In this article the term "appellant argument" is considered in terms of current approaches on the study of the theory of argumentation. Considering the grounds on which such arguments were recognized as incorrect in argumentation for a long time. The informal nature of such arguments is the main ground for understanding them as a way of sophistic argument. In addition, it is established that critics of such arguments is possible not only by the form but also by the content. A (...) review of the position of the subjective nature of such arguments has been performed and it has been stated that by the way of understanding the truth in terms of its communicative nature, the problem is solved by matching the arguments of the thesis based on the consent of the participants. The concept of logical consequence and the concepts of the consequence in the argumentation are being distinguished. Based on this distinction it is concluded that in contrast to the logical consequence in logic, that provides a form of communication between base and conclusions, the consequence in the argumentation is closely associated with the concept of "substantiation". The acceptability of ad-arguments is determined to be possible in case of the relationship between the thesis of a dialogue and a subject area, based on such arguments that does not belong to the subject area of the dialogue. A method of the critical issues and method of universalization of ad-arguments as a method for the verification of the relevance of such arguments are proposed. (shrink)

In the postmodern era, European political philosophy has introduced several concepts. These concepts have ideologically prepared Western countries for decentralization reform. Being still “in process”, reflection on the proper structure of postmodern society is marked by ambiguous and often contradictory ideas. The very view on the state as a de-hierarchical, rhizomorphic and horizontal phenomenon presupposes numerous ways of reforming it. Throughout their histories, European countries have shifted from confrontations, hostilities and rivalries towards new mechanisms of fruitful relationships between civil society (...) and state institutions. Nowadays, many aspects are influencing the elaboration and implementation of strategies on civil society development in different countries. These aspects include the following: different starting conditions; the presence or absence of basic principles of public space development; the possibility of fulfilling civic practices’ potential; the level of political participation. West European countries have managed to create a viable structure to support the development of civil society, as well as maintain a stable dialogue between it and the state. However, the process is still on: effective practices of interaction between them are being developed; conditions for more effective cooperation are being improved; new financial instruments are being created and implemented. All Central and East European countries have a common understanding of civil society as one of the most important actors in developing cooperation with the government. At the same time, they should be able to solve existing essential problems, such as low awareness about global development problems and the population’s unreadiness to meet the immediate objectives of civil society development. Human rights issues are present today in almost every area of society and, accordingly, occupy a special place in it. Due to the fact that modern Ukraine is in a transitional state of creating legal, state and public institutions, the process of formation of civil society requires the identification of the nature of legal relations in a transitional period. After all, relations in civil society should be formed on the basis of awareness of the inalienability and non-repudiation of natural human (...) rights. They should be based on the positive legislation of the state. They are the key to the effectiveness of the entire system of social relations. Ensuring human rights is the criterion by which the achieved level of democracy in the state is assessed. The beginning of this process can be called consolidation in the Basic Law of the provision that a person, his life and health, honor and dignity, integrity and security are recognized as the highest social value, and determining the priority of universal values. At the same time, the needs of the present, in fact, directs the development of modern law, is the development of certain general legal standards that allow us to move on to a new qualitative coexistence of nations in the modern world on substantial humanistic principles. In addition to examining the established mechanisms and specifics of protecting everyday human rights, the article examined the new human rights that exist in post-modern society, which today are called the rights of the “fourth generation”. It is usually assumed that individuals base their preferences for products or other items on the utility or value associated with the items. However, there is evidence that the attentional selection of an item alone already modulates the preference for that item. For instance, Janiszewski, Kuo, and Tavassoli (2013, Journal of Consumer Research) used unknown consumer products in a series of studies and found that, in a preference choice task, former target products in a visual-search task were preferred to former (...) distractor products. However, it remained unclear whether such effects can be observed when individuals have pre-existing attitudes towards products and whether attentional-selection can change the perceived value of products. Hence, the aim of the present research was to replicate the attentional-selection effect on choice with known products and examine whether selective attention affects the perceived value of products beyond choosing the items. In two experiments, we replicated the attentional-selection effect on item preference in a choice task. Items that had served as targets in the search task were preferred to previous distractors. Introducing a response deadline in the preference-choice task in Experiment 2 did not further increase this effect. However, the value of former targets was rated higher than that of former distractors. Hence, the present results indicate that attentional selection not only affects preference choices but can also increase the value of attended and selected items. (shrink)

In the Nadiia Volik article «The Five decrees of the Congregation for the Doctrine of the Faith which impacted on the processes of Greek Catholic Church formation in Canada » the main documents of the Congregation for the Doctrine of the Faith which were aimed to the regulating the activities of the Greek Catholic clergy in emigration, specifically in Canada have been analyzed by the author.

Dichotomous analysis is used as a method to identify the contradictory nature and ways of adaption demonstrated by representatives of the Moscow School of Religious Studies (MSRS) in the combination of science and ideology specific to the Soviet period. This study proves that scholars can rarely be completely autonomous since their socio-political environment invariably affects their academic stance. In the late 1950s, Soviet religious studies were characterized by historicism. By the 1960s, Soviet authorities realized that the destruction of churches and (...) persecution of clerics failed to eradicate religious beliefs. Ideological setbacks in atheistic education were recognized at the highest party level. Fundamentals of Religion and Atheism as an academic discipline came to be deeply embedded in philosophical knowledge and tertiary education. The MSRS demonstrated four forms of scholars’ adaptation to the ideological suppression of the late Soviet period. The first form is represented by die-hard atheists, who were talented scholars and formulated the scientific methodology of religious studies. The second group includes scholars who performed tasks of two types: research and propaganda. The third form is represented by idealist researchers who tried to combine Marxism and religion. The fourth type of scientific conformism includes scholars who turned religion from a “harmful relic” into an organic component of human culture. The authors strive to demonstrate the unprecedented role of the MSRS in the development of Russian religious studies, while emphasizing the varying degree of scientific merit that the works of different writers have for the current development of religious studies. Within the framework of a new interdisciplinary scientific scientific field – epistemological urbanism – the authors develop the idea of the human right to their city and show the epistemological nature of this right, which is explained by the fact that it is conditioned by the processes of cognition and scientific communication. Three main provisions are substantiated. Firstly, the city is an intelligent system. “The right to your city” is a specific right to scientific and intellectual production and consumption. Such (...) a right is not realized in every locality designated as a city, but only where there are conditions for intellectual dynamics – where art, education and science are developing. Secondly, the intellectual system of the city has autonomy. Each city has its own intellectual resource. Realizing the right to their city, citizens are involved in the activity of the city's scientific and intellectual autonomy. In other words, a city where there are opportunities to realize the “right to the city” generates an autonomous scientific school or a set of scientific schools. Thirdly, cities how research centers form a scientific network. Not a scientific consortium with common ideas and goals, but a network based on the principles of proliferation. The authors insist on the decentralization of science not for the purpose of its enclavization, but for the purpose of developing the potential, multi-vector and intellectual self-realization of urban communities themselves. It is shown that the development of science as a whole can be ensured by the heterogeneity of science itself : integration and differentiation give rise to an integration scientific and communicative process. The article deals with the socio-cultural nature of information and studies its role in increasing global turbulence. Based on the methodological grounds put forward by A. Toffler, S. Moscovici, N. Chomsky, R. Patzlaff, O. Aronson, dialectical and systemic methods, the authors argue that the infodemic roots in stereotypical thinking generated by mass culture, as well as informatization and computerization of social relations. Mass culture contributed to a decrease in the level of critical thinking and caused the so-called ‘clip consciousness’. The (...) paper substantiates the idea that the infodemic became most evident during the coronavirus pandemic, and the spread of hybrid and information wars within the world scale. The infodemic organically correlates with the world of post-truth, where a person does not seek the truth but up-to-date information. The fact of whether the information is true or not in such a context becomes secondary to the cliché of the stereotypical consciousness of an individual, social group, or society as a whole. The article attempts to analyze the concept of gender, study philosophical preconditions of its emergence and trace the main postmodern aspects of the gender category. It proves that gender research in the postmodern era is not identical to the theories of feminism. It deals with social life of both sexes, their behavior, roles, characteristics, common and different between them, the social relationships of the sexes, considering the world from the standpoint of both socio-gender groups. The article shows that an urgent (...) need for more purposeful development of independent women's research in the developing countries. Such research should holistically reflect and study the lives of women on the basis of the so-called women's rather than universalized man experience. The main idea of this scientific research was to emphasize that the world can be explored not only from a man perspective, but also from the standpoint of woman experience. The level of scientific study of the gender conceptual sphere is clarified, in particular, the gender concept is a multidimensional complex represented in the language, which has a certain ethnocultural specificity. The concept has an unstable structure, which is reflected in the model of the concept developed by us, in which we highlight the root and applications of the concept, the possible movement of features in the relevant semantic directions from and to the root. The unstable structure of the concept is also characteristic of its root: during historical development, the root may change, but the semantic meaning is not lost, but only replaced by synonyms or verbal innovations relevant to today. The article with allusions on Nietzsche’s provocation about history lessons proposes an interdisciplinary approach to academic scholarship considered as a special cultural and organizational form of advanced studies aimed at professional development or skill exchange, which have influence on human being in contemporary societies involved in the process of globalization. The theoretical conceptualization of institutionalized forms of scholarships and internships is analyze in connection with its practical representation and economical allocation. Pathological representations of academic scholarship as an end in itself (...) are unveiled as a kind of conspicuous consumptions symbolizing the status position or exclusivity on the borders between academic community and mass-media. The purpose of this article is to explicate some representations of academic scholarship in the contexts of the academic capitalism searching the way of overcoming its utilitarian limitations with universal ethical imperatives. To realize such a purpose, phenomenological reduction is applied in combination with the biographical method. Assumptions made in the article are verified on biographical fragments of curriculum vitae of influential sociologists such as Ralf Dahrendorf and Niklas Luhmann, because the social and professional self-realization and revision of the life-priorities of them was due in many aspects to academic scholarship gained by different ways but with success, especially in the field of educational policy and in the case of establishing democracy in the process of post-totalitarian transformation in Germany. This experience can be useful for Ukraine as well. The phenomenon of the cultural shock and its influence on visiting scholars is explicated. The role of communication between epistemic cultures is emphasized on by overcoming epistemic injustice and establishing academic integrity. (shrink)

It is proven that nowadays there are many books, magazines and articles about the epic genre of music. The concept of a soundtrack that appeared in the 1950s is highlighted of XX century. The compilation of songs “Carmina Burana”, which became the reason for the appearance of the music for the trailers was investigated. It has been established that (...) since the 90s of the XX century, the first companies that were engaged in the creation of music for trailers began to appear - “Globus” and “Inmediate Music”. It is determined that the first studio album of the group “Globus” was “Epicon”. It is noted that video games belong to epic music. It has been studied that epic soundtracks are most often used in video games with the plot of war, confrontation and battles. It is noted that Jeremy Soule, who gained fame thanks to the game series “Elder Scrolls” and “Harry Potter” is the most famous composer of orchestral music video games. The importance of music is emphasized for the video games of the famous American composer Garry Schyman. Emphasis is placed on the talented works of German instrumentalist Hans Zimmer. It is noted that the music is epic and cinematic. Samples of the musical epic of Ukrainian composers are highlighted. Explored Japanese anime style animation. The article recounts that against the background of globalization processes that swept the world in the late twentieth century and left an indelible mark on the further progress of mankind there was a need to adapt the educational and social systems of Ukraine to functioning in the new conditions of crucial transformations caused by the dynamic changes triggered by universal digitalization, which now penetrates all branches and spheres of public life. It has been noted that the educational sphere is in (...) a state of permanent change, trying to adapt to the new environment in order to ensure a decent level of training specialists of the relevant educational and qualification level capable of adapting to rapidly changing conditions, taking into account the competence acquired in the process of training. As a result, it is shown that in today’s globalized world, the need to master digital competence at an appropriate qualification level comes to the fore, taking into consideration the factors of stair stepping and succession, in response to requirements and challenges of today’s world, which even in a short period of time are able to significantly influence any sphere, transforming its further functioning. The content analysis of regulatory documents enabled to identify the main problematic aspects of the educational industry in the context of ensuring the compliance of the process of standardization of education at the relevant qualification levels, which is characterized by certain fragmentarity and inconsistency and requires further weighted and step-by-step transformative phases in the educational system of Ukraine ensuring its correlation with the European educational standards and guaranteeing its quality. Introduction. Cities play a key role in the development of countries and regions. The authors of the article emphasize the importance of the largest cities’ development, which is based on an industrial model that has not exhausted its potential. The authors show possibilities of urban development on the basis of the industrial sector effective functioning in order to improve the citizens’ welfare, meet their needs and improve the life quality. In this regard, the authors formulate a hypothesis that the largest (...) Russian cities developing according to the industrial model have and are able to realize their potential in order to improve the life quality, preserve and increase the population on their territory. The authors set a goal: to identify the possibilities for developing industrial-type megalopolises to improve the population’s life quality of the (PLQ). Methods. The authors use the following information base: strategic documents of different levels, statistical data, scientific literature, analytical documents, and expert assessments of the megalopolises’ development. The authors also use an industrial model for developing the largest cities; they determine conditions under which the potential of megacities can be realized to improve the citizens’ life quality and carry out an analysis of the demographic and social situation in the largest Russian industrial cities. The authors evaluate some approaches and theses of the study as exemplified by the following cities with a million-plus population: Yekaterinburg, Krasnoyarsk, Chelyabinsk, and Omsk and they group the cities according to the signs of growth and decline, which is illustrated by favorable or unfavorable demographic trends. To confirm the identified trends and problems of the largest cities, the authors provide the results of expert assessments on the population’s life quality and the state of the urban environment and emphasize the need for a systemic integrated development of the largest cities of industrial type to improve the life quality of the population of megalopolises. The scientific novelty of the study consists in substantiating the prospects for the socio-economic development of the largest industrial cities of Russia on the basis of an industrial model that provides for the technological transformation of the economy, the use of agglomeration effects, the formation of a friendly urban environment for residents and the achievement of socialization of urban space. Results and conclusions. As a result of the analysis and typology of the largest cities by functional specialization, two groups of cities were identified: one group with signs of demographic growth, the second with signs of decline. The cities of the first group have a greater economic potential, opportunities for agglomeration, provide more comfortable living and consolidation of the population on their territory. On the contrary, cities with signs of decreasing have fewer opportunities (resources), are less diversified, the urban environment in them is less comfortable, which is reflected in the citizens’ life quality and is accompanied by the population’s outflow. At the same time, it was revealed that all analyzed cities actively use digital technologies, realizing, in particular, the concept of a «smart city». At the same time, cities with signs of decreasing show high IQ indicators of cities. Taking into account the identified problems, the authors propose promising directions for the development of industrial megalopolises with signs of decline. (shrink)

The article is devoted to innovative postmodern requests for the liberalization of education. Postmodernism influenced education not only methodologically, but also by changing the very pedagogical culture of teaching. Now the relevance of the research topic is due to the problems of forming information content and methodological support for the introduction of distance learning technology in mobile form. The introduction of IT in education, the improvement of smart devices, the formation of an electronic information and educational environment have created the (...) basis for such forms of education as mobile learning and blended learning. In both cases, the student situationally himself forms the educational process, turns from an object of training into its subject. The humanistic potential of mobile learning in the sense of ensuring equal access to education for people with different abilities is noted. The opinion is expressed about the importance of student motivation and IT competence of teachers to provide information content, intensify the introduction of e-learning and mobile-oriented learning technologies. It is argued that learning based only on mobile learning technology, using smart devices without classroom or office work, real communication with the teacher is not didactically self-sufficient, which would provide adequate language skills. Effectiveness in learning foreign languages is achieved by synergy of technologies distance mobile and traditional classroom or classroom training, real communication with the teacher. (shrink)

Introduction. The article highlights the role and trends of urban development in a single regional space. The authors consider the industrial region, where the economic centers are the cities of monospecialization (metallurgy, mechanical engineering), which form the settlement framework of the regional economic system. At the same time, the connectivity of the regional space was determined by the contacts of cities in infrastructure areas and the possibilities of agglomeration formations. The authors analyze the urban environment of cities in the region, (...) which revealed common problems for them in organizing urban space. It was shown that the competition of cities for a person can be won by offering the population more comfortable working and living conditions, a variety of social services, and the possibility of using agglomeration effects. Scientific novelty of the research. The peculiarity of the author’s research was a new approach to urbanization as an urban way of life, extended to a set of cities of different status and population in the region. At the same time, the zones of attraction and concentration of business and social activity were connected with large cities and centers of agglomerations of the region, which ensure the joint use of resources, transport, and social infrastructure. The purpose of the article is to Identify constraints and opportunities for developing cities in a single regional space, taking into account their connectivity and interaction. Methods. The authors use the information base: statistical data, scientific literature, and expert assessments to clarify the conceptual tools of the research and to analyze the demographic situation in the cities-centers of agglomeration associations of the region. The authors present the assessment of the state of the urban environment, and reveal the disproportions in its organization. Introduction. Developing human potential, improving the population’s life quality of the regions are the unconditional priorities of the regional socio-economic policy. The implementation of such priorities requires an objective assessment of the existing socio-economic situation of the Russian Federation’s constituent entities, an analysis of the conditions for regional development, a search for economic growth drivers, and the development of effective mechanisms for implementing priorities. The designated issues are in the area of scientists’ and specialists’ close attention, whose range of scientific (...) research and applied practices is constantly replenished. In this regard, the article expands the understanding of the complexity of the regions’ socio-economic and technological development, and various aspects of the processes of regional development are considered on the basis of the proposed model, the essence of which is represented by the triad “conditions-factors-results”. Within the framework of the proposed triad, «conditions» were determined by the socio-economic situation of the region, scientific, technological and digital «factors» were considered as drivers of development; and “results” were investigated through social parameters that reflect the level of human development. Taking into account the importance of achieving social results in the framework of technological development, studies aimed at studying the interdependence of the processes of technological transformation and human development seem to be very timely and relevant. Purpose. Reveal the mutual influence of the scientific and technical potential and the level of digitalization of the territory, as factors of socio-economic development, on the human potential of the region. Methods. For the study, a statistical analysis was used based on data from Rosstat, Moscow School of Management Skolkovo, RIA Rating; correlation analysis; methods of comparative analysis, rating, grouping and positioning of regions. The scientific novelty of the research consists in the developed model of regional development, the content of which is described by the triad “conditions-factorsresults”. The conditions of regional development are considered as opportunities to achieve the set goal, factors - as catalysts for technological development of territories, results - as an increase in human potential. At the same time, the model has reproductive characteristics, since it provides for direct and feedback connections, namely: the achieved «results» affect and change the «conditions» that form the updated «factors», which in turn generate new «results». The resulting cumulative effect of the technological development of the regions is converted into the strengthening and development of human potential. Results and Conclusions. The authors conducted a study on the influence of integral indicators of the socioeconomic situation of regions, the level of scientific and technical potential and digitalization on the human development index of the regions of the Ural and Siberian federal districts. The comparison of the regions was carried out both separately for each federal district and jointly for all regions of the two districts. The grouping and positioning of regions in the study of the triad «conditions-factors-results» made it possible to identify the strongest regions where a favorable socio-economic situation, high digital and scientific and technical potential contribute to the development of human potential. In contrast, less prosperous regions (from the standpoint of conditions and factors of technological development) are not capable of a technological breakthrough and are limited in their impact on human potential. The unevenness of digital development and the scientific and technical potential of the regions was established, and the leading regions and outsider regions characterized by unequal opportunities for technological development were identified. The positioning of the regions made it possible to identify groups for which measures are needed to expand opportunities for technological development. The influence of the level of digitalization and scientific and technical potential on the human development index was established, which made it possible to identify regions, one of which is advisable to be included in interregional interaction (partnerships) to enhance the use of their specific capabilities, while others - to overcome the lag in the studied areas of development. Introduction. The authors clarify and expand the concepts of heterogeneity properties of regional socio-economic and digital spaces. Heterogeneity of space is associated with the regional uneven development and results in their socio-economic and digital differentiation, which, in turn, determines unequal conditions for ensuring the population’s life quality. In the context of the study, heterogeneity of the regional space is defined as a property of uneven spatial development of the Russian Federation’s constituent entities according to the territorial, sectoral, and temporary characteristics (...) that determine and affect the level and quality of life of the population. The citizens’ life quality throughout the country is an absolute priority of economic development at the federal and regional levels. Indeed, only then should we speak of a positive assessment of economic growth when it does not follow the path of the previous inefficient development, but is aimed at achieving a real improvement in people’s wellbeing [3; 4; 17]. Taking into consideration the particular importance of social priorities and their implementation throughout the country, the authors think it necessary to study the properties of the economic space, to determine their impact on the population’s life quality. The aim of the study is to analyze the effect of heterogeneity of the regional socio-economic and digital spaces on the population’s life quality in the Russian Federation’s constituent entities. Methods. To conduct the study, the authors make use of statistical analysis based on the data of the Russian Statistics Agency, Moscow School of Management Skolkovo, Russian Information Agency Rating; content analysis, methods of comparative analysis and positioning of regions. The scientific novelty of the study consists in expanding ideas about heterogeneity of the regional space from the standpoint of the regional socioeconomic situation and the level of their digitalization, which result in differentiating the Russian Federation’s subjects and unequal conditions for the people’s life, to a different extent affecting the population’s life quality throughout the country. In methodological terms, the study is supplemented by a pairwise comparison of the regional space characteristics and the multivariate positioning of regions in the coordinates: socio-economic space - quality of life; digitalization is a quality of life. Results. The authors study the impact of integrated indicators of the socio-economic situation of the regions, their digitalization level on the population’s life quality in the Russian Federation’s constituent entities. At the same time, the authors apply a comparison of various integral nature of the regional space indicators used, as a rule, autonomously, for multi-characteristic typologies (groups of regions I—IV and groups of regions A—D), by means of which a group of the most powerful regions was identified where the life quality is associated with the best socio-economic situation and active digitalization of these regions. Conclusions. It was found that uneven economic and digital territory development leads to interregional differentiation of the population’s life quality, as a result of which the leading regions and the outsider regions are distinguished, characterized by unequal conditions for the citizens’ life. The typology made it possible to identify groups of regions for which selective measures are needed to increase the level and quality of the population’s life. For some regions, the priority is to use their economic potential and new digital technologies, for others, active interregional interaction; the third (the weakest) cannot provide a decent standard of living without profound government support. Communication occupies a key place in the professional activities of physical education instructors, who involve students in physical culture and health activities, create conditions for them to master the experience of such activities through the implementation of health-preserving technologies in the process of student-centered education. The aim of the research is to investigate the psychological and pedagogical peculiarities of professional and communicative competence formation in future physical education instructors in postmodern education. The research involved 32 students; it was conducted in (...) 2019-2021. Questionnaire survey of students was carried out according to the authors’ fact-finding questionnaire, aimed at studying the state of professional and communicative competences formedness in conformity with motivational, cognitive, behavioural, value-based, emotional-volitional criteria. The ascertaining stage of the experiment revealed insufficient level of professional and communicative competences formedness in the students according to the specified criteria. The formative stage of the experiment, which provided the creation of a communication-oriented educational environment for students, revealed an increase in the number of students with high and sufficient levels of professional and communicative competences formedness. An increase in the level of students’ mastering of theoretical knowledge in the field of physical education and sports to form professional and communicative competences during their study of mandatory and optional components of the educational program was also established. A high level of professional and communicative competences and theoretical knowledge of future physical education instructors, formed during their studies at a higher educational institution, will contribute to improving the efficiency of their future professional activities. The relationship between people and nature is one of the most important current issues of human survival. This circumstance makes it necessary to educate young people who are receptive to global challenges and ready to solve the urgent problems of our time. The purpose of the article is to analyze the experience of the environmental behavior of young people in the metropolis. The authors studied articles and monographs that contain Russian and international experience in the environmental behavior of citizens. The (...) following factors determine people’s behavior: the cognitive capabilities of people who determine the understanding and perception of nature and the value-affective component that determines the attitude towards nature. The next task of the study is surveying young people through an online survey and its analysis. The research was realized in Ekaterinburg, the administrative center of the Sverdlovsk region (Russia). The study of the current ecological situation in Ekaterinburg made it possible to conclude that the environmental problem arises not only and not simply as a problem of environmental pollution and other negative influences of human economic activity. This problem grows into transforming the spontaneous impact of society on nature into a consciously, purposefully, systematically developing harmonious interaction with it. The study results showed that, from the point of view of the youth of Ekaterinburg, the city’s ecological situation is one of the most pressing problems. Despite minor improvements over the past 3–5 years, this problem has not lost relevance, and regional authorities and city residents should be responsible for its solution. Young people know environmental practices, but they often do not apply them systematically. Ecological behavior is encouraged and discussed among friends/acquaintances. The key factors influencing the formation of environmental behavior practices are the mass media and social networks. The most popular social network for obtaining information on ecological practices among young people is Instagram, and the key persons are bloggers. This study did not reveal the influence of the socio-demographic characteristics of young people on the application of eco-behavior practices, which may indicate the need for a survey of a larger sample. Studying student migration trends is a significant task in studying human capital development as one of the leading factors in sustainable socio-economic development. The migration potential of students impacts the opportunities and prospects for sustainable development. The study of factors influencing the migration behavior of students acquires special significance in this article. The interpersonal competencies of the population impact its migration potential. Migration processes impact the differentiation of regions in terms of human capital. This article is based on theoretical and (...) practical research on human capital, its formation, development, and migration as a factor in human capital development. The practical part of the study presents an analysis of data obtained from a sociological study of the factors that determine internal and international migration. An anonymous sociological survey of students in Ekaterinburg, Kursk, and Tomsk (Russia) was conducted in several stages. The first stage was implemented in October and December 2020 (N = 958). The second stage was implemented in October and November 2021 (N = 960). This study allows for tracing how the COVID-19 pandemic affects the migration potential of students and their desire for a satisfactory career path. (shrink)

The age of global risks and changes that have come into play where stable development used to be a norm and the era of postmodernism, as a possibility of the multiplicity of meanings and solutions, determine the vectors of human development in the 21st century. Human society is undergoing changes, digital technologies are increasingly penetrating various domains of life, and it has become clear, they are here to stay because they are already changing life itself. The postmodern generation, consumed by (...) "virtual reality", sees the world differently. They need knowledge different from what previous generations used where knowledge itself requires new methods of education. With all positive and negative implications, the e-learning format has established itself as a viable education option in times of the world pandemic. The way this learning format transforms the higher education system is irrevocable. Thus, an increasing number of universities are integrating online and personalized components into their courses. However, the role of the teacher remains invariably important. Although methods and format of their work may adjust and alter, it is the teacher who passes on human experience, imbues knowledge with emotional coloring and encourages reflection and reasoning. Therefore, the e-learning system rests on two factors, namely, the presence on the Internet and the development of student-teacher relations. All available research and resources are currently aimed at improving technical capabilities, whereas the "student-learner" system needs to be reconsidered. The article reveals the essential features and conditions of the long-term process of development of competitive innovation economy - knowledge economy on the example of Ukraine, where the dialogue of late postmodernism and early post-industrialism create special regional conditions. The article characterizes education as not just a form of social consciousness and practice, but as a social and cultural engine and simultaneously marker of civilization development level; considers higher education system from the point of view of society request to form (...) specialists of high qualification level and as a result powerful factor of regional economic growth; offers the directions of Ukraine higher education reforming, which still has signs of late postmodernism. The freedom theme has always been in the centre of life and philosophical and political discourse. Freedom is one of the magic words causing many positive emotions in everyday life. Certain social and philosophical studies highlight the ways of replacing traditional and, sometimes, spontaneous absolutization of human freedom at an empirical level of social consciousness. It lies in achieving desired results and being entitled to choose what to achieve. The difference between these “formulas” is obvious. In the second case, one (...) can observe one's acceptance of certain restrictions of freedom due to social reality and understanding that it can only be fully realized through self-restraint. However, one needs to come to such conclusions on one’s own. Practice shows that the categorical power of authorities in terms of citizens’ duties mostly leads to opposite results. Therefore, more than ever, it is essential to develop a permanent, well-developed, multi-level humanitarian programme for working with the population based on social and philosophical studies. The state needs to build the “net” of permanent special state-owned institutions since it will improve the quality of public administration, pave the way for tolerance and successful compromises.
