A corrected and extensively annotated version of the sole meeting between two of the most important figures in twentieth-century intellectual life.

Biologists rely heavily on the language of information, coding, and transmission that is commonplace in the field of information theory developed by Claude Shannon, but there is open debate about whether such language is anything more than facile metaphor. Philosophers of biology have argued that when biologists talk about information in genes and in evolution, they are not talking about the sort of information that Shannon’s theory addresses. First, philosophers have suggested that Shannon’s theory is only useful for developing a (...) shallow notion of correlation, the so-called causal sense of information. Second, they typically argue that in genetics and evolutionary biology, information language is used in a semantic sense, whereas semantics are deliberately omitted from Shannon’s theory. Neither critique is well-founded. Here we propose an alternative to the causal and semantic senses of information: a transmission sense of information, in which an object X conveys information if the function of X is to reduce, by virtue of its sequence properties, uncertainty on the part of an agent who observes X. The transmission sense not only captures much of what biologists intend when they talk about information in genes, but also brings Shannon’s theory back to the fore. By taking the viewpoint of a communications engineer and focusing on the decision problem of how information is to be packaged for transport, this approach resolves several problems that have plagued the information concept in biology, and highlights a number of important features of the way that information is encoded, stored, and transmitted as genetic sequence. Research on human decision making is at the present time undergoing rapid changes. From previously being much focused on models and approaches with an origin in economy, much of the present day research finds its inspiration from disciplinary approaches concerned with incorporating more of the context that the decision making takes place in. This context includes psychological aspects of the decision maker and social-cultural aspects of the situation he or she acts in. All human decision making occurs in dynamically changing (...) contexts. One factor contributing to this is that human beings or groups in many situations act as entrepreneurs trying to improve the situation for themselves or their organization. Given that this is the case, it is of increasing interest for both researchers and practitioners interested in the social aspects of decision making to consider the relation between creativity and decision making. Scientific indigenous psychologies have been developed mostly in non‐western countries. Indigenous psychologies, seeing mainstream psychology as too western in its cultural foundation, are based on the culture of the society being investigated. In this article I critique the concept of culture used by representative researchers of indigenous psychologies in the English‐language literature and contrast it to current concepts of culture in the social sciences. Furthermore, I argue that the concept of culture used in this literature has implications for the cultural (...) contents that are identified as the culture of a specific society. I also suggest that the political dimensions of what contents of culture are associated with a specific society are not given sufficient attention in this literature. Finally, alternative approaches to culture for the indigenous psychologies are discussed. (shrink)

Developing countries face numerous barriers to conducting effective and efficient ethics reviews of international collaborative research. In addition to potentially overlooking important scientific and ethical considerations, inadequate or insufficiently trained ethics committees may insist on unwarranted changes to protocols that can impair a study's scientific or ethical validity. Moreover, poorly functioning review systems can impose substantial delays on the commencement of research, which needlessly undermine the development of new interventions for urgent medical needs. In response to these concerns, the Drugs (...) for Neglected Diseases Initiative, an independent nonprofit organization founded by a coalition of public sector and international organizations, developed a mechanism to facilitate more effective and efficient host country ethics review for a study of the use of fexinidazole for the treatment of late stage African Trypanosomiasis. The project involved the implementation of a novel ‘pre-review’ process of ethical oversight, conducted by an ad hoc committee of ethics committee representatives from African and European countries, in collaboration with internationally recognized scientific experts. The culture concept used in the indigenous psychologies is important since these psychologies aim to be rooted in the local culture of the research participants. Culture is an empirical phenomenon. Thus, the extent to which meaning content is shared in a society, and by what categories of people, is an empirical issue. It should not be solved by default by the use of a culture concept that assumes that all cultural content is shared. The philosophical and pragmatic?political reasons suggested by (...) Hwang and Liu are not convincing enough to change this conclusion. Moreover, irrespective of the cultural concept used, it is imperative that the researcher has empirically informed him/herself about the cultural understanding of the participants in the study. Finally, the indigenous psychologies are not intrinsically allied with the nation state and need to be seen as a part of cross?cultural psychology. (shrink)

In this paper the nature of the indigenized psychologies is discussed. The ongoing development of indigenized psychologies is an important phenomenon that gives rise to many important and interesting questions, not the least of which concerns the conditions for the development and transfer of traditions of understanding between different social and cultural contexts. The indigenized psychologies are distinguished by being reactions to what is seen as modern mainstream western (US) psychology, by being (more or less) anchored in the identified culture (...) of its countries and by a desire to increase the practical applicability of the discipline in the local cultural context. In order to improve our understanding of the indigenized psychologies, it is important to recognize the historical and cultural context of their origin, such as anti-colonial reactions, and to recognize their great diversity. The diversity is for example evident with respect to how many, and which, aspects of western psychology one thinks should be indigenized. Moreover, some authors tend to stress the value of the indigenized psychology as being anchored in the researcher's culture and other authors emphasize the importance of their practical applicability. The indigenized psychologies are still at an early stage of their development and their progress is to a large extent affected by limitations in material resources and lack of institutionalization of academic culture. The relation of the indigenized psychologies to the concept of science is not clear but is not given much attention in the literature produced by, and on, the indigenized psychologies. (shrink)

This paper aims to provide a basis for renewed talk about ‘use’ in computing. Four current ‘discourse arenas’ are described. Different intentions manifest in each arena are linked to failures in ‘translation’, different terminologies crossing disciplinary and national boundaries non-reflexively. Analysis of transnational use discourse dynamics shows much miscommunication. Conflicts like that between the ‘Scandinavian System Development School’ and the ‘usability approach’ have less current salience. Renewing our talk about use is essential to a participatory politics of information technology and (...) will lead to clearer perception of the implications of letting new systems becoming primary media of social interaction. Being Indigenous and operating in an institution such as a university places us in a complex position. The premise of decolonizing history, literature, curriculum, and thought in general creates a tenuous space for Indigenous and non-Indigenous peoples to confront a shared colonial condition. What does decolonization mean for Indigenous peoples? Is decolonization an implied promise to squash the tropes of coloniality? Or is it a way for non-Indigenous people to create another paradigm or site for their own resistance or transgression (...) of thinking? What are the roles of Indigenous and non-Indigenous peoples in this space of educational potential, this curriculum called decolonization? This article presents a multi-vocal reflection on these and related questions. (shrink)

This critical review accomplished two main tasks: first, the article provides scope for identifying the most common conceptions of moral competence in the scientific literature, as well as the different ways to measure this type of competence. Having moral judgment is the most popular element of moral competence, but the literature introduces many other elements. The review also shows there is a plethora of ways to measure moral competence, either in standardized tests providing scores or other non-standardized tests. As a (...) second task, the article reflects critically on the general use of the idea of moral competence. Results suggest that this idea functions as what philosopher Bernard Williams would have called a thin ethical concept. Thin concepts are not problematic in and of themselves if they are used as linguistic shorthand, however, there may be shortcomings in the literature on moral competence because the idea is not rooted in more substantive views or theories in a way that is both clear and coherent. This second companion volume on engineering studies considers engineering practice including contextual analyses of engineering identity, epistemologies and values. Key overlapping questions examine such issues as an engineering identity, engineering self-understandings enacted in the professional world, distinctive characters of engineering knowledge and how engineering science and engineering design interact in practice. -/- Authors bring with them perspectives from their institutional homes in Europe, North America, Australia\ and Asia. So-called 'dynamic' semantic theories such as Kamp's discourse representation theory and Heim's file change semantics account for such phenomena as cross-sentential anaphora, donkey anaphora, and the novelty condition on indefinites, but compare unfavorably with Montague semantics in some important respects (clarity and simplicity of mathematical foundations, compositionality, handling of quantification and coordination). Preliminary efforts have been made by Muskens and by de Groote to revise and extend Montague semantics to cover dynamic phenomena. We present a new higher-order theory of discourse (...) semantics which improves on their accounts by incorporating a more articulated notion of context inspired by ideas due to David Lewis and to Craige Roberts. On our account, a context consists of a common ground of mutually accepted propositions together with a set of discourse referents preordered by relative salience. Employing a richer notion of contexts enables us to extend our coverage beyond pronominal anaphora to a wider range of presuppositional phenomena, such as the factivity of certain sentential-complement verbs, resolution of anaphora associated with arbitrarily complex definite descriptions, presupposition 'holes' such as negation, and the independence condition on the antecedents of conditionals. Formally, our theory is expressed within a higher-order logic with natural number type, separation-style subtyping, and dependent coproducts parameterized by the natural numbers. The system of semantic types builds on proposals due to Thomason and to Pollard in which the type of propositions (static meanings of sentential utterances) is taken as basic and worlds are constructed from propositions (rather than the other way around as in standard Montague semantics). Priority setting in health care is ubiquitous and health authorities are increasingly recognising the need for priority setting guidelines to ensure efficient, fair, and equitable resource allocation. While cost-effectiveness concerns seem to dominate many policies, the tension between utilitarian and deontological concerns is salient to many, and various severity criteria appear to fill this gap. Severity, then, must be subjected to rigorous ethical and philosophical analysis. Here we first give a brief history of the path to today’s severity criteria in (...) Norway and Sweden. The Scandinavian perspective on severity might be conducive to the international discussion, given its long-standing use as a priority setting criterion, despite having reached rather different conclusions so far. We then argue that severity can be viewed as a multidimensional concept, drawing on accounts of need, urgency, fairness, duty to save lives, and human dignity. Such concerns will often be relative to local mores, and the weighting placed on the various dimensions cannot be expected to be fixed. Thirdly, we present what we think are the most pertinent questions to answer about severity in order to facilitate decision making in the coming years of increased scarcity, and to further the understanding of underlying assumptions and values that go into these decisions. We conclude that severity is poorly understood, and that the topic needs substantial further inquiry; thus we hope this article may set a challenging and important research agenda. (shrink)

In a recent extended essay, philosopher Daniel Hausman goes a long way towards dismissing severity as a morally relevant attribute in the context of priority setting in healthcare. In this response, we argue that although Hausman certainly points to real problems with how severity is often interpreted and operationalised within the priority setting context, the conclusion that severity does not contain plausible ethical content is too hasty. Rather than abandonment, our proposal is to take severity seriously by carefully mapping the (...) possibly multiple underlying accounts to well-established ethical theories, in a way that is both morally defensible and aligned with the term’s colloquial uses. In Homer’s account of the adventurous journey of Odysseus, the song of the sirens was so appealing and tempting that it lured sailors to their deaths. Warned by the goddess Kirke, Odysseus overcame the trap by plugging his crew’s ears with wax. An archaeo-acoustical research expedition undertaken by members of Humboldt University Berlin made sound propagation experiments at the supposedly historical scene at the Galli Islands where it’s said that the sirens originally sung. At the site we broadcasted both synthetic (...) signals and natural voices via loudspeakers in the direction Odysseus most probably should have approached the Siren’s island. Subjective listening as well as objective acoustic analysis of the recorded signals revealed evidence for a combination of site-specific acoustic effects, which may explain the nature and origin of the song of the sirens in Homer. The local arrangement of the three islands deforms the acoustic signals by amplification and by changes in timbre. Two female singers from the Berlin State Opera were asked to sing differently pitched musical intervals to be tested in the Li Galli environment. The experiment evinced that the first overtones would be merged by the echo of the rocks; yet when singing pure thirds and less consonant intervals, which yield higher orders in the overtone series, the voices appear recognisable as being two. As a result, and particularly because Homer stresses the number of exactly two sirens several times, the evidence of our research supports the musicological theory for a rather early existence of enharmonic tunings and most prominently a two-part polyphonic singing of Greek songs. Given that the rocky formation of the Galli Islands most likely didn’t change during the geological tick of just 2,700 years, we conclude that there has been a real acoustic basis for the myth reported by Homer and that a “song of the Sirens”, most probably based on natural voices, was transformed by the particular acoustic conditions of the landscape in such a way that signals were amplified and sent out in one concrete direction. Based on these results, we continue to discuss further leading acoustic theories that offer new insights into the mythology and which were essential to motivate our expedition in the first place. After all, the question remains open what kind of beings the first emitters of the song might have been. (shrink)

Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

Drawing on the work of Michel Foucault we seek to theorize ethics in terms of the meaning of being a manager who is an active ethical subject. Such a manager is so in relation to the organizational structures and norms that govern the conduct of ethics. Our approach locates ethics in the relation between individual morality and organizationally prescribed principles assumed to guide personal action. In this way (...) we see ethics as a practice that is powerfully intertwined in an individual’s freedom to make choices about what to do and who to be, and the organizational context in which those choices are situated, framed and governed. Individuals regaining reliable day-to-day walking function after incomplete spinal cord injury report persisting unsteadiness when confronted with walking challenges. However, quantifiable measures of walking capacity lack the sensitivity to reveal underlying impairments of supra-spinal locomotor control. This study investigates the relationship between intramuscular coherence and corticospinal dynamic balance control during a visually guided Target walking treadmill task. In thirteen individuals with iSCI and 24 controls, intramuscular coherence and cumulant densities were estimated from pairs of Tibialis anterior surface EMG recordings during (...) normal treadmill walking and a Target walking task. The approximate center of mass was calculated from pelvis markers. Spearman rank correlations were performed to evaluate the relationship between intramuscular coherence, clinical parameters, and center of mass parameters. In controls, we found that the Target walking task results in increased high-frequency intramuscular coherence, which negatively related to changes in the center of mass movement, whereas this modulation was largely reduced in individuals with iSCI. The impaired modulation of high-frequency intramuscular coherence during the Target walking task correlated with neurophysiological and functional readouts, such as motor-evoked potential amplitude and outdoor mobility score, as well as center of mass trajectory length. The Target walking effect, the difference between Target and Normal walking intramuscular coherence, was significantly higher in controls than in individuals with iSCI [F = 13.042, p < 0.001]. Intramuscular coherence obtained during challenging walking in individuals with iSCI may provide information on corticospinal gait control. The relationships between biomechanics, clinical scores, and neurophysiology suggest that intramuscular coherence assessed during challenging tasks may be meaningful for understanding impaired supra-spinal control in individuals with iSCI. This article argues that large language models (LLMs) should be interpreted as a form of gods. In a theological sense, a god is an immortal being that exists beyond time and space. This is clearly nothing like LLMs. In an anthropological sense, however, a god is rather defined as the personified authority of a group through time—a conceptual tool that molds a collective of ancestors into a unified agent or voice. This is exactly what LLMs are. They are products of (...) vast volumes of data, literally traces of past human (speech) acts, synthesized into a single agency that is (falsely) experienced by users as extra-human. This reconceptualization, I argue, opens up new avenues of critique of LLMs by allowing the mobilization of theoretical resources from centuries of religious critique. For illustration, I draw on the Marxian religious philosophy of Martin Hägglund. From this perspective, the danger of LLMs emerge not only as bias or unpredictability, but as a temptation to abdicate our spiritual and ultimately democratic freedom in favor of what I call a tyranny of the past. In her more recent work, Chantal Mouffe enters into what she calls a 'dialogue' with Carl Schmitt on the political. So far, interpretations of this dialogue suggest that Mouffe attempts to revise Schmitt's friend/enemy-distinction and carve out a theory of agonistic pluralism. An interpretation on these grounds, this article argues, reduces the dialogue to its analytical dimension and cannot comfortably be upheld. Mouffe indeed appropriates Schmitt's friend/enemy-distinction, but she also gets inspired by the metatheoretical facet of his intellectual heritage with (...) the result that her theory becomes organically interwoven with a polemical dimension. Rather than aiming at a post-structuralist defanging of Schmitt's conception of the political, Mouffe recontextualizes and applies it to the current academic discourse, for this allows decontesting her radical pluralist cause by establishing a we/them opposition along a political/post-political divide.
