review of the historical progression from predictive coding to active inference, enabling us to distinguish between active inference formulations (...) of motor control and active inference formulations of decision processes. We then show that, despite a superficial tension when viewed at the mathematical level of description, the active inference formalism contains terms that are readily identifiable as encoding both the objects of desire and the strength of desire at the psychological level of description. We demonstrate this with simple simulations of an active inference agent motivated to leave a dark room for different reasons. Despite their consistency, we further show how active inference may increase the granularity of folk-psychological descriptions by highlighting distinctions between drives to seek information versus reward—and how it may also offer more precise, quantitative folk-psychological predictions. Finally, we consider how the implicitly conative components of active inference may have partial analogues in other systems describable by the broader free energy principle to which it conforms. The United Nations Global Compact (UNGC) was created in 2000 to leverage UN prestige and induce corporations to embrace 10 principles incorporating values of environmental sustainability, protection of human rights, fair treatment of workers, and elimination of bribery and corruption. We review and analyze the GC’s activities and impact in enhancing corporate social responsibility since inception. First, we propose an analytical framework which allows us to assess the qualities of the UNGC and its principles in the context of external (...) and internal elements that influence code effectiveness and implementation. Second, we analyze UNGC performance in encouraging companies to become signatory members and bring about demonstrable change in corporate CSR-sustainability activities. In its 10-year report, UNGC has proclaimed growth in both membership and program activity. However, all credible and publicly available data and documentation conclusively demonstrate that the UNGC has failed to induce its signatory companies to enhance their CSR efforts and integrate the 10 principles in their policies and operations. The result has been a loss of public trust and support of UNGC from important constituencies among civil society organizations, and those individuals and groups adversely impacted by corporate activities and resultant negative externalities. This diminished credibility has also made UNGC largely dependent on the corporate sector for its very survival. We conclude that this dependence has in turn impaired and would continue to hinder UNGC’s ability to fulfill its mission. Such an outcome raises serious questions as to the viability, usefulness, and continued existence of UNGC. (shrink)

In recent years, the United Nations has taken a lead in advocating public-private partnerships (PPPs), and various UN entities actively seek partnerships and alliances with transnational corporations and other companies. Although there has been a rapid growth of PPPs, relatively little is known about their contribution to basic UN goals associated with inclusive, equitable and sustainable development. In response to this situation, there are increasing calls for impact assessments. This article argues that such assessments need to recognize the range of (...) ideational, institutional, economic and political factors and forces underpinning the turn to PPPs, and the very different logics and agendas involved, some of which seem quite contradictory from the perspective of equitable development and democratic governance. The article examines these different forces and logics, focusing on (a) the institutional turn towards "good governance", (b) economic contexts that relate to the very mixed "fortunes" of UN agencies and corporations, (c) structural determinants associated with "corporate globalisation" and (d) political drivers that relate to the struggle for hegemony and legitimisation. The article ends by reflecting critically on the tendency within mainstream development institutions and some strands of academic literature to highlight logics associated with good governance and pragmatism, and to disregard those associated with the strengthening of corporate interests and the neoliberal policy regime. It is argued that knowledge networks associated with the UN need to go beyond "best practice learning" and embrace "critical thinking", which has waned within UN circles since the 1980s. (shrink)

A unifying theory of general anesthetic-induced unconsciousness must explain the common mechanism through which various anesthetic agents produce unconsciousness. Functional-brain-imaging data obtained from 11 volunteers during general anesthesia showed specific suppression of regional thalamic and midbrain reticular formation activity across two different commonly used volatile agents. These findings are discussed in relation to findings from sleep neurophysiology and the implications of this work for consciousness research. It is hypothesized that the essential common neurophysiologic mechanism underlying anesthetic-induced unconsciousness is, as (...) with sleep-induced unconsciousness, a hyperpolarization block of thalamocortical neurons. A model of anesthetic-induced unconsciousness is introduced to explain how the plethora of effects anesthetics have on cellular functioning ultimately all converge on a single neuroanatomic/neurophysiologic system, thus providing for a unitary physiologic theory of narcosis related to consciousness. In this paper I explore the shared interest of John Dewey and Carl Jung in the developmental continuity between biological, psychological, and cultural phenomena. Like other first generation psychological theorists, Dewey and Jung thought that psychology could be used to deepen our understanding of this continuity and thus gain a degree of control over human development. While their pursuit of this goal received little institutional support, there is a growing body of theory and practice derived from the new field of (...) ‘affect science’ as well as clinical and political psychologies, and other recent research into the function of human emotions, that are bringing greater institutional weight to the interest in anticipating and activating our psychocultural development. The epistemological and theoretical work of these seminal thinkers provides the foundation for this new praxis leading to: 1) a theory of ‘political development’ based in transformations of the psychocultural function of ‘reasoning’, ‘sensory’, and ‘affect’ freedom, as sources of culturally valid knowledge, which connects our biological heritage with increasingly advanced forms of individual and organizational identities; and 2) a range of psycho-educational practices that activate the political development of individuals and organizations by transforming the prejudicial dimensions of their current political identities. This paper examines Nietzsche’s concept of unified agency. A widespread consensus has emerged in the secondary literature on three points: (1) Nietzsche’s notion of unity is meant to be an analysis of freedom; (2) unity refers to a relation between the agent’s drives or motivational states; and (3) unity obtains when one drive predominates and imposes order on the other drives. I argue that these claims are philosophically and textually indefensible. In contrast, I argue that (1′) Nietzschean unity is an (...) account of the distinction between genuine actions and mere behaviors, rather than between free and unfree actions; (2′) unity refers to a relation between drives and conscious thought; and (3′) unity obtains when the agent’s attitude toward her own action is stable under the revelation of further information about the action’s etiology. I show that Nietzsche develops this notion of unity by drawing on Plato’s and Schiller’s accounts of unified agency. (shrink)
